Brief Introduction of the Bidder/Organization Introduction

Lahore Transport Company, a public company limited by guarantee set up under section 42 of Companies Ordinance, 1984 repealed with Companies Act 2017, has been notified by the Government of the Punjab to act as an ‘Urban Transport Company’ for the purposes of Chapter V-A of the [Punjab] Motor Vehicles Ordinance, 1965 (XIX of 1965) in the notified area of the territorial jurisdiction of the City District Lahore. LTC is a regulatory Company, which has a mandate to develop and implement policies for the promotion of safe, integrated and efficient urban transport facilities, infrastructure and services for the citizens of Lahore.

LTC intends to secure the services of professional contractors to provide transportation services. This contract will be awarded to the successful bidder that meets all the minimum requirements and clearly demonstrate a high degree of experience, ability and competency in transportation services.

Following documents are required for Evaluation Purposes:

I. Covering Letter;

II. Complete Profile / Introduction of Organization (including name of Chief Executive, Partners,

Professionals, etc.);

III. Copy of Certificate of Incorporation from SECP or Registration from Registrar of Firms/ Sole Proprietor

(undertaking of establishment)/partnership deed (whatever applicable);

IV. Copy of valid CNIC or Proof of valid and active NTN registration;

V. Proof of valid and active Punjab Revenue Authority registration.

VI. Financial strength (latest one year Income Tax Return or Audited Accounts or bank statement);

VII. Affidavit on Stamp paper worth Rs.100/- as per the draft in Annex G.

VIII. Having last two year multiple organizations work experience with Government / Semi Government /

Autonomous Bodies / Multinationals Experience Certificate or having letters of satisfaction from

the customers;

AFFIDAVIT

An affidavit on Rs.100 stamp paper shall be submitted along with the bid documents stating the below:

I. Declaring that the bidder is not blacklisted by any Government Department / Authority / Agency / Company and the bidder is not engaged in any sort of litigation against any Government Department / Authority / Agency / Company

II. In case of any loss, damage, injury, accident or death during any event, the bidder should be solely

responsible.

III. According to Federal government amended S.R.O. 1068(I)/2013 dated 18th December 2013 of LPG (Production & distribution) Rules 2001, Appendix (V) Clause 4. Installation of LPG cylinder or tank on wagons, buses & coaches shall not be allowed and are treated as illegal. It must be ensured that any vehicle using the mentioned fuel shall not be provided to the client/LTC under any circumstances.

TORs for Supply of Transport

Lahore Transport Company, a public company limited by guarantee set up under section 42 of Companies Ordinance, 1984 repealed with Companies Act 2017, has been notified by the Government of the Punjab to act as an ‘Urban Transport Company’ for the purposes of Chapter V-A of the [Punjab] Motor Vehicles Ordinance, 1965 (XIX of 1965) in the notified area of the territorial jurisdiction of the City District Lahore. LTC is primarily a regulatory body which has been tasked to ensure a smooth running transport system in Lahore which will provide the commuters a safe, efficient and affordable transport service.

1. Interested bidders are requested to submit sealed bids, clearly mentioning tender name on

envelopes and marked to the DGM (Technical) at Lahore Transport Company, 4th Floor, 97-B-D/I,

Liberty Roundabout, I.E.P Building Gulberg-III, Lahore on or before 6th October, 2020 at 11:00am

along with documents as mentioned in prequalification documents, the bids shall be opened on

11:30am on the same day in the presence of the bidders.

2. LTC requires the services of professional contractors for providing transport services for various

events as and when required.

3. The operator must have a relevant experience of at least two years of public transport supported

by an evidence.

4. Prequalification for the contractors/transporters will be valid up to one year.

5. LTC has the right to inspect contractors/bidders premises and vehicles as and when required.

6. Vehicles being provided for any event as per LTC’s requirement should have a valid

fitness certificate and other related documents.

7. The drivers accompanying the vehicles should have a valid driving license. The bidder will also be

responsible for board and lodging of drivers in case of an overnight event (Overnight stays shall

be understood as up to 24 hours or more since arrival to stopover destination).

8. All the applicants will deposit a fee of PKR 2,000/- (Rupees Two Thousand Only) along with their

prequalification documents in the form of pay order, bank Draft/Demand Draft in favor of Lahore

Transport Company.

9. Evaluation of the bidders will be done on the basis of documents provided by them.

10. Any form/annexure found incomplete will be liable for disqualification.

11. LTC may reject all bids or proposals at any time prior to the acceptance of a bid or proposal.
