Spanish Era

Pre-school Target:• 3-6 year old children of the “illustrados”Content• Cartilla and caton (letters and common

prayers)• Pagina de la Infancia (religious teachings)

American Era

• Establishment of nation-wide public primary school system

• Patterned after the American educational system


Pre-War Period (Who set up ECE centers?

• 1901- founding of Instituto de Mujeres paved the way for establishment of pre-schools

• 1902- The Instituto established the first kindergarten school in the country : Jardin de la Infancia

• 1913 - Opening of so-called “baby classes” at Holy Ghost College



• 1919- Philippine’s Women’s College• 1924 - Harris Memorial School• 1926 - Maryknoll College

* Targeted the upper class families in urban areas



• Pioneer model of pre-school by a private school under Mary Evans (Harris Memorial School Manila) ; This later became a laboratory school for kinder majors -1920

• Other private and religious schools (both Catholic & Protestant) ; children as young as 3 years old were taught



• Motivated civic groupsNational Federation of Women’s Clubs (NFWC) – set up play rooms in deprived areas for children of working mothers and the poor.

• Government issued permits to private-run pre-schools - 1938

• Government authorized the opening of kinder classes


War Years

• Almost all schools closed• NFWC still tried even at all odds


Period After Liberation

• NFWC continued to hold classes• Private & public individuals also set-up

their own pre-schools• 1948 – Junior Teacher’s Certificate

(degree); Spearheaded by Harris Memorial School


Period After Liberation• 1950 – Government incorporated kindergarten

in the gov’t system ;• The Bureau of Public Schools organized Child

Development Study Centers in regiolnal trainng schools : Pangasinan Normal School; Zamboanga Normal School

• Partly funded by the government and the PTAs• Start of gov’t teacher training of pre-school
