To set the stage, I wanted to provide some background on FirstNet, or the First Responder Network Authority. For those not familiar with FirstNet, its vision and mission originate from a Congressional mandate in 2012 to build a nationwide, interoperable, public safety broadband network. Title VI of the Middle Class Tax Relief and Job Creation Act of 2012 established the First Responder Network Authority as an independent authority within NTIA. It also required the Federal Communications Commission to grant a license to FirstNet for 22 MHz of spectrum made up of both existing public safety broadband spectrum and spectrally adjacent commercial spectrum. The Act charges FirstNet with establishing and overseeing a nationwide, interoperable public safety broadband network, including by, at a minimum: Ensuring nationwide standards for use and access to the network Issuing open, transparent, and competitive requests for proposals to the private sector Encouraging use of existing commercial wireless infrastructure to speed deployment, and Managing and overseeing private sector entities that build, operate, and maintain the network. In addition to these minimum requirements, the Act mandates careful consideration of rural areas. Deployment phases with substantial rural coverage milestones must be part of each construction and deployment phase of the network.

FirstNet has grown in the past year with its staffing and resources. For example: We have 40 current employees, including 32 federal employees and 8 detailees. We have extended 15 offers to new employees, which they have accepted. And there are 36 new positions in the HR process. We will continue to build the muscle necessary to execute the plans we've been discussing. Since our last webinar, we have hired many key roles, including the CIO. Jim Gwinn comes to us from USDA where he served as the CIO for the Farm Service Agency. In addition, we hired a Communications Director. Corey Ray comes to us from the Department of Justice COPS office.

This flow chart illustrates the currently proposed process for the FirstNet consultation and state plan development. It provides the path from initial consultation to delivery of a state plan, with details about the key steps, process flow, and roles and responsibilities for FirstNet and the states. It shows a notional schedule for the process, including the technical and operational tracks, and shows the dependencies that may impact the process. This iterative, interactive process gives states multiple opportunities to enhance and improve the draft state plan. It is important to note that this process map shows more than what will be done through state consultation; it also includes the technical and user requirements/business case that we’re working on in parallel. For the purposes of state consultation, states should concentrate on the middle swim lane that is green. Dave Buchanan, Director of State Consultation, is going to host individual conference calls for each state prior to initial state consultation, to answer your questions about the process and prepare you for the initial consultation meeting. Throughout the process, there are only a few tasks that States will have to conduct themselves and that will be after getting sufficient direction from FirstNet staff. For example, the State has to provide checklist materials to FirstNet staff. Guidance for these materials is included in the initial consultation package.

We know that you all have been clamoring for tools to get the word out about FirstNet. FirstNet did a soft launch of our website last month. On the first day, we received nearly 1,000 site visits. The website contains valuable information for stakeholders; I encourage you to review the site if you haven’t already done so. We recently posted fact sheets/101 materials: EMS, Law Enforcement, Fire Services, and LMR Networks Fact Sheets Bill’s remarks at IWCE Additional fact sheets are under development, including tribal nations and communities and 911 emergency communications. We’ll continue to produce templates, talking points, and fact sheets for your to use in your outreach programs and post them. Please continue to share your materials or suggestions for new materials with Amanda Hilliard. In future website versions, we want to add interactive aspects, including a place for stakeholders to share their information in a secure manner. In addition, we just hired a social media specialist to develop our strategy. We will incorporate this into the website updates.
