Dear friends:

The3membersof theCERS-RH Executive Boardhaveunanimouslydecided tochange – fromnowon - the format and competitive model of the European Continental Cup, asestablishedbelow.

1. CONTINENTAL CUP OFFICIAL LOGO

2. COMPETITION SYSTEM – FINAL 4 WITH PLAY-OFFTheCONTINENTAL CUP of rink-hockey is a male senior competition,whichwillbeorganisedeachyear,inthebeginningofeachEuropeansportingseason,duringaweekendofOctober.

2.1 TheCONTINENTAL CUP isdisputedundera "play-off" system betweenthefollowing4 clubs:• The2 finalists of the previous EUROLEAGUE;• The2 finalists of the previous CERS CUP

2.2 Thematchesofthiscompetitionwillbealwaysscheduledaccordingtothefollowingcalendar:• DAY 1 - SEMI-FINALS OF THE EUROPEAN CONTINENTAL CUP

Match 1 – WINNER of the CERS CUP x LOOSING FINALIST of the EUROLEAGUE

Match 2 – WINNER of the EUROLEAGUE x LOOSING FINALIST of the CERS CUP

• DAY 2 - CONTINENTAL CUP FINAL

Match 3 – WINNER OF MATCH 1 x WINNER OF MATCH 2



3. COMPETICIÓN PRE-INSCRIPTION 3.1 Aclubcouldn’tbeenrolledinanyoftheEuropeanclubrink-hockeycompetitionwhen–inthe

dateofitsinscription–thereareoutstandingdebtstoCERSand/ortoCERS-RH.3.2 Until the deadline of the 15th. of August of 2016,the4Clubsthathavetherighttoparticipateinthe

CONTINENTAL CUPmust confirm toCERS-RH - byemail,whose copymustbe sent to theirNationalFederationofaffiliation–theirwilling to participate in this competition.

4. DISCLAIMERS AND ASSOCIATED SANCTIONS

4.1 Ifanyoftheclubswiththerighttoparticipatedoesnotmeettheregistrationdeadlinesestablishedinthisregulation,itwillbedeemedtohavewaiveditspresenceinthecompetition.

4.2Theclubswiththerighttoparticipatethatrenouncetheirpresenceinthecompetitionwillbesanctionedasfollows:(a) Suspension of 2 (two) years ofparticipationinanyEuropeanclubcompetition;(b) Payment to CERS of a fine of € 10,000(tenthousandeuros).

4.3 Intheeventofresignationofoneclub,CERS-RHwilldecideifitwillbe(ornot)provideditssubstitution.

5. COMPETICIÓN INSCRIPTION The4participatingclubsmustconfirm beforeCERS-RH - by a formal letter or email,to be sent until the deadline of 31st. of August of each yearand–thefollowing:5.1 The information about the presentation (or not) of a proposal for the organization of the

Continental Cup Final 4 of the year in question,takingintoconsiderationwhatisestablishinpoint6below.

5.2 Thesendingoftheformalinscriptionforparticipationinthecompetición,including:5.2.1 The submission of photos and forms required for registration (*) of

a) the club (formulary1); b) the club Players (formulary2);c) the other club representatives: Delegates, Technical and other "staff" (formulary3)

5.2.2 Thefullpaymentof:a) TheCLUB INSCRIPTION FEE IN THE CONTINENTAL CUP,intheamountof€ 750,00;

b) ThePLAYERS INSCRIPTION FEES: € 5,00 byeachinscribedplayer; (*) c) The OTHER REPRESENTATIVES INSCRIPTION FEES: € 10,00 by each inscribed other

representative; (*)

(*) Important Note: WhentheinscriptionintheContinentalCupisdoneinconjunctionwiththeinscriptionintheEuroleagueorintheCERSCup,the clubs only need to submit the photos and forms for one the referred competitions.Besidesthat,the payment of the club representative inscription fees is also made once.

6. CONTINENTAL CUP ORGANIZATION

TheContinental Cup –aFinal4withplay-off- willbeorganisedundertheconditionsandproceduresthatareestablishedbelow.

6.1 DEADLINE FOR THE PRESENTATION OF PROPOSALS FOR THE ORGANIZATION OF THIS EVENT

ThedeadlineforthepresentationofproposalsregardingtheorganizationofanyCONTINENTALCUPFinal4occursat18:00Hof12ofSeptemberofeachyear.



6.2 ORGANIZATION OF THE FINAL 4 OF THE CERS CUP - GENERAL REMARKS 6.2.1 CERS-RHcanonlyacceptproposalsthatarereferredtooraddressedbytheaffiliatedEuropean

Federations.Nevertheless,theFederationsconcernedmaydecidetodelegateinoneormoreofitsaffiliatedclubstheresponsibilitytosubmitproposalsfortheorganizationofthisevent,adecisionthat will have to be formalized beforeCERS-RH with a written certifiable document from theFederationinquestion.

6.2.2 Theinitialdecisiontoawardthis"Final4"willalwaysbeprovisionallyassignedbyCERS-RHanditonlybecomesfinalafterobservingtheaccomplishmentofthetwofollowingconditions:a)TheassentfromtheCERS-RH memberresponsiblefortheinspectionoftheproposedfacilitiesandthe

verificationoftheaccomplishmentoftheotherproposedconditionsfortheorganizationoftheevent;b) Theeffectivepaymentoftheproposedfinancialcompensation.

6.2.3 Itisimportanttopointoutthat:a)Eachoneoftheparticipatingclubsbearthecostsoftravel,mealsandaccommodationoftheirownteam

representatives;b)Therightsoftelevision,sponsorshipandadvertisingareheldbyCERS,hererepresentedbyCERS-RH;c) Therightsrelatedtotheproceedsfromthesaleofticketsforthiseventarefullyownedbytheorganizer

entity.

6.3 CONDITIONS TO BE MET BY ALL THE PROPOSALS TO BE SUBMITTED TO CERS-RH Alltheproposalsmustmeetallthefollowingconditionsthatareapplicabletothisevent::

6.3.1 THE ESTABLISHED FINANCIAL CONDITIONS a) Thecompensation to be paid to CERS-RH, in the minimum amount of € 7 500,00(seventhousand

andfivehundred);b) Thepayment of the refereeing fees, which amount to the total value of € 1.200,00(onethousand

twohundredeuros);c) The payment of the trophy of the competition,tobeawardedtothewinningteam;d) Thepaymentoftravel expenses, accommodation(inhotelofgoodranking)and meals,forthefollowing

people:• TheCERS-RH representative,who-beforetheformaldecisionconcerningtheawardoftheorganization-

willberesponsible for a visit of inspection of the venueandoftheotherconditionslaidinthewinningproposal;

• 6 referees and 4 members of CERS-RH,duringtheentireperiodoftheirstaying(*)fortheevent.

(*) Note: Thestayingwillrunfromthedayimmediatelypriortothestartoftheeventandthedayaftertheendofit.TheCERS-RH membersandthedesignatedReferees must be accommodated in the same Hotel

6.3.2 OTHER CONDITIONS THAT MUST BE PROVIDED BY THE ORGANIZING ENTITY

a) Acar of 5 or 7 seats for use of the CERS-RH members,duringalltheirstaying;b) Thetransport meansthatarenecessaryforthetransferoftheofficial delegations of the participating

teams and the 6 designated Referees,between• Thenearestinternationalairportandthehotelaccommodation(andviceversa);• TheHotelofaccommodation(orthelocalofthemeals)andthesiteofthecompetition(andviceversa).

c)Allthecostsrelatedwiththecontrol tests of "doping"for1(one)playerfromeachparticipatingteaminthe2(two)semi-finalmatches,whoserealizationmustbeguaranteedbytheFederationofaffiliationoftheorganizer;

d) Theproductioncostsofthelivetransmissions(open,free),via“websteaming”,ofallthe3(three)matchesoftheevent,accordingtothetechnicalstandardstobespecifiedbyCERS-RH.



e) The accomplishment of all the provisions onmedical precautions -which are compulsory in all EuropeancompetitionsunderthejurisdictionoftheCERS-HR-mustbeexplicitlyassumedbytheorganizer,ensuring:• Aseparateroompreparedforthe"dopingcontrol";• Theavailabilityintheeventfacilitiesofone"defibrillator”,atleast;• Thepresenceofamedicalizedambulance(intheexteriorofthepremises),aswellasthepresenceof

adoctorintheeventenclosure,duringeachmatchofthecompetition.• TheInformation(addressandcontacts)aboutthehospitalthatislocatedclosesttotheeventpremises

f) Theaccomplishmentofalltheprovisions on safety precautions,namely:• Thepresence,duringalltheevent,ofapublicsecurityforceorofprivatesecuritypersonnel.• Aneffectiveprotectionofthebenchzoneofeachteamandoftheofficialtableofthematch,tryingto

avoidthethrowingofobjectsand/orotherproblemsthatcanbecausedbyabadbehaviorfromthepublic.

• Thecleardelimitation–withtheplacementofstaticbarriersorseparators–eitherfortheaccesstothezonereservedfortheofficialtableofthematchorfortheaccesstothezonereservedtoeachteambench.

6.4 OTHER SPECIFICATIONS TO INCLUDE IN THE PROPOSALS TO BE SUBMITTED TO CERS-RH AllproposalstobesubmittedtotheCERS-RHmustdetailthefollowingspecifications6.4.1 Thedescription of the characteristics of the proposed sports venuefortheevent(changingrooms,number

ofseatsforthepublic,sizeoftherinkandtypeoftheplayingsurface,etc.);6.4.2 Thelocation of the nearest international airport;6.4.3 Alistoftheavailable hotels to ensure the accommodation of teams and other participants, indicating

thepriceandthepaymentconditionsestablishedbyeachoneofthem.

6.4.4 The definition of the total agenda of this Final 4, includingthebeginninghoursofthe3matchesoftheevent,aswellasthehourstobescheduledforthetrainingsessionsforadaptiontotherinkoftheparticipatingteams;

6.4.5 A proposal concerning the conditions and procedures to be established for the media coverage of the event,includingthebroadcastingofallthematchesontelevisionand/oroninternet;

6.4.6 The contracting of insurance and other guarantees,inparticularwithregardtoaccidentsthatmayoccurwiththerepresentativesoftheteams,theReferees,theinstitutionalrepresentatives,thespectatorsand/ortheemployeesservingontheevent.

1. LOGO OFICIAL DA TAÇA CONTINENTAL

2. SISTEMA COMPETITIVO – FINAL 4 COM ELIMINATÓRIAATAÇA CONTINENTAL CUP de hóquei em patins é uma competição de séniores masculinos,queseráorganizadaanualmente,noiníciodecadaépocadesportiva,numfim-de-semanadeOutubro..

2.1 ATAÇA CONTINENTAL é disputada no sistema de "eliminatórias" entreosseguintes4 clubes:• Os2 finalistas da EUROLIGA já realizada no ano em questão;• Os2 finalistas da TAÇA CERS já realizada no ano em questão

2.2 Osjogosdestacompetiçãoserãosempreescalonadosdeacordocomocalendárioseguinte:• DIA 1 - SEMI-FINAIS OF TAÇA CONTINENTAL EUROPEIA

Jogo 1 – VEMCEDOR da TAÇA CERS x FINALISTA DERROTADO da EUROLIGA

Jogo 2 – VEMCEDOR da EUROLIGA x FINALISTA DERROTADO da TAÇA CERS

• DIA 2 – FINAL DA TAÇA CONTINENTAL

JOGO 3 – VEMCEDOR do JOGO 1 x VEMCEDOR do JOGO 2

3. PRÉ-INSCRIÇÃO NA COMPETIÇÃO 3.1 Aparticipaçãode clubenãopoderáseraceiteemqualquercompetiçãoeuropeiadehóqueiem

patinsquando–nadatadasua inscrição –mantémdívidaspendentesperantea CERSe/ouperanteoCERS-RH.



3.2 Atéàdata-limitede 15 de Agosto de cada ano, os4ClubesquetêmdireitodeparticipaçãonaTAÇA CONTINENTALterãodeconfirmaraoCERS-RH-cujacópiaterádeserenviadaàFederaçãoNacionaldefiliação–asuaparticipaçãonestacompetição.

4. RENÚNCIA E SANÇÕES ASSOCIADAS

4.1 Sealgumdosclubescomodireitodeparticiparnãocumprirosprazosde inscriçãoestabelecidosnesteregulamento,seráconsideradoquerenunciouàsuapresençanacompetição

4.2Osclubescomodireitodeparticiparquerenunciemàsuapresençanacompetiçãoserãosancionadosdaseguinteforma:(a) Suspensão de 2 (dois) anos daparticipaçãoemqualquercompetiçãoeuropeiadeclubes;(b) Pagamento à CERS de uma multa de € 10,000(dezmileuros).

4.3 Emcasoderenúnciadeumclube,aCERS-RHdecidiráseserá(ounão)asseguradaasuasubstituição.

5. INSCRIÇÃO NA COMPETIÇÃO Os4clubesparticipantesdevemparticiparaoCERS-RH – por carta formal ou email,a enviar até ao prazo limite de 31 de Agosto de cada ano–oseguinte:5.1 Ainformaçãosobrea apresentação (ounão) de uma proposta para a organização da Final 4 da Taça

Continental do ano em questão,levandoemconsideraçãooestabelecidonoponto6abaixo.

5.2 Oenviodainscriçãoformalparaparticipaçãonacompetição,incluindo5.2.1 O envio de fotos e formulários necessários para a inscrição (*) de

a) o clube (formulário1); b) os Jogadores do clube (formulário2);c) os outros representantes dos clubes: Delegados, Técnicos e outro"staff" (formulário3)

5.2.2 Opagamentocompletodea) TAXA DE INCRIÇÃO DO CLUBENA TAÇA CONTINENTAL,novalorde€ 750,00;

b) TAXAS DE INSCRIÇÃO DOS JOGADORES: € 5,00 porinscrção; (*)

c) TAXAS DA INSCRIÇÃO DE OUTROS REPRESENTANTES: € 10,00 porinscrição

(*) Nota importante: QuandoainscriçãonaTaçaContinentaléefetuadaemconjuntocomainscriçãonaEuroligaou na Taça CERS, os clubes apenas necessitam de apresentar as fotos e formulários para uma das competições.Alémdisso,os pagamentos de inscrições de jogadores e outros representantes só é feito uma vez.

6. ORGANIZAÇÃO DA TAÇA CONTINENTAL

A organização da Taça Continental – uma Final 4 com eliminatórias – será organizada de acordo com ascondiçõesseguidamenteestabelecidas.

6.1 PRAZO PARA APRESENTAÇÃO DE PROPOSTAS DE ORGANIZAÇÃO DO EVENTO Oprazo limite para apresentação de propostasrelativamenteàorganização da Final 4 da Taça

CONTINENTALterminaráàs18:00 horas do dia 12 de Setembro de cada ano.



6.2 ORGANIZAÇÃO DA FINAL 4 DA TAÇA CERS - CONDIÇÕES GERAIS 6.2.1 OCERS-RHsópodeaceitarpropostasquesejamreferidasoudirigidaspelasFederaçõesEuropeias

afiliadas.Noentanto,asFederaçõesinteressadaspodemdecidirdelegaremumoumaisdosseusclubesafiliadosaresponsabilidadedeapresentarpropostasparaaorganizaçãodesteevento,umadecisãoquedeveráserformalizadaperanteoCERS-RHcomumdocumentoescritocertificáveldaFederaçãoemquestão.

6.2.2 Adecisãoinicialdeatribuiçãodesta"Final4"serásempreefetuadapeloCERS-RHatítuloprovisórioesóassumirácarácterdefinitivoapósobservaçãodarealizaçãodasduasseguintescondições:a)OparecerfavoráveldomembrodoCERS-RHqueforresponsávelpelainspeçãodasinstalaçõespropostas

epelaverificaçãodocumprimentodasdemaiscondiçõespropostasparaaorganizaçãodoevento;b) Opagamentoefetivodacompensaçãofinanceiraproposta.

6.2.4 Éimportantesublinharque:a)Cadaumdosclubesparticipantessuportaráoscustosdeviagem,refeiçõeseestadiadosseuspróprios

representantes;b)Osdireitosdetelevisão,patrocínioepublicidadesãodetidospelaCERS,aquirepresentadapeloCERS-

RH; c)Os direitos relacionados como produto da venda de bilhetes para este evento são integralmente de

propriedadedaentidadeorganizadora.

6.3 CONDIÇÕES A INCLUIR EM TODAS AS PROPOSTAS A APRESENTAR AO CERS-RH Todasaspropostasterãodecontemplartodasascondiçõesquesãoaplicáveisaesteevento:

6.3.1 CONDIÇÕES FINANCEIRAS EM VIGOR

a) Acompensação a pagar ao CERS-RH,novalormínimode€ 7 500,00(setemilequinhentoseuros);b) Opagamentodastaxas de arbitragem,no valor total de € 1.200,00 (mil e duzentos euros);c) Opagamentodotroféu da competição,aatribuiràequipavencedora;d) O pagamento dasdespesas de viagem,de estadia (em hotel com boa classificação) e das refeições,

relativamenteàsseguintespessoas:• O membro do CERS-RH,que-antesdadecisãoformalsobreaatribuiçãodaorganização-seráresponsável

pela visita de inspeção do localedasdemaiscondiçõesprevistasnapropostavencedora;• 6 árbitrose4 membros do CERS-RH,duranteoperíododasuaestadia(*) paraoevento.

(*) Notas: Operíododeestadiadecorrerádesdeodiaanterioraoiníciodoeventoeatéaodiaseguintedoseutermo.Osmembros do CERS-RHeosÁrbitrosdesignadosterãodeficaralojados no mesmo Hotel

6.3.2 OUTRAS CONDIÇÕES QUE TÊM DE SER ASSEGURADAS PELA ENTIDADE ORGANIZAÇÃO

a) Ofornecimentodeumautomóvel de 5 ou 7 lugares para os membros do CERS-RH,duranteasuaestada;

b) Os meios de transporte necessários para a transferência das delegações oficiais das equipas participantes e dos 6 Árbitros designados, entre:• O aeroporto internacional mais próximo e o hotel de alojamento(evice-versa);• O Hotel de alojamento(ouolocaldasrefeições)e o local da competição(evice-versa).

c) Todososcustosrelacionadoscomostestes de controle de "doping" para 1 (um) jogador de cada equipa participante nos 2 (dois) jogos das semifinais,testescujarealizaçãoterádesergarantidaeasseguradapelaFederaçãodefiliaçãodaentidadeorganizadora;

d) Oscustosdeproduçãodastransmissõesaovivo(abertasegrátis),via“webstreaming”,dos3(três)jogosdesteevento,deacordocomasnormastécnicasespecificadaspeloCERS-RH.



e) Ocumprimentodetodasasdisposiçõesrelativasàsprecauçõesmédicas-cujocumprimentoéobrigatórioemtodas as competições europeias sob jurisdição do CERS-RH - terão de ser explicitamente assumidas peloorganizador,assegurando:• Umasala separada e devidamente preparada para a realização dos "controlos de doping";• Adisponibilidadenasinstalaçõesdoeventode,pelomenos,um"desfibrilador";• Apresença(noexteriordasinstalações)deumaambulância medicalizada,assimcomoapresençade

ummédiconorecintodoevento,durantearealizaçãodecadaumdosjogosdacompetição.• AInformação(endereçoecontactos)relativaaohospitalmaispróximodasinstalaçõesdoevento

f) Ocumprimento de todas as disposições relativas às precauções de segurança,designadamente:• Apresença,durantetodooevento,dumaforçadesegurançapúblicaoudesegurançaprivada.• Aproteçãoeficazdazonadosbancosdasequipasedazonadamesaoficialdojogo,procurandoevitar

oarremessodeobjetoseoutrosproblemasquepossamocorrercomopúblico.• Adelimitaçãoclara–comacolocaçãodebarreirasouseparadoresestáticos–doacessoàzonareservadaà

mesaoficialdojogo,bemcomodoacessoàzonareservadaaobancodecadaequipa.

6.4 OUTRAS ESPECIFICAÇÕES A INCLUIR NAS PROPOSTAS A APRESENTAR AO CERS-RH TodasaspropostasasubmeteraoCERS-RHdevemdetalharasseguintesespecificações:6.2.5 A descrição das características do local proposto para o evento(vestiários,númerodelugaresparaopúblico,

tamanhodapistaetipodesuperfíciedejogo,etc.);6.2.6 A localização do aeroporto internacional mais próximo;6.2.7 Uma lista dos hotéis disponíveis para assegurar o alojamento das equipas e outros participantes,

indicandoopreçoeascondiçõesdepagamentoestabelecidasporcadaumdeles.6.2.8 A definição da agenda total desta Final a 4,incluindoashorasdeiníciodos3jogosdoevento,bemcomo

ashorasagendadasparaassessõesdetreinodeadaptaçãoàpistadecadaumadasequipasparticipantes;6.2.9 Uma proposta relativa às condições e procedimentos a estabelecer para a cobertura mediática do

evento,incluindoatransmissãodetodososjogosnatelevisãoe/ouna“internet”;6.2.10 A contratação de seguros e outras garantias,nomeadamentenoquedizrespeitoaacidentesquepossam

ocorrer com os representantes das equipas, Árbitros, representantes institucionais, espectadores e / ouempregadosaoserviçodoevento.
