Dan Arczynski is the President and CEO of Index AR Solutions. Prior to joining Index AR Solutions, Dan held a series of executive positions in the shipbuilding industry. He served as the Corporate Vice President of both Business Development and Strategy at Huntington Ingalls Industries, as well as Sector Vice President of Strategy at both Northrop Grumman Shipbuilding and Northrop Grumman Newport News. During this period, Dan had staff responsibility for strategy and growth initiatives and served on the board of directors for Continental Maritime of San Diego, AREVA Newport News, and Savannah River Nuclear Solutions. Prior to shipbuilding, Dan was the Vice President of Strategy and Mergers and Acquisitions for Shawmut, a large New England regional bank. Dan also served as a Management Consultant for Marakon Associates, a firm focused on creating shareholder value for its clients.

Dan is a veteran of the U.S. Army and served for 12 years, attaining the rank of Major. During this time, he led five platoon-sized units and commanded a light infantry company. He also taught economics, finance, and investments at the United States Military Academy, West Point. Dan graduated from the United States Military Academy and was on the Dean’s List, Commandant’s List, and Superintendent’s List. Mel Ayala started at Pacific Gas and Electric Company as a Senior Mechanical Project Engineer in 2008. In this capacity, Mel has overseen power generation, performing causal evaluations on multi-million-dollar failures, and has been developing and implementing tools for event reporting. In addition to causal evaluations, Mel has spent the past several years training on human performance prevention tools.

Mel received a mechanical engineering degree from Sacramento State University and holds a degree in mathematics and physical sciences from Yuba Community College. Early in his career, Mel worked as a Field Engineer in the gas division, overseeing the installation of gas and distribution transmission pipelines.

Mel is a husband and the father of two children. In his free time, you can find Mel boating on Bullards Bar Reservoir, nestled at 2,000 feet in the Tahoe National Forest. When reminiscing on how his personal and professional career started, Mel is moved by the Walt Disney quote, “I only hope that we never lose sight of one thing—that it was all started by a mouse.”

Monika Bay helps organizations develop innovative solutions for reducing the risk of serious injuries and fatalities. Her unique approach is designed to deliver a real breakthrough in safety and operational performance by helping organizations better understand 1) the inherent human vulnerabilities in the front-line worker, and 2) the impact of culture and organizational system factors that influence the decisions and actions of the front-line worker.

By using various risk-assessment techniques, creative training solutions, simulations, and the fundamentals of brain science, Monika has worked with leading Fortune 500 utilities to help leaders and workers overcome those vulnerabilities and reduce injuries and operational events in targeted risk areas by as much as 85 percent.

Monika’s 38-year career within the utility industry includes experience in nuclear and fossil generation, environmental land use management, military contracts and utility privatization, distribution pole asset management, business transformation architecture, and serious injury and fatality prevention. She has been recognized across the industry with numerous utility safety awards, and regularly provides keynote addresses—as well as plenary sessions and workshop facilitation—at conferences across the United States. Monika earned her BES degree in civil engineering from the Johns Hopkins University in Baltimore, Maryland.

David is a subject matter expert in human performance and led those efforts for Entergy Corporation for over 12 years. He has a proven track record in organizational effectiveness and alignment, which led Entergy to its best record in the history of the company in 2013. He gained his experience and knowledge in the petrochemical, nuclear power, fossil fuel generation, utility transmission, and distribution industries.

Deveny Bywaters is the Training Manager for the Western Electricity Coordinating Council (WECC), responsible for the Outreach Training Program and staff liaison for the Human Performance Work Group (HPWG).

With 28 years of experience in Training and Talent Development, Deveny finds human performance a fascinating element of training. What does it take to motivate a learner? What is the best way to facilitate knowledge transfer? How are hidden biases affecting performance? These are the kinds of questions that keep a trainer on their toes!

After a career in several different software training companies, Deveny entered the electric utility business at Bonneville Power Administration. Throughout her career, she has trained hundreds of end users, developed corporate training programs, implemented a corporate online university, and managed cross-functional teams on topics ranging from electric utility GIS, substation, communication and protection asset management, billing, diversity, leadership, and performance management.

In her spare time, when Deveny is not reading about human performance or training techniques, she retreats to the garden for relaxation in the summer and can be found on the ski slopes burning off energy in the winter. As often as possible, Deveny spends time with her four grandchildren who prove to be a rich resource of inspiration for how people learn. Whether it is field training, human performance training, or six-year-olds training adults, Deveny is always exploring creative ways to learn.

Western Area Power Administration (WAPA)

Kyle Conroy has more than 36 years experience in the electrical utility industry, starting as a U.S. Air Force (USAF) Electrical Power Lineman. He became a USAF Instructor in the Electrical Power Lineman Training program, completing all phases of USAF instructor training and development curriculum, and achieved recognition as a master instructor. Kyle simultaneously completed the requirements for a Bachelor of Science degree in occupational education and the Technical Training Teaching Practicum requirements.

Kyle’s post-military experience includes working with Southern companies as a power linemen, distribution operator, and engineering assistant at Gulf Power, and with Savannah Power and Light as a transmission system supervisor. Kyle moved to Colorado in 2002, and worked as a senior system operator and power operations specialist at Tri-State Generation and Transmission Association. Western Area Power Administration (WAPA) hired Kyle as a power dispatcher/trainer in its Rocky Mountain regional office in 2014, before bringing him into the EPTC three years later. His technical, operational, and training experience also include completion of a Master of Education degree in human resource studies with a focus on adult education and training. Generation Training Specialist

Portland General Electric

Chief Corpus is the Generation Training Specialist at Portland General Electric (PGE). In this position, Chief is responsible for the training of nine power plants and 540 employees.

During his 28-year career at PGE, Chief held a number of positions including, Assistant Control Operator, Control Operator, and Shift Supervisor.

Chief holds an Associate of Applied Science in Electrical Technology from Clackamas Community College and is currently working to complete a Bachelor of Science in Technology Management at the Oregon Institute of Technology (OIT).

Chief sits on the advisory board of the Greater Oregon Science Technology Engineering & Math (STEM) Regional Partnership, and the Walla Walla Community College Energy Systems Technology program. Chief is also an adjunct instructor for the Blue Mountain Community College–Industrial Systems Technology degree program. Chief is an active member of the Boy Scouts of America, is a coach of youth and high school sports programs, and is a Fire Brigade leader, and member of the High Angle Rope Rescue team at

the Boardman Coal Plant.

Robert has 39 years of utility experience. Starting with five years’ experience on distribution and transmission line crews working with 0kV to 345kV; 20 years’ experience as a distribution, transmission, generation system operator; and 14 years’ experience as a system operations trainer. Robert was instrumental in revamping the WECC System Operator Training Program, taking it from a lecture-based to a simulation-based program. Robert’s training endeavors have included system operator training, field switchman training, and marketer training. He has provided training for NERC certification exams, continuing education training for NERC certification, system restoration training, and training for personnel new to system operations and personnel not familiar with system operations. Robert is a NERC RC Certified System Operator.

Robert has been recognized as a leading expert in Root Cause Analysis investigations related to switching errors and misoperations on the bulk power system (BPS). Robert has served as the lead system operations contact for commissioning of new generators, substations, and other equipment on the BPS. Throughout his career, Robert has served on many industry committees including the NERC Personnel Subcommittee, WECC Operations Training Subcommittee, WSCC Certification Exam Workgroup, EPRI Operator Training Simulator Workgroup, EPRI Power Switching Safety Task Force (as chair and co-chair) and the Bismarck State College Power System Operations Advisory Committee.

Dr. Pamela Emerson Ey is Founder of The Center for Innovative Decision Making (IDM). For more than twenty years, Dr. Ey has been pursuing the questions that are central to the behaviors making the most difference between excellent performance and average performance. Toward this end, her journey and her work focus on issues surrounding change—how and when to change, what can be changed, and the criteria for working around the natural energy of individuals—in order to achieve their potential. To give the work a dedicated platform, Dr. Ey founded The Center for Innovative Decision Making. The Center is committed to helping organizations, through research and practice, identify and apply changes with the greatest positive impacts on the job and human performance.

Dr. Ey currently works as an advisor with SOS International, helping utility clients in North America. She conducts research and teaches research methods and capstone practicum to students at the McColl School of Business, Queens University in Charlotte, North Carolina. Dr. Ey holds a Ph.D. in business administration, a Master of Business Administration, and a Bachelor of Science in accounting. Fitness, mindfulness, and the creative arts are rich sources of our power to adapt, so Dr. Ey is a Certified Personal Trainer and Certified Group Exercise Instructor through the American Council of Exercise (ACE). She practices and sometimes instructs at a karate academy, creates outlandish floral designs, and plays several string instruments.

John P. Flynt, Ph.D., is a teacher, counselor, and technical information developer who enjoys math and programming as hobbies. He also serves as a mental health counselor. He has taught at the University of Colorado in the Department of Applied Mathematics. His primary employment is for the Western Area Power Administration (WAPA) as a contractor with Wyandotte Services.

John has authored several books, and many of them are written for people who are learning to program or do math as beginners. He has worked with youth groups with sponsorship from the National Science Foundation and has been a strong advocate for using computer game development in educational settings related to science, literature, music, and digital art. His work with knowledge management (KM) and knowledge transfer (KT) began when he was still teaching and has now been extended into the development of KM and KT resources for WAPA.

Doug Hill has worked in the utility industry for over 30 years as an Electric Lineworker, with extensive experience in transmission and distribution systems at Consumers Energy. He has a bachelor’s degree in business from Northwood University, and has spent the last nine years involved in the safety culture. He serves as a local co-chair of Safety Teams and Incident Investigation Teams and is a full-time instructor and electric representative for the Michigan State Utility Workers Council.

Doug is the author of several articles and the theory around a concept called L.I.V.E.S. (Look, Investigate, Visualize, Execute, Safely), which was featured in the IP magazine for Certified Utility Safety Professionals (CUSP), where it was well received. He has been married to his high school sweetheart, Stacey, for 27 years. They have three daughters, Lyndsay, Madison, and Baleigh. He has dedicated his career and time to changing the safety culture within the workforce, and is glad to share his experience with others to make them successful on the ROAD TO ZERO.

Mike Hoff is the Director of Business Optimization and Innovation at MidAmerican Energy. Mike’s team is responsible for integrating technology into the business to drive customer-centric operations, enhance human performance outcomes, and reduce costs through productivity gains. Mike has been a member of MidAmerican Energy’s team since 2012, and started his career as an intern, evaluating potential locations to construct a new nuclear generation facility within the service territory.

Mike has an educational background in mechanical and nuclear engineering. Upon graduation, he joined the Gas Delivery department, working in engineering and compliance. Mike transitioned to supervising frontline-represented employees, installing gas distribution facilities to serve customers. He then moved into a business management role, leading the operations support functions including storerooms, apprenticeships, meter shop, third-party damage recovery, and damage-prevention programs. While in this role, Mike also lead the strategic development of the 10-year financial plan, regulatory filings, testimony, and growth plans. Mike enjoys spending time with his wife and three kids. Mike stays involved in his community by coaching youth sports: specifically hockey, soccer, and baseball.

Katya Le Blanc is a human factors scientist at Idaho National Laboratory where she leads multiple projects investigating ways to improve the work environment for operators and workers in the nuclear industry, and how to help them do their jobs safely and correctly every day.

During her 11 years of human factors research, Katya has studied and addressed many challenging topics. Lately, she has focused on how to leverage the strengths of both humans and automation to design control rooms that support high levels of operator performance and situation awareness. Her work not only provides valuable insights into the nuclear industry, but her research also addresses questions important in other power generating industries and in the field of cyber security.

Katya has a background in cognitive psychology, with a Bachelor of Science from New Mexico Tech. She also attended New Mexico State University where she earned a Masters of Art and a Ph.D. Throughout her academic career, she conducted a wide variety of research, including investigating factors that contribute to long-term retention of skills and knowledge, and how to effectively design pilot interfaces for unmanned aerial systems.

Outside of work, Katya can be found at the climbing gym, speeding down a groomer, playing board games with her family and friends, or thinking of new ways to make people’s jobs easier and more satisfying by making technology usable and intuitive.

Dr. Michael Legatt is the CEO and founder of ResilientGrid, Inc. Their mission is to grow resilient infrastructures by optimizing the human side of the infrastructure management, including situational awareness, decision making support and collaboration tools in normal and emergency operations, and fostering the kind of organizational culture (high reliability, just culture) that empowers humans to work more efficiently and effectively, which lowers human error rates. Dr. Legatt has been a programmer for over 20 years and worked in the energy, financial, medical, neuroscience research, and educational sectors. He has doctorate degrees in clinical health psychology/neuropsychology and energy systems engineering, and is a Certified Performance Technologist.

Through a variety of organizational changes, Michael supported one client in moving its company from a bottom 10th percentile into the top ten “Best Places to Work” culture in under two years. Michael has presented at several industry and government events around the roles of organizational culture and the need to focus on human-computer interaction within complex sociotechnical systems, and has contributed to several articles, research projects, and books on the subject. Michael has been named one of the U.S. Army’s “Mad Scientists” in 2018, by Training and Doctrine Command (TRADOC), focusing around the future of situational awareness and common relevant operational pictures.

Dr. Jake Mazulewicz led all human performance improvement (HPI) initiatives for a 3,500+ person business unit within Dominion Virginia Power, a Fortune 500 utility, prior to launching his own consulting practice. In that role, Jake partnered with technical experts in distribution, transmission, substation, switching, system operations, system protection, and generation. He researched, taught, and advised leaders in these groups how to manage human errors by applying classic HPI tools, including situational awareness, checklists, and three-way communication. Jake also applied advanced HPI concepts like Crew Resource Management, Just Culture, and other traits of high-reliability organizations.

Jake has helped analyze over 300 incidents, and has led Root Cause Analyses (RCA) on human error-based incidents, including transmission-level switching errors. He also designed and taught HPI and RCA classes approved for continuing education credit by NERC. He led a team of safety managers in the development of a new four-day Supervisor Safety Training program and coordinated the roll-out to over 300 field and office supervisors. Using teaching techniques developed by Ivy League business schools, Jake pioneered the use of interactive case-based training modules that dramatically increased use of human performance concepts and helped reduce one technical group’s error rate by more than 60 percent over three years. Jake also served as the first chairman of a national trade group’s Human Performance Core Team. That group created initial standards of HPI excellence for North American transmission entities.

James Merlo is the Senior Director of Reliability Risk Management at NERC. James joined the North American Electric Reliability Corporation (NERC) in July of 2011. He works with the talented professionals in the electric reliability organization to promote understanding and learning from events experienced on the bulk power system (BPS). James assesses the industry’s status and needs regarding �uman �erformance challenges affecting BPS reliability, and provides world-class training for the ERO staff and industry. In this role, he identifies opportunities for improvement based on proven methods from other industries, and develops and promotes industry-wide sharing and collaboration to improve human performance components of BPS reliability.

James served in a variety of leadership roles in the United States Army, including combat tours in Desert Storm and Operation Iraqi Freedom. Significant positions include Deputy Brigade Commander in Baghdad, Iraq from 2004–2005, and Assistant Professor and Program Director at the United States Military Academy. James holds a Bachelor of Science in human factors psychology from West Point, a Master of Engineering Psychology from the University of Illinois, and a Ph.D. in applied experimental and human factors psychology from the University of Central Florida. He is the author of over 50 publications and book chapters on the subjects of human factors engineering and human performance.

Carole Napolitano is the principal and founder of Synergies. In this position, Carole provides facilitation, executive coaching, and consulting in leadership and organizational effectiveness. Carole holds a master’s degree in English from the University of North Carolina at Chapel Hill and has also pursued advanced studies in public and organizational communication at the University of Maryland, College Park. She is a certified coach through the Newfield Network and a member of the International Coach Federation and the Chesapeake Bay Organizational Development Network.

Carole completed the ground-breaking Organization and Relationship Systems Coaching program through the Center for Right Relationships and holds advanced certification as a coach for the Tilt 365 Leadership Predictor, a strengths-based approach to assessing leadership presence and impact.

Over the past 12 years she coached members of the executive team at Baltimore Gas and Electric and consulted to several major initiatives including organizational redesign and SIFT—a grass roots effort to reduce serious injuries and fatalities.

Ed Ruck is a Senior Reliability Engineer in the Reliability Risk Management group of the North American Electric Reliability Corporation (NERC). He is part of the group responsible for performing event analyses of power system events and reviewing the event analysis reports written by the industry. Ed joined NERC as a Regional Compliance Program Coordinator in October 2004, and oversaw Regional Entities in their implementation of the mandatory compliance program. Additionally, he held roles in compliance auditing and compliance investigations prior to joining the NERC Event Analysis team. During his time at NERC, Ed has participated in and led several high-profile event analysis teams, including the Midwest Reliability Organization (MRO) Separation Event, the Hurricane Sandy Analysis, and the Washington D.C. disturbance, in addition to leading multiple compliance investigations. He is a coauthor of the “Event Analysis for the 7 April 2015 Washington, D.C., Area Low Voltage Disturbance” paper that was presented at the Institute of Electrical and Electronics Engineers (IEEE) Power and Energy Society (PES) General Meeting in 2017, and of the “Polar Vortex Analysis with Generator Availability Data System (GADS) data” paper that was presented at the IEEE PES General Meeting in 2015. Ed started his career in the electric industry in 1997 at the Mid-America Interconnected Network (MAIN) region

of NERC. Between 1997 and 2004, Ed worked in multiple roles, from his first job performing available transmission capacity studies to analyze same- and next-day transfer capabilities, to conducting seasonal assessments. Between those positions, Ed was the Reliability Coordinator at MAIN, was one of the individuals tasked with standing up their first state estimator system, and maintained the energy management system (EMS) from 2002–2004. Ed graduated from the University of Illinois at Urbana-Champaign in 1997 with a Bachelor of Science degree in electrical engineering with a power concentration. He currently resides in Delaware with his wife and dogs.

David Sowers has spent the last 26 years in different capacities across several sectors of the industry. He started his career in power generation in the Naval Nuclear Power Program. He spent several years working as a nuclear plant operator for both Public Service Enterprise Group (PSE&G) in New Jersey and Entergy in Louisiana. Dave returned to government service with the United States Army Corps of Engineers as a Hydro-Electric Control Room Operator, Plant Manager, and Emergency Management Specialist. David has a Bachelor of Science degree in resources management from Troy University, a Master of Science in management from Troy University, and a Master of Science graduate certificate in emergency management and homeland security from George Washington University; he graduated from all three programs summa cum laude.

David’s experience gives him a unique perspective and the ability to bridge the gaps between an organization’s front-line workforce and their management team. Since he has lived human performance from both perspectives, he is an effective and credible communicator of its principles and methodologies. Christian Vehrs is the lead instructor for Delta Air Lines’ Human Factors program. In addition, he delivers Delta’s Accident/Incident Investigation Training. Christian joined Delta Air Lines in 1991 providing inspection oversight for Delta’s turbine jet engine rotors and blades.

Christian served as a Field Supervisor and Inspector for Nuclear Power Services during the construction of the South Texas Nuclear Project (STNP) Units 1 and 2 in Bay City, Texas. During this same time, he also provided inspection services for the construction of the Laguna Verde Nuclear plant in Alto Lucero, Veracruz, Mexico.

After the completion of STNP, he provided inspection services for various fossil fuel power generating stations, targeting inter-granular stress corrosion cracking (IGSCC) of main steam lines.

Christian sits on Delta’s Event Review Committee in partnership with the Federal Aviation Administration (FAA) to review incidents of safety and compliance violations. In this capacity, he performs investigations internal to Delta Air Lines.

Liz Villa has worked at Imperial Irrigation District (IID) in Imperial Valley, California, for over 25 years. Liz is an Analyst in Energy Management Systems (EMS) and has been working on event analysis and process improvement.

Liz attended the 2017 WECC HP conference and immediately discovered that HP is not a “one-size-fits-all” solution. Since then, IID EMS has developed an event analysis charter and an event analysis report which were implemented in pilot projects. She also joined several WECC HP groups, such as the Maturity Model, Knowledge Transfer, and Event Analysis groups, to learn about and assist in development of resources.

Liz earned her Associate of Applied Science secretarial degree and a Bachelor of Science in business management. She is a mother of two children and grandmother to two beautiful grandchildren (one more coming soon!) Lorin Warner is a personality diversity expert. In 2012 Lorin joined Equilibria, the global coaching organization that developed E-Colors and Personal Intervention. Lorin is committed to helping every human being understand themselves and those around them better in order to live and lead with conscious intent. In 2014, Lorin began working with Rob Fisher, of Fisher Improvement Technologies (FIT) to develop the next generation of error reduction technology known as Advanced Error Reduction in Organizations (AERO), a technology that combines Equilibria’s personality diversity expertise and FIT’s human performance expertise to provide practical and tangible results.

Prior to joining Equilibria, Lorin was the Country Manager in Brazil for a global consulting firm where his team focused on strategic implementation, change management, and leadership development. Lorin also held senior level leadership positions for Bank of America. In 2004, Lorin co-founded a Brazilian Non-governmental Organization (NGO) whose mission is to help its beneficiaries become self-reliant and in turn, pay it forward by helping others. Having worked in a wide variety of business segments—including system operations, asset management, power marketing, generation planning, and distribution—she approaches problem solving from an integrated perspective that has been instrumental in enhancing cross-functional effectiveness.

Bobbi joined APS in 2015. In her current role as Regulatory Compliance Advisor, Bobbi has the support and empowerment to exercise her passion for continuous improvement. As the lead Compliance Advisor for human performance, she spearheaded the development of APS’s Near-miss program and Compliance Effectiveness metrics. Bobbi reviews, assesses, and recommends changes in strategy as applicable. Bobbi holds a Bachelor of Science degree in electrical engineering from Marquette University and a Master of Business Administration from Keller Graduate School of Management. As a Six Sigma Green Belt, she has a proven track record in leading successful process improvement initiatives for over 10 years, including an overall reduction in unplanned outages of 45 percent over a five-year period.

Description: A session themed from the movie “The Terminator” making a reference to poor coaching conducted by those in manage-ment that have less than adequate skills. Rather than mentoring or leading by example, “Terminators” are only looking for the “target to destroy.” In the film “The Terminator,” Kyle Reese displays empathy and listening skills. These skills help to develop trust within an organi-zation. Without trust, it is difficult to implement a robust HPI culture.

Objectives: Give examples of good coaching and how they impact trust in the organization; Assist with action plans to implement bet-ter coaching/mentoring strategies in the end-user’s organization; Provide applicable examples of what good coaching looks like when done correctly; End-users leave with the “Organizational Alignment Matrix” to place in their work area to begin changing the culture immediately upon returning to work on Monday.

DESIGNING FOR HP, PART TWO: HOW TO-

Description: Human performance is most often addressed through education, training, and procedures. One commonly overlooked contributor to human performance (both positive and negative) is the design of the systems that humans must interact with on a daily basis to perform their jobs. Poorly designed systems can inadvertently set “traps” for the human operators, causing frustration, reduced productivity, or more serious adverse outcomes. Well-designed systems are not only more enjoyable to use, they can reduce human errors by providing operators with a seamless process for conducting their tasks.

Many organizations would like to improve the usability of the systems their employees use to perform their jobs, but don’t have the experience or knowledge to get started. Further, changing complex legacy processes and systems to make them easier to use can be a daunting task. This session teaches participants the process of designing to support human performance with examples and tools relevant to the electric utility industry. Participants will leave with an arsenal of simple tools to help improve the usability of technologies that they are developing or using in their daily operations.

Description: In the next five-years, the average age of the U.S. workforce will be 42. Millennials will take the workforce staffing by storm, constituting 50 percent of the workforce. How well will your organization manage this shift?

This session focuses on three parts:

• Knowledge transfer: Participants will experience going from tribal knowledge to explicit knowledge by performing a critical task knowledge transfer exercise.

• Knowledge capture to knowledge transfer: Participants will explore how to use simple, inexpensive tools to collect information for and produce knowledge transfer videos. Participants will work with a video planner, witness the production process of a knowledge transfer video, and see the results in the context of a SharePoint site where employees can easily access the finished product.

• HP resource library: Participants will be introduced to a collection of resources created by the WECC HP Knowledge Transfer Task Force.

Description: Control rooms are the nerve centers of the grid, and their operators have to make faster decisions, process more data more quickly, integrate data across disparate systems, and recognize that their companies face increased scrutiny. At the same time, their counterparts in the field are working faster and doing more, while still working as safely as possible. Ultimately, the success of these organizations depends on these operators being set up for success in an environment that is optimized for their brains to perform at their best. We’ll discuss high-velocity human factors, the role of organizational culture supporting optimal brain function, the need for improved collaboration, and the many ways that setting up control room operators for success improves the metrics our organizations care about.
