    Passage:

A country under foreign dominationseeks escape from the present indreams of a vanished age, and findsconsolation in visions of pastgreatness. That is a foolish anddangerous pastime in which many of

us indulge. An equally questionablepractice for us in I ndia is to imaginethat we are still spiritually greatthough we have come down in theworld in other respects. Spiritual orany other greatness cannot befounded on lack of freedom andopportunity, or on starvation andmisery. Many western writers haveencouraged that notion that I ndiansare other-worldly. I suppose the poorand unfortunate in every countrybecome to some extent other-worldly,unless they become revolutionaries, for this world is evidently not meantfor them. So also subject peoples.

As a man grows to maturity he is not

entirely engrossed in, or satisfiedwith, the external objective world. He seeks also some inner meaning, some psychological and physicalsatisfactions. So also with peoplesand civi lizations as they mature andgrow adult. Every civilization andevery people exhibit these parallelstreams of an external life and aninternal life. Where they meet orkeep close to each other, there is anequilibrium and stability. When they

diverge conflict arises and the crisesthat torture the mind and spir it.

    Passage:1

For achieving inclusive growth thereis a critical need to rethink the roleof the State. The early debate amongeconomists about the size of theGovernment can be misleading. Theneed of the hour is to have an

enabling Government. India is toolarge and complex a nation for theState to be able to deliver all that isneeded. Asking the Government toproduce all the essential goods, create all the necessary jobs, andkeep a curb on the prices of all goodsis to lead to a large cumbersomebureaucracy and widespreadcorruption. The aim must be to staywith the objective of inclusive growththat was laid down by the founding

fathers of the nation and also to takea more modern view of what theState can realistically deliver. Thisis what leads to the idea of anenabling State, that is, aGovernment that does not try todirectly deliver to the citizenseverything that they need. Instead,it (1) creates an enabling ethos forthe market so that individualenterprise can flourish and citizenscan, for the most part, provide for the

needs of one another, and (2) stepsin to help those who do not manageto do well for themselves, for therewill always be individuals, no matter

what the system, who need support

and help. Hence we need aGovernment that, when it comes tothe market, sets effective, incentive-compatible rules and remains on thesidelines with minimal interference, and, at the same time, plays animportant role in directly helping thepoor by ensuring that they get basiceducation and health services andreceive adequate nutrition and food.

    13. According to the passage :

    1. The objective of inclusive growth was

laid down by the founding fathers ofthe nation.

    2. Need of the hour i s to have anenabling Government.

    3. The Government should engage inmaximum interference in marketprocesses.

    4. There is a need to change the size ofthe Government.

Which of the statements given aboveare correct ?

    (a) 1 and 2 only(b) 2 and 3 only(c) 1 and 4 only(d) 1, 2, 3 and 4

    14. According to the passage, thestrategy of inclusive growth can beeffected by focusing on

    (a) Meeting all the needs of everycitizen in the country.

    (b) Increasing the regulations overthe manufacturing sector.

    (c) Controlling the distribution of

manufactured goods.(d) Delivery of the basic services to

    the deprived sections of thesociety.

The concept of creative societyrefers to a phase of development of asociety in which a large number ofpotential contradictions becomearticulate and active. This is mostevident when oppressed socialgroups get politically mobilised and

demand their rights. The upsurge ofthe peasants and tribals, themovements for regional autonomyand self-determination, theenvironmental movements, and thewomens movements in thedeveloping -eountries are signs ofemergence of creative society incontemporary times. The forms ofsocial movements and their intensitymay vary from country to countryand place to place within a country.

    Passage:

Now Indias children have a right-toreceive at least eight years ofeducation, the gnawing question iswhether it will remain on paper orbecome a reality. One hardly needsa reminder that this right is differentfrom the others enshrined in the

Constitution, that the beneficiary a six year old child cannot demandit, nor can she or he fight a legalbattle when the right is denied orviolated. In all cases, it is the adultsociety which must act on behalf ofthe child. In another peculiarity, where a childs right to education isdenied, no compensation offeredlater can be adequate or relevant.

This is so because childhood does notlast. If a legal battle fought on behalf

of a child is eventually won, it maybe of little use to the boy or girlbecause the opportunity missed atschool during childhood cannot servethe same purpose later in life. Thismay be painfully true for girlsbecause our society permits themonly a short childhood, if at all. TheRight to Education (RTE) hasbecome law at a point in I ndiashistory when the ghastly practice offemale infanticide has resurfaced in

the form of foeticide. This issymptomatic of a deeper urmoil insociety which is compounding thetraditional obstacles to the education

    Passage-1

Ecosystems provide people with avariety of goods and services; food, clean water, clean air, flood control, soil stabilization, pollination, climateregulation, spiritual fulfilment andaesthetic enjoyment, to name just afew. Most of these benefits either areirreplaceable or the technology

necessary to replace them isprohibitively expensive. Forexample, potable fresh water can beprovided by desalinating sea-water,

    Passage:

A species that exerts an influence outof proportion to its abundance in anecosystem is called a keystonespecies. The keystone species mayinfluence both the species richnessof communities and the flow ofenergy and materials throughecosystems. The sea star Pisasterochraceus, which lives in rockyintertidal ecosystems on the Pacificcoast of North America, is also anexample of a keystone species. I tspreferred prey is the mussel Mytiluscalifornianus. In the absence of sea

stars, these mussels crowd out other

competitors in a broad belt of theintertidal zone. By consumingmussels, sea star creates bare spacesthat are taken over by a variety ofother species. A study at theUniversity of Washingtondemonstrated the influence ofPisaster on species richness byremoving sea stars from selectedparts of the intertidal zonerepeatedly over a period of five years.

Two major changes occurred in the

areas from which sea stars wereremoved. First, the lower edge of themussel bed extended farther downinto the intertidal zone, showing thatsea stars are able to eliminatemussels completely where they arecovered with water most of the time.Second, and more dramatically, 28species of animals and algaedisappeared from the sea starremoval zone. Eventual ly onlyMytilus, the dominant competitor,

occupied the entire substratum.Through its effect on competitiverelationships, predation by Pisasterlargely determines which species livein these rocky intertidal ecosystems.

    56. What is the crux of the passage ?(a) Sea star has a preferred prey.(b) A preferred prey determines the

survival of a keystone species.(c) Keystone species ensures species

diversity.(d) Sea star is the only keystone

    PASSAGE-1

Education, without a doubt, has an importantfunctional, instrumental and utilitariandimension. This is revealed when one asksquestions such as what is the purpose ofeducation?. The answers, too often, are to acquirequalifications for employment/upward mobility,wider/higher (in terms of income) opportunities, and to meet the needs for trained human power indiverse fields for national development. But in itsdeepest sense education is not instrumentalist. That is to say, it is not to be justifi ed outside ofitself because it leads to the acquisition of formalskills or of certain desired psychological socialattr ibutes. I t must be respected in i tself.Education is thus not a commodity to be acquiredor possessed and then used, but a process ofinestimable importance to individuals and society, although it can and does have enormous use value.Education then, is a process of expansion andconversion, not in the sense of converting orturning students into doctors or engineers, but thewidening and turning out of the mind thecreation, sustenance and development of self-critical awareness and independence of thought. I tis an inner process of moralintellectualdevelopment.

    1. What do you understand by theinstrumentalist view of education?(a) Education is functional and utilitarian in

its purposes.(b) E ducation is meant to fulfi l human

    needs.

    (c) The purpose of education is to train thehuman intellect.

    (d) Education is meant to achieve moraldevelopment.

    2. According to the passage, education must be

respected in itself because(a) it helps to acquire qualifi cations for

employment.(b) it helps in upward mobility and acquiring

social status.(c) it i s an inner process of moral and

    intellectual development.(d) Al l the (a), (b) and (c) given above are

correct in this context.3. Education is a process in which

    (a) students are converted into trainedprofessionals.

    (b) opportuni ti es for higher i ncome aregenerated.

    (c) individuals develop self -cri ticalawareness and independence of thought.

    (d) quali fications for upward mobili ty areacquired.

Chemical pesticides lose their role insustainable agriculture if the pests evolveresistance. The evolution of pesticide resistance issimply natural selection in action. thousands in the next, and resistance spreads very

rapidly in a population. This problem was oftenignored in the past, even though the first case ofDDT (dichlorodipheny-ltrichloroethane) resistancewas reported as early as 1946. There isexponential increase in the numbers ofinvertebrates that have evolved resistance and inthe number of pesticides against which resistancehas evolved. Resistance has been recorded in everyfamily of arthropod pests (including dipteranssuch as mosquitoes and house flies, as well asbeetles, moths, wasps, fleas, lice and mites) aswell as in weeds and plant pathogens. Take theAlabama leafworm, a moth pest of cotton, as anexample. I t has developed resistance in one ormore regions of the world to aldrin, DDT, dieldrin,

endri n, l indane and toxaphene. I f chemicalpesticides brought nothing but problems, if theiruse was intrinsicall y and acutely unsustainable then they would already have fallen out ofwidespread use. This has not happened.

Instead, their rate of production has increasedrapidly. The ratio of cost to benefit for theindividual agricultural producer has remained infavour of pesticide use. In the USA, insecticideshave been estimated to benefit the agriculturalproducts to the tune of around $5 for every $1spent. Moreover, in many poorer countr ies, theprospect of imminent mass starvation, or of anepidemic disease, are so frightening that the socialand health costs of using pesticides have to beignored. In general the use of pesticides is justifiedby objective measures such as lives saved, economic efficiency of food production and totalfood produced. In these very fundamental senses, their use may be described as sustainable. I npractice, sustainability depends on continuallydeveloping new pesticides that keep at least onestep ahead of the pests pesticides that are lesspersistent, biodegradable and more accuratelytargeted at the pests.

    4. The evoluti on of pesticide resistance isnatural selection i n action. What does itactually imply?(a) It is very natural for many organisms to

have pesticide resistance.(b) Pesticide resistance among organisms isa universal phenomenon

    (c) Some individuals in any given populationshow resistance after the application ofpesticides.

    (d) None of the statements (a), (b) and (c)

given above is correct.5. With reference to the passage, consider the

following statements:1. Use of chemical pesticides has become

imperative in al l the poor countries of theworld.

    2. Chemical pesticides should not have anyrole in sustainable agriculture.

    3. One pest can develop resistance to manypesticides.Which of the statements given above is/are correct?(a) 1 and 2 only (b) 3 only(c) 1 and 3 only (d) 1, 2 and 3

    6. Though the problems associated with the use

of chemical pesticides is known for a longtime, their widespread use has not waned. Why?(a) Al ternatives to chemical pesticides do not

exist at all.(b) New pesticides are not invented at all.(c) Pesticides are biodegradable.(d) None of the statements (a), (b) and (c)

given above is correct.7. How do pesticides act as agents for the

selection of resistant individuals in any pestpopulation?1. It is possible that in a pest population the

individuals will behave differently due totheir genetic makeup.

    2. Pests do possess the abil ity to detoxifythe pesticides.

    3. E voluti on of pesticide resistance isequally distributed in pest population.Which of the statements given above is/are correct?(a) 1 only (b) 1 and 2 only(c) 3 only (d) 1, 2 and 3

    8. Why is the use of chemical pesti cidesgenerally justified by giving the examples ofpoor and developing countries?1. Developed countri es can afford to do

away with use of pesticides by adaptingto organic farming, but it is imperative

for poor and developing countries to usechemical pesticides.2. I n poor and developing countries, the

pesticide addresses the problem ofepidemic diseases of crops and eases thefood problem.

    PASSAGE-3

Todays developing economies use much lessenergy per capita than developed countries such asthe United States did at similar incomes, showingthe potential for lower-carbon growth. Adaptationand mitigation need to be integrated into aclimate-smart development strategy thatincreases resilience, reduces the threat of furtherglobal warming, and i mproves developmentoutcomes. Adaptation and mitigation measurescan advance development, and prosperity canraise incomes and foster better institutions. A

healthier population living in better-built housesand with access to bank loans and social securityis better equipped to deal with a changing climate, and its consequences. Advancing robust, resilientdevelopment policies that promote adaptation isneeded today because changes in the climate, already begun, will increase even in the shortterm. The spread of economic prosperi ty hasalways been intertwined with adaptation tochanging ecological conditions. But as growth hasaltered the environment and as environmentalchange has accelerated, sustaining growth andadaptability demands greater capacity tounderstand our environment, generate newadaptive technologies and practices, and diffuse

them widely. As economic historians haveexplained, much of humankinds creative potentialhas been directed at adapting to the changingworld. But adaptation cannot cope with all theimpacts related to climate change, especially as

larger changes unfold in the long term. Countries

cannot grow out of harms way fast enough tomatch the changing climate. And some growthstrategies, whether driven by the government orthe market, can also add to vulnerability particularly if they overexploit natural resources.

Under the Soviet development plan, irrigatedcotton cultivation expanded in water-stressedCentral Asia and led to the near disappearance ofthe Aral Sea, threatening the livelihoods offishermen, herders and farmers And clearingmangroves the natural coastal buffers againststorm surges to make way for intensive farmingor housing development, increases the physicalvulnerability of coastal settlements, whether inGuinea or in L ouisiana.

    10. Which of the foll owing conditions of growthcan add to vulnerability?1. When the growth occurs due to excessive

    exploitation of mineral resources andforests.

    2. When the growth brings about a change inhumankinds creative potential.

sources of energy.2. Less emphasis on manufacturing sector

and more emphasis on agriculture sector.3. Switching over from monoculture

practices to mixed farming.4. Less demand for goods and services.

introductions may occur either accidentally as a

consequence of human transport, or intentionallybut illegally to serve some private purpose orlegitimately to procure some hoped-for publicbenefit by bringing a pest under control, producingnew agricultural products or providing novelrecreational opportunities. Many introducedspecies are assimilated into communities withoutmuch obvious effect. However, some have beenresponsible for dramatic changes to native speciesand natural communi ti es. F or example, theaccidental introduction of the brown tree snakeBo iga i r r egu la r i s into Guam, an island in thePacific, has through nest predation reduced 10endemic forest bird species to the point ofextinction. One of the major reasons for the worlds

great biodiversity is the occurrence of centers ofendemism so that similar habitats in differentparts of the world are occupied by different groupsof species that happen to have evolved there.

I f every species natur al ly had access toeverywhere on the globe, we might expect arelatively small number of successful species tobecome dominant in each biome. The extent towhich this homogenization can happen naturallyis restricted by the limited powers of dispersal ofmost species in the face of the physical barriersthat exist to dispersal. By virtue of the transportopportunities offered by humans, these barriershave been breached by an ever-increasing numberof exotic species. The effects of introductions havebeen to convert a hugely diverse range of localcommunity compositions into something muchmore homogeneous. I t would be wrong, however, toconclude that introducing species to a region willinevitably cause a decline in species richnessthere. For example, there are numerous species ofplants, invertebrates and vertebrates found incontinental E urope but absent from the Bri tishI sles (many because they have so far fai led torecolonize after the last glaciations). Theirintroduction would be likely to augment Bri tishbiodiversity. The significant detrimental effectnoted above arises where aggressive speciesprovide a novel challenge to endemic biotas ill-

equipped to deal with them.28. With reference to the passage, which of thefollowing statements is correct?(a) Introduction of exotic species into new

    PASSAGE-2

Most champions of democracy have been ratherreticent in suggesting that democracy would itself, promote and enhancement of social welfare they have tended to see them as good butdistinctly separate and largely independent goals.

The detractors of democracy, on the other hand, seemed to have been quite willing to express theirdiagnosis of what they see as serious tensionsbetween democracy and development. T hetheorists of the practical split Make up yourmind: do you want democracy, or instead, do youwant development? often came, at least tostart with, from East Asian countries, and theirvoice grew in influence as several of these

countries were immensely successful throughthe 1970s and 1980s and even later inpromoting economic growth without pursuingdemocracy. To deal with these issues we have topay particular attention to both the content ofwhat can be called development and to theinterpretation of democracy (in particular to therespective roles of voting and of public reasoning).

The assessment of development cannot bedivorced from the lives that people can lead andthe real freedom that they enjoy. Development canscarcely be seen merely in terms of enhancementof inanimate objects of convenience, such as a risein the GNP (or in personal incomes), orindustrialization important as they may be asmeans to the real ends. Their value must dependon what they do to the lives and freedom of thepeople involved, which must be central to the ideaof development. I f development is understood in abroader way, with a focus on human li ves, then itbecomes immediately clear that the relationbetween development and democracy has to beseen partly in terms of their constitutiveconnection, rather than only through their externallinks. E ven though the question has often beenasked whether political freedom is conducive todevelopment, we must not miss the crucialrecognition that political liberties and democraticrights are among the constituent components of

development. Their relevance for developmentdoes not have to be established indirectly throughtheir contribution to the growth of GN P.33. According to the passage, why is a serious

tension perceived between democracy anddevelopment by the detractors of democracy?

    (a) Democracy and development are distinct

and separate goals.(b) E conomic growth can be promoted

successfully without pursuing ademocratic system of governance.

    (c) Non-democratic regimes deliver economicgrowth faster and far more successfullythan democratic ones.

    (d) Al l the statements (a), (b) and (c) givenabove are correct in this context.

    34. According to the passage, what should be theultimate assessment/aim/view ofdevelopment?(a) Ri se in the per capita income and

industrial growth rates.(b) Improvement in the Human Development

Index and GNP.(c) Ri se in the savings and consumption

trends.(d) E xtent of real freedom that cit i zens

enjoy.35. What does a consti tut ive connection

between democracy and development imply?(a) The relation between them has to be seen

through external l inks.(b) Political and civil rights only can lead to

economic development.(c) Politi cal liberties and democratic rights
