President & CEO
Dear Friend of MPT.
Most orga nizati ons have a dual focus as they conduct business. That focus boils down to "sales" and Hservice,~
and an organization's management typica lly has to pay
attention to both imperatives.
Not so at MPT.
At MPT the management team - in fact, all the members of our staff - have the luxury of concentrating on service. As a result, you and a statewide audience receive in formation, entertainment,
and education w ithout commercial advertising or noisy, intrusive messages. Thanks to our partners and supporters, we get to figure out how best to make a TV program to tell an interesting story or how best to train a childcare worker or how to use an interactive game to
teach algebra or how best to tackle a thorny community issue - all mission-related services.
We get the freedom, indeed the honor, of relating to all our stakeholders with a service mentality: citizens and TV fans ... students and teachers ... businesspersons and nonprofit groups ... ana lysts and artists ... medica l professionals and elected official s. When service is the imperat ive, it really is all about what we've done for you lately.
The pages of this report capture much of the service we put forth in FY12. The verdict is yours: Did we help you? How can we better meet your expectations? What needs are
sti ll there to be met? let me hear from you - [email protected].
With thanks,
~~.c..~ larry D. Unger

MPT's mission is to educate, entertain, and enlighten the people of Maryland and beyond
through creative programs and services of the highest quality, delivered through traditional
public broadcasting and new multimedia technolog ies. MPT's commitment to excellence.
innovation, diversity, and the values of Marylanders is essential to this mission.
rusted. Valued. Essential. Over the course of a year, 89 percent of all u.s. television households - and 220 million people - watch
PBS. Americans also streamed more than ' SO million videos across PBS' web and mobile platforms in
September 2012 alone. Closer to home, 943,000 viewers tuned in to MPT during FY12. With new multimedia
and technology advancements at MPT, approximately 52,000 visitors viewed MPT's videos on web and
mobile devices. MPT's three major websites also received significant usage from Maryland audiences and
beyond, reaching 33.4 million page views during the fiscal year.
PBS is justifiably regarded as America's largest classroom, reaching children from a very young age with
resources to help build science, math, language, and literacy skills. MPT is Maryland's only statewide broadcast
educator, delivering high-quality content and media on air, online and in person. In FY12, MPT broadcast
816 hours of instructionallV and conducted professional development training for 1,935 PreK-12 teachers.
Addit ionally, 930 PreK-12 educators and childcare providers earned continuing education credits online on
Thinkport.org, MPT's $20 million educational super-site which garnered 19 million page views in FY12 alone.
Parents consistently say PBS KIDS is the most educational media brand for children. It helps prepare them for
success in school and life by teaching them reading, math, and other essential skill s. PBS KIDS reaches nearly 99%
of US. television households, providing nearly all kids access to what is often their only source of educational
television. In addition, in an average month more than 13 million unique visitors come to PBSKIDS.org. For
children in than just a place to watch television. Families, early educators,
childcare centers and before- and after- school programs
"" rely on trusted PBS KIDS programs and correlated online resources to springboard early learning. Education
becomes relevant, fun, and rewarding when children
engage in active learning and develop new ski lls alongside their favorite lV characters.
In light of service to the community, to education, and to kids and parents., PBS and MPT are truly
trusted, valued, and essential. This report -covering the time period of July 1, 2011, through June 30, 2072 -;s our accounting of work to the
citizens and organizations that have invested dol/ars and placed their
confidence In us.

Education: priority #1
MPT's education initiatives continued to focus on the delivery of high-quality products and services for preK-12 schools, communities, and families. Key elements of our service are professional development programs and the integration of innovative multimedia resources into curriculum-based learning.
technology leaders representing Maryland's 24 school districts and Ba ltimore City. MPT developed six on line courses to support the Maryland Teacher Technology Standards, and the courses are offered on Thinkport and through Maryland school districts for continuing education credits.
Early Education Services The centerpiece of MPT's educational outreach is Thinkporr, a web portal housing a dynamic collection of interactive resou rces, multimedia, onl ine learning adventu res, curricu lum-based lesson plans, and innovative technology
•• • • _, Thinkport MPT has a significant stake in early childhood education, building upon a long-standing commitment to early ca re educators and childcare providers. A strong partnership
tools. Educators also come to Thinkporr for top-notch online courses and diverse professional development opportunities. Thinkport made its debut in 2003, and in FY12 the site attracted in excess of 19 million page views.
In FY12, MPT's Education Division produced remarkable results for Maryland schools, teachers, and students:
K-12 Services One FY12 highlight was the launch of Mathlanding, a web portal and content-sharing platform for e lementary math educators, specialists, coaches, and mentors. Mathlanding offers robust resources fo r classroom teachers to use while working with students.
In FY12, MPT set the stage and generated much content for The War of 1812, a new online resource center for elementary, middle, and high school teachers and students. MPT's Education Division collaborated with local content experts and hi storical organizations to aggregate a searchable database of curricular resources to help students learn about the people, places, and events surrounding this significant war steeped in Maryland history.
Activity began in FY12 on deliverables of a four-year grant to produce multiple education products for the Maryland State Department of Education (MSDE) under the Race to the Top federal initiative. MPT education staff and a team of teachers identified Thinkportdigita l resources and aligned them to current inst ructional standards for inclusion in an online state curriculum toolkit. In addition, significant production work was accomplished in the development of a series of student websites designed to support adolescent literacy in a variety of subject areas.
FY12 marked a record high in the number of online courses available to Maryland educators on Thinkport. A recent addition is a new series of courses developed by MPT in partnership with MSDE and a consortium of education
with MSDE as well as with statewide childcare organizat ions has enabled MPT to sustain and expand services and opportunities to this im portant audience.
For instance, the Education Division in FY12 revised, expanded, and moved Early Childhood resources to a more prominent place on Thinkport's homepage. New web pages were designed for each main section along with the add ition of new interactive and multimedia resources, online courses, technology-integration materials, and an integrated online learning communityforchildcare providers. In collaboration with MSDE, MPT developed three new facilitated online courses for family-based childcare providers who use the courses to satisfy pre-service requirements.
In FY12, MPT received a grant from the Corporation for Public Broadcasting, enabl ing us to serve as a demonstration site to test math and literacy content developed through Ready To Learn's uExpanded Learning Through Transmedia" content initiative. The cornerstone of the project is PBS KIDS Lab, an easy-to-use platform housing multimedia, games, mobile apps, and curriculum-based content to help children ages 2-8 develop ea rly math and literacy skills. The initiative was launched in Title 1 schools and after-school/su mmer programs in Baltimore City to bring PBS KIDS Lab resources and professional development traini ng to educators and childcare providers at six partner sites. MPT provided face-to-face traini ng and technology for partner schools.

Here are some community engagement highlights from FY12:
Community listening Project (ClP) - Since 2006, MPT has convened Marylanders in sma ll g roup conversations (12-1 5 a tte ndees) across the state to gauge the needs and aspirations of the comm unities we serve. The information gathe red in all of these interactions he lps inform MPT's programming decisio ns and othe r priorities. FYI 2 venues included St. Michaels, Chestertown, and Elkton.
Get In Charge - In FYI2, MPT's continuing financial literacy initiative was evidenced by the site www.MPTGetinCharge.com and a Twitter feed (@MPTGetl nCharge)aswesoughtto reach broader audiences and provide greater access to more fi nancial resources, tools, and content online. Get In Cha rge broadcast programming included:
You Can Afford College - MPT's annual broadcast in FY12 garnered the highest viewer engagement in its 25+-year histo ry. Fueled by socia l med ia promotion, the program involved a panel of six financia l a id professionals who fi e lded 148 phone ca ll s, 20 emai ls and 26Ytweets~ during the 6O-minute live broadcast, directly connecting viewers to fi nancial aid and college scholarship resources. Some 2,282 households tuned in-up 263% from the previous year - and a Spanish language version of the show was made available online. Stealing Trust - In cooperation with the Maryland Consumer Rights Coali tion (MeRC), MPT a ired Stealing Trust, MCRC's powerful documentary fi lm about the devastating impact offi nancia l fraud on individua ls and families across Maryland. On April 11 , 2012, more than 20,000 households watched MPT's premie re screening of Stealing Trust and had access to a live phone bank staffed by consumer fraud advisors who fielded 39 viewer calls during the hour-long broadcast.
Ask Karen Gibbs - In FY12, MPT launched a new, online personal finance advice column by veteran business correspondent and television anchor Karen Gibbs. Ask Karen Gibbs tackles consumer questions and provides tips on money matters for persons of all li fe stages and incomes. Additionally, MPT promoted local financial events and free community resources for National Financia l literacy Month on MPTGerlnCharge.com and on the Get In Charge Twitter feed throughout April 2012.
Chesapeake Bay Week'" volunteer-a-thon - MPT's sixth annual environmental volunteer drive - in FY12 renamed hConcert for the BayN - garnered 15,760 hours of commitment from individual citizens and community groups to support environmental/nonprofit groups. FY12's two-hour live broadcast (April 2012) was simukast on NPR affi liate WTMD (89.7 FM) for the se<ond time.
The War of 1812 Bicentennial - What was at its core a television broadcast actua lly became a significant example of community engagement by MPT during FY12. Through a variety of initiatives - induding a live, two-hour broadcast MPT teamed with state and city officials to mark the start of the War of 1812 bicentennial. MPT's involvement included:
Star-Spangled Sai labration - MPT's two-hour broadcast coverage of the Sta r-Spangled Sailabration originated on June 13,2012, from Baltimore's Inner Harbor. That evening, MPT, WBAl-TV, and WBAl-AM Radio simulcast a program that featured the arriva l of the Operation Sail tall ships and u.s. Navy grey hulls from their trip up the Chesapeake Bay to the Inner Harbor. The simulcast included commentary, interviews with naval experts, and stories of War of 181 2 people, places, and events. The June 13 coverage was espe<ia lly helpful for the thousands of Marylanders who were unable to visit Baltimore's harbor in person. Screening event - MPT collaborated with UMBC for the advance screening of the new FY1 2 MPT production The War of 1812 on the Chesapeake: Home of the Brave. Some 200 guests were on hand to see the film and get a behind -the-scenes

look at the production from MPT's exe<utive producer. The documentary had itsTV debut shortly after the community screening event.
Face-to-face - MPT made the MPT faci lity more of a public space for our communities by hosting a dozen group tours throughout the year for visitors ranging from scout troops and service organizations to educational institutions and even a delegation from the nation of Georgia. MPT representatives also traveled to group meetings around the state at the invitation of others to serve as guest speakers, panelists, and emcees.
The Big Read - MPT participated in its fourth round of The Big Read by presenting 29 family events throughout the month of June as part of a celebration of Henry Wadsworth longfellow, the poet who told defining stories of 19th century America. MPTwas one of 76 U.s. grantees participating in The Big Read and conducted its programs in partnership with Frederick County Public Libraries, Frederick Reads, and the Washington County Museum of Fine Arts. The Big Read is a program of the National Endowment for the Arts, designed to restore reading to the center of American culture.
Community groups - MPT shined the spotlight on approximately 20 agencies and nonprofits this year through MPT & Your Community broadcast segments in which each group had 90 seconds on air to mention their mission, an upcoming major activi ty, and information about how viewers can learn more. These segments run multiple times
throughout the broadcast schedule to reach different audience segments.
Welcoming community volunteers - Fully 42 separate organ izations volunteered time in the studios of MPT during the station's on-air membership <ampaigns throughout rY1 2, logging an impressive 500 hours in service to MPT.

MIT maintains three distinct broadcast programming streams:
• MPT-HD continues the core service of public television, offering programs that inform, entertain, and engage audiences of all ages, now well into it s fifth decade of service to Marylanders.
• MPT2 is the destination principally for arts, culture, and music offerings. It's a learning and entertainment destination, particularly suited to the 45-to-65 age niche.
• V-me features Spanish language programming for families with entertainment and educational fare and alwayspopular children's shows.
In FY12, MPT took steps to increase its filed-based, non broadcast services. Often called ·over-the-top· technologies, these services include video on demand (VOD); Comprehensive Online Video Ecosystem (COVE); and YouTube. Their effect is to expand MPT's audience by utilizing new technologies to make our products avai lable beyond the television set.
A significant operational improvement occurred in FY12 as MPT completed an inventory of its 40+ years of archival material. Specifically, years of videotaped content are now archived for easy retrieval for current-day users as well as for historical preservation. In an upcoming second phase of the project, selected MPT programs will be digitized under an arrangement with the Corporation for Public Broadcasting (CPB). CPB will fund the digitization of a number of program hours, and MPTwill select the programs to be preserved in
that way. The MPT programs will exist in a publicly accessible
database in the future.

Left: MPT's Roberta Lyles quemg a toperor an MPT produC(ion.
One particular FY12 technologically enabled service bears mention. With the ability of MPT to encrypt multiple data streams into MPT's digital transmission, MPT was able to assist the Baltimore Cit y Police, the National Park Service, and the Maryland Emergency Management Agency (MEMA) during the June 2012 Star-Spangled Sailabration event in Baltimore. This enabled the public safety organizations to communicate with each other on matters of crowd control, safet y, and emergency response for the event that drew tens of thousands of Inner Harbor visitors. MPT has applied to CPB for a grant that would enable the station to continue to offer this service in the future.
MPT editing suites, studios, and field cameras are now all high definition-capable, and all original national and local programs are produced in high definition.
In FY1 2, the station seized the opportunity to achieve some operational economies by such moves as replacing driveway and interior lighting with energy-efficient LED lamps and by upgrading the less-efficient air conditioning system in the main studio. New generators for Annapolis and Hagerstown transmitters were made possible by a PBS grant. Finally, in the past fisca l year MPT installed stand-by generators to complete a project whereby all six statewide transmission towers and MPT's own headquarters campus are equipped with generators to enable the station to have "business as usual" operating in the event of power outages.

Americans by the millions recognize that government funding is essential to the survival and success of noncommercial, educational public service media in America. Government and independent studies have also made this clear.

The federal investment in public broadcasting represents about one one-hundredth of one percent of the total federal budget. Terminating this investment wou ld have no effect on the federal budget deficit, but it would have a devastating effect on the essential services - in education, engaged citizenship, culture, public safety and more - that public media provide to 170 million viewers, listeners and learners, including children in low-income families for whom public TV has been the lifeline to educational success for 40+ years.
