Mot du Président C es derniers mois, l'AEP s'est montrée vraiment très active. Vous trouverez ce qui a été fait et organisé dans le pré- sent numéro de notre revue de communica- tion interne. Remercions le rédacteur, Jean Voruz, qui a eu très peu de temps pour des raisons professionnelles, mais qui a été capable de réaliser un numéro double, très dense d’informations et d’actualité. Je ne veux pas répéter ce que vous trouverez dans les pages suivantes. Je veux focaliser votre attention sur trois points. Le premier : l'assemblée géné- rale 2016, qui terminait mon mandat présidentiel, m'a fait l'honneur de me réélire. Je re- mercie tous les amis académi- ciens et je vous promets que je poursuivrai les efforts pour continuer à faire de notre Académie une association de haut niveau où l'on est ,ier d’être membre. Le deuxième : la rencontre de l’Académie à Venise. Un gros effort pour l’organiser, mais une très belle satisfaction. Une excellente par- ticipation à l’Assemblée et aux événements sociaux, et un meeting de haut niveau et de grande importance. Si l'AEP est une organisa- tion européenne qui rassemble des philaté- listes de premier plan, elle a autant le devoir que le droit d'être une force de proposition dans les différents cercles de la philatélie eu- ropéenne. Cette considération m'a guidé et conduit à organiser ce colloque. Il n’était pas si facile de faire participer des philatélistes issus de domaines variés, mais on a réussi. continue to discuss and work: First the young, certainly those with high
standards and good collections; Good quality philately is today and even
more in the future concentrating on postal history;
Collections and publications should be observed with a critical eye;
One must watch the philatelic market carefully.
It is important to have set out these four points. We must not stop now but should con-tinue with our discussions and ideas to pro-duce something concrete. We will return to that shortly. Thirdly at Venice we presented for the ,irst time the European Parliamentary Award. It is a great honour and important for two reasons. The ,irst of course is prestige: the European breadth of the ,irst recipient is well known as well as his activities in bringing philately into the Palace of the Italian Republic along with the Italian Federation and myself. Secondly the AEP has worked with the European Parlia-ment or rather the European Parliament has worked with the AEP. It is the ,irst time I be-lieve that the most important European insti-tution has coordinated its activities with a re-spected European philatelic organisation to produce something important in philately. In conclusion the European Parliament has rec-ognised the AEP as a major player in the realm of European philately. Having achieved this we must work hard to make it permanent! This impressive result has taken three years of work for which we must warmly thank Jean-François Logette who put his abilities, diplo-macy and contacts at our disposal. On behalf of the committee and myself it was a great pleasure to congratulate him with the presen-tation of the European Philatelic Merit award at the evening dinner at Venice. We have many new members. To new and prospective members a warm welcome with my best wishes for an enjoyable and worth-while membership for you. On to our 2017 meetings in France, Finland, Switzerland and Monaco! Bruno Crevato-Selvaggi, AEP President

Les jeunes d'abord; de qualite, avec des belles collections et de bonnes etudes;
La philatelie de haut niveau est aujour-d'hui, et sera encore plus a l'avenir, focalisee sur l'histoire postale;
Il faut observer d'un œil critique les collec-tions et les publications;
Il faut considerer attentivement le marche philatelique.
Il est important d'avoir formule ces quatre points. Maintenant, il ne faut pas s’arreter, mais continuer avec nos debats et nos idees, pour faire quelque chose de concret. On en parlera bientot. Le troisieme: a Venise, nous avons decerne pour la premiere fois le Prix du Parlement Eu-ropeen. Il s'agit d’un grand honneur et il est tres important pour deux raisons. D'une part, bien evidement, le prestige: l'envergure euro-peenne du premier recipiendaire est bien con-nue, comme son activite pour porter la phila-telie dans les palais de la Republique italienne, en collaboration avec la Federation italienne et moi-meme. D'autre part, l'AEP a collabore avec le Parlement europeen ou, mieux, le Par-lement europeen a collabore avec l'AEP. C’est la premiere fois, je crois, que la plus impor-tante institution europeenne coordonne son activite avec une association philatelique eu-ropeenne renommee pour realiser quelque chose d’important. En conclusion: le Parle-ment europeen a reconnu l'AEP comme un acteur majeur de la philatelie europeenne. C'est une realite, mais il faut travailler a ce que ça le demeure ! Ce resultat magistral a ete la ,inalite d'un tra-vail assidu sur trois ans. Pour lequel il faut remercier tres chaleureusement Jean-François Logette qui a mis a disposition sa competence, sa diplomatie et ses contacts. Pour le Conseil et moi-meme, ce fut un immense plaisir de le feliciter avec la remise du Merite Philatelique Europeen a Venise, lors de la soiree de gala. Aux nouveaux membres et aux candidats, une tres cordiale bienvenue, avec mes meilleurs vœux pour une adhesion active et agreable. A bientot pour les rendez-vous de 2017, en France, en Finlande, en Suisse et a Monaco !

You have before you a DOUBLE NUMBER. For 2016 there will be just two Traitd'Union. This does not reflect any drop in activities but quite the contrary! Busy agendas sometimes leave little time for writ-ing about everything. At our AGM in Venice I asked all present to submit their contributions as and when they occurred. That makes it easier for your editor to balance out the work and ensure more regular is-sues. Thank you!

pas du a un manque d'activites ou d'evenements a relater, bien au con-traire ! Les agendas debordants lais-sent parfois peu de place a la com-munication ecrite. Lors de notre as-semblee generale tenue a Venise en novembre dernier, j'ai demande aux presents qu'ils n'hesitent pas a en-voyer les informations au fur et a mesure de leur survenance. Cela permet a votre redacteur de repartir

An index to cover all articles published to date. A completely redone index has now been placed on our website www.aephil.net. There are two versions – chronological and by au-thor. More than 430 high level articles are now more accessible and a source of rich knowledge. OPUS 17: Last Appeal for Contributions In the last Traitd'Unionwe made an appeal for articles for OPUS XVII to be launched at FINLANDIA 2017 next May. One final appeal is now being made with an absolute deadline of
31 JANUARY 2017 without exception! A big thank you in advance for your cooperation. The Board has made a final choice on the main theme for the next OPUS: this will be ‘Northern Europe, its philately and its postalrelationships’. This is a vast subject leading OPUS along very diverse paths as the meaning of ‘NorthernEu-rope’ will be taken in its widest sense: - Denmark, Sweden, Finland, Norway, Iceland. The northern territories of Russia such as Murmansk - Territories which changed hands at the end of the First World War such as Karelia, Ingria, Aunus. - The islands of the North Atlantic such as Greenland and its dependencies, the Faroes, the Hebrides, Shetland, Orkney and so on. - Fisheries in the North Atlantic - Arctic polar expeditions.

Once again there is a strict deadline as OPUS 17 must be presented at Tampere in Finland in June 2017 (this was the reason for the choice of theme). Please send me your articles BEFORE 31 JANUARY 2017. Editing and ad-justing, page setting and the final pdf produc-tion takes a great deal of time and I ask for your understanding in not going past this date for articles. Equally I ask all members to make a big effort to procure advertising in order to reduce our printing costs as much as possible. For those who wish to write for OPUS for the first time I set out once again the rules to fol-low. Keeping to these makes it much easier for me to complete the production. The only accepted languages are English and French Text + illustrations a maximum of 20 A4 pages Text must be done on a computer and be sent by email, CD or USB stick Illustrations should be sent separately as indi-vidual attachments and should be scanned at a minimum resolution of 300 dpi. Illustrations should be numbered and cross reference with the number included in the text The captions for the illustrations should be grouped together and sent on a separate sheet. Une fois de plus, je suis oblige de me tenir a un deadline tres strict : OPUS 17 devant etre pre-sente en juin 2017 a Tampere, en Finlande (ce qui a determine le choix du theme), je vous demande de m’envoyer les articles AVANT LE 31 JANVIER 2017. L’elaboration, l’adaptation des articles, la mise page et la presentation de l’ensemble en pdf me demande beaucoup de travail, et je vous demande donc toute votre comprehension pour ne pas transgresser cette date. Puis-je egalement demander a tous les mem-bres de faire un gros effort pour obtenir des pages de publicite pour cet OPUS, a,in de re-duire au maximum les frais d’imprimerie. Pour les membres qui veulent collaborer pour la premiere fois a OPUS, je joins encore une fois les regles de publication a suivre. L’obser-vation de ces regles me facilite grandement la realisation d’OPUS : - Les seules langues acceptees sont l’anglais et
le français. - Texte + illustrations: maximum 20 pages A4. - Le texte doit etre redige par ordinateur et me
parvenir sous forme d’un e-mail, ou bien sur CD ou sur cle USB.
- Les illustrations doivent egalement me par-venir soit sur le CD ou stick USB, soit sous forme d’annexes aux e-mails. Chaque illu-stration doit faire l’objet d’une annexe sepa-ree et individuelle.
- Les illustrations doivent etre scannees avec une resolution minimale de 300 dpi.
- Ces illustrations doivent etre numerotees, avec une reference claire a ce numero dans le texte. Les legendes qui accompagnent ces illustrations doivent me parvenir groupees sur une feuille separee.

The participation of the AEP at the World Stamp Show of New York (28 May to 4 June) was significantly above aver-age, given the scale of the event. The Palmares (see page 14) and the court of Honour (page 15) clearly demon-strates this. Whilst the AEP did not have an actual meeting of its own there were many opportunities for meeting up as well as finds to be made and exhibits to study. It was of course the setting for the launch of OPUS XVI on the subject of the Amer-icas.
La participation de l'AEP au World Stamp Show de New York (28 mai au 4 juin) fut a la mesure de l'evenement: net-tement plus nombreuse que la moyenne. Le tableau du palmares (voir p. 14), comme celui de la Cour d'honneur (p. 15) sont eloquents a cet egard. Bien que l'AEP n'ait pas mis sur pied de rencontre speci,ique, les differentes festivites ont ete de belles occasions de retrouvailles, sans par-ler des heures passees dans les in-nombrables travees d'exposition pour commenter les collections pre-sentees. C'est aussi l'occasion que l'AEP avait choisi pour la sortie de OPUS XVI consacre aux Ameriques.

present the European Magazine Award to the PHILATÉLISTEBELGE and the Literature Award to the polar philately work issued by the Club de Monte Carlo (see below).

The notion of an honorary president was in-troduced during the January 2015 extraordi-nary general meeting and Henk Slabbinck was awarded the title during the following ordi-nary general meeting. - AEP awards The 2013 European Philatelic Literature Prize was awarded to Wolfgang Maassen and Vin-cent Schouberechts, with the 2015 prize going to Serge Kahn and Hal Vogel. Ties featuring the AEP logo (two colours: red or blue) as well as a medal for the AEP awards have been created recently. The Binos Literature Award (Greece) was awarded to the AEP for its publication, Opus. Jean-François Logette has put a huge amount of effort into creating the European Parlia-ment Prize. It will be awarded for the ,irst time at the gala dinner on 5 November and will be presented to Carlo Giovanardi by Elis-abetta Gardini MEP. The president's report was approved unani-mously. Introduction of new members Six new members joined the AEP after the 2015 General Meeting in Monaco. They are: Ivar J. Sundsbø (Norway), Vladimir Boi-ko (Ukraine), Lars Jorgen-sen (Belgium), Louis Fanchi-ni (France), Vittorio Mo-rani (Italy) and Richard Garcia (Gibraltar). Two new "candidate" members were in attendance and became full members: Vladimir Boiko and Vittorio Morani. Four new members retained their "candidate" status: Ivar J. Sundsbø, Lars Jorgensen, Louis Fanchini and Richard Garcia. One former member retained his "candidate" status: Jean-Claude Vasseur.

Treasurer's Ginancial report Michel Letaillieur presented us with the oper-ating account for the 2015 ,inancial year which ended with a surplus of €18,525.73 and con,irmed that the AEP was doing well.
There were no questions about the accounts. Auditor's report The auditor's report from Jacques Wils was also presented to the members at the meeting. It ended as follows: "The2015surplusandthelevel of cash reserves demonstrate that ourAcademy is in good Ainancial health. Togetherwiththehigh-qualitymanagementandappro-priatechoicesmadeover the last fewyearsbythePresidentsandBoard,thisresultisalsothefruitofallofourmembers'contributions."The accounts were approved and the treasur-er granted discharge unanimously, minus one abstention.

Report from the editor of Opus The president thanked Guy Coutant for the work he had done for Opus and gave him the ,loor. He told us a bit about what to expect in OpusXVII,which will be ready in the spring in time to be presented in Tampere during the FINLANDIA 2017 stamp exhibition. The theme will therefore focus on Scandinavian coun-tries. The absolute deadline for submitting articles is 31 January 2017. Luis Frazao took to the ,loor to inform us that the launch of the latest OpusXVI in New York was not a success. It is hoped that we will have more success in Finland in 2017. The president stated that things would be eas-ier in Finland and that our publication would be presented during the preview event. Report from the editor of Traitd’Union The presi-dent thanked Jean Voruz for his ex-cellent work on the AEP bulletin, which will continue to be pub-lished as often as possible, in French and English. Jean Voruz con,irmed that the second bulletin of the year would be ready in a few weeks' time and reiterated his request for submissions from members. Alessandro Agostosi is continuing to manage Lapièceeuropéennedutrimestre and hopes to receive proposals from members.

Election of the President Bruno Crevato-Selvaggi stood for re-election. No other candidates stood. Bruno Crevato-Selvaggi was elected unanimously. Election of the Board of Directors The proposed board of directors was elected unanimously. It is composed of the outgoing members plus Rainer von Scharpen who is replacing Henk Slabbinck. As honorary presi-dent, Henk had been invited to each board meeting. 2017 activities - Azores Luis Frazao in-formed us that the planned 3- to 4-day trip to the Azores (18 to 21 February 2017) when "the ,lowers are at their best" is no longer con-,irmed due to a lack of at-tendees. The price was quoted based on there being 35 attendees but there are currently only 20 people registered. The deadline for regis-tering has been extended to 2 December 2016. - Calais The Amicale Philatelique de Cal-ais (Calais Philately Club) is organising an event on 22 and 23 April 2017 to celebrate its 90th anniversary. The AEP, Academie de Philatelie (Paris) and Academie de Philatelie de Belgique will be attending. There will be a polar philately exhibition and a special stamp will be issued commemorating the 150th anniversary of the birth of polar explorer Jean-Baptiste Charcot.

The members attending the 5 November sym-posium will be given a gift from Paolo Vac-cari as well as Bruno Crevato-Selvaggi & Piero Macrelli's publi-cation on Italy and Eastern Africa. Rainer von Scharpen told us about the AIJP (International Association of Philatelic Jour-nalists) and its important role in standardis-ing philatelic literature requirements. RPSL regional meeting in Bombay with a display of the air crash of a famous Indian airliner in Europe Jean Voruz AEP re-sponded to the invi-tation from Indian philatelists to give a display on the fate of the mail carried by the Malabar Princess which crashed in 1950 (see OPUS XV). Our colleagues were particularly inter-ested to know more about the Franco-Italian crash site and the subsequent aftermath as letters are still being found even in 2016. On Sunday 9 October 2016, the Manneken-Pis, a Belgian national symbol was adorned in the colours of the philatelic auction website delcampe.net – or-ange and blue This was his 958th change of colour but the ,irst as a philate-list. This interesting idea was backed by the Brussels philatel-ic society. The change was present-ed to the city author-ities of Brussels fol-lowing of,icial proce-dures and agree-ments and was fol-lowed by a cheerful party under the eyes of our hero. Dimanche 9 octobre 2016, le Manneken-Pis, symbole national belge, a revetu les couleurs de la Phila-telie, en orange et bleu qui sont les cou-leurs du site bien connu delcampe.net d'encheres par inter-net. Ce fut son 958e cos-tume, mais le premier de philateliste. A ce beau projet s'est jointe l'Amicale Phila-telique de Bruxelles. Le costume a ete re-mis aux autorites de la Ville Bruxelles, se-lon le protocole of,i-ciel, puis une partie conviviale publique s'est deroulee sur place, sous l'oeil du heros du jour.

Paul Wijnants AEP: The Maritime Connections to and from New South Wales before 1876 To ,ind a solution for the overcrowded gaols the government sent the prisoners abroad with full ship loads to some of the new colo-nies where they could be used as cheap labour. When their colonies in North America con-quered their independ-ence other outlets were needed. This situation is the background of the history of Australia and of course also its postal history. The story is well told in this publica-tion in which Pol Wijnants made a very readable summary of the existing handbooks to which he added his own research well lard-ed with choice colour illustrations of glorious (and always) very rare covers fully detailing routes and rates. Thomas Lindekens AEP: Belgian Congo and Ruanda-Urundi - The Civil Censorship 1940-1945 The book includes all post of,ices, linear marks, tapes and cancellations used by the censorship of,ice of the Belgian Congo and the Ruanda-Urundi 1940-1945 (illustrations, colours, sizes, dates of use). The book was built on the principle of "CASES" for each censor of-,ice, illustrating the evolu-tion of censorship. These are each illustrated and des-cribed. Foreword by Henk Slab-binck HON PRES AEP. An article written by Bruno Crevato- Selvaggi PRES AEP and published in the Greek magazine PHILOTELIA Issue 699 (July-August 2016) of PHILOTELIA reprints in Greek an article written originally in Italian by our President. Pantelis Leoussis, President of the Greek Philatelic Federation undertook the translation. PHILOTELIA as we recall took the AEP award for the European philatelic press. Nicos Rangos AEP has undertaken to have it printed in the Cypriot publication KYPRIAKOS FILOTELISMOS as well.

The Calais philatelic society (APC) celebrates its 90th anniversary on 22 and 23 April 2017. Three Philatelic Academies (France, Belgium and the AEP) will provide support with dis-plays and talks at the Cite internationale de la Dentelle et de la Mode. In its large hall those showing will have ample space to present their sheets alongside their talk. In the same venue there will also be an exhibi-tion of Polar philately marking the 150th anni-versary of the birth of the explorer Jean Char-cot presented with the support of the Cercle d’E\ tudes Postales Polaires. Subjects for presentation (15 to 30 minutes): The earliest sea and air postal links between Europe and the North American continent. The European Quarterly Highlight ColumneditedbyAlessandroAgostosiAEPSage stamps used in Monaco The date set for the end of the use of French stamps in the post offices of the Princi-pality of Monaco was 1 Jan-uary 1886 with a fi-nal date of 1 April 1886 for mixed frankings. Not all Sage stamps were put on sale in Mona-co and those issued after March 1886 were never valid for use. The stamps not sold in the Principality of Monaco were the 1c, 2c, 5c and 10c green and the 20c brown on straw. This is an exceptional letter with a franking that is unique and one of the great rarities of Monaco forerunners. It is a printed matter item stamped with Sage stamps never available in Monaco but brought in by someone visiting the Principality or pos-sibly sent by the post as a means of payment. 2 x 1c green type 1, 4 x 2c green type 2, can-celled with the type 18 post mark of the Prin-cipality of Monaco and addressed to Ver-sailles. 10c postage for a notification of a birth in an unsealed envelope. An inland rate that had remained unchanged since 1 August 1856.

Les timbres-poste au type Sage utilisés à Monaco
La date prevue pour la suppres-sion des timbres-poste français dans les bureaux de la Prin-cipaute de Monaco avait ete ,ixee au 1er janvier 1886 ; elle fut repor-tee au 1er
avril 1886 pour les affranchissements mixtes. Tous les timbres-poste au type Sage n’ont pas ete mis en vente a Monaco et ceux emis apres mars 1886 n’y ont jamais eu cours legal. Les timbres-poste non vendus dans la Princi-paute de Monaco sont les 1c, 2c, 5c et 10c vert ainsi que le 20c brun sur paille. Voici une lettre exceptionnelle avec un affran-chissement unique a ce jour, qui represente une des grandes raretes des PRECURSEURS de MONACO. Il s’agit d’un faire-part affranchi avec des timbres au type Sage qui n'ont pas ete vendus a Monaco, mais apportes par des gens de pas-sage ou envoyes par lettre en paiement. 1c vert x 2 du type I, 2c vert x 4 du type II, obliteres du cachet a date Monaco Principaute type 18, a destination de Versailles. Port a 10 centimes pour faire-part de nais-sance avec enveloppe ouverte. Tarif inchange de Bureau a Bureau du 1er aout 1856.
