Forecasted Power Scenario of Mumbai
(All figs in MW)
4
In addition to above load growth, identified triggering loads are expected up to 2014-15 as under
Development of commercial complex in Airport area - 80 MW
Rehabilitation slum in Airport area by HDIL - 60 MW
Development of Commercial complex in Godrej Vikroliarea and vertical load development in other area - 200 MW
Development of Kohinur city, Neelkanth gammon, Vidhyvihar containers, Bhandari Estate, Swan Mill and Sahakar Nagar in Kurla area - 125 MW
Total triggering load - 465 MW
5
Above load growth and addition due to triggering loads needs to be considered for planning Mumbai system grid for FY 2014-15.
In addition to above, presently about 230-250 MW load of MSEDCLin Kalyan, Ambarnath, Saksett and Kolsett area is fed through TPCL EHV net work, which is expected to increase to 330 MW by 2014-15.
This clearly indicates that transmission system network forMumbai needs to planned to cater about 5000 MW loads by FY 2014-15.

SrNo Recommendations Remarks / Present Status
6.1.1
Review of protection setting at all interconnecting point between Tata, RInfra, MSETCL and Transmission and distribution interconnection.Review of existing protection schemes.Relay configuration checks on regular intervals.
Relay setting audit was carried out on all critical lines and equipment to check the relay configuration and settings.Regular relay configuration checks will be carried out along with relay testing.
Reconfiguration of Alert and Trip mode of relays on account of overload
It is confirmed that no over load alarm stage is wired for tripping of line.
Single phase auto reclosing scheme to be implemented for all overhead lines including 220 KV lines in Mumbai.
Existing
Auto reclosing of Hybrid (O/H+U/G) lines.
TPCL to implement A/R after changing breaker mechanism from 3 phase simultaneous opening to single pole opening.
Auto reclosing of Hybrid (O/H+U/G) lines will be explored.
Effect of auto reclosing on Turbine-Generator shaft to be studied
Impact on generator shaft in case of auto reclosurefailure under study by TPCL & R-Infra
Dynamic line ratings Yet to Start . A Pilot project will be explored

Review of Mumbai Islanding scheme and UFR and df/dt load shedding settings in view of increasing demand
UFR / df/dt relays already in place. Mumbai islanding scheme review will be taken up in WRPC protection committee meet
The under frequency and over frequency settings of generators to be checked to ensure that conservative setting leading to unit tripping does not jeopardize the island
The settings adopted on units are generally in line with the national practice. OEMs recommendations have been considered while selecting UF & OF settings
Pilot project on installation of PMU for availability of synchrophaser data to Control Centers
Proposal will be put up to MERC PMU installation in various stations in Mumbai in FY 13. These PMUs will need to integrate with the proposed scheme of PGCIL for Western region for effective utilization

6.2.1
Shifting of R-Infra Aarey load to TPCL substations in view of high loading on 220 KV Aarey-Borivli lines.
Loading expected to go down after commissioning of proposed 220kV LILO of Borivli - Boiser line at Ghodbunder R/S.COD-Dec-2011. TPCL to inform availability of 220 KV bays at 220 KV Saki(TPCL) S/S within one week. Bays are available at 220 KV Saki(R-Infra) S/S.
In-feed lines and substation equipments at MSETCL Borivli substation should be upgraded by MSETCL to handle higher loading 220 KV Borivli-Borivli line.
220 KV Borivali(MSETCL)-Borivali(TPC) 2nd
Ckt-Dec-2011.
Enhancing/modifying existing load trimming schemes to avoid tripping of healthy line during contingencies.
Overload trimming schemes & quantum connected for trimming on critical checked for healthiness. Requirement of additional schemes based on loading of other network to be identified.

Action Suggested Action taken
1 Current Carrying capacity of all the 220kV Transmission lines in Mumbai
need to be calculated and made available to the
system operators for ready reference.
Thermal limit of each line will be calculated and sent to SLDC.
Implementation of Recommendations by MSETCL

Sr No Action suggested Action taken
1 Strengthening of associated infeed lines and substation equipment at 220 KV Borivali S/S
1)Single 0.4 ACSR conductor is being replaced by twin 525 sq mm AAAC conductor for 220 KV Kalwa – Borivali & 220 KV Boisar – Borivali lines. Work is already taken up and expected to be completed by June-122) The existing 2x125 MVA, 220/100 KV have been replaced by 2x200 MVA 220/100 KV ICT’s at Borivali S/S.3) The existing old control and relay panels have been replaced by new C&R panels with fully numerical protective relays in order to ensure correct and reliable protection.
2 Split bus arrangement at 220 KV Kalwa S/S
At present all the three 400/220 KV ICT’s are connected to 220 KV side of
400/220 KV S/S. In order to reduce the fault level at 220 KV S/S , a proposal for connecting 220 KV side of 400/220 KV ICT 1 at old 220/100 KV Kalwa S/S is
prepared and is under process.
3 System studies of bus splitting arrangement
Short Circuit studies for Maharashtra N/W for the period 2009-10 to 2013-14 have already been carried out with the
help of M/s PRDC in July 2010
