Legislated MHSC Mandate• Advise the Minister on all occupational health and safety issues in the

mining industry relating to legislation, research and promotion:• Review and develop legislation for recommendation to the Minister

(Focus on Regulations, MRAC)• Oversee research in relation to health and safety in

the mining industry (CoE, Simrac)• Liaise with other bodies concerned with health and

safety issues (MQA, State Departments and various Stakeholders)

Vision and MissionVISION STATEMENT The Mine Health and Safety Council has a vision to be the knowledge leader and trusted advisor to the Minister of Mineral Resources and stakeholders on Occupational Health and Safety matters, and to promote the transformation of Occupational Health and Safety in the mining industry towards the achievement of zero harm to Mine Employees and mining communities.

MISSION STATEMENTTo promote a culture of occupational health and safety in the mining industry by providing advice to the Minister of Mineral Resources, liaising with statutory bodies, fostering an effective tripartite partnership, creating and disseminating information on leading practices to the mining industry.

GOALMHSC is pursuing the following goals and all the strategic objectives will be linked to achievement of these goals:

Zero Harm to employees and communities as a result of mining activities.

Providing knowledge leadership in mining Occupational Health and Safety.

ELIMINATION OF FATALITIES AND INJURIES

Every mining company must have a target of ZERO FATALITIES

Target to eliminate fatalities by December 2020.

Up to December 2016, 20% reduction in Serious Injuries* per year.

From January 2017, 20% reduction in Lost Time Injuries (LTI**) peryear

Implementation of OHS Milestones• ELIMINATION OF NOISE INDUCED HEARING LOSS

•Quietening of Equipment: By December 2024, the total operational or process noise emitted by any equipment not to exceed a sound pressure level of 107 dB(A).

•Standard Threshold Shift (STS) for Individual: By December 2016, no employee’s STS will exceed 25 dB from the baseline

• ELIMINATION OF LUNG DISEASES•By 2024, 95% of Exposure Measurements Results will be below milestones level for coal dust, crystalline silica and platinum respirable particulate dust,•Using present diagnostic techniques, no new cases of occupational diseases: Silicosis, Pneumoconiosis,

• FACILITATION OF THE FOLLOWING INITIATIVES: • Integration and simplifying of compensation

system• Rehabilitation of mine workers injured on duty

Implementation of OHS MilestonesInitiatives on Prevention of TB, HIV/AIDS

• 2015 WHO End TB strategy targets to be achieved by 2035, SA is supportingGlobal Initiatives, through the reviewed National Strategic Plan for TB.

• Revised integrated policy on HIV/AIDS and TB management and relatedguidelines will be finalised during 2017/18 for implementation by mines.

• The MHSC is reviewing the adoption of the Masoyise iTB, a government initiative to screen mineworkers for better management of TB and HIV in the mining industry

• Other Collaborations include: DoH, SABCOHA, FPD, Aurum etc.

Implementation of OHS MilestonesInitiatives on Prevention of TB, HIV/AIDS continued

Promotional campaigns in 2016:• The aim is to encourage employees and

communities to know their TB, HIV and other lifestyle diseases for better management and care.

• TB day at Matlosana Klerksdorp, August 2016, 1500 tested for different diseases.

• Commemoration of World Aids Day held in KZN in December 2016

• 2017 World Aids Day to be held in Rustenburg

Implementation of OHS MilestonesCulture Transformation Framework (CTF) Commitments:

By December 2020 there will be 100% implementation of six pillars

After December 2020 the remaining five pillars will be implemented

During the Summit held on the 17-18 November 2016, stakeholders recommittedthemselves to the agreed 2014 milestones and further committed to the implementation of the following initiatives:

• Promotion of Tripartite Visible Felt Leadership, • Mining Principals Engagement/Meetings, • Improvements Communication, • Addressing Trust Deficit, • Supervisor and Employee Empowerment and • Annual Mining Companies Health and Safety Days.

Special MHSC Projects• Commemoration of Mine Disasters - focusing in Coalbrook Disaster

(Sasolburg, Metsimaholo) and erection of National Commemoration Site (Johannesburg).

• Development of a Integrated Comprehensive Compensation System for the Mining Industry –Study commissioned by the MHSC completed with recommendations on legislative changes to COIDA and ODMWA

• Design of Shaft Plugs - A study will be commissioned to develop a feasible methodologies of effectively sealing off abandoned shafts to avoid re-entry (minimum standards/guidelines).

Special MHSC Projects: Women in Mining – Pilot campaigns to create more awareness on PPE and measures for Prevention of Sexual Harassment issues was undertaken through Regional Tripartite Forums (RTF’s), held in the Klerksdorp as part of awareness campaign • Prevention of sexual harassment

Communication and Promotion Plan: Research Outcomes Dissemination Initiatives

MOSH/ MHSC Collaboration Initiatives

The MHSC and MOSH Learning Hub has signed an MOU and an implementation plan that is aimed at Promoting and strengthening collaboration in the identification, dissemination, adoption and promotion of leading or best practices following areas:

• Elimination of falls of ground accidents.• Elimination of transport and machinery accidents.• Elimination of occupational lung diseases.• Elimination of noise induced hearing loss. • Promote the implementation of the CTF focussing on human factors,

organisational factors, leadership, communication etc. • Eliminate other OHS risks in the SAMI.

• Increased participation of Tripartite Forums, Professional MiningAssociations, Mining Companies and other stakeholders and relatedcollaborations is a paramount.

• Commitment of all stakeholders is critical to ensure that MHSC Strategic Objectives including 2014 Milestones and 2016 Summit pledge are achieved timely .
