Consultation Program::1
Background Countries in Asia-Pacific region face difficulties in procedural and technical expertise in ICT standardization Consultation programme on ICT standardization is recognized as an important action by Resolution 44 of WTSA
ObjectiveEnriching standardization capabilities of developing countries by providing procedural and technical consultation
ExperiencesConsiderationsDirections
Nadi, Fiji, 16-17 September 2009 5
Consultation Program::2
Consultation Procedure Step 1: Select a beneficiary country (1 per year)

Measurement Tool-SCI::1
Background Standardization Ladder developed by TSB is intuitive, but needs further examinations, in particular, activities at national level If we could measure and quantify standardization capability, we could understand where the gap comes from
ObjectiveIdentifying components involving in standardization activitiesIndexing standardization capabilities
ExperiencesConsiderationsDirections
Nadi, Fiji, 16-17 September 2009 10
Measurement Tool-SCI::2
Components Legislation and Policy;Standardization System;Research and Development (R&D);Human Resources;International Standardization Activities;ICT Infrastructure.

What has TTA been doing?
What has TTA observed?Insufficient resourcesMandatory vs. Voluntary StandardNeed for training programmes
What will TTA be doing?
Nadi, Fiji, 16-17 September 2009 12
InsufficienciesExperiencesConsiderationsDirections
Developing countries with insufficient; Human and Financial resourcesIndustry participationRecognition of the importance
People are major elementStandardization = Technology + PeopleMaking people meet togetheris the keyIncentive for participating a meeting is also needed
Nadi, Fiji, 16-17 September 2009 13
Mandatory Standard vs. Voluntary Standard
ExperiencesConsiderationsDirections
No need for voluntary standard or no distinction
Mandatory standards (Technical Regulation) regulate the market Need to consider the agreement of WTO/TBT and the era of liberalization of telecom. market: Technology Neutrality
Nadi, Fiji, 16-17 September 2009 14
Training ProgrammeExperiencesConsiderationsDirections
Recognizing needs for training programs on: Participating international standard meetings;
General introduction of ITU, APT, ETSI, IEEE, etc.Their working methodsWay to acquire information at SDOs’ websitesWay to draft and present contributionWay to convene a meeting, etc.
Adopting international standards into national standards
Which elements need to keep vs. which elements need to be modifiedRelationship between technical regulation and standardsAny other considerations

What has TTA observed?
What will TTA be doing?Consultation programme with SCITraining programmes
Nadi, Fiji, 16-17 September 2009 16
Future Directions
Need to combine the Consultation Programme and SCI (Standard Capability Index)
Measure standard capability by SCI tool and identify the real gap Then provide consultation programme to fill the gap together with ITU-TConsultation topics will be enriched and conducted in practical manner
Provide Training ProgrammesWays to participate international std. meetings;Ways to adopt international std. to national std.
