Abstract

The Russian Federation, under the leadership of president Vladimir Putin, is irrefutably committed

to advancing the rule of law all over the world, i.e. to achieving the UN ideal of universal peace

through the observance of the core values articulated in the existing tools of international law.

Bearing this in mind, the Russia–Africa Summit and Economic Forum scheduled for 23-24 October

2019 in Sochi (Russia) is a great opportunity for Russians and Africans, and therefore a welcome

event in the eyes of the still subjugated African people of Cabinda.

Seeing the relevance of Moscow’s business program architecture for Russia-Africa economic forum,

it is clear the essence of the 2019 Russia-Africa Summit aims to contribute to a more sustainable

and balanced development across Africa, as well as to unearth new forms of fertile cooperation.

Yet the question arises as to whether African leaders have gotten the highly developed political

awareness required to be up to the task of Russia’s relevant ambition. Hence, it is our task and

duty to draw your attention to the most critical issues likely to undermine Russia’s goodwill.

The colonial occupation of Cabinda by Angola since 1975, which was masterminded by Western

imperialist nations through paragraph 1(e) of the UN GA Resolution 1542 (XV) of 15 December

1960, is, in addition to issues such as Africa’s ever-growing “odious debt” and chronic “political

instability and insecurity, a major challenge Russia needs to address without further delay if she

aims to succeed in Africa. Needless to say Russia’s entitlement to deal with said issues is consistent

with her obligations as a permanent member of the UN SC, and as a full member of the C-24.

“How can you turn to a system that got its feed money from

enslaving you, to SAVE you?”

Mr. President,

the above question was carved by Dr. John Clarke on the surface of present and future African

leaders’, scholars’, factory workers’, and peasants’ working desk. As we all know, the cruel system

owing to which countless African men and women have been kidnapped, ruthlessly thrown into

ships’ holds, enslaved, and traded for goods or money for hundreds of years is still prevailing.

Its ultimate purpose, as remarked by the outstanding Russian scholar Irene Caesar (Ph.D.), is to

establish a cashless society with only two classes of people―that is, slave owners and slaves1.

The non-involvement of Russia in the slave trade of African people is a fact forever engraved in

the collective memory of the people of Cabinda. This African country became a noted slave mart

as a result of the imperialistic confrontations between Western European nations, i.e. Portugal,

Netherlands, Britain, and France, aimed at controlling Cabinda ever since the early 17th century.

Racial prejudice against black-skinned people, which underlies the fervor of particular Western

tribes to enslave, subjugate, and destroy the nature, frustrates the UN ideal of universal peace.

In order to give free rein to the slave-owning system, the jungle-like system in which we’re living,

and whose ideology is “might is right,” i.e. “what is mine is mine and what is yours is negotiable,”

the promoters of said system must necessarily do every effort so that the nations without a slave-

owning past, e.g. Russia, are eventually by their side. Disguised as a philanthropic organization,

the so-called “Congo Free State,” owned by the ruthless Belgian King Leopold II, ended up being

endorsed even by Russia at the Berlin-Congo Conference (1884-1885).2

“Russia has the potential to be a force of stability or a force of

turmoil, but when it comes to global affairs, can she be persuaded

to join the world order? Will yesterday’s revolutionary power

become tomorrow’s stabilizer?”3

Mr. President,

in the eyes of the nations and peoples across the globe who have fasted the bitterness of slavery

and colonial subjugation, and are now victims of imperialistic policies that sow chaos, destruction,

and death meant to depopulate the so-called third world4, the Russian Federation is undeniably

a trustworthy subject of international law. Dr. Irene Caesar’s further article5, this time about you,

is a school for African leaders insofar as your spiritual and moral conversion is a miracle. You’ve

tasted the acidity of the earth in order to turn the cries of pain of your nation into a song of joy.

Africa has good enough reasons to turn to the multipolar system you are a fervent advocate of.

Underlying the multipolar system that you are in favor of is the culture of mutual respect, of win-

win problem solving, and of exploring approaches to overcoming inner and outer challenges in

consideration of democratic principles and values. Only this system can make the fundamental

human rights, the dignity and worth of the human person, and the equal rights of men and women

and of nations large and small a reality. In this sense, Russia is a constructive revolutionary power.

It is also the task and duty of Africans to encourage and help Russia to stand firm in her role as

a force of global stability. We are required to do so through a ceaseless exchange of expertise;

a never-ending dialog emphasizing the fundamental right of all peoples to self-determination;

and a constant pledge of solidarity with each other in the fight against the subjection of peoples

to alien subjugation, domination and exploitation, and in the struggle for economic and social

development. In this connection, we request Russia to consider the following critical issues.

The Colonial Occupation of Cabinda by Proxy

The colonial occupation of Cabinda by proxy must be taken very seriously into consideration by

the Russian Federation, inasmuch as what seems to be an unintentional involvement of the Soviet

Union in such occupation is very likely to undermine Russia’s international standing in the long run.

The warlike occupation of Cabinda by Angola’s ruling MPLA party, in 1975, was actually plotted

by Western imperialist nations as early as 1960, i.e. well before Angola achieved independence

in 1975, as witnessed by the UN GA Resolution 1542 (XV) of 15 December 1960.

As you may know, this schemed attack on Cabinda’s political sovereignty and territorial integrity,

with the arrogation of Cabinda’s rich oil reserves as its ultimate intent, undermines international

peace and security in southern Africa, since it facilitates the subjection of the people of Cabinda

and of the neighboring countries to alien subjugation, domination and exploitation. Therefore,

we urge Russia to undertake her duty to help the people of the Non-Self-Governing Territory of

Cabinda in bringing their decolonization process to a fruitful conclusion, according to their choice.

Russia’s obligations in Cabinda, and Africa at large, derive from her international responsibilities

as a permanent Member of the UN Security Council, upon which the Charter of the United Nations

confers primary duty for the maintenance of international peace and security; and as a Member

of the UN Special Committee on Decolonization or C-24, which is the UN body fully devoted to

the issue of decolonization, with the purpose of monitoring the implementation of the UN General

Assembly Resolution 1514 (XV) of 14 December 1960.

Cabinda and Western Imperialistic Rivalries

Imperialistic wars between Western European nations, namely: Portugal, Netherlands, Britain,

and France, aimed at controlling Cabinda started in 1600. In 1883 Cabinda lost an enormous

part of its territory as a result of its occupation by the French. The fact is that the French menaced

to occupy the remaining territory, i.e. the present-day Cabinda6. To protect themselves against

French threats, the sovereign people of Cabinda signed an international protectorate treaty with

Portugal in 1885, and it got attention and ratification at the 1884/85 Berlin-Congo Conference.

Shortly after, the German quest for a noteworthy sphere of influence in Africa, with Cabinda in

mind, was felt. Though subscribed to by Portugal and Cabinda, the German quest infuriated the

French. As a result, France pledged to frustrate the German aspiration. Hence the French resolve

to undermine the right of the people of Cabinda to achieve and sustain self-determination, self-

defense, and self-respect. The truth is that the occupation of Cabinda by Angola was deliberate,

and carried out in two steps, i.e. a legal-political attack and a military strike.

The Plotters’ Legal-political Attack

The legal-political attack on Cabinda’s national sovereignty and territorial integrity is confirmed

by the aforementioned UN GA Resolution 1542 (XV). In the aftermath of this attack, the People's

Movement for the Liberation of Angola (MPLA), which was then starting its struggle against the

Portuguese colonial rule, found itself under the sponsorship of what Springmeier7 names “large

masonic-controlled Christian denominations who donated millions of US dollars to the NCC8 and

WCC, which moneys were then passed on to the guerrillas (MPLA) to buy weapons and ammo”.

Secretly funded by Western bloc countries, financial institutions, corporations, as well as Western

Christian denominations, the MPLA had to use its subsidies to pay the then Soviet Union and Cuba

for weapons, ammunitions, and military trainers in order to display itself to the anti-colonial and

revolutionary world as being Marxist guerrillas9. In 1962 Viriato da Cruz, a founder and leader

of the MPLA, known for his insightful perception of Marxism, was deceitfully expelled from the

MPLA whose leadership was instantly usurped by the corrupt Agostinho Neto and Lúcio Lara.

In the twinkling of an eye, the then-ruling Pan-African leaders perceived the treasonous acts of

the MPLA’s new leadership. In September 1963, the MPLA business office in Kinshasa (DRC) was

shut, its leaders were arrested, and afterward expelled on the Congolese government’s orders10.

In order to finalize the erasure of Cabinda plotted in the GA Resolution 1542 (XV), the presidents

of Congo-Brazzaville and Congo-Kinshasa who supported the independence of Cabinda had to

be overthrown―Abbé Fulbert Youlou in August 1963, and Joseph Kasavubu in November 1965.

The Plotters’ Military Strike

In the aftermath of the Carnation Revolution in April 1974, Portugal made every effort to have

Cabinda’s political sovereignty reinstated. As her effort was foiled by men serving both US and

French interests, namely: Dr. Mário Soares (Portugal), Mobutu Sese Seko (Zaïre, now RDC), and

Henriques T. Nzita (Cabinda?), Portugal, though a member State of NATO, had no choice but to

turn to the then-revolutionary (Russia) Soviet Union for help. In this connection, Portuguese captain

Costa Martins declared, quote: “A Soviet Union support for Portugal is required.”11

Since the hearing by the UN GA Fourth Committee of a Cabindan leader, as a petitioner (1962),

has evidenced the illicitness of the integration of Cabinda into Angola through the GA Resolution

1542, there was a need for a new legal tool meant to legalize and legitimize the incorporation

of Cabinda into Angola by force this time. Hence the advent of the 1975 Alvor treaty between

Portugal and the Angolan freedom movements (FNLA, MPLA, UNITA), in which Portugal accepted

the right of the people of Angola to self-determination and independence.

Art. 3 of the Alvor agreement, on which the people of Cabinda had no input, declared Cabinda

to be “an integral and inalienable part of Angola.” This was the legal tool upon which Angola’s

power over Cabinda would be based. Yet, thanks to OAU’s vigorous protest at its 12th Ordinary

Summit of Heads of State and Government held in Kampala (Uganda) from 28 July to 1st August

1975, Portugal invalidated purely and simply said agreement via the Decreto-Lei (Decree-Law)

458-A/75 of 22 August 1975. So Angola’s power over Cabinda is totally devoid of legal title.

Actually, the military takeover of the oil-rich territory of Cabinda (1974/75) by Angola’s ruling

MPLA has been enabled by the military assistance of the then-Soviet Union and Castro’s Cuba,

without neglecting the substantial amount of covert funding the MPLA obtained from France and

USA all at once. In the face of African governments’ reluctance to grant the new Angolan regime

diplomatic recognition, as its leaders were suspected of betraying African people’s fight against

colonialism, USSR had to exert pressures to obtain African recognition of the MPLA regime12.

We are not questioning the legitimacy of Russia’s presence in Angola, as well as in Cabinda, for

the reason that the Soviet Union (Russia) was “formally” invited by Portugal. What is actually at

stake is ensuring that Russia reassesses the legitimacy of the Cabinda people’s right to self-rule,

and ultimately contributes for the effective and complete implementation, in Cabinda, of the UN

GA Resolutions 1514 (XV) and 1803 (XVII). This is consistent with Russia’s global responsibilities

as a permanent Member of the UN Security Council, and a full Member of the C-24.13

It is a fact that Angola's ruling party (MPLA) is ever since the early 1960s backed by the United

States of America and the Soviet Union (i.e. Russia) all at once. Therefore, nations and individuals

acquainted with Cabinda’s legitimate right to self-rule cannot help bearing in mind the following

two questions: 1) “on what arguments is the Russian Federation approving the subjection of the

people of Cabinda to alien subjugation, domination, and exploitation?” 2) “on what grounds is

Russia authorizing Angola to deprive the people of Cabinda of their own means of subsistence?”

Africa’s ever-growing Odious Debt

Russia has the potential to contribute extensively to justice and peace in Africa, and thereby help

promote to the utmost the well-being of Africa’s present and future generations. In spite of that,

the political outcomes of Africa’s ever-growing debt are likely to undermine Russia’s interest in

the African continent, and thus allow Africa to be preserved as a vile body on which an assembly

of politic birds of prey will endlessly sit down and make a comfortable meal. The “odious debt”

incurred by African rulers is the cause of big concern, as it is the result of a debt-trap diplomacy14.

A Russian, as well as a Chinese, noteworthy sphere of influence in Africa is feared by Western

imperialist nations and firms that have played an important role in the slave trade, and in the

colonization of the African continent, ever since the 1955 Asian-African Conference15 in Bandung

(Indonesia), of which Russia was one of its main protagonists. At this Talks, “the assembled leaders

stressed the fundamental right of all peoples to self-rule, and pledged their solidarity with each

other in the fight against colonialism and in the struggle for economic and social development.”

Six months after the 1955 Asian-African Conference, Western imperialist regimes agreed that

“Western Europe’s very existence depends on the resources of Africa and the continued control

exercised by the Western European powers over the African continent.”16 Despite the fact that

debt-trap diplomacy is a tool devised by Western powers to perpetuate their control over Africa,

Western propaganda is likely to accuse Russia, in the same way it accuses China today, of being

the originator of the debt-trap diplomacy meant to impede Africa’s economic take-off.

According to John Adams, who was once US president, “there are two ways to enslave a nation;

one is by the sword, the other is by debt.” After Africans were invaded, ransacked, kidnapped,

cruelly thrown into ships’ holds, enslaved, and traded for goods or money for hundreds of years

as a result of the ruthlessness of Western swords, came the time for Western imperialist nations

to enslave Africans by way of debt. The success of the Russian-African cooperation is measured

by its power to extricate Africa from both the “odious debt”17 and “debt-trap diplomacy.”

On 8 October 2019, discussing about the return in force of Russia to Africa, the political scientists

of VOA (Voice of America), namely: Rui Neumann and Raúl Braga Pires, emphasized that for its

return to Africa, Moscow counts on the support of current African leaders (like Angola’s president

João Lourenço) and scholars trained in Russia during the Soviet era18. Yet, despite their exhibited

close ties with Russia, the very Russian trained African leaders are actually stooges of Western

imperialism in Africa, as their role consists in easing the looting by aliens of their nations’ wealth.

In order to avoid a foreseeable coalition between Western imperialist nations and the neglected

African grassroots against the Russian-African cooperation, Russia has to make sure that African

nations fully enjoy their rights upheld in the UNGA Resolutions 1514 (XV) of 14 December 1960;

1803 (XVII) of 14 December 1962; and in the 1966 International Covenants on Civil and Political

Rights, and on Economic, Social, and Cultural Rights. Furthermore, Russia has to ensure that her

African counterparts rid their respective countries of poverty, corruption, and dictatorship.

Africa’s Political Instability and Insecurity

Security is definitely what any human being or nation looks for in the first place. The fact remains

that if Africa had powerful armaments and allies of present-day Russia’s or Germany’s stature,

slavery would have never existed. Napoleon Bonaparte was reported as saying, “there are only

two forces that unite men, i.e. fear and interest.” It is fear and interest that have united Europeans

and European-Americans to the point of devising a common defense policy, i.e. NATO. Africans

are expected to upgrade the 1955 Asian-African Conference into a common defense policy.

Black leaders and scholars who are acquainted with African history are certainly aware of the

fact that black-skinned people all over the world are facing the danger of extinction. In fact, if

Africans do not work together in an organized and orderly manner, they will never ever be able

to engage successfully with a globalized world; and if Africans do not mentally take the reins

and utilize the power of their minds to chart the course to their own goals, the very existence of

the black-skinned race cannot help having its days numbered.

Africans are not fully aware of the fact that they are being wiped out all at once in subtle and

obvious ways. The methods and circumstances surrounding the killing of Africans were conceived

not to cause fear in the victims of tomorrow and after-tomorrow. Dr. Albert Churchward (1852-

1925), in his book titled “The Origin and Evolution of Primitive Man,” confirms the destruction of

black people like this: “They have been exterminated in Europe, North America, Japan, Australia

and Tasmania, but I have no doubt they are to be found in other places not yet explored.”19

Can Fear of being wiped out unite Africans?

Racial prejudice against black-skinned people, which is at the root of the global ethnic cleansing

in progress, is the driving force behind Benjamin Franklin’s wish to increase the number of purely

white people in the world, i.e. to lessen that of other races. Behind the theory of the Aryan master

race by the French aristocrat Joseph Arthur de Gobineau, who first printed a “celebrated” Essay

on the misleading Inequality of the Human Races (1853-55), lies racial bias against Africans and

people of African descent all over the world. Benjamin Franklin, in his own words:

Why should Pennsylvania, founded by the English, become a Colony of Aliens, who will shortly

be so numerous as to Germanize us instead of our Anglifying them, and will never adopt our

Language or Customs, any more than they can acquire our Complexion.

24. Which leads me to add one Remark: That the Number of purely white People in the World

is proportionally very small. All Africa is black or tawny. Asia chiefly tawny. America (exclusive

of the new Comers) wholly so. And in Europe, the Spaniards, Italians, French, Russians and

Swedes, are generally of what we call a swarthy Complexion; as are the Germans also, the

Saxons only excepted, who with the English, make the principal Body of White People on the

face of the Earth. I could wish their Numbers were increased. And while we are, as I may call it,

scouring our Planet, by clearing America of Woods, and so making this Side of our Globe reflect

a brighter Light to the Eyes of Inhabitants in Mars or Venus, why should we in the Sight of Superior

Beings, darken its People? why increase the Sons of Africa, by Planting them in America, where

we have so fair an Opportunity, by excluding all Blacks and Tawneys, of increasing the lovely

White and Red? But perhaps I am partial to the Complexion of my Country, for such Kind of

Partiality is natural to Mankind.20

“Joseph Arthur Comte de Gobineau, credited as being the father of modern racial demography,

became famous for developing the theory of the Aryan master race in his book: An Essay on the

Inequality of the Human Races (1853 – 1855). Gobineau came to believe that race created

culture, arguing that distinctions between the three races - “black,” “white,” and “yellow” - were

natural barriers, and that “race-mixing” breaks those barriers and leads to chaos. Gobineau

believed the white race was superior to the other races in the creation of civilized culture and in

maintaining ordered government.”21

Global apartheid and ethnic cleansing are also the driving force behind Napoleon Bonaparte’s

resolve to block forever the march of the Blacks in the world; behind Cecil John Rhodes’s secret

societies keen on gradually absorbing the wealth of the world;22 behind the French Nazi-inspired

financial system by way of which France deprives her prior African colonies of 440 billion euros

each year;23 and behind Dr. Henry A. Kissinger’s US foreign policy intended to depopulate the

so-called Third World Countries in order to arrogate the latter’s natural wealth and resources.

Here is what came of Bonaparte’s heinous brain and soul:

“My decision to destroy the authority of the Blacks in Saint Domingue (Haiti) is not so much based

on considerations of commerce and money, as on the need to block forever the march of the

Blacks in the world.”24

In the first of his seven wills, Cecil Rhodes called for the creation of a secret society fully devoted

to the purpose not only of gradually absorbing the wealth of the world25, but also of extending

the British rule all over the world. Here is the exact wording of his will:

To and for the establishment, promotion and development of a Secret Society, the true aim and

object whereof shall be for the extension of British rule throughout the world, the perfecting of a

system of emigration from the United Kingdom, and of colonisation by British subjects of all lands

where the means of livelihood are attainable by energy, labour and enterprise, and especially

the occupation by British settlers of the entire Continent of Africa, the Holy Land, the Valley of

the Euphrates, the Islands of Cyprus and Candia, the whole of South America, the Islands of the

Pacific not heretofore possessed by Great Britain, the whole of the Malay Archipelago, the

seaboard of China and Japan, the ultimate recovery of the United States of America as an

integral part of the British Empire, the inauguration of a system of Colonial representation in the

Imperial Parliament which may tend to weld together the disjointed members of the Empire and,

finally, the foundation of so great a Power as to render wars impossible, and promote the best

interests of humanity.26

On 6 September 2019 the Russian Foreign Ministry reminded the international community of the

partial annihilation of the Congolese people by the Belgian King Leopold II.27 In the so-called

“Congo Free State” (1890s), at least 20 million Africans were slayed by King Leopold II before

there was even a word for genocide. Millions had their hands severed for failing to meet the

demands of the racially biased King Leopold II. Women were sexually assaulted and brutally

mutilated; children were stolen from their parents and taken to be groomed as a colonial army.

Regardless of the fact that he massacred millions of Africans to arrogate their properties, Cecil

John Rhodes, founder of the De Beers Group (“mining and trading of diamonds”), was awarded

the honorific style of The Right Honorable. This shows the worth of the black-skinned human beings

in the eyes of Western imperialists with their White supremacism. The Charter of Imperialism with

reference to Third World Countries, which was secretly renegotiated in Yalta (1945) by Churchill,

Stalin, and Roosevelt, is actually the main legal instrument of the present Yalta World Order.28

Can Interest unite Africans?

It is in the best interest of African countries and peoples to fully enjoy all the rights conferred on

them by the UN GA Resolution 1803 (XVII) of 14 December 1962, on the topic of the permanent

sovereignty of peoples and nations over their own natural wealth and resources; and Resolution

1514 (XV) of 14 December 1960, concerning the Declaration on the Granting of Independence

to Colonial Countries and Peoples. Self-determination, self-defense, and self-respect is similarly

Africa’s interest, consistent with the 1966 International Covenant on Civil and Political Rights.

The Charter of Imperialism, i.e. the Yalta World Order, is meant to defeat pro-self-government

all over the world; to prevent and disrupt any development achievement in African countries; to

keep Africa in underdevelopment, poverty, division, wars, and chaos so as to dominate, misuse,

and ransack its natural resources; and, pursuant to the “golden rule” of the Charter of Imperialism,

to attain the physical liquidation of nationalist leaders and rulers of the Third World. To end this

war against Africans, which the “Charter” entails, Africa needs a unified and powerful army.

Africa is rich enough to begin with an annual expenditure on a comprehensive African security

system (self-defense, food safety, and health security) of between 200 and 300 billion euros.

The danger threatening the survival of black-skinned people all over the world is big enough to

justify the necessity for a unified and powerful African army. It is undeniable that Russia and the

other protagonists29 of the 1955 Asian-African (Bandung) Conference are better placed to play

a vital role in the construction of a unified and powerful Africa Self-Defense Forces.

440 billion euros is the value of the natural resources French “former” African colonies are yearly

divested of by France, ever since French president Charles de Gaulle forced the aforementioned

Nazi-inspired financial system following WWII. African heads of State who have so far dared

to contest the asphyxiating French financial system have either been murdered or ousted in brutal

military coups.30 Such is the fate of pro-self-government and upright African leaders and rulers,

as called for in Article 26 of the Western Charter of Imperialism.

The subscribers to the Yalta World Order have succeeded in getting a bigger say within African

Union, inasmuch as Western governments and financial institutions have become the contributors

of up to sixty percent of African Union’s annual budget. As example, African Union’s full budget

for 2016 amounted to US $416,867,326 million; sixty percent of this sum, i.e. US $247,033,986

million approximately, was secured from “International Partners”. It is dishonorable that Africa’s

highest governmental organization, i.e. AU, depends on Western “donors” to such an extent.31

According to Dr. Rath Health Foundation, The European Union is controlled by corporate interests

whose chief goal is to conquer the world using political, economic and—if necessary—military force.

Towards this end, they are systematically destroying the democratic legal system in all regions of

the world, including Africa, and are replacing it with Nazi-fascist dictatorial law.32 Yet, in order to

re-conquer Africa, and exhaustively get rid of its natives, Russia and the other Bandung Nations

must necessarily be bullied on a daily basis and/or wrecked beforehand.

A unified, powerful, and modern African Army―Africa Ground Self-Defense Force, Africa Air

Self-Defense Force, Africa Maritime Self-Defense Force―is in the best interest of Africa inasmuch

as it rapidly solves the problem of unemployment on the African continent, and, all at once, puts

an end to the flight of human capital, chiefly young people of working age, to Western Europe.

A unified and powerful African army is destined to prevent the recurrence in Africa of slavery,

slave trade, colonial domination, apartheid, foreign instigated hostilities, and debt-trap diplomacy.

Concluding Observations

As far as Africa is concerned, President Putin’s Russia is a trustworthy Russia. Bearing this in mind,

in February 2013, the Cabindan National Movement (CNM) exhorted President Vladimir Putin to

sponsor an “international conference on the present condition and future prospects of the Congo

basin and Africa.” CNM wanted the Conference to originate an economic plan likely to reconcile

the dependence of Western Europe’s very existence on African natural resources and the right

of African children to live prosperous lives thanks to their respective countries’ raw materials.

The Conference failed to take place, and CNM hopes that the Russia-Africa Summit and Economic

Forum 2019 to be hosted by Sochi will consider the need for a mutual understanding between

Africa and Western Europe. In this connection, CNM expects Russia to consider the cries of pain

that rise up from Cabinda, and also take into consideration CNM’s request to be heard by the

UN Special Political and Decolonization Committee, i.e. 4th Committee, so that the decolonization

process of Cabinda is eventually brought to a successful conclusion.33

The philanthropic mission of the Belgian King

Leopold II consisted in murdering millions of

Africans and severing the hands of millions.

If all these humiliations can’t unite Africans to

the point of creating a continental army meant

to provide Africans with security, nothing will.
