EXECUTIVE SUMMARY

ECOH Management Inc.

ECOH Management Inc. (ECOH) was retained by The City of Toronto to conduct a pre-renovation designated substance and hazardous materials survey of the Good Neighbours’ Club Community Centre, located at 170 Jarvis Street, Toronto, Ontario. Mr. Steve Bizi of ECOH performed the fieldwork on November 28, 2012.

ECOH understands the renovation work will include removal and replacement of flooring materials throughout the facility. At the specific request of the City of Toronto, the Pre-Renovation Survey is specifically limited to materials that could become disturbed during the flooring replacement project (e.g. flooring materials, mastic, drywall joint compound and plaster at floor level, etc.) Should the scope of work for the project change such that additional materials could be disturbed, further investigation for designated substances should be performed.

This survey report fulfils requirements set forth within the Ministry of Labour Codes as well as the Ontario Occupational Health and Safety Act to inform workers of the presence of Designated Substances prior to renovation.

KEY FINDINGS & RECOMMENDATIONS

Asbestos All potentially asbestos-containing materials within the project area were sampled during the investigation, and laboratory analysis indicated that these materials are non-asbestos.

Removal or disturbance of materials confirmed to be non-asbestos does not require asbestos safety precautions but should employ general health and safety precautions that may include dust suppression.

During project work, if any additional materials are found beyond those which are described in this report, or described in the existing inventory of asbestos-containing materials (i.e. materials not previously identified, or materials that are not homogenous to those previously identified, or materials that become revealed during the work), additional testing for asbestos-content should be completed immediately and prior to disturbance of the material. Alternatively, these materials can be assumed to contain asbestos, and the appropriate level of asbestos safety precautions must be implemented.

Disturbance of asbestos-containing materials (assumed or confirmed) must comply with Ontario Regulation 278/05 – Designated Substance – Asbestos on Construction Projects and in Buildings and Repair Operations. Classification of the asbestos operation should be determined by an experienced and qualified person.

Lead No other major sources of lead or lead-containing products were observed during the survey; however, lead may be present in: • Wiring connectors and electric cable sheathing; and • Piping and solder joints on piping.

The removal of all lead-containing building materials should be conducted following recommendations detailed within the Ministry of Labour Guideline, “Lead on Construction Projects”, dated April 2011.

Renovation, demolition or general construction work involving the removal of non lead-based paints (i.e. trace concentrations of lead below 0.5%, or 5000 ppm, by dry weight) can be completed without lead specific safety precautions provided that:

• Work does not include 'fume generating activities' (heat producing) such as welding, torching, burning, high temperature cutting, etc.;

• Dust levels are maintained below 3 mg/m3; and • General health and safety construction procedures are implemented, which would include dust

suppression methods, proper respiratory protection (minimum of a ½-face respirator), and protective clothing, as is appropriate for the work being completed.

Materials containing even trace amounts of lead should be removed without grinding, cutting, torching, or chemical stripping. Additionally, workers should employ general safety precautions such as appropriate dust suppression methods and proper personal protective equipment.

Silica Any work involving the disturbance of materials that may contain silica should be conducted following recommendations detailed in the Ministry of Labour document “Guideline - Silica on Construction Projects”, dated April 2011.

Complete commentary on each of the designated substances in the project area can be found in the body of this report. The executive summary is not intended to substitute for the complete report, nor does it discuss certain specific issues documented within the report.

1. INTRODUCTION AND REGULATORY REQUIREMENTS

1.1 Introduction and Scope

ECOH Management Inc. (ECOH) was retained by The City of Toronto to conduct a pre-renovation designated substance survey of the Good Neighbours’ Club Community Centre, located at 170 Jarvis Street, Toronto, Ontario. Mr. Steve Bizi of ECOH performed the fieldwork on November 28, 2012.

ECOH understands the renovation work will include removal and replacement of flooring materials throughout the facility. At the specific request of the City of Toronto, the Pre-Renovation Survey is specifically limited to materials which could become disturbed during the flooring replacement project e.g. flooring materials, mastic, drywall joint compound and plaster at floor level, etc.). Should the scope of work for the project change such that additional materials could be disturbed, further investigation for designated substances should be performed.

This survey report fulfils requirements set forth within the Ministry of Labour Codes as well as the Ontario Occupational Health and Safety Act to inform workers of the presence of Designated Substances prior to renovation.

The survey included an investigation for the presence of designated substances, namely: Asbestos Benzene Lead Coke Oven Emissions Mercury Ethylene Oxide Silica Isocyanates Acrylonitrile Vinyl Chloride Monomer Arsenic

And, in addition, investigation for: Mould Polychlorinated Biphenyls (PCB)s Ozone Depleting Substances (ODS) Urea Formaldehyde Foam Insulation

(UFFI) The following report details the project scope of work, regulatory requirements, survey and analytical methodologies, survey statement of limitations, and findings and recommendations.

1.2 Regulatory Requirements

Regulatory requirements and guidelines applicable to the designated substances and environmental issues noted above include, but are not limited, to the following:

Ontario Occupational Health and Safety Act and applicable Regulations including; • Designated Substances – Ontario Regulation 490/09; and • Designated Substance – Asbestos on Construction Projects and in Buildings and Repair

Operations – Ontario Regulation 278/05. Ministry of Labour Guideline, “Lead on Construction Projects”, dated April 2011,

2. SURVEY METHODOLOGY

2.1 General Approach

To ensure familiarity with the project area, the surveyor made reference to previous surveys, facility floor plans (provided for reference in Appendix II) and other documentation available prior to commencing the survey. The surveyor looked for the most common applications of building materials made with Designated Substances based on historical applications.

2.2 Asbestos Survey Methodology

2.2.1 Asbestos Sampling Strategy and Analytical Methods

Where required during the designated substances and hazardous materials survey, bulk samples of potentially asbestos-containing materials were collected for analysis, as per the requirements of Ontario Regulation 278/05; multiple samples (ranging from 3 to 7 depending on quantity and type of material) are required to confirm the absence of asbestos. Only one positive result (i.e. confirming the presence of asbestos) is required to classify a material as asbestos-containing. Therefore, ECOH’s sampling strategy involves the collection of sufficient numbers of samples to meet regulatory requirements, followed by instructions to the laboratory to cease analysis when one sample within a series has already proven positive for asbestos.

Sampling requires a small volume of material either to be removed from a damaged section of suspect material, or cut from intact material, and then repaired by sealing with tape in order to prevent fibre release. The collected samples were placed in plastic bags and sealed during shipment to an independent laboratory. A formal chain of custody procedure was maintained between ECOH and the sub-contracted laboratory during sample transport. Samples were then analysed following the analytical procedure prescribed by Ontario Regulation 278/05: U.S. Environmental Protection Agency Test Method EPA/600/R-93/116: Method for the Determination of Asbestos in Bulk Building Materials, June 1993. Although not required by provincial regulation, all laboratories used by ECOH are accredited under the U.S. National Voluntary Laboratory Accreditation Program (NVLAP) to ensure consistent, accurate, and defensible results.

See Appendix I for the Chain of Custody and the Certificate of Analysis, which detail analytical results for all bulk samples referenced in the findings section.

2.3 Lead Methodology

The presence of lead in paint was assessed by the use of an X-Ray Fluorescence (XRF) spectrum analyzer. The analyzer reports results instantaneously in units of mg/cm2. Calibration of the analyzer was completed using a performance characteristic sheet, which stipulates calibration check

limits between 0.8 to 1.2 mg/cm2. In cases in which XRF results were ambiguous, samples were submitted to a professional laboratory for further analysis by atomic absorption spectrophotometry.

2.4 Mould Assessment

The mould assessment of the project area was conducted in accordance with the Canadian Construction Association, Standard Construction Document CCA 82, 2004; “Mould Guidelines for the Canadian Construction Industry”. Although there are no regulatory requirements or guidelines in Ontario for such an assessment, the preceding protocol has become accepted as the industry standard by most experts, consultants, and the Ontario Ministry of Labour.

2.5 Survey of Other Hazardous Materials

Materials or equipment suspected of containing ODS, PCBs, UFFI and other Designated Substances are identified by appearance, age and knowledge of historic applications.

3. FINDINGS AND DISCUSSION

3.1 Asbestos

The following outlines the extent to which asbestos-containing materials (ACM) were identified within the project area. Please refer to Table 1 for sample details and laboratory analysis results.

The following discussion is organized under the headings of materials that are generally suspected of containing asbestos.

3.1.1 Drywall Joint Compound (DJC) (Non-Friable)

Drywall Joint Compound (DJC) is present throughout the project area. Seven (7) representative samples of this material were collected (14308-01A-G), and laboratory analysis determined the material in non-asbestos.

3.1.2 Plaster (Non-Friable)

Plaster is present throughout the project area. Seven (7) representative samples of this material were collected (14308-02A-G), and laboratory analysis determined the material in non-asbestos.

3.1.3 Vinyl Floor Tiles (Non-Friable)

Eight (8) visually distinct types of vinyl floor tile were observed within the project area. Three (3) samples of each distinct type of floor tile were collected (14308-03A-C, 14308-05A-C, 14308-07A-C, 14308-09A-C, 14308-11A-C, 14308-13A-C, 14308-15A-C and 14308-17A-C), and laboratory analysis determined the materials are non-asbestos.

3.1.4 Vinyl Sheet Flooring (Non-Friable)

One (1) distinct type of vinyl sheet flooring (multi-colour earth tones) was observed on the back stairwell from the 2nd to 3rd floor. Three (3) representative samples of this material were taken (14308-19A-C) and laboratory analysis confirmed it is non-asbestos.

3.1.5 Vinyl Baseboard (Non-Friable)

Two (2) distinct colours of vinyl baseboard were observed, black and grey. Three (3) representative samples were taken of each material (14308-20A-C and 14308-21A-C) and laboratory analysis confirmed the materials to be non-asbestos.

3.1.6 Mastics (Non-Friable)

Mastics were identified throughout the facility and sampled accordingly (see Table 1). Laboratory analysis confirmed all sampled mastics to be non-asbestos.

3.1.7 Other Potentially Asbestos Containing Materials

The following materials were observed in the project area and assumed to be asbestos-containing, but are not expected to be affected by the renovation work:

• Ceiling Tiles (Non-Friable) • Window Caulking (Non-Friable)

• Roofing materials (Non-Friable)

The survey of the project areas also included an investigation for the following materials below ceiling, which were not observed (i.e. in areas that would be affected by the flooring work):

• Asbestos Mechanical Insulations (Friable) • Texture Finish (Friable) • Asbestos Cement Products (Non-Friable)

• Firestop (Friable) • Sprayed Fireproofing (Friable) • Asbestos Paper Products (Non-Friable)

3.2 Lead

Paint present within the project area was screened for lead by X-Ray Fluorescence (XRF). Analytical results are presented in Table 2 (below).

No other major sources of lead or lead-containing products were observed during the survey; however, lead may be present in:

• Wiring connectors and electric cable sheathing, and • Piping and solder joints on piping.

3.3 Silica

Free crystalline silica, in the form of common construction sand, is present in all concrete and masonry products within the building.

3.4 Other Environmental Considerations

The environmental audit also included an investigation for the following compounds, none of which were found to be present:

• Acrylonitrile • Ethylene Oxides • Arsenic • Isocyanates • Benzene • Vinyl Chloride Monomer • Coke Oven Emissions • Ozone Depleting Substances • Mercury

• UFFI • Polychlorinated Biphenyls (PCBs) • Mould

Please note; paint, adhesives, plastics and fuel residue present throughout the project area may contain trace amounts of Acrylonitrile, Arsenic, Benzene, Ethylene Oxides, Isocyanates, Lead, Mercury and/or Vinyl Chloride Monomer. However, none of these materials were observed in a hazardous or unsafe condition. Dust suppression and personal protection procedures should be implemented during the demolition of materials that may contain any of the above-mentioned substances.

4. RECOMMENDATIONS

The following recommendations meet requirements of the Occupational Health and Safety Act. Asbestos recommendations meet the requirements of Ontario Regulation 278/05, Designated Substance – Asbestos on Construction Projects and in Buildings and Repair Operations. Based upon the observations of this assessment, ECOH Management Inc. offers the following recommendations:

4.1 Asbestos

All potentially asbestos-containing materials within the project area were sampled during the investigation, and laboratory analysis indicated that these materials are non-asbestos.

Removal or disturbance of materials confirmed to be non-asbestos does not require asbestos safety precautions but should employ general health and safety precautions that may include dust suppression.

During project work, if any additional materials are found beyond those which are described in this report, or described in the existing inventory of asbestos-containing materials (i.e. materials not previously identified, or materials that are not homogenous to those previously identified, or materials that become revealed during the work), additional testing for asbestos-content should be completed immediately and prior to disturbance of the material. Alternatively, these materials can be assumed to contain asbestos, and the appropriate level of asbestos safety precautions must be implemented.

Disturbance of asbestos-containing materials (assumed or confirmed) must comply with Ontario Regulation 278/05 – Designated Substance – Asbestos on Construction Projects and in Buildings and Repair Operations. Classification of the asbestos operation should be determined by an experienced and qualified person.

4.2 Lead

The removal of any identified lead-containing building materials should be conducted following recommendations detailed within the Ministry of Labour Guideline, “Lead on Construction Projects”, dated April 2011.

Renovation, demolition or general construction work involving the removal of non lead-based paints (i.e. trace concentrations of lead below 0.5%, or 5000 ppm, by dry weight) can be completed without lead specific safety precautions provided that:

1. Work does not include 'fume generating activities' (heat producing) such as welding, torching, burning, high temperature cutting, etc.;

2. Dust levels are maintained below 3 mg/m3; and 3. General health and safety construction procedures are implemented, which would include dust

suppression methods, proper respiratory protection (minimum of a ½-face respirator) and protective clothing, as is appropriate for the work being completed.

Materials containing even trace amounts of lead should be removed without grinding, cutting, torching, or chemical stripping. Additionally, workers should employ general safety precautions such as appropriate dust suppression methods and proper personal protective equipment.

4.3 Silica

Any work involving the disturbance of materials that may contain silica should be conducted following recommendations detailed in the Ministry of Labour document “Guideline - Silica on Construction Projects”, dated April 2011.

5. STATEMENT OF LIMITATIONS

Due to the nature of building construction, some limitations exist as to the possible thoroughness of the pre-renovation survey. The field observations, measurements and analysis are considered sufficient in detail and scope to form a reasonable basis for the findings and conclusions presented in this report. The findings and conclusions drawn by ECOH Management Inc. (ECOH), concerning the designated substance survey, are limited to the specific scope of work for which ECOH was retained and are based solely on information generated as a result of the specific scope of work authorized by The City of Toronto. The results of the designated substance survey are limited to visual inspection of areas made accessible to ECOH personnel and information obtained from facility personnel, when obtained.

ECOH warrants that the findings and conclusions contained herein have been made in accordance with generally accepted evaluation methods in the industry and applicable regulations at the time of the performance of the designated substance survey. However, there is no warranty, expressed or implied, that this building survey has uncovered all environmental considerations on the subject site In addition, ECOH cannot guarantee the completeness or accuracy of information supplied by a third party.
