2017
Background: Light Rail Transitways in
Minneapolis-Saint Paul
Hiawatha - “too late”
Central - “just in time”
Southwest (and beyond) - “ahead of time”
Meaning:
• Careful integration of transportation and land use planning is needed
• Land use planning needs to be more than a technical exercise (environmental, social, economic, cultural)
Background: Notable Pre-2010 Efforts
to Learn from Hiawatha
• Transitway Impacts Research Program (2006):
University of Minnesota + funding partners
• Central Corridor Funders Collaborative (2006): 13
foundations, $20 million Catalyst Fund
• TOD Advisory Group (2008): work with Center for
Transit-Oriented Development and regional
stakeholders
Background: Two National Programs
(2010); One Local Initiative
HUD Sustainable Communities Regional Planning Grant Program
($5M planning grant. Lead Agency: Metropolitan Council)
Living Cities Integration Initiative($2.77M grant; $3M PRI; $10M
commercial debt. )
HUD + Living Cities = “Corridors of Opportunity”
“Transitway corridors will guide our region’s growth,
vitality and competitiveness. Development along
transitways will create distinctive places and
strengthen local assets while increasing ridership
and expanding access to jobs, affordable housing,
and essential services for residents of all incomes
and backgrounds.”
Vision: Corridors of Opportunity
Goals: Sustainable Communities
To empower jurisdictions to consider the
interdependent challenges of:
• Economic competitiveness and revitalization
• Social equity, inclusion, and access to opportunity
• Energy use and climate change; and
• Public health and environmental impact
Goals: Living Cities
Improve the lives of low-income people
Create new framework for solving complex
problems
Challenge obsolete conventional wisdom
Drive the private market to work on behalf of low-
income people
Create a “new normal”
Focus on leveraging & advancing existing and planned
transitways
Better integration of multiple planning processes (e.g.
connecting transit planning to workforce development;
engineering to land use decisions)
More collaborative & cross-sector decision-making
Intentional focus on outcomes that will provide more
opportunity for under-represented communities.

Each will have its own process, but all will feature robust community engagement and outreach, especially for historically underrepresented populations
About half of the HUD-funded projects will be administered by subgrantees
Activities: HUD Funded
Over-arching Strategies and Analyses
Corridor Transit-Oriented Development (“TOD”) Strategies
Replicable Demonstration Projects along Central Corridor
