1 INTRODUCTION

This Noise Management Plan (NMP) specifies the practicable noise consideration and controls in place

to minimize the impact o f noise to Neighbouring properties and area surrounding the event site.

This NMP has been developed in consultation o f the audio equipment provider, taking into account the

natural topography and bush lands within the site site.

1 . 1 S i t e Description

The event site is located at 725 Walkerville Road, Tarwin Lower and covers a combined area of

782,152m"2 approx and is primarily flat with a natural amphitheatre space in the North East corner of

the property.

Road access to the property is via Walkerville Road.

2 NOISE MANAGEMENT PROCEDURES

2.1 Community Consultation

Event Management have begun community consultation and notification of the 2017's event with neighbours of the event site being the first to be contacted.

An event debrief and a UNIFY 2017 community information night was held on 4th Feb 2016 to review the 2016 event and to present the proposed 2017 event to the Tarwin Lower community. After an open and positive discussion with the community regarding the details of the three-day/two-night music and camping event there was a unanimous decision to proceed with the event.

A letters informing the community of the event dates and opening times will be distributed through-out the year along with an 'Event Summary' page attached that states all major aspects of the event; Dates, No. of Guests, Music Playing Times, Security, First-Aid, toilets and community groups that will benefit/be involved.

2.2 Sound Levels i n and a round the site

Activities/mechanisms likely to create 'high noise levels' at the event The main site where amplified music will be present is as follows:

1. Main Stage Amplification system adequate for crowds of up to 10,000 people

Hours of operation: DAY 1 - 2:00pm Friday 13 thJan to 2:00am Saturday 14th Jan DAY 2— 11:00am to 2:00am Sunday 15th Jan Volume:

• 100 dB(A) @ 25m - during artist performances • 90 dB(A) @ 25m - during change over's

The operating hours and volume of the Main Stage requires the following noise management strategies:

• UNIFY organisers in conjunction with Sound system provider will review the venue layout, and will position the sound amplification equipment in such a way as to eliminate residents houses being in direct line of the amplified sound.

The design of the audio system will be suited to the scale of the event and not be excessive.

• Neighbours within a 1.5-2km radius will be notified of the event. As low frequencies will be heard up to 2km away.

2 . 3 S o u n d S y s t e m Des ign , Orientat ion and Installation

The design and installation of sound systems is a key factor in minimising noise spill and potential noise impacts on the community.

A highly directional line-array sound system will be used to minimise noise spill, for example:

• L-Acoustics V-DOSC and KUDO

• D&B Audiotechnik i-Line

• Nexo Geo or STM series

• BLVerTec

• Meyer MILO and M-series

• Clair Brothers i-series

As seen in Figure 1, the stage location has been chosen mainly due to the natural apitheater landscape that will help to trap noise and secondly due to the area behind and to the south being lined by dense bush land. This will help to absorb some of the sound emitted from the stage.

In conjunction with the chosen location the stage will be orientated in such a way that the FOH (Front of House) speakers will be hung from high mounting points to allow the audio to be directed into the sloped earth of the natural amphitheater.

2 . 4 S o u n d Monitoring

During UNIFY Festival a 'Self-Monitoring Report' will be undertaken to monitor noise levels at distance stated above from the speakers throughout the event to ensure the limit stays with-in the dB limits stated above. The noise measurements will be conducted in accordance with 'SCHEDULE B of Gazette S43' with respect to outdoor venues.

2.5 C o m p l a i n t s Handling

In the event of complaints being raised as a result of the noise the event organisers will work closely with local Police to take steps to minimise the impact to the community.

It is the event organisers aim to record the complaints if any to help assess the events impact on the community. Event organisers will work with local Police to record the following details from any complaints that are made:

• Date and time of the complaint

• How the compliant was made (telephone, email, in person)

• Contact details

• Location of the complainant

• Nature of the complaint

• Details of any response or proposed follow up.
