    I have decided to use the rights of the President, under

    Article 101 (2 of the 1!!" #onstitution of the Repu$lic of

    %ganda, to address Parlia&ent. I a& e'ercising this right

    in order to counter the nefarious and &endacious

    ca&paign of the foreign interests, using )*s and so&e

    +e&$ers of Parlia&ent, to tr and cripple or disorient the

    develop&ent of the *il sector.

    If the %gandans &a re&e&$er, this is not the first ti&e

    these interests tr to distort the develop&ent of our

    histor.

    -hen e ere fighting the Sudanese/sponsored terroris&

    of on or hen e ere fighting the ar&ed cattle/

    rustlers in ara&oa, ou re&e&$er, there ere groups,

    including so&e religious leaders, *pposition +e&$ers of

    Parlia&ent as ell as )*s, hich ould spend all the

    ti&e denouncing us, the reedo& ighters. 3he ere

    denouncing those ho ere fighting to defend the lives

    and properties of the people, rather than denouncing the

    terrorists, the cattle/rustlers and their e'ternal/$ackers

    (in the case of on as ell as their internal

    colla$orators.

    It ould appear as if the rong/doer as the

    )overn&ent, the R+, rather than the cri&inals. -e,

    patientl, put up ith that &align&ent at the sa&e ti&e

    as e fought, got inured or killed, against the ene&

    until e achieved victor. 4ventuall, e on, supported

    $ the ordinar people and the different people5s &ilitias.

    3here is total peace in the hole countr and et the

    &isleaders of those ears have not apologi6ed to the

    %gandans for their &endacit. Instead, either the sa&e

    groups or ne allied groups have e&erged to vilif the

    R+ )overn&ent and to spread o$scurantis& as ell as

    lies on our *il and )as this ti&e or on corruption.

    enu&erate so&e of the &istakes e have avoided.

    1. +istake nu&$er one to $e avoided as the lo share

    of oil for the State of %ganda. 3he Production

    Sharing Agree&ents (PSA that e signed, even

    $efore e had confir&ed that e had the oil in

    co&&ercial uantities, gives us a share of @0B of

    the oil produced if ou count the profit oil, the

    roalties and the ta'es. If ou co&pare ith other

    countries, the situation is that %ganda5s ter&s

    co&pare ver ell ith other oil producing countries

    like Angola, Indonesia, %S/Alaska, 3hailand, )a$on

    and Cietna&, hich are in the range of @0/:0B total

    govern&ent take, considering that there are those

    countries in the loer range of less than >"B like

    +auritius, +adagascar, 3ogo and +orocco. =ater

    PSAs, no that e are sure e have the oil, ill $e

    even &ore favoura$le.

    so&e of those countries, there has $een shortage of

    electricit. In %ganda, those &istakes ill never

    countrys electricity needs. This is captured in

    Objective 3 of the ational Oil and !as "olicy #$$%.

    >. 3he other &istake that occurs in &an African *il/

    producing countries is the failure to $uild Refineries.Fou find a countr that has $een producing

    petroleu& for &an ears, suffering fro& petroleu&

    shortages $ecause the e'port crude and i&port

    refined products (petroleu&, diesel, aviation fuel,

    Heav uel *il (H*, etc. All the associated o$s

    are e'ported to foreign countries D the refining o$s.

    Fou also lose the $/products. 3hat $arrel of crude

    ou carelessl e'port contains petroleu&, diesel,

    aviation fuel, paraffin, H* (for electricit generation,

    furnace oil, PC# for plastics, $itu&en for tar&acking

    our roads, etc. 3his is apart fro& the constituentparts of the associated gas alread &entioned

    a$ove.

    ". 3he a$ove, are &istakes and disadvantages an *il

    producing countr, ith an ocean coast/line, ill

    suffer if the ust e'port crude. -hen it co&es to a

    land/locked countr like %ganda, there are additional

    losses e shall suffer if e ust e'port crude. -hen

    crude is pu&ped through neigh$ouring countries to

    the coast, ou pa hat e call 8transit charges9.

    =et us assu&e such a charge of %SG 20 per $arrel for

    the out/going crude and another %SG 20 per $arrel

    euivalent of the inco&ing finished products, %ganda

    ill lose %SG >0 per $arrel. If the price is %SG 100, as

    it is toda, e shall get onl %SG ;0 per $arrel for

    %ganda. Hoever, since our oil is also a' (ith a

    high a' content, the cost of transporting it is ver

    high due to the need of continuousl heating the

    pipeline. *therise, the petroleu& ill solidif and

    stop $eing liuid. 3he cost of heating a $arrel of oil

    all the a to the coast is esti&ated at a$out %SG

    2.>. 3hat &eans that %ganda5s crude oil ill achieve

    a loer price than it should have $ this heating cost.

    ;. 3here as the issue of the Sta$ili6ation #lause. 3his

    atte&pted to sa that %ganda should renounce its

    right of pushing up ta'es over *il #o&panies on

    account of a false argu&ent that, that ould affect

    the level of profita$ilit of the #o&panies since the

    ould have included the level of ta'ation in their

    profit proections. -e said that is alright. Indeed, a

    gentle&an or a lad never changes his or her ord5.

    -e did not ant the level of profita$ilit of

    #o&panies to go don on account of raised

    )overn&ent ta'es. -hat ould, hoever, $e the

    situation if the #o&panies ere &aking super/profits

    D &uch &ore than the and e had anticipatedE

    Should the )overn&ent renounce its right to ta'

    such super/profits that could $e done ithout

    loering the anticipated profita$ilit levels of these

    #o&paniesE *ur anser as o. If there ere

    (silting of lakes and rivers and environ&ental

    degradation (cutting of forests, destroing the

    etlands, creating $are/hills, soil erosion,

    overgra6ing, etc, is a &ust. 3he las e are

    proposing or that have $een passed include the

    and ithout adeuate agriculture. It has got a highl

    educated and skilled hu&an resource (population.

    to the standard gauge so that e are linked ith

    societ as $ased on the indigenous econo& of

    Agriculture and Artisanship. 3he colonial and the

    neo/colonial econo& of %ganda, until the R+ ti&e,

    used onl a portion of Agriculture (coffee, cotton, tea,

    sugarcane and to$acco. 3he rest as neglected D

    ational *il and )as Polic for %ganda as, therefore, put

    in place in 200:. 3he Polic gives a clear road &ap on

    ho oil in %ganda ill $e produced, ho value ill $e

    added to it and ho petroleu& revenues ill $e used to

    create lasting value to our societ. It is i&portant to note

    that there are a nu&$er of countries in Africa hich have

    produced oil for a long ti&e and do not have

    co&prehensive oil and gas policies up to no, hich is a

    recipe of resource curse.

    3his stand of defending %ganda5s interests is not popular

    ith the usual parasitic interests outside Africa. Hence,

    the pressure ou have seen recentl in respect of *il.

    3here is no a &ultiplicit of )*s on *il such as

    Advocates #oalition for ?evelop&ent and 4nviron&ent

    (A#*?4, AP4, )lo$al Rights Alert, #entre for

    #onstitutional )overnance, Athiego, the *il oru& $ the

    Hons. Sekiku$o, iaga$a and others, the so/called

    Parlia&entar oru& on *il and )as (P*). All these

    are funded $ e'ternal interests. Se&inars are held for

    our +Ps, especiall. 3he recent circus and desperate

    actions in Parlia&ent, the insults $ Hon. Sekiku$o and

    his group against the )overn&ent, are designs to

    under&ine the fir& stand of the R+ in defence of the

    e'hausti$le resources of %ganda, especiall *il and )as.

    3he circus on clause !, for instance, of the Petroleu& Act,

    a$out hether the +inister or the Authorit should have

    the poer to license and revoke licenses, is actuall not

    to the total oil in the ground. In their first ield

    ?evelop&ent Plan, one of the *il #o&panies proposed

    that the recover onl @B of the oil, leaving !7B in the

    groundOO *ur Scientists reected it.3he highest recover

    used to derail our %ganda centric approach and,

    instead, push for the foreign centric approach. 3his

    over/involve the Authorit, hich is a regulator $od,

    independent in its functions to ensure ualit, in licensing

    and revoking of licensesE 3he for&ulation that /the

    Minister will grant and revo0e licenses on the

    recommendation of the +uthority ai&ed at diverting

    the Authorit aa fro& their ork (control ualit of oil

    activities, interfere in polic decisions hich so&eti&es

    guides licensing (not to license co&panies fro& countries

    hostile to %ganda to take an e'a&ple and could create

    paralsis $eteen the +inister and the Authorit. If the

    interest of the pro&oters of the circus on #lause ! as to

    involve &ore $rains in the licensing, that is alread

    achieved $ the +inister depending on our Scientists to
