    suppliers, seeking to establish dialogue, collect feedback about the scope of the

    procurement and its feasibility of development within the project timeline. This

    presentation was used during the OMC webinars hosted by the eCare procurers

    between October and November 2020.

  • Frailty is understood in the eCare Project framework

    as an age-related state of decreased physiological

    reserves characterized by a weakened response to

    stressors and an increased risk of poor clinical outcome.

    […] Independently of pathophysiological

    conceptualization, it is assumed that frailty is a dynamic

    process that leads to a spiral of decline in various

    functional domains and that exacerbates risk of geriatric

    syndromes.

    Applied R&D / Pre-commercial Procurement (PCP)

  • Phase I

    • 8 suppliers expected to be funded [minimum of 3]

    • To develop a detailed specification of the proposed solution which addresses fit with technical, economic and organizational requirements of the suppliers.

    • Expected output : detailed report describing the solution and a detailed plan for the prototyping and testing activities in Phases II & III.

    • 6 months

    • Maximum phase total budget: €392,000

    –The offers are ranked according to quality – price ratio

    Concept design, solution architecture and technical specifications

  • Phase II

    • 4 suppliers expected to be funded [minimum of 3]

    • To develop the most promising ideas into well-defined prototypes

    • Expected output : –Prototype specification

    –Prototype demonstration

    –Plan for development of a limited volume of solutions for field-testing

    –Updated cost/benefits forecast incl. preliminary business plan

    • 10 months

    • Maximum phase total budget: €1,960,000

    –The offers are ranked according to quality – price ratio

    Development of prototype systems in two iterations

    • 2 suppliers expected to be funded [minimum of 2]

    • To Implement and assess the prototypes in real world conditions

    • Expected output : – Implementation in the 4 testing sites

    –Overall assessment and success verification

    • OUT of the scope of the eCare project

    • Choice of the procurer:

    –It is up to each public body to decide whether to do a commercial procurement

    –To be decided after the project outcomes are assessed.

    • Since the companies retain the IP rights they are free to commercialize to other potential customers.

    MONITORING

    During each phase, contract implementation will be monitored periodically

    and reviewed against the expected outcomes (milestones, deliverables and

    output or results) for the phases.
