On 28th of february,2013, Indian Finance Minister Mr. Palaniappan Chidambaram announced the Union Budget for the Financial Year 2013-2014.

Purpose of the Budget

Global economic growth slowed from 3.9 percent in 2011 to 3.2 percent in 2012

Govt. goal is ‘higher growth leading to inclusive and sustainable development’. That is the mool mantra. 

The economy is constrained because of a high fiscal deficit; reliance on foreign inflows to finance the current account deficit; lower savings and lower investment; a tight monetary policy to contain inflation etc

Greater worry is the current account deficit (CAD). The CAD continues to be high mainly because of our excessive dependence on oil imports, the high volume of coal imports, our passion for gold, and the slow down in exports. This year, and perhaps next year too, we have to find over USD 75 billion to finance the CAD.

In the budget for 2012-13, the estimate of Plan Expenditure was too ambitious and the estimate of non-Plan Expenditure was too conservative.

Planned & Non-Plan Government Expenditure

Two components of budget-planned expenditure & Non-Planned Expenditure

Non-Planned expenditure is the expenditure provided in the budget for routine normal activities of the government such as expenditure incurred on administrative services, salaries and pension etc

Planned expenditure is how much money a business plans to spend.

plan expenditures are estimated after discussions between each of the ministries concerned and the Planning Commission.

A provision is made for such expenditure in the budget by the Central Government to the State Governments and Union Territories for plan purposes also forms part of the plan expenditure

It related to the achievement of the goals set out in the 5 year plans

The Plan expenditure is the government spending on social sector schemes such as Bharat Nirman, the Mahatma Gandhi National Rural Employment Guarantee Act and the National Rural Health Mission. Besides, it includes the Centre’s assistance to States and Union Territories

Estimated Budget

percent of total expenditure He raised the government planned expenditure for 2013-14

by 29.4 percent It is about 18 per cent higher than the budget estimates of

such expenditure at Rs. 4,41,547 crore for 2011-12

SC, ST, WOMEN & CHILDREN

 He proposed to allocate 41,561 crore to the scheduled caste sub plan and 24,598 crore to the tribal sub plan. The total represents an increase of 12.5 percent over the BE and 31 percent over the RE of the current year.

He proposed for the gender budget has 97,134 crore and the child budget has 77,236 crore in 2013-14.

Women belonging to the most vulnerable groups, including single women and widows, must be able to live with self-esteem and dignity. Young women face gender discrimination everywhere, especially at the work place. Ministry of Women and Child Development has been asked to design schemes that will address these concerns. He proposed to provide an additional sum of 200 crore to that Ministry to begin work in this regard.

Allocated 3,511 crore to the Ministry of Minority Affairs. This is an increase of 12 percent over the BE and 60 percent over the RE of 2012-13.

The Maulana Azad Education Foundation is the main vehicle to implement educational schemes and channelize funds to non-government organisations for the minorities. He proposed to allocate 160 crore to the corpus fund.

Providing medical facilities such as an infirmary or a resident doctor in the educational institutions run or funded by the Foundation. He proposed 100 crore to launch this initiative.

He proposed to allocate 110 crore to the Department of Disability Affairs

Health and Education Health for all and education for all remain our priorities. He proposed to allocate 37,330 crore to the Ministry of Health

and Family Welfare; an increase of 24.3 percent over the RE.  He also propose to provide 4,727 crore for medical education,

training and research.  The National Programme for the Health Care of Elderly is being

implemented in 100 selected districts of 21 States. Ayurveda, Unani, Siddha and Homoeopathy are being mainstreamed through the National Health Mission.

Education cess to continue at 3 per cent The Sarva Shiksha Abhiyan (SSA) and the Right to Education Act

are firmly in place. He proposed to provide 27,258 crore for SSA in 2013-14. 

Proposed 5,824crore for Scholarships to students belonging to SC, ST, Other Backward Classes & Minorities & girl children.

The Mid-Day Meal Scheme (MDM) will be provided 13,215 crore. The Government is committed to the creation of Nalanda

University as a centre of educational excellence.

AGRICULTURE

The average annual growth rate of agriculture and allied sector during the 11th Plan was 3.6 percent as against 2.5 percent and 2.4 percent, respectively, in the 9th and 10th Plans.

Proposed to allocate 27,049 crore to the Ministry of Agriculture, an increase of 22 percent over the RE of the current year. Of this, agricultural research will be provided 3,415 crore. 

The interest subvention scheme for short-term crop loans will be continued and a farmer who repays the loan on time will be able to get credit at 4 percent per annum.

Green revolution in east India is significant. Rice output increased in Assam, Orissa, Jharkhand and West Bengal; Rs 1,000 crore allocated for eastern states.

Agricultural credit is the driver of agricultural production. We will exceed the target of 575,000 crore fixed for 2012-13. For 2013-14, he proposed to increase the target to 700,000 crore.

SAVINGS

The household sector must be focused to save in financial instruments rather than buy gold

The Rajiv Gandhi Equity Savings Scheme will be liberalised to enable the first time investor to invest in mutual funds as well as listed shares and not in one year alone, but in three successive years. The income limit will be raised from 10,00,000 to 12,00,000

First housing loan up to Rs 25 lakh would get additional deduction of interest of up to Rs 1 lakh in 2013-14. This will promote home ownership and give a fillip to a number of industries like steel, cement, brick, wood, glass etc. besides jobs to thousands of construction workers.

In consultation with RBI, he proposed to introduce instruments that will protect savings from inflation, especially the savings of the poor and middle classes.

 INVESTMENT, INFRASTRUCTURE AND INDUSTRY The 12th Plan projects an investment of 55,00,000 crore in

infrastructure. The Plan envisages that the private sector will share 47 percent of the investment. 

India Infrastructure Finance Corporation Ltd (IIFCL), in partnership with the Asian Development Bank, will offer credit enhancement to infrastructure companies that wish to access the bond market to tap long term funds. 

Government has decided to constitute a regulatory authority for the road sector. Bottlenecks stalling road projects have been addressed and 3,000kms of road projects in Gujarat, Madhya Pradesh, Maharashtra, Rajasthan and Uttar Pradesh will be awarded in the first six months of 2013-14.

A company investing 100 crore or more in plant and machinery during the period 1.4.2013 to 31.3.2015 will be entitled to deduct an investment allowance of 15 percent of the investment. This will be in addition to the current rates of depreciation.

Two new major ports will be established in Sagar, West Bengal and in Andhra Pradesh to add 100 million tonnes of capacity & for this cost estimated at 7,000 crore.

Current account deficit continues to be high due to excessive dependence on oil, coal and gold imports and slowdown in exports

FINANCIAL SECTOR

Ensured all branches will set up E-Payment system & ATM by 31.03.2014

 Govt to set up India's first women's bank as a public sector bank by October & proposed 1,000crore as initial investment

Proposed to provide 6,000 crore to the Rural Housing Fund in consultation with RBI; last year it was 4000 crore

Insurance companies will be empowered to open branches in Tier II cities and below without prior approval of IRDA. 

All towns of India with a population of 10,000 or more will have an office of LIC and an office of at least one public sector general insurance company.

To the women of India: We have a collective responsibility to ensure the dignity and safety of women.

 He proposed to set up a fund – known as the Nirbhaya Fund – and Government will contribute `1,000 crore.

To the youth of India: A large number of youth must be motivated to voluntarily join skill development programmes.

 I propose to ask the National Skill Development Corporation to set the curriculum and standards for training in different skills.  I propose to set apart `1,000 crore for this ambitious scheme.

To the poor of India: The Government is the government of the people. The money is the money belonging to the people. “Aapka paisa aapke haath”

a bank account is opened for each beneficiary; and that the bank account is seeded with Aadhaar in due course.
