PART!. CONTEXT

A. RELEVANCE TO ITTO

1. COMPLIANCE WITH ITTO OBJECTIVES

The pre-project is consistent with objectives, established in Article 1 of the ITTA 1994: To promote and support research and development with a view to improving forest management and efficiency of wood utilization as well as increasing capacity to conserve and enhance NWFPs * values in timber producing tropical forest. It will also have peripheral beneficial effects on the attainment of other objectives listed in the ITTO as the pre-project will promote the collection, processing, utilization and marketing of NWFPs on a sustainable ba~is and therefore become an integral part of sustainable forest management in Thailand

Ca) To provide an effective framework for consultation, international cooperation and policy development among all members with regard to all relevant aspects of the world timber economy.

(c) To contribute to the process of sustainable development

(t) To promote and support research and development with a view to improving forest management and efficiency of wood utilization as well as increasing the capacity to conserve and enhance other forest values in timber producing tropical forests.

(g) To develop and contribute towards mechanisms for the provision of new and additional fmancial resources and expertise needed to enhance the capacity of producing members to attain the objectives of this agreement.

(i) To promote increased and further processing of tropical timber from sustainable sources in producing member countries with a view to promoting their industrialization and thereby increasing their employment opportunities and export earnings.

2. COMPLIANCE WITH ITTO CRITERIA

The pre-project is submitted in accordance with the criteria set in Article 23 of ITTA as follow:

(a) The pre-project is related to the production and use of industrial forest products.

(b) It should yield benefits to the tropical timber economy as a whole and be relevant to both producing and consuming countries.

(c) It should be related to maintaining and expanding the international trade in tropical timber.

(d) It should offer reasonable prospects for positive economic returns in relation to cost.

'N"VFPs mean the products from the forest except wood. These products are bamboo, rattan, gum and resins, medicinal plant, spices, edible products, industriol insects, agar

wood and bark including fuel wood and charcoal.

3. RELATION TO ITTO ACTION PLAN AND PRIORITIES

The pre-project is related to ITTO Action Plan, priorities and its program:

(a) Identification of pilot areas where sustainable production and utilization of timber and non-wood products may be combined

(b) Delivery of trial volumes of new species and products, and other approaches to facilitate acceptance in selected foreign market.

B. RELEVANCE TO NATIONAL POLICIES

1. RELEVANCE TO NATIONAL POLICY

The pre-project has relevance to National Policies that 15 % of the country shall be designated as production forest of produce timber and other forest products.

2. RELEVANCE TO NESDP vm

Support National Economic and Social Development Plan VIII in increasing extra income for the rural people by interpolating NWFPs source in forest plantation, in farm and in community forest or in Tree Farming program which was launched in 1996.

3. INSTITUTIONAL AND LEGAL FRAME WORK

(a) The Forest Research Office (FRO) will be implementing agency and will report directly to ITTO. FRO shall assign the pre-project leader and staff in consultant with ITTO for providing the pre-project personnel, technical, administrative and support in kind 20,000 USD.

(b) The ITTO shall assign a representative during workshop and review of the pre-project. It will also provide the necessary budget amounting to 98,000 USD to cover the costs for pre-project personnel (incentive for pre-project staff) duty travel, consumable items, miscellaneous, and ITTO administrative cost as present in Annex 4.

PART IT THE PRE-PROJECT

1. ORIGIN

As Thailand has banned logging since 1989, the products of the forest are at present mainly NWFPs. These products include; bamboo, rattan, gum and resins, medicinal plant, spices, edible products, industrial insects, agarwood, and bark. Much foreign exchange is derived from these products. Approximate export value in 1994,1995 and 1996 are 836.6, 731.7 and 652.5 million baht, respectively (See Annex 7). Besides more employment, extra income for rural people and all subsistence need are generated from those products.

The way to manipulate NWFPs for sustainable management and product development is still in doubt. How to utilize the products more efficient and how to promote market information in order to promote tropical NWFPs in the region.

At present the information available is insufficient and is mostly scattered. A forum between biologist, chemist, forester, policy makers and technologist is required to formulate a concrete framework for the promotion of research and development.

2. PRE-PROJECT OBJECTIVES

2.1 DEVELOPMENT OBJECTIVE

To provide information and develop technology on the role of non-wood forest products utilization, collection and marketing in promoting socio-economic benefus in local forest communities on a sustainable basis. The increased income of the local forest communities will also have a positive effect on sustainable forest management.

2.2 SPECIFIC OBJECTIVE

Determine current use of NWFPs and the potential and means of increased sustainable production and utilization of these forest resources in Thailand.

3. PRE-PROJECT JUSTIFICATION

3.1 PROBLEM TO BE ADDRESSED

The interest in NWFPs is now emphasized on sustainable utilization of these resources. At present the existing knowledge on appropriate technology for harvesting, processing, utilization and marketing is not available. Currently the method of collection and processing is by small scale, traditional methods. The forest dwellers are primary dependent on the collection and sale of NWFPs without any processing. Many of these products are becoming scarce in the forest. Some of these non wood forest products particular bamboo, rattan, gum and resin, edible insects, mushrooms promise as products which can facilitate sustainable management of the forest area via viable economic returns from NWFPs.

At present there is a lack of documented information on the following area.

1. A comprehensive list ofNWFPs in different part of Thailand. 2. List of NWFPs which can be collected and their seasonality. 3. Methods and problems of collection, processing and storage of these products 4. Marketing channel for these products 5. Socio economic importance of these NWFPs 6. The economic status and returns of forest dwellers engaged in the collection and sale

ofNWFPs

However, the existing information (Annex 8) are the data which are collected from the department of customs which could not explain the origin of the products whether they are domesticate or re-export.

3.2 CHARACTERISTIC OF THE REGION WHERE PRE-PROJECT WILL BE LOCATED

The pre-project will be located in 4 local forest communities in the southern, northern, eastern and western forests regions, namely.cPlease see Annex 9)

1. Plue an-Thuri. Ampur Ta chana, Suratthani province. Located in the southern region. The forest is swamp forest.

2. Ban-Samakae community forest, Kanchanaburi province. Located in the western region. Most of the settlements are of ethnic people but some have been relocated

from a dam construction site. The area is high plateau about 500-600 meters above sea level. The type of the forest is dipterocarp forest.

3. Ban-Paa, Amphur San-Pathong, Chieng Mai province. Locate in the northern region. The area is covered with dipterocarp forest, about 300 meter above the sea level.

4. Ban-Laeng community forest, Amphur Muang, Rayong province in the eastern region. The forest area covers 3.2 km2

, and is covered with dry evergreen forest. The area is about 100 meter above the sea level.

3.3 OTHER RELEVANT ASPECTS OF PRE-PROJECT SITUATION

1. Deforestation: Despite Thailand's long history of forest management, deforestation remains a serious problem. At the beginning of the twentieth century over 75 percent of Thailand was covered in forest. By the time of the First Plan, 53 percent of the country had forest cover. Since then the forest cover has shrunk at an annual average rate of roughly 2.5 percent, with higher rates in the decade of the 1970s. RFD calculations derived from LANDSAT images indicate that only 26.02% of the country remains as forest (RFD, 1994), with many independent estimates suggesting the actual figure is realistically only 19%. In the past 30 years, over 130,000 square kilo meters have been lost, with government intervention failing to produce significant reforestation. In 1989 the forest area remaining,143,417 square kilo meters , was roughly equivalent to the total area lost in the last 30 years.

2. Thailand's reliance upon the tropical timber industry: In the past, Thailand was one of the world's major tropical timber exporters. Data from the FAO for 1989 has Thailand as the fifth largest exporter of round logs in the Asia-Pacific region. Even after the logging ban, according to the Tropical Timber Trends Report 1995, produced by ITTO, Thailand was the fourth largest log importer and the largest tropical swanwood importer (ITTO, 1995). According to 1996 data the country is still the fourth largest importer of tropical logs (ITTO, 1996). Thailand therefore has a large tropical timber industry which since the logging ban has had to utilize imported timber. A situation that will continue until Thailand can efficiently produce Timber from forests or plantations. Output from this pre-project could indicate to the RFD that sustainable local production of timber is feasible, and this can be achieved without destroying important forest areas, reserved for watershed protection, erosion control or biodiversity conservation.

3. Rural poverty: Thailand is an agricultural based society with over 70% of the population, with the crops produced being rice, sugarcane, maize, fruit and cassava. Thirty years of agricultural development chiefly based around diversification into production of export crops such as cassava and sugarcane, and intensification of production through the use of modern inputs, have resulted in only limited inroads into poverty. In many cases, it has actually left farmers with less than before. Unstable markets for export crops, the dramatic fall in agricultural commodity prices, and the rising costs of inputs such as fertilizer and pesticides all add to the problem. Debt is reaching epidemic proportions in many villages with many farmers having little chance to pay it off through current forms of agriculture. Therefore villagers in close proximity to forested areas have relied excessively eliminating this traditional food and natural resource supply Therefore there is an urgent need to move towards sustainable agricultural practices combined with reforestation and community forestry implementation particularly in the buffer areas of the few remaining natural forests.

4. Resource depletion, degradation, conflict of interest and biodiversity loss: Every protected area in the country suffers from natural resources depletion, whether it be

conversion of forested land to agriculture, selective logging or poaching of animals. Most protected area managers view their roles as protectors of their designated areas, and the villagers as the primary cause of natural resources degradation. Often there is a high level of antipathy between the two groups, leading to conflict and occasionally loss of life.

5. Lack of knowledge: The baseline assessment of the current situation in Thailand regarding reforestation techniques, suggested that there is an almost total lack of knowledge of what techniques should be used. The majority of available information is for exotic species and is the result of research undertaken in other countries. Almost all nursery techniques utilized in Thailand are copied directly from tree nurseries in developed temperate countries. This is especially true of germination methods, nursery procedure, sapling planting and forest restoration techniques. Thailand has a predicted tree flora of around 3,000 species, current data for phonology, germination requirements and growth statistics is available for less than 20 native species. Therefore the country urgently needs to implement reforestation pre-projects which not only plant trees but also evaluate these planting in a systematic way so that future plantings can be made effectively and efficiently.

3.4 INTENTED SITUATION AFTER PRE-PROJECT COMPLETION

The pre-project will collate information on the regional nature at NWFPs and their seasonalityand utilization. The pre-project will identity potential processing pathways and novel marketing opportunities and will develop a unified plan for each region for sustainable forest management implementation based upon sustainable economic management of NWFPs.

3.5 TARGET BENEFICIARIES

The direct beneficiaries of the pre-project will be forest dwellers engaged in the collection processing storage and sale of non-wood products in Thailand. Also the producers, exporters and marketers of NWFPs will have usable guidelines for sustainable utilization. Ultimately, other member countries of ITTO, facing similar problems will benefit from the output of this pre-project

3.6 PRE-PROJECT STRATEGY

3.6.1 Reason for selection. Those 4 communities forests have different types of forest and are located in

different parts of the country. Each type of the forest has different products. Four parts of the country will represent all varieties of NWFPs for the whole country.

3.6.2 Lessons drawn from past evaluation. In general, the collectors does not utilize sustainable collection practices. There is

a lack of data relating to sustainable collection methods and levels. Also information on how to maintain the quality of the products after collection and during storage is unavailable. Market information on NWFPs is also missing and additional research to identify other products potential have not been undertaken.

3.6.3 Technical and scientific aspect Resource Survey. Facilitate dialogue with head of the community forest to identify

the pilot area. Then provide dialogue between the staff of the executing agency (RFD) and the leader of the community forest on the mechanics of implementation of the pre-project and the importance of promoting the collection, utilization and trading of NWFPs on a sustainable basis. Community Forest Division will be informed of objectives and expected output of the pre-project.

Rapid rural appraisal (RRA) in each community will be done every month in 4 pilots area in order to ascertain the required data this would include the following:

1. Types of non-wood products collected. 2. Methods of harvesting, post harvesting and storage. 3. Seasonality of harvesting non-wood products. 4. Collecting amount and in come of each family. 5. Gender issue of the collectors. 6. Market channels end pricing structure. 7. Problems and issue of collecting.

A structured questionnaire will be used during the survey and interview. After get all information, the workshop will be organized for braining the idea among the people in the same area.

3.6.4 Economic aspects The benefits will be got after completion of the pre-project. The expected benefits

will be directed to the forest dwellers, traders, employment generation and foreign exchange for the country

3.6.5 EcologicaV Environment aspects After completion of the pre-project. There will be able to develop sustainable

utilization of forest products

3.6.6 Social aspects Not only forest dweller will gain the technology but also the private forest owner

will gain the technology for increasing the extra income form the forest

3.6.7 Managerial aspects

The pre-project leader and the assistant pre-project leader will manage the implementation of the pre-project. The pre-project leader will manage and administer all activities and set objectives. She shall evolved plans for an effective pre-project implementation and shall coordinate with the header of the communities forest and other officials concerned. She shall prepare and submit pertinent reports/documents to ITTO. The assistant pre-project leader shall coordinate the activities and see to it that such activities are implemented based on established time frame and standards. He shall maintain records of data and information gathered by the pre­project. He shall assist the pre-project leader in the preparation of pre-project reports and other relevant documents. Based from the estimated duration of each activity of the pre-project, the implementation will last 24 months.

3.7 REASONS FOR ITTO SUPPORT

3.7.1 ITTO aspects Considering that the pre-project output will be very relevant and beneficial to other

member countries of ITTO. It is required that appropriate funding be provide through ITTO guidance and objective.

3.7.2 Relationship to relevant actions supported by other donors. The pre-project as proposed will be implemented by RFD with funding from ITTO

and the government of Thailand. There are no other donors funding similar pre-project activities

3.8 RISKS

There will be only some minimal risks which could hamper the success of the pre­project. One is the possible non-cooperation of forest dwellers in collection of required information. This can be handled by explaining to the forest dwellers the possible economic benefits that they can get.

3.9 OVERALL CAPACITY OF RFD TO UNDERTAKE THE PRE-PROJECT

RFD has a specific section which deals on research on tropical NWFPs. The staff of unit is compose of 14 staffs and one expert of Forest Research Office. Mostly of B.Sc. some have advance degrees in M.Sc. With situation and existing manpower, the implementing agency has the capacity to undertake the pre-project.

4. OUTPUTS AND ACTIVITIES

4.1 Specific Objective Determine current use of NWFPs and the potential and means of increased sustainable production and utilization of these forest resources in Thailand.

OUTPUT 1 Technical document on the current situation of production, utilization and marketing of NWFPs in Thailand.

ACTIVITY 1.1 To conduct a survey of 4 pilots areas in community forest in the north, east, south and west of Thailand to collect information on collection, harvesting, utilization, marketing and socioeconomic issues.

OUTPUT 2 Project proposal on promotion of tropical non-wood forest products in Thailand, aimed at improving harvesting, processing, marketing of tropical NWFPs.

ACTIVITY 2.1 To organize a 3 days workshop on promotion of NWFPs in Thailand. 40 participants from RFD, universities and private sector and representatives of non-government organizations will be invited to participate in the workshop. The workshop will discuss and analyze the needs and problems of the forest dwellers in harvesting, processing and marketing of tropical NWFPs. The discussion will also include the selection of promising tropical NWFPs, and formulation of a project proposal.

ACTIVITY 2.2 To prepare a project proposal in accordance with ITTO Guidelines that should reflect the identified needs and problems of forest dwellers in harvesting, processing and marketing of NWFPs.

6. WORK PLAN

Activity 1.1 To conduct a survey of 4 pilots areas in community forest in the north, east, south and west of Thailand. (See Annex 2 )

Activity 2.1 To organize a 3 days workshop on Promotion of NWFPs in Thailand. ( See Annex 2 and 3 )

7. INSTITUTIONAL ARRANGEMENT

7.1. The survey of Thailand tropical NWFPs and the workshop will be conducted by Forest Research Office of The Royal Forest Department on behalf of government of Thailand. The pre-project leader will be Mrs. Wanida Subansenee, Senior Forest Products Expert. RFD, the Co-chair ofIUFRO Working Parties P 5.07.03. RFD will report directly to the ITTO on achievements and outcome of the workshop. It is hoped that ITTO will participate directly in the workshop. The workshop's effective duration will be 5 days. It will be hold in Ubonrachthani province, Thailand.

7.2. The key personnel who will implement the pre-project and their respective CV are appended.

8. PRIOR OBLIGATIONS AND PRE·REQUISITES

At present there are no prior obligation to the start of the pre-project. Once funding is confIrmed by ITTO, RFD will start activities to get the pre-project underway.

9. POSSmLE FUTURE ACTIONS

After completion of the pre-project, a project proposal will be produced and submitted for funding support from ITTO.

PART ill MONITORING, REPORTING AND EVALUATION

1. Arrangement for the Reporting

Bi-Annual progress report on the pre-project activities and output will be prepared and submittals to ITTO every after six months after the pre-project start-up and at such other times as may be required by ITTO. A pre-project completion report will be prepared and submitted to ITTO as soon as possible after completion and in any case within tree months.

2. Arrangement for ITTO Monitoring and Review

The report will be subject to monitoring by representative of ITTO at least once every 12 months

3. Evaluation

Monitoring mission will decide whether a mid-term evaluation is necessary. The date of any such valuation will be agreed between ITTO and Pre-project leader.

PART IV BUDGET
