Introduction This pre-fire plan has been formulated for Hosanna Farm Retreat Pty Ltd also trading as Camp Hosanna and Hosanna Farmstay, registered under ABN: 16 115 987 436. Hosanna caters for the short term accommodation needs of groups and individuals to a maximum of 150, including staff and family members. Location: 100 arce property, Lot 4, Tunnel Rd, Stokers Siding 2484 with the

main access/egress onto Tunnel Rd and secondary acess/egress onto Stokers Rd. Refer Appendix A

Emergency Vehicle Access:

Tanker/pumper access is possible to all buildings. Expected response times for Ambulance Police and Fire are in the order of 20 - 30 minutes

Switchboard(s): The main site switchboard is located inside the metal cupboard behind the outside tap at the reception. Open door 1

Located in: Cleared area

Located On: The main building is situated on a sloped hill amidst flat cleared terrain. The normal access route is from the west (Main Tunnel Rd entrence) and passes the building from the north side. A secondary access is provided from Stokers Road from the north

There are 6 significant structures, and 21 minor Structures

Proximity: The 6 significant structures are 1+2: the main building and the western extension 3: the camp ground amenities 4: the multifunctional hall 5: the homestead on the hill 6: workshop shed accross Tunnel Rd Various minor structures are dispersed around the property

Water Supply: The site is on tank water/purified dam water supply and has more than 50,000 litres in reserve in the form of a specified bushfire tank and dam. This specified concrete bushfire tank has a hydrant point using a 50mm storz fitting

1.0 Hazards 1.1 Vegetation 1.1.1 Fuel / Curing There is lightly wooded Sclerophyll Forest on the northern, eastern and southern quadrants of the property. The domestic areas and main buildings of the property have lawn and well maintained grassed areas. The forest areas in the north eastern area of the property and more specifically around cabins 4 - 6, the hall and the homestead are the biggest risk. 1.1.2 Previous Fires / Hazard Reductions The property has not experienced a fire for as far as it is know to the owners. 1.2 Access 1.2.1 Access trails / roads / firebreaks (refer Appendix A) Access to Hosanna (main building) is via a sealed road entering from Tunnel Rd. Refer Figure 1.

Once at the hall, there is a loop road provision to turn around. Refer Figure 9.

There is a hard stand in front of the Amenities building and on the campground that can be used as an EMS vehicle turn around point. Refer Figure 12 and Figure 13.

Buildings have the minimum fire protection and are adequately prepared for any ember attack in the event of an approaching bushfire. Fire safety inspections are conducted on an annual basis. 1.2.3 Environmentally / economically significant vegetation There are no known environmental or economically significant species on this site.

1.3 Structures 1.3.1 Significant buildings / locations / access Hosanna consists of 27 buildings ranging from the larger homestead and main building with kitchens and reception area to wooden free standing cabins and freestanding portable huts. All buildings are easily accessed and free of obstruction. The workshop shed is separated from the other buildings by Tunnel Rd. Refer Appendix A. 1.3.2 Construction / occupancy / use Main building including western extension Construction: The main administration building is of steel framed construction with a colourbond skin on tiled concrete slab with timber mezaneene and timber internal partions sheeted in plaster/villa board Function: Reception, commercial kitchen, guest kitchen, dining, lounge games area. Occupancy: Sleeps 4 pp on the average, but houses up to 70 people during the day time. Fire Equipment: 4,5 kg powder fire extinguisher and Fire Blanket in kitchen. Smoke alarms commercial in kitchen. Homestead Construction: Rammed earth external wall construction on conreate slab with timber trussed colourbond roof. Timber internal partions with plaster board and villaboard in wet areas. Function: Residence of owner and family Occupancy: 1-3 pp Fire Equipment: 4,5 kg powder fire extinguisher, smoke alarms. Hall Construction: Steel framed, colourbond skined construction on concrete slab Function: Conference for groups up to 100 people Occupancy: Either 0 or 50+ Fire Equipment: 4,5 kg powder fire extinguisher. Exit Signage Campground Amenities Construction: Steel framed, colourbond skined construction on concrete slab Function: 4 showers and 4 toilets for recreational campers in campground. Occupancy: Variable, max capacity 20 at peak time, however many people would camp very close to this building. Fire Equipment: None The 6 cabins overlooking the lake Construction: Timber framed construction with hard wood exterior champhor board skin on steel post and concrete pad footings. Function: Accommodation of guests Occupancy: Average 4pp per cabin. Function: Maintenance, mechanical repairs Occupancy: 1-2 pp Fire Equipment: 4,5 kg powder fire extinguisher. 1.3.3 Number of occupants / peak occupancy The minimum occupancy is 1 staff member. The maximum night time occupancy is 150. Average weekend or weekday occupancy is 70 people. 1.3.4 Contents of building These are residential and conference buildings, so contain similar contents to homes. The Kitchen and Reception would be areas considered important to preserve. The lean-to cupboard on the eastern side of the reception contains various fuels and lubricants. The workshop shed contains various lubricants, fuels, paints and possibly other inflammables. 1.3.5 Electricity & Gas / phase / location / methods of rendering safe The buildings are connected to mains electricity via overhead power to the property and underground power within the property. The power to the main switch board is 3 phase as is the power distributed to hall. The homestead has 2 phase power and the various accommodation are on single phase power. The main switch board is located on the oustide eastern wall of Reception, accessible by opening the first door of the metal cupboard. Refer Figure 17.

1.4 Transport Facilities 1.4.1 Road The road access is shown in section 1.2.1 and in Appendix A. 1.4.2 Choke points / Access Problems / Weight Limitations / Cross Streets Choke points for consideration for this site are all access roads which are single vehicle width for most of their length. To mitigate this, traffic can continue driving up the hill on Ridge Road past cabin 6, towards the ridge and exit the property via the Stokers Rd gate. Refer Appendix A.

house and/or cabins. The amenities block present a small structural fire risk and they are entirely made form steel.

2. A substaintial structural fire involving the work shed near the managers residence would present a moderate risk and the assistance would be needed.

2.0 Resources 2.1 Fire Fighting Equipment 2.1.1 Murwillumbah Fire Service Units Required It would be prudent to have 2 RFS units on site in the event of an encroaching bushfire allowing for a single vehicle for the protection of the cabins and another for other structures needing protection pending fire approach. In event of a single structural fire only 1 unit would be required. 2.1.2 NSWFB Units Required In the event of a gas leak, there would not be any significant risk requiring HAZMAT. In the event of a single structural fire, there would be requirement for assistant of 1 RFS unit pending fire size. 2.1.3 Special Requirements / Specialist Equipment In the event of Bushfire, there would be a requirement for a portable pump with 1 x 38mm STORZ adaptor to operate as a backup for site water supply pumps should electricity be cut. This would need to be located at the jetty. In the event of structural fire, all buildings bar the cabins, homestead and managers residence could realistically be dealt with using offensive defensive tactics. Should there be a Structural fire involving the Hosanna House, Homestead or the the Managers Residence, there would be a requirement for breathing apparatus and/ or HAZMAT. 2.2 Extra Help 2.2.1 Ambulances At peak occupation, there would be a potential to require approximately 4 ambulances. 2.2.2 Police Police only required in the event of evacuation or fatality. 2.2.3 Other EMS related SES may be required for evacuation or for overhaul

2.3 Firefighting Supplies 2.3.1 Water Sources / Locations / type There is 1 spring fed dam on site that has reasonable access for an appliance and would still allow access to the bush fire tank and road access over the bridge. Refer Figure 18.

3.0 Conclusion 3.1 PPD Attached is a pre fire plan data (PPD) sheet for Hosanna in the appendices. 3.3 Summary Hosanna is set in open ground and is exposed to a potential eastern or southern bushfire threat. Hosanna houses around 70 people on a regular basis. Most the structures are of steel and colour bond type construction. There is adequate firefighting equipment and water supplies with little threat of overhead power line hazards. There is minimal risk from hazardous materials. Access is good for EMS vehicles. Summary of Key Information

Access: Access trail is off Tunnel Rd or Stokers Rd. Access road approximately 1 km long and semi sealed. Can cope with medium length heavy rigid vehicles

Construction: Mix of steel, timber and rammed earth structures on concreate slabs or steel posts on pad footings. All structures have colourbond roofs, with many having a colour bond external skin.

Offensive Defensive possible for most structures with exception of administration and managers residence. Occupancy: Staff families consist of 7 people in two structures. Peak Occupation at 120 people. Occasionally elderly or infirm. Most likely school aged children during the week and families on the weekend. Relocation (Evacuation) may require 4 tour coaches dependant on number in residence.

Special Risks: None

Services: Dams on site, 1 x 50,000 litre water tank fed by pump and dam onsite. Electricity to site 3 Phase overhead to underground and main switch board at rear of main administration building. Heating provided by means of portable gas cylinders ranging from 9 kg to 45 kg at various points around the facility.

Fire Protection: Buildings have a DCP fire extinguishers. Additional units may be required from Murwillumbah. For encroaching bushfire from S or SE additional units from Murwillumbah will be required.
