In the composition of international liquidity wenow find that gold and dollar plus sterling -key currencies - are the major components. Butsince gold cannot be increased very much, therequirements of growing international reservesmay be sought to be met by increasing the supply

of key currencies. Now, if key currencies forman increasing part of international reserves, thisimplies increase in relation to their gold stockof the liquid liabilities of the countries whosecurrencies are held as reserves by othercountries. But should these liquid liabilities growbeyond the reserve-currency countries' own goldreserves, confidence may be seriously weakenedin their continued ability to maintain the parvalues of their currencies and the stability ofthe international payments system may be

undermined.

This is the precise situation which confrontsthe U.S. dollar today. As a matter of fact, theUnited States' balance of payments deficits oncapital account have added to the world'sreserves, but its recent deficits have created asense of insecurity about the future. Since 1959the U.S. balance of payments has turnedadverse, and she has been losing gold.
