PREFACE
In recent years, the Government of Tripura is attaching increased focus towards the Disaster
Management and related activities. Accordingly, as a part of Disaster Risk Management, all the
villages, Blocks and Sub-Divisions in the Dhalai district have prepared their Disaster Management
Plans and are updating every year.
As the State receives extended risk hazards including earthquake and thereby landslides
that may cause disruption of mass communication and transport system at any unforecast time,
the Disaster Management in the District is the most important task. Keeping in view of risk
hazards, the District Administration has made an endeavor to prepare the Disaster Management
Plan for the Dhalai District. It is for the first time that an elaborate exercise has been made to
prepare the disaster risk Management Plan covering all relevant aspects so that specific attention
can be given to the issue during the crisis period.
The Disaster Management Plan is a document giving the details about the hazards, its
history, vulnerability analysis, risk assessment and flood management strategy and mitigation plan.
It also outlines the flood response plan, warning system, communication system, search, rescue and
relief operations and contingency plans.
We have tried to include the detailed information in this document. We have also given
references to the Sub-Divisional and Block Level Flood Management Plans for further details,
wherever necessary. I hope that this document shall go a long way in helping the district
administration in tackling the flood situations in a systematic and smooth manner.
All line departments of the Distict are requested to go through the plan and take necessary
step as and when required. I express my gratitude to all officers in Dhalai district for putting their
extra effort on the issue.

MULTI- HAZARD DISASTER MANAGEMENT PLAN
1. WHY IS IT:- Disaster is an event, man-made or natural, sudden or progressive, causing widespread
human, material or environmental losses which exceed the ability of the affected area to cope up using its own resources. Example: Floods, Cyclone, Earthquakes, Landslides, Fire etc. Disaster strikes rarely with prior warning and by nature its effects are beyond the coping capacity of the area. Hence, its management and mitigation requires a careful and elaborate planning, spelling out clearly the roles and responsibility of each official. Keeping in view of all the above, a detailed disaster management and response plan is prepared and the Disaster Management Act-2005 also mandates preparation of a district disaster management & response plan u/s – 31(1) of DM Act-2005.

3. OBJECTIVES:-
The objectives of the DDM & response plan are: a) To ensure proper co-ordination amongst District Level, Sub-Division Level, Block level and
Panchayet Level Disaster Management Committee. b) To give important information and advice at the time of rescue, relief, and rehabilitation of
affected families during the calamities through Block Level and Panchyat Level Disaster Management Committee.
c) Risk & vulnerability assessment and to set response mechanism and strategies. d) Establishment of emergency response policies, organizational arrangements and operational
plan to be followed after disaster. e) Mainstreaming DRR activities upto grass root level to District level. f) Integration of DRR activities (as identified through vulnerability and risk assessment) with
Development Schemes.
4. COMPONENTS:- The various components that included in the plan are:
a) the areas in the district vulnerable to different forms of disasters; b) the measures to be taken, for prevention and mitigation of disaster, by the Departments of
the Government at the district level and local authorities in the district; c) the capacity-building and preparedness measures required to be taken by the Departments
of the Government at the district level and the local authorities in the district to respond to any threatening disaster situation or disaster;
d) the response plans and procedures, in the event of a disaster, providing for– i. allocation of responsibilities to the Departments of the Government at the district
level and the local authorities in the district; ii. prompt response to disaster and relief thereof; iii. procurement of essential resources; iv. establishment of communication links; and v. the dissemination of information to the public;
e) Such other matters as may be required by the State Authority.

WHO FORMULATES AND CARRIES OUT THE PLAN: District Disaster Management Authority, Dhalai district is entrusted under the DM Act, 2005 to prepare the DDM & RR Plan in consultation with Sub- Divisional Disaster Management Committee, PRI & local bodies and all other line departments in Dhalai district. 6. 10. Roles and responsibilities of different officials:-
Sub-Divisioinal Magistrate: - Coordination with all line departments i) Facilitating in Sub Divisional Level Planning for - Mitigation, preparedness, Response and Management. ii) Gap analysis. iii) Vulnerability analysis. iv) Risk assessment. v) Initiatives for capacity building (Training, activities). vi) Monitoring the whole process (Disaster Preparedness, Mitigation, Response, and Management). vii) Inputs for updating Block level, Sub Divisional level Plan. viii) Re-designing of Action Plan, Committee set up, responsibility as per suggestion as per need. ix) To ensure smooth drinking water supply during disaster and after disaster to the affected community and in shelter place. x) To disinfect water sources (if water sources are reported infected). xi) To ensure water supply lines/ points are protected from erosion and water logging.
xii) Preparing contingency plan for any emergency. Block Development Officer:- i) Sharing of Progress Report (achievement), Gaps (identified), situational analysis report (area/GP wise)-Vulnerability and Risk assessment and capacity. ii) Plan of Action Sharing (on mitigation, response preparedness and management activities undertaking for reducing vulnerability and risk and outcome of the same.) iii) Coordination.
iv) Monitoring of preparedness level (Sub-Divisional Area). SDO, PWD:- i) Ensuring and monitoring earth cleaning work in the Manu RD Block area.
ii) Preparing contingency plan for any emergency arrives. Police:- Monitoring and facilitating Rescue operation and law and order. Dy. Collector and Magistrate:- i) Relief distribution to affected community. ii) Monitoring the over all situation and reporting to SDM. Health:- i) Stock piling of life saving medicines for emergency. ii) Transferring medicine stocks for First Aid to the GP Volunteers/ Sector Assistants (as per requirement). iii) Preparing contingency plan for emergency. iv) Facilitating Training program on First Aid for GP and Sub Divisional level Volunteers. TSECL:- i) Ensuring energy supply in the shelter places. ii) Ensuring alternative power supply for emergency (contingency plan). SDC, Food:- i) Ensuring food i t e m s distribution to affected community as well as in shelter places and PDS works smoothly. ii) Preparation of contingency plan for distribution of food items/ rice/ salt/ sugar etc through PDS and Stock piling of the same. CDPO:- Monitoring the shelter places – food, health and sanitation, camp management, Conducting awareness program with lactating.

CHAPTER II
1. OVERVIEW OF THE DISTRICT
Dhalai district was created in between two hill ranges of Longtharai and Atharamura in the year 1995 bifurcating North Tripura district and part of Amarpur Sub Division under South District. The district consists of four sub divisions and 6(six) blocks of which 70% area is covered by forest area and 59 % of total population belongs to ST communities. Thus, it is a tribal dominated district and rich in bio-diversity.
2. OVERVIEW OF DISTRICT & THE SUB- DIVISION:
There are four sub divisions in the district. Kamalpur is the oldest sub division in the district. Gandachara was created by bifurcation of erstwhile Amarpur sub division in South district in the year of 1989 and Longtharai valley was created in the year of 1993 by bifurcation of erstwhile Kailashahar in the North Tripura district. Similarly, Ambassa was created in the year 1998 by bifurcation of erstwhile Kamalpur & Gandachara Sub divisions. Sub-Division wise population are is as follows:-

Maximum hilly areas in the state are situated under Dhalai district. Longtharai hill is the highest peak of the district. Kalajhari hill in Gandachara is famous for bamboo range in Tripura. Sakhantang in Longtharai valley is beautiful hill range and covered with forest natural resources and also famous for production of orange, pineapple etc. About more than 70 % of total area in the district is covered by hill and forest. Though the district is having its natural resources, favourable climate , adequate and well spread rain fall, unexploited human resources, vast watery areas, it is lagging far behind of the state average due to its poor infrastructure, poor communication, poor irrigation and poor marketing facilities.

Roles and responsibility of the DDMA is almost same as narrated and expanded in the whole district. It shall conduct meetings as and when required. 3. Sub-divisional disaster management committee
Role. Sub-Divisional Disaster Management Committee (SDDMC) has been formed to provide effective support and available resources while assisting the Block Level Disaster Management Committee (BDMC) and Community volunteers at all levels by active participation of the Government during and post disaster to prevent loss of lives and minimize loss to property ensuring fast restoration of the situation. Responsibility: The major responsibility of the SDMC is to see the preparedness, to cope up with the disaster and to minimize the risk and vulnerability through awareness, training and Mock drill. Meetings. Considering the gravity of calamity / situation the Chairman of SDMC will convene the Sub-Divisional level Meeting as and when required. He shall assign officers for various task including preparedness, during and post disaster.

6. Roles and responsibility of Sector Officers and Asst. Sector Officers:- Sector Officer (from line Department.) Working area: Selected GPs within same Block a) Pre-Disaster: - Planning, Gap analysis, Vulnerability analysis, Risk assessment, Coordination Monitoring of preparedness and stock piling of required materials b) During Disaster: --Coordination with the below mentioned flow chart structure Monitoring following Response areas along with Sector Officers attaching Sector Assistants:- (a)Early warning (b)Search and Rescue(c) First Aid (d)Cattle camp management (e)Low and order (f)Relief Distribution (g)Shelter Management (h)Cattle camp management (i)Carcass / Dead Bodies disposal -Initiatives to meet the need of Sector assistant -Time to time reporting to ADMO -Coordination with line Departments for assistance through ADMO (as per need) -Field visit -Any other (need based responsibility may be defined for better management) c) Post Disaster: - Field visit with Sector Assistant for Damage assessment forwarding the same to ADMO. -Facilitating the ADMO and Sector Assistants for Vulnerability analysis, capacity analysis as per experience of recent faced disaster. Contact SED for vulnerability assessment of affected houses and Damage assessment 9. When the disasters are inevitable, the only way is to mitigate its impact. This falls under the Short Term Measures like immediate relief, reducing the response time to avert any losses, provide the vulnerable and affected people with the basic needs, supply of minimum essential items to those who have lost their properties and movables, grant of long/short term loans at a concession rate.
12. Long Term Measures (Sector Wise): The Long Term Measures to be followed include maintenance and repair of the embankments of the rivers and canals going through the district, construction embankments, bank protection and watershed management, bio-mass production by the forest/horticulture department. Instructions have been given to all district level departments to put forth such activities in their yearly action plan. CRISIS MANAGEMENT & OPERATIONAL GUIDELINES 1. CRISIS MANAGEMENT
After preparation of the DDMP, to ensure its application & implementation at right time, right
place by right persons is the real crux of the entire episode. Any original preparatory measure in any
direction needs a lot of follow up action to make the plan implementable flawlessly. Certain important
follow up actions are need to be coded below to remind us step by step for implementing the plan
without any gap in between.
2. CRISIS MANAGEMENT: - ACTIONS EOC Have an alternative Control Room in readiness in Collectorate in case the
1st one fails. Try to equip the alternative Control Room with basic Requirement.
CHECKLIST Ensure that check list in each item is prepared and kept in hands of the officers / staff / actors who handles that part of management.

Do not enter into flood waters without any support
Disconnect all electrical appliances and move all valuable personal house hold belongings and clothing out of reach of flood water, if you are warned of if you suspect that flood waters may reach the house
Never wander around a flood area
Move vehicles, essential commodities, Farm animals and movable goods to the high elevated place nearby as far as practicable
Do not allow children’s to play in or near, flood waters
Turn off gas or may shift it with you if have to leave the house
Do not drive into water or unknown dearth and current
Lock all outside doors and windows before leaving for safer place
Do not eat food or drink water which is contaminated by flood water
If you have to evacuate, do not return until you are advised to do so.
