Public transportation is being promoted by many communities as both an energy efficient and environmentally friendly transportation alternative.
In recognition of this type of promotion in Volusia County, Votran completed a Sustainability Management Plan to ensure that we are integrating sustainability in our day to day business practices as well.
![Page 4: Presented by Kenneth R. Fischer McDonald Transit Associates, Inc.](https://reader036.fdocuments.us/reader036/viewer/2022062519/56649e2a5503460f94b18402/html5/thumbnails/4.jpg)
RS & H used a systematic process to develop our plan. This process relied on resource mapping to identify environmental aspects, sustainability criteria to rank significant environmental aspects, and best management practices to help develop projects to address those significant environmental aspects.

Votran ranked 121 environmental aspects contained in our operation utilizing the following key criteria:
Economic benefit Implementation cost Public image Livability Regulatory requirement Environmental benefit

Votran commits to systematically integrate sustainability into our daily business processes. These practices will reduce life-cycle costs, and improve operating efficiency while preserving the natural environment. We will reduce our environmental footprint through the efficient use of natural resources and pollution prevention. We will reduce the greenhouse gas footprint and regularly report our sustainability successes. We will implement educational and other outreach initiatives to raise awareness of our sustainability accomplishments and the benefits of public transportation.

Five (5) Turtle Top gasoline hybrids using Azure Dynamics technology for paratransit service.
Two (2) Turtle Top diesel vehicles were retrofitted with Variable Torque Motor (VTM) hybrid technology for paratransit service.
Nine (9) 35 foot Gillig transit vehicles using an Allison hybrid technology for fixed route service.
All these hybrids function on the same principle, they convert energy from the deceleration and braking of the vehicles and store the energy in batteries.

Azure gasoline hybrid technology can be classified as a “fully integrated” system.
It takes up a lot of vehicle real estate under the bus.
The next technology for discussion is the VTM, or bolt on alternative hybrid technology.
It takes up less vehicle real estate under the bus.
![Page 17: Presented by Kenneth R. Fischer McDonald Transit Associates, Inc.](https://reader036.fdocuments.us/reader036/viewer/2022062519/56649e2a5503460f94b18402/html5/thumbnails/17.jpg)
Votran is working with the Florida Department of Transportation on comparing the traditional (Azure) paratransit hybrid technology with the alternative (VTM – bolt on) hybrid technology.
This project is expected to run for several years, and started in early 2010.
The following slides are provided by VTM on how their hybrid technology works.

1. This technology has been on the market for less than five years.
2. This technology does not appear to work well in paratransit service. There is much less deceleration and braking of vehicles when compared to other applications, such as fixed route bus service.
3. The heat of the Florida environment appears to impact the performance of this technology, specifically the length of the A/C duty cycle.
4. Bus operator driving habits.
