Architectural Research Consultants, Incorporated 18702 When the new Sierra Blanca Airport begins operation in late 1987, the previous Municipal Airport property, a 160-acre site located in the heart of the village, becomes available for reuse. Recognizing the value of the community asset, the village commissioned a planning team headed by ARC to prepare a Master Plan for its use and development. The purpose of this Master Plan is to provide a long-term vision for reuse of the site within the local context, and a realistic framework and implementation tool that is useful for economic development activities. Goals include diversifying the local economy, protecting the long-term value of the property, protecting the natural environment, enhancing Ruidoso’s quality of life and its image, and involving local residents in the planning process. The Master Plan provides an economic overview and market assessment of the Ruidoso area, with specific recommendations for combinations of project uses, phasing and feasibility. Recommended uses include a private college or corporate training center, a cultural center, hotel and light industrial uses.
