Some Steps Toward…….. •All weather motorable concrete road connecting all the villages • Electrification of all villages . • 108 Dial Free Medical Ambulance Services free for all citizens • 1000 per month pension to old age people widows and disable having income Rs up to 1 lakh per annum aprox 11000. • All the benefit base transfer are through NEFT in the account of beneficiaries. • Implementation of Sanjivanee Swasth Bima Yojana with coverage of Rs 2,00,000 to the family having income up to 1 lakh per annum – insurance premium of Rs. 603 paid by UT Administration. The family of girl student are also covered under the scheme . Other family can also be covered under the scheme by paying premium amount of Rs 603

Employment : Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA)

As per BPL Survey in 2002, only 535 family were identified as BPL families Sincere efforts were made to implement the scheme Very few persons came for registration under MGNREGA. Considering the number of industrials units in these UTs and availability of permanent nature of Jobs , response for the scheme was negligible. Hence MGNREGA could not be implemented in Daman & Diu.

Housing for ALL by 2022 Rural and Urban Every family to have pucca house with water connection , toilet facilities, 24 X 7 electricity supply and access.

Indira Awas Yojana (IAY) is social welfare programme being implemented to provide housing for Rural poor. The UT Administration launched Surodaya Awas Scheme . The beneficiary gets Rs 1.5 Lakh . The beneficiary should not have income more than Rs 1 Lakh per annum and have piece of land in his/her name .

Combating Poverty : New Approaches

Jan Dhan Yojana, Aadhaar and Mobile (JAM): Towards Cash Transfers

Two key instruments – Jan Dhan bank accounts under PMJDY and biometric identity cards under Aadhaar- promise to revolutionize the anti – poverty programmes by replacing the current cumbersome and leaky distribution of benefits. The plan envisages universal access to banking facilities with at least one basic banking account for every households.

The UT Administration launched the Daman & Diu Krishi Vikas Yojana with the following components under UT plan Scheme. Integrated development of Banana Crop Integrated development Mushroom Cultivation units Farm Mechanization Activities relating to enhancement of horticultural production and popularization of micro irrigation systems. Various subsidy schemes are also provided to the SC/ST/Small/ Marginal farmers .

Comments We entirely agree with the recommendations of the Task Force on Poverty Elimination To break the vicious circle of the deep – rooted poverty – it is necessary to create the assets by accelerating the growth as well as making anti poverty programme more effective. Measuring Poverty – Poverty line as defined conventionally appears appropriate. Now we can use latest data of SECC- 2011 for anti – poverty programme instead of BPL census of 2002. Strategies to combat poverty - Employment – intensive sustained rapid growth. we endorse the approach/ suggestions in the occasional paper – It is also true that rural poverty can be tackled by increasing productivity in agriculture and giving remunerative prices to farmers to some extent as it will improve the lot of farmers. The farmer may not employ labourers and deploys the family members with decrease in size of holding. There is already disguise employment in farm sector. Landless labourers may not get benefits of increase in productivity.

With the coming up the new port at Nargoal in Gujarat – the infrastructure in the whole area should be developed . A Regional Development Authority for both the UTs, Vapi, Umargaon, Surat and Manor in Maharastra should be formed to give boost to the infrastructure required for the export intensive units . That will provide employment of permanent nature. Dadra and Nagar Haveli alone exported goods to the tune of Rs.10000 Cr in 2014-15 which is much more than many states . If we go by CAGR of last six years, it ranks 3rd in the country If adequate infrastructure is developed the export of this area is bound to increase in short span.

Making Anti Poverty Programs more effective:- To plug the loopholes in the PDS – All the FPS have been given POS with the facility of Aadhaar Authentic Biometric reading of the beneficiary in Daman & Diu. In DNH -14 FPS out of 76 total FPS are availing the option of Direct Cash Transfer. In case of remaining FPS –POS shall be installed. we also endorse the recommendation of task force on balanced diet. Flexibility in using the MGNREGA should be allowed. Relaxation in proportion of expenditure on materials and allowing the use of contractors in the material component would greatly improve the quality of assets produced. It is good idea to allow MGNREGA workers in peak season for use of farmers by paying 75 % with MGNREGA wage. We also endorse the observation to this effect that each Gram Panchayat may be asked to identify 5 poorest family in village to endeavour to lift them out of poverty. Panchayats may ensure that these families get all govt. benefits.
