Sensitivity makes no senseSunday, 5 August, 2012

More than a year ago, it would beimpossible to see sharp criticisms in localpublications which are now gainingoverwhelming number of subscribers thanksto censorship relaxations. Only a little numberof genres of periodicals has to pass the censorboard now before printing. The censor boarditself will be abolished after the press law isapproved by the legislature and respectiveorganizations starts functioning.

With improving press freedom inMyanmar, the accountability of journalistshas come under the spotlight. Unethicalcoverage of recent unrests in Rakhine Stateended up in the prosecution. Some journalswere also brought to the court by respectiveorganizations in unsuccessful lawsuits.

It shows that the country is not stillaccustomed to the freedom we have notenjoyed before.

For the country is in the dramatictransition towards democracy, it will taketime and patience to get the reformsaccomplished. Rush could ruin results. Insuch critical transition period, everystakeholder is a reformer. And every reformermust sacrifice his gains and sentiments for thesake of a change.

We should cease to see each other asenemies and bring hostilities to an end becauseeach and every one demands the rejuvenationof our country despite different approacheswe adopt. That’s why the President, sincetaking office, has been repeating his call forworking in cooperation on common grounds,setting aside the differences. If we cannotstick together for this very critical moment,we will fail to deliver.

From now on, if not since the start, weshould abandon our personal feelings andpolitical creed to write the history book of ourcountry together. Being too sensitive in someaspects will get our names in the history bookcrossed.

NAY PYI TAW, 4 Aug—A meeting on regional levelmining sector development, quality promotion in exportingand market penetration took place at region gymnasium inSagaing of Sagaing Region on 1 August morning, attendedby Union Minister for Mines U Thein Htaik.

Speaking on the occasion, the Union minister notedthat systematic mining under prescribed rules andregulations could bring down the impacts on environmentalthough mining could damage somewhat to the ecologicalbalance. Mining entrepreneurs were required to fill up theexhausted mines and grow perennial trees and crops on themines, for which procedures had been issued. He called forsteps toward industrial-scale production from small-scaleproduction by establishing refineries and workshops,promotion of quality to international standards, stressingthe need for establishment of corporate companies to

LONDON, 4 Aug — Scientists drilling deep into the edgeof modern Antarctica have pulled up proof that palm treesonce grew there.Analyses of pollen and spores and theremains of tiny creatures have given a climatic picture of theearly Eocene period, about 53 million years ago.

The study in Nature suggests Antarctic wintertemperatures exceeded 10C, while summers may havereached 25C.Better knowledge of past “greenhouse”conditions will enhance guesses about the effects ofincreasing CO2 today.

Glaciation 34 million years ago wiped out much of thesediment that would give clues to past climate, and leftkilometres of ice on top of what remains.Now, the IntegratedOcean Drilling Program (IODP) has literally got to the bottomof what the Eocene Antarctic was like, dropping a drilling rigthrough 4km of water off Wilkes Land on Antarctica’s easterncoast. The rig then drilled through 1km of sediment to returnsamples from the Eocene. With the sediment came pollengrains from palm trees and relatives of the modern baobaband macadamia. Crucially, they contained also the remnantsof tiny single-celled organisms called Archaea.

The creatures’ cell walls show subtle molecular changesthat depend on the temperature of the soil surrounding themwhen they were alive. The structures are faithfully preservedafter they die.They are, in essence, tiny buried thermometersfrom 53 million years ago.Together, the data suggest thateven in the darkest period of Antarctic winter, the temperaturedid not drop below 10C; and summer daytime temperatureswere in the 20Cs.

The lowland coastal region sported palm trees, whileslightly inland, hills were populated with beech trees andconifers.Dr Bendle said that as an analogue of modern Earth,the Eocene represents heightened levels of CO2 that will notbe reached any time soon, and may not be reached at all if CO2emissions abate.

However, he said the results from the Eocene could helpto shore up the computer models that are being used toestimate how sensitive climate is to the emissions that willcertainly rise in the nearer term.— Internet

Dr DamianDowling, of MonashUniversity who was one ofthe researchers, said theresults point to numerousmutations within mito-chondrial DNA that affecthow long males live, and thespeed at which they age.“Intriguingly, these samemutations have no effects onpatterns of ageing in females,”he said.

“All animals possessmitochondria, and thetendency for females tooutlive males is common tomany different species.”Ourresults therefore suggest thatthe mitochondrial mutationswe have uncovered willgenerally cause faster maleageing across the animalkingdom.”They suggest thisis because there is no

evolutionary reason for thefaults that affect males to bepicked up—becausemitochondria are passeddown by females.Dr Dowlingadded: “If a mitochondrialmutation occurs that harmsfathers, but has no effect onmothers, this mutation willslip through the gaze ofnatural selection, unnoticed.”

They accused Komen ofoverlooking the potentialharms, with up to half of womenscreened annually over 10years experiencing at least onefalse alarm that requires abiopsy. Screening also resultsin overdiagnosis — detectingcancers that would never havekilled or even causedsymptoms in a person’slifetime, and unnecessarytreatment. “The Komenadvertisement campaign failedto provide the facts,” said thepiece. “Worse, it undermineddecision making by misusingstatistics to generate falsehope about the benefit ofmammography screening.”In

2010, a report in the NewEngland Journal of Medicinesaid mammograms have onlya “modest” impact on reducingbreast cancer deaths.

meet leaders of 14 parties. Despite different parties, every oneis realizing a common goal which is a prosperous democraticnation where peace and stability prevail. With democracy inits infancy, the country must take every step cautiously. Somesays it is slow and some the other way. Democracy is not asystem that could be moulded. Historical background andcustoms of its nationals will shape Myanmar’s democracymodel.

Perhaps, Myanmar may not be suited with model ofwestern democracy. Every way that could profit the nationand the people will be followed. Stability is a sine qua none forflourishing democracy. The democracy will not survive withoutstability. And in turn, the stability will not be maintained withthe weak democracy.

The government gives the stability the top priority. It isimportant to maintain stability as well as to make peace withnational armed groups. The government is focusing on thesetwo things.

The cooperation of each and every political party playsa vital role in stabilizing the political condition of the country.Despite different political views, all parties are invited tocooperate in implementing tasks on the common ground in theinterests of the country.

The second point is about making peace with nationalraces armed groups, which has long been an unsolved problem.Mutual understanding, sympathy, patience and trust arebeing built between the among all stakeholders first.

It is an extremely sensitives issue. However hard thehigher level has tried, the efforts have often come to nothingonce there emerges malfunctioning at the lower level, resultingin vain and decrease in trust. Contacts have been made with10 out of 11 national races armed groups, achieving certainprogress as some agreements have been reached. Butagreement has not been yet reached with KIO/KIA in KachinState (North). The magnitude of losses has been massive overa year period. The worst is that some of the national races inthe region were forced to take refuge in safe hands of theirfriends or relatives, abandoning houses and property due tothe fights. It was disheartening that they were facing suchterrible time, leading a hard life.

The government has contact with KIO/KIA leaders andbuilding mutual trust. He said his view is that whichever sidesuffers the losses, it means the losses of the nation for all thenational people who are residing in the same territory knownas Myanmar.

Aspiration for stability of the State is the same wish of allthe citizens and thus all are obliged to realize this wish. So, allthe parties are urged to join hands in making peace withnational race armed groups as it is the national duty.

One another important point is the socio-economicdevelopment of the people. The government is exertingstrenuous efforts for food security. Agricultural reforms arebeing carried out to guarantee food sufficiency for the growingpopulation of future generation and achieve surplus throughthe current production is adequate for consumption of 60million people. Efforts are being made for ensuring betterliving standards for farmers.

As to economic sector, what is needed today for economicprosperity of the nation is creation of jobs as much as

possible. The poverty rate of the country stands at 26 per cent,affected by low employment rate, forcing about three millionof citizens to work overseas for survival.

Foreign investments are required for creation of a largenumber of job vacancies. The country lacks capital andtechnology. Only with the foreign investment, can jobopportunities be created. Only there is occupation, there willbe income. Only there is income, can one make his living,afford schooling of children, and medical treatment, promotingthe standards of education and health. Thus, it is crucial tohave investors invest in the country.

Myanmar Investment Commission was constituted withseven ministers to avert losses to the country when FDI flowsinto country, adopting four policies. Foreign Investment Billhas been written to be commensurate with that of foreigncountries and submitted to Hluttaw.

Arrangements have been made to systematically use thegrants and loans from foreign countries in projects whichwould benefit the people and would take shape speedily.Plans have been laid down and efforts are being made to buildsmall- and medium-scale industries, heavy industries and hi-tech industries such as IT and telecommunication with the aimof adding the value to the products of the country.

The government has turned just over a year and it is noteasy for the new government to fulfill the needs of the countryat once. It needs to give advices to the government on waysfor sufficient power supply instead of launching protests.The country is in need of not only sufficient power supply butalso basic infrastructures such as roads, bridges, schoolbuildings, hospitals, clinics, housings and hotels, cleandrinking water, daily easy transportation and earning highincome. The government, spending its budget, is working tosatisfy the needs to the best of its ability.

The current per capital income is around USD 800 and thecountry which is rich in natural resources and possessessound foundations is ranked at the bottom of the list of percapital income in the ASEAN nations, even lower thanneigbouring country Bangladesh. If possible, the governmentwants the per capita income reaches about USD 3000. Thefive-year plan is aimed at increasing 7.7 % GDP within fiveyears. To reach this goal, we should step up the efforts 1.3times of present efforts. If we want to reach the GDP up to USD3000, the country must boost efforts three times higher than

the present efforts.It is not easy and impossible for the country to do it at

present. But, it is the desire of the government and of thepeople. However, the dream would do come true if grants andlow-interest loans and investments from foreign countriesflow into the country and western countries remove sanctionsand the EU accepts imports from Myanmar and allowsMyanmar to re-apply the tax exemption system which wouldbenefit the country and the country produces more gas andoil.

The government believes that there is no impossiblething to satisfy the needs of the country if the stability andpeace prevail in the country and its people work harder.

The people has a common desire comprising three points.They are political stability, eternal peace with armed ethnicgroups and socio-economic development in the country. Thedesire of the people is the desire of the government andparties. The government is working to fulfill the desire of thepeople.

The government and the parties are working together totranslate our common desire to success and all are to work inunison until all reach the common goal, the President said.

If there are those who row back while paddling towardsthe goal, the travel to the goal would be delayed and it wouldbe difficult to reach the goal.

The President also urged all participants to work inunison and in cooperation each other until the countryreaches it goal.

The President thanked the participants and the meetingended at 1.30 pm.

At the airport lounge, the State ChiefMinister reported on loss and damages inthe riots of Rakhine State, relief, suppliesand rehabilitation tasks, undertakings forrestoring peace and stability of the state,constitution of the Peace and Stability,Relief and Rehabilitation SupervisoryCommittee, opening of relief camps, arrivalof victims at the relief camps due to the riotsand present situations, supply of relief items,acceptance of donations and relief itemsand distributions, opening of schools in thestate, health care services, construction oftents and houses, systematic rehabilitationworks, training of vocational courses forlong-term guarantee of earning incomes,and microfinance works for odd-job people.

Union Minister for Border Affairs Lt-Gen Thein Htay also reported oncooperation with NGOs for restoring securityin the state, undertaking the emergencyrescue works, ongoing tasks of present reliefworks and carrying out of rehabilitationtasks, and returning the areas to normalcy,management for enabling the local people
