CANPASS Air was developed by the Canada Border Services Agency (CBSA)

CANPASS Air builds upon the success of the 1995 CANPASS Airport Pilot Project at Vancouver International Airport

CANPASS Air expedites border clearance into Canada for members using iris recognition biometric technology

BACKGROUND BACKGROUND NEXUS AirNEXUS Air

NEXUS Air is a bi-national pilot project involving CBSA and the U.S. Department of Homeland Security (DHS), specifically Customs and Border Protection (CBP)

NEXUS Air will expedite border clearance of pre-approved travellers entering Canada and the United States

NEXUS Air will utilize the same CANPASS Air kiosk and iris recognition technology

CANPASS Air & NEXUS Air CANPASS Air & NEXUS Air Both CANPASS Air and NEXUS Air are voluntary programs designed for

low- risk commercial airline travellers

Open to citizens and permanent residents of Canada and citizens and resident aliens of the United States who have lived in these countries for the past three continuous years

Membership is limited to one program: CANPASS Air or NEXUS Air

All members will use the same kiosks for entry to Canada but only NEXUS Air members will be able to use the kiosk at U.S. Pre-clearance (at Canadian Airports) for entry to the United States

Why two programs?CANPASS Air:

Allows entry to Canada only;

Accepts members who have received a pardon for a criminal offence;

Applicants risk-assessed by Canada;

Allows sanctions for minor offences;

Annual fee of $50cad/$30usd;

NEXUS Air:

Allows entry to both Canada and U.S.;

Does not accept applicants with criminal offences;

Applicants must pass Canadian and U.S. risk-assessments;

Zero-tolerance

Annual fee of $80cad/$50usd;

Provides travellers with a self-service option

PassagePassage Identity is confirmed by comparing the

iris presented at the kiosk to the template stored in the secure database

Membership status is checked and a risk assessment is performed

The member is prompted to answer a series of questions pertaining to the importation of goods

A recommendation for release or referral is generated and coded on a receipt which is given to an officer

upon exit

The NEXUS Air pilot launched at Vancouver International Airport (VIA) on NEXUS Air November 30, 2004 and will run until April 30, 2006

Targeting a membership of 3,000 for the pilot, 2,839 people have applied since November 30

Strong support from the YVR Airport Authority is contributing to the success of NEXUS Air

Direction to expand the pilot beyond VIA will come from the Shared Board Accord Coordinating Committee

Lessons LearnedLessons Learned Required an alternative process to deal with a few members

whose iris biometrics could not be captured

Capturing the irises, of small number of children in the program, has been difficult due to their inability to remain motionless long enough for the biometric to be captured

When members receive a demonstration at the enrolment center on using the iris technology and then practice at the kiosk, their success at passage improves

Lack of training on a demo kiosk can result in the member timing out on the iris capture screen

Lessons LearnedLessons Learned Close monitoring of the passage kiosk statistics and Passage

referral data is vital to the success of the programs. The reports help identify potential problems with end users or reoccurring trends

Standardizing technology has been problematic - technology always improving. In a phased implementation, procure all equipment for all sites at the same time
