Objective:
To support cooperation and coordinated action of Member States to improve their preparedness and response capacities at points of entry. This includes ports, airports and ground crossings, in preventing and combating cross-border health threats from the transport sector.
(facilitates implementation of Decision No 1082/2013/EU on serious cross-border threats to health l International Health Regulations (IHR) from WHO)

Five specific sustainability objectives
1. Strengthening Preparedness & Response at all PoE by adhesion to best practices and guideline development
2. Supporting efforts at building and sustaining networks of stakeholders & experts
3. To raise awareness about cross-border health risks and compliance with IHR requirements by trainings/capacity building
4. Developing a common information portal to provide guidelines, SOPs, references, and links as well as discussion fora for each transport sector
5. Reaching out to the public to ensure that the achievements of the JA as well as remaining obstacles and needs receive adequate attention

This information system has been built on the content of the WHO handbook for inspection of ships and issuance of
Ship Sanitation Certificates. It provides the following functions: a) recording the inspection finding in a standardized manner according to the
checklist of the WHO handbook, b) issuing SSC’s according to International Health Regulations 2005 (IHR) Annex 3, c) producing the Evidence Report Form in the format included in Annex 7 of the
WHO handbook,d) generating and printing of blank official documents related with the inspections
(i.e. SSC and the Evidence Report).
