• 1901- founding of Instituto de Mujeres paved the way for establishment of pre-schools

• 1902- The Instituto established the first kindergarten school in the country : Jardin de la Infancia

• 1913 - Opening of so-called “baby classes” at Holy Ghost College

• Pioneer model of pre-school by a private school under Mary Evans (Harris Memorial School Manila) ; This later became a laboratory school for kinder majors -1920

• Other private and religious schools (both Catholic & Protestant) ; children as young as 3 years old were taught

• Motivated civic groupsNational Federation of Women’s Clubs (NFWC) – set up play rooms in deprived areas for children of working mothers and the poor.

• Government issued permits to private-run pre-schools - 1938

• Government authorized the opening of kinder classes
