1.0 INTRODUCTION
1.1 Identification of Project and Project Proponent
M/s Shobha Chemical Industries Pvt. Ltd. had proposed to setup a coal tar distillation
unit to produce 84,000 MT/Annum coal tar pitch and its by- product At-Jammal, P.O-
Gadigaon, Kolabira, District- Jharsuguda, Odisha. As per the EIA notification ammendmnent
on dtd 25th June 2014 Coal Tar distillation projects are enlisted under serial number 4(b) and
will be appraised at SEIAA, Odisha for Environmental Clearance. Here it can be mentioned
that Consent to Establish for the proposed project has been obtained from SPCB, Odisha vide
letter no3044/III-CON(NOC) dtd24.08.2013 and accordingly construction has been done.
Shobha Chemical Industries Private Ltd. A Company registered under company’s Act
1956 having its registered office at C-302, Lumbini Palace, Tejpal Road, Ville Parle (East)
Mumbai-Maharastra, Pin Code-400057 was incorporated on 11/10/1993 at Mumbai.
Since Inception compancy’s whole time director Shri Danmal Porwal & Managing
Director Smt. Shobha Porwal has got the vision of setting up Coal tar and its By- Products
manufacturing unit in Odisha but looking to Economic and financial constraints, project got
delayed but now the company’s directors and share holders have decided to move forward in
this direction with full determination and strength.
The company whole time director Shri Danmal Porwal has got an experience of 50 years
in the Coal tar manufacturing line and is the chairman of Porwal Group of Industries with its
various Units located Chhattisgarh and Andhra Pradesh.
1.2 Employment GenerationIt is estimated that the total employment generation due to the proposed project will be 25.
3.0 PROJECT DESCRIPTION2.1 Location
The proposed Project will be located at Jammal Village, P.O- Gadigaon, Kolabira
,Jharsuguda District of Odisha State (Ref: Topo sheet 73C/1). The Latitude and Longitude of
the proposed site 21⁰ 50’ 10.42”N and 84⁰ 07’ 07.17”E respectively.
2.2 Site SelectionSite is located at Jammal Village, P.O- Gadigaon, Kolabira ,Jharsuguda District of Odisha

2.3 Technology SelectionTechnology selection involves an analysis of past achievements, present status and future

2.6 Water & power RequirementThe total water requirement of proposed plant will be 0.68 m³/day, Out of which 0.2
m³/day will be sourced from borewell and 0.48 m³/day will be sourced from rainwater
harvesting pond. Power requirement of proposed plant will be 250 KVA, which will be met
from 11 KV H.T. line from WESCO.
2.7 Waste Water Generation & ManagementWaste water of 100 m³/ month generated from plant will be stored in storage tank and after
treatment in ETP shall used in dust suppression and green belt.

4.0 SITE ANALYSIS3.1 Connectivity
The site is well connected with road. NH – 200 is at distance of 1.53 km from the project
site. Nearest railway station is Jharsuguda at a distance of 9 Km W direction from the project
site. Nearest airport is at Bhubaneswar, 248 Km from proposed project site in its SE side.
Nearest seaport is Paradeep at a distance of 315.0 km SE from the project site.

3.2 Topography and existing Land Use PatternThe topography of the land is generally flat and well suited for development of industrial
projects. Project / Plant is coming under the non- forest category land.
3.3 Climate DataThe climate of the Jharsuguda district is characterized by hot summer with low humidity.
During the summer maximum temperature is 48.0 ⁰C. The temperature in the month of
December is lowest i.e. 7 ⁰C. The average annual rainfall is 1527 mm.
4.0 LAND USE PLANNINGTotal land requirement for the proposed unit is about 4.76 acres which is already identified
and acquired.
5.0 PROPOSED INFRASTRUCTURE5.1 Industrial Area
The setting up of the Main Plant Facilities, Raw Material Storage, Ash Storage, Raw
Water Storage Reservoir & Treatment, Auxiliary facilities, viz. Administrative Building,
Technical Building, Workshop, QC Lab, Switch Yard, etc. & Green belt required is 1.57
Acres land out of which 4.76 acres. Company uses nearest road for goods transportation and
equipped with all other required facilities.
5.2 Green BeltA greenbelt development plan will be prepared and implemented along with the project.
Total green belt area shall be 33% (1.57 Ac) of total area (i.e.4.76 Ac). The main objective of
the greenbelt is to provide a barrier between the plant and the surrounding areas.
5.3 Others A garland drain around the plant along boundary is envisaged to collect surface run-off
during rainy season.
Additional drinking water facilities will be provided for employees as well as nearby
villagers.
6.0 REHABILITATION & RESETTLEMENTS (R & R) PLANThe proposed project is going to setting up on 4.76 acres area. Total land has already
been identified and acquired. There is no existence of displaced habitants in the identified
land. Land is also devoid of any vegetation. Local people will be engaged for construction

and operation activities and the local area have all the infrastructure facilities. Here no
housing colony/township is envisaged.
7.0 PROJECT SCHEDULE & COST ESTIMATES7.1 Project Schedule
The proposed project has already been constructed on the basis of Consent to Establish
from SPCB, Odisha vide letter no. 3044/III-CON (NOC) dtd 24.08.2013.
7.2 Project CostAn indicative estimated capital cost of the proposed Plant is Rs. 398.0 Lakhs, including
the pre-operative expenses, contingency and interest during construction.
8.0 ANALYSIS OF PROPOSALThe socio-economic benefits of the proposed project are as follows:
Improvement and construction of road network in the nearby villages.
Extension & renovation of Local School buildings with playgrounds.
Social awareness programme will further improve the quality of life and standard of
living such as sanitation and hygiene, HIV Prevention Programme etc.
Implementation of adult education and female education programmes in the villages
surrounding the project area.
Financial assistance to tale nted and poor students for higher
studies.(Management/Engineering/Medical science)
Expected to employment are 25 persons.

Crude Coaltar is stored in storage tanks and from there Coaltar will go to process tank
through pipe lines. In process tank Blending will be done and then processed feedstock will
go to Horizontal distillation units and there the distillation process is carried out either under
Vacuum or atmospheric pressure and by products which are obtained will be collected and
stored which will be further processed or sold as such. The end product is Coal tar Pitch
which will be loaded in specified Insulated Road tankers or in solid state in bags and will be
sent to the customers.
2.4 Need of the Project and its Importance to the Country and/or Region
Coal Tar Pitch is primarily used as a binding agent in the production of carbon electrodes
and graphite electrodes which are used in the production of aluminium and steel respectively.
The aluminium industry is the largest Coal tar Pitch consumer segment. Binder grade coal tar
pitch is a key ingredient in the manufacture of carbon anodes in aluminium smelters.
Graphite electrode industry is the second- largest Coal Tar Pitch consumer segment.
Impregnated Coal tar Pitch is used in the manufacture of graphite electrodes, which is used in
EAF for production of steel.
Current market potential for Coal Tar Pitch in India is about 3, 00,000 TPA is mainly
used in making green carbon anodes for electrolyte pots in smelters and manufacture of
graphite electrodes. The specific requirement of Coal Tar Pitch in Aluminium smelters
ranges from 90 to 110 kg per ton of aluminium metal.
2.5 Supply – Demand gap
India’s consumption pattern of Coal tar Pitch by industry clearly reveals that aluminium
industry I s the major user segment accounting for 73 % of the Coal Tar Pitch consumption,

followed by graphite accounting for 22 % and 5 % for other applications. The analysis of the
domestic Coal Tar pitch industry shows the following facts-
Coal Tar Pitch is primarily used as binding agent in the production of carbon anodes and

The aluminium industry is the largest Coal tar Pitch consumer segment. Binder grade Coal
Tar Pitch is a key ingredient in the manufacture of carbon anodes in aluminium smelters.
Graphite electrodes industry is the second- largest CT Pitch consumer segment.
Impregnated CT Pitch is used in the manufacture of graphite electrodes, which is used in
EAF for production of steel.
Aluminium Industry
Aluminium industry across the globe is growing at faster pace. At present scenario,
aluminium production in the year 2013 was 50.1 Million tonnes and considered the progress
of installation plants in various countries, the total installed capacity of aluminium metal will
be around 66.8 Million Tonnes by the end of 2017. In India, present production capacity till
2013 was 1.90 Million tonnes per annum which will reach to the level of 3.9 million tones by
2017.
With increasing production capacities of Aluminium smelters, the demand of Coal Tar pitch(
binder grade) will grow because of the facts elaborated here under:-
Although India possesses world’s fifth largest bauxite reserves of over 3000 million tones,
it stands at the sixth position in terms of region- wise primary aluminium production in the
world as shown above.
For every tone(t) of aluminium metal production from Calcined alumina, there is a need for
around 0:100 t of Coal tar Pitch(Binder Grade).
2.6 Employment Generation (Direct and Indirect) Due to the Project
The manpower estimates have been made taking into consideration the following aspects:
a. The proposed organization structure, production processes involved, layout, equipment
with its degree of automation and mode of operation.

b. Additional manpower over and above the daily requirement at the rate of twenty-five
(25) per cent is provided to cater weekly off, holidays, leave, absenteeism etc. for
departments/sections working seven days a week.
c. The operation staff will be required to carry out routine checking of their own plant and
equipment as well as minor repairs and adjustments in addition to plant operation.
Moreover, during equipment shutdown for maintenance, the operation personnel will
assist the maintenance personnel in carrying out the maintenance tasks to maximize the
utilization of manpower.
d. The maintenance personnel will have multi-disciplinary skills; for example, mechanic
will be able to perform simple machining, welding and gas cutting. Implementation of
such concept will optimize the utilization of human resources and thereby will increase
labour productivity of the plant which, in turn, will reduce the cost of production.
e. Implementation of computer systems including local area network (LAN) with standard
user friendly software's in the field of financial management, human resource
management, personnel management, materials management, order scheduling,
sales and marketing management, management information systems (MIS),
production planning and control, maintenance and spares planning, etc. has been
considered to increase work efficiency and to reduce manpower requirement.
f. For security services, canteen and catering services, horticulture and landscaping
services, sanitary services, personnel transport, heavy maintenance and capital repairs,
plant civil maintenance, general cleaning and up-keep of the plant, loading and unloading
of materials, product handling, stores handling, and other miscellaneous semi-skilled and
unskilled job, appropriate external agencies will be employed under management
supervision.
Total manpower requirement
Based on the above, it is estimated that the manpower requirement for the proposed plant
will be about 25 persons. The details of manpower estimate for administration and works
departments are presented in Table 2.1.

It is presumed that the personnel in the administration departments having requisite
qualification and experience will be available from the local market and they do not normally
require any specific training. It is expected that their recruitment will be progressive
depending upon the requirement during the construction period and will be completed before
commissioning of the plant.
For works departments, most of the key positions in operation and maintenance of the
proposed plant at different categories will be manned by the qualified persons having
experience in the similar field in metallurgical industries and attitude to learn new
technologies. However, depending on the type of equipment/facilities along with the degree
of automation contemplated, the operation and maintenance personnel of the plant so
recruited will require specific need based training which is proposed to be carried out on-site
by the respective equipment supplier during equipment erection, start up and commissioning
of different plant units.

CHAPTER - 3
PROJECT DESCRIPTION
M/s Shobha Chemical Industries Pvt. Ltd. intends to set up Coal tar distillation plant to
produce 84,000 MT per Annum Coal Tar Pitch & its by-products at Jammal Village, P.O-
Gadigaon, Kolabira ,Jharsuguda District of Odisha State.
3.1 Type of Project
The proposed project is envisaged to produce Coal Tar Pitch and its by-product from raw
Coal Tar through Horizontal distillation technology. Plant shall be based on Advanced
Process technology. The plant will also be equipped with the most efficient auxiliary sub
systems, material handling facilities and pollution control equipment.
3.2 Location & Accessibility
The proposed Project will be located at Jammal Village in Jharsuguda District of Odisha
State (Ref: Topo sheet No. 73C/1. The Latitude and Longitude of the proposed site 20° 50’
10.4”N and 84° 07’ 07.2”E respectively.
a. Road Connectivity
The site is well connected with road. NH – 200(Raipur- Chandikhol) is at distance of 1.53
km from the project site.
b. Rail Connectivity
The railway facility is also available near to the site. Nearest is Jharsuguda at a distance of 9
Km W direction from the project site.
c. Airport
Nearest airport is at Bhubaneswar, 248 Km from proposed project site in its SE side.
d. Sea Port
Nearest seaport is Paradeep at a distance of 315.0 km SE from the project site.

3.5 Project Description
3.5.1 Process Description
The process of production involves charging various grades of Coaltar in pre
determined ratio from storage/charging tank and melting tank into the distillation vessel
and given heating charge through arrangement of submerged flue tube. After attaining
certain temperature, moisture content in the tar / various light aromatics and tar oil get
evaporated and is condensed and collected through an arrangement of bunch type
water cooled condenser. Extent of oil extracted depends on the softening point and
various specification of pitch as desired by customer as final product.
Major equipment for distillation is distillation and melting vessel of different size &
capacity as per requirement, fitted with column, condenser with cold water circulation
system and with provision for oil firing through burner (size 3A & 4A) the unit fitted with
air blower the minimum ratio of air and fuel oil of combustion is (600 CFM), through
seamless “U” size pipe which is spread on bottom of distillation vessel to generate heat to

inside materials for distillation and melting through the heat given by burner unit’s all
the distillation and melting vessels of both shed smoke exhort system connected to
main chimney (H-33m x B-Ø 3m x T-Ø 1m). Digital thermometers fit in all
distillation vessels, receiver & condenser for indicating temperature of boiling
range/cooling on a separate indicator penal board. “U” tubes fitted on top of all distillation
vessels which act as pressure relief value as salient safety features, Condensers are
water-cooled type of adequate capacity so that all types of vapors get condensed and
stored in separate mild steel receiver, like oil-water mixture, light oil, Heavy oil,
Anthracene oil. Firstly Coaltar & Hard pitch is melting on melting tank and after melting
on the semi liquid condition fed to the distillation vessel through vacuum unit. After a certain
temperature is attained in vessel, moisture & mild oil separated from Coaltar, then range of
firing is extended in stage, and above mentioned liquids come out and stored on separate
receivers made from mild steel. After minimum inside temperature attained as per quality
control parameters, then for gradation propose compressed air is fed to the vessel through air
tube fitted on the top of distillation vessel to extract extra oil to maintain the specific grade as
per customer. The gas exhaust from distill is stored on gas catcher made from mild steel
vertical tank and the gas condensed through oil, which acts as the interim distribution line
of pressure & gas. After extraction, the same semi liquid form of Coaltar pitch on same
temperature is sent to column and there it is given specific gradation by decrease of heat
and oil by several times through compressed air, and testing by quality control expert. At last
the desired liquid pitch is sent to dehydrator as finish product and loaded into insulated road
tanker and sent to the customer directly or to pitch cooling tray for cooling to prepare pitch
lumps. The essence of the process of production is heat treatment of charge in combination
with vacuum suction to achieve the best in various physical and chemical properties.
The right temperature and suction condition are determined depending on the product
specification.
Unit is also fitted with a brine chilling plant for cooling crystallization of suffixes and to
separate solids. For Crystallization of light oil, which is out on fractional at distillation of
coal tar on distill is push to Chilling plant crystallization tank from distill receiver, The

Chilling plant consists of compressor & Water cooler to maintain (100 °C) to separate
Naphthalene from light oil, after getting cooled Naphthalene becomes hard and then it
removed from tank and stored in the gunny bags to separate excess oil. On distill, it is again
charged and when mild temperature distillation begins, vapor formation start in condenser
and then cold water circulated on condenser to bring vapor to liquid form. The liquid
collected on open tank carefully & allowed to cool and hard. When the distilled naphthalene
gets hard, it is cut and bagged and again sent to hydraulic press for press and to release
excess oil. Steam coal, is used as solid fuel is a small boiler to generate steam for heating of
hydraulic press outer part cylinder to extract excess oil from distilled Naphthalene blocks.
Then the dry naphthalene blocks are broken in to lumps and packed in HDPE Bags as Finish
products. The extract oil from all process of naphthalene is treated as the final product
like light creosote oil of various grades. Process flow chart of route-I & route-II process
enclosed here with as annexure D/1 & D-2.
Fuel oil used in distill firing propose on all unit is stored in mild steel vertical tank
situated away from all distillation shed, Fuel oil used is non-dangerous “C” class petroleum
type.
For all Storage, Distillation, Cutting, Bagging, Hard press, Powder working area water
washing unit are provided with stirrer for emergency handling of staff.

3.5.2 Infrastructure
The Main process area of the plant is divided in to two part Shed I & Shed II each shed
measuring area is (W-23M x L-40.0M x H-11.5M) 920 sqmt. On shed no. I of process unit is
proposed to install 5 distillation vessels each (2.50mØ x L-7m of charging capacity of 35
mts), 1- melting tank (2.50mØ x L-7m) having 50 mts capacity with condenser and swan
neck fitted, 1-Dehydrator (2.50mØ x L-7m)/ 1- Vertical Column (2.50mØ x L-7m)/ 1-
charging tank / 1- Vertical fuel tank (1.50mØ x H- 4.00m). On shed no. II of process unit is
proposed to install 4 distillation vessels each(2.50mØ x L-7m of charging capacity of
35 mts), with condenser and swan neck fitted, 1-Horizontal Dehydrator(2.50mØ x L-7m) /
1- Vertical Column(2.50mØ x L-7m) / 1- charging tank / 2 no’s - Naphthalene
distillation Vertical vessels (2.00mØ x H - 3.00m) / 4 no’s of M.S.Open Tank (L-5.0m x
W-1.5m x H-1.4m) with Equipment platform consisting of electric & Heat Control Panel /
Burner unit and controller / Common vacuum / blower and Compressor of suitable capacity
has been provided both of the distillation shed separately. Each process shed measuring area
(Length 40 meter x width 23 meter x height 11.5mtr). Two no’s of lento shed, each lento
shed measuring area (L-35mtr x W-8mtr x 5mtr) consist of independent 12 no’s of receiver
tank on Lento shed no.I and 8 no’s of receiver tank on Lento shed no., apart from that 2-
No’s of Oil-water tank (1.5mØ x L-5.0m) / 2 No’s of Gas catcher (1.5mØ x H- 5.0m),
with 1- Vertical fuel tank (1.50mØ x H- 4.00m) on each lento shed.
Apart from that Crystallization & chilling plant measuring area( L-35.0m x W-10.0m x
H-6.0m) 350sqmt consisting of 1- Brain Chilling Plant / 2 no’s of M.S. Insulated cooling
processing tank (L-5.0m x W-2.0m x H-1.0m) with insulated top cover & 11 no’s of open
M.S. Tank (L-5.0m x W-2.0m x H-1.0m) for storage. Press Machine & crystallization area is
(L-35m x W-10.0m x H- 6.0m) 350sqmt consist of 1-Baby boiler (1.0mØ x H-3.0m of M.S.
Plate) and 11 no’s of open M.S. Tank (L-5.0m x W-2.0m x H-1.0m) for storage purpose.
Pitch cooling tray and Pitch powder machine area (L-35.0m x W-10.0m) 350 sqmt
consist of Pitch powder machine & powder storage area (L-9.66m x W-9.64 x H-6.0m) under

The layout of the plant will be developed taking into following considerations:

short conveying distances;
The major utilities and service facilities will be centrally located in respect to points of
high consumption;

Particulate matter, CO₂, NOx, SO₂, PAH and VOC emission from pitch melting, pitch
storage tank, Non condensable from distillation operation, coal firing thermic fluid
heater.
Following Measures to mitigate air pollution causes:
Internal black topped roads shall be provided to minimize dust emission due to
movement of vehicles carrying raw materials.
CO₂, NOx, SO₂ emissions shall be controlled by roviding dust collector, bag filter and
chimney assembly.
3.8.2 Water Pollution
The plant cause can water pollution due to the following activities.
Waste water from the distillation plant due to distillation process.
Sewage generation due to domestic activities.
Following Measures shall be taken
Waste water of 100 m³/month generated due to process will be stored in storage tank and
will be treated in Effluent Treatment Plant and the treated water will be used for dust
suppression and green belt.
Sewage generated due to domestic activities provided with septic tank followed by soak
pit as per the condition stipulated in the SPCB, Odisha.
3.8.3 Solid Waste management
Proposed Plant will generate the following solid wastes from different production processes
and the respective management plans are mentioned against each heads.

3.8.4 Noise Levels
The noise control will be done in four ways, namely by selecting low noise prone equipment
which would have led level below 75 dB (A) at 1 meter distance;
By selecting low noise generating equipment, which would have below 75 dBA at 1m
distance. This will be taken care at the equipment design stage.
By isolating the noise unit from the working personnel’s continuous exposure by
providing acoustic aids for plant personnel.
By administrative & safety measures, providing noise level monitoring, remedial
measures, providing noise safety appliances.
The noise impact on the surrounding environment during the construction phase will be
within acceptable limits. The operation of high noise generating equipment shall be
restricted during the night time.
Various measures proposed to reduce noise pollution include reduction of noise at source,
provision of acoustic lagging for the equipment and suction side silencers, selection of
low noise equipment and isolation of noisy equipment. The plant personnel in noisy area
will be provided with high noise reduction aid such as ear muffler & also the duration of
exposure of the personnel will be limited as per the norms.
Thick green belt development is planned for the attenuation of noise pollution and to
maintain ambient noise quality within the statutory limit.
3.8.5 Green belt development
A greenbelt development plan will be prepared and implemented along with the project.

SITE ANALYSIS
4.1 General
The proposed site is located at Vill-Jammal in Jharsuguda district of Odisha. The site is at
about 9 km away from nearest town Jharsuguda. The national highway NH-200 is runs at
1.53 km from the site respectively. Nearest airport is at Bhubaneswar, 248 Km from
proposed project site in its Southern side.
4.2 Connectivity
a. Road Connectivity
The site is well connected with road. NH – 200(Raipur- Chandikhol) is at distance of 1.53
km from the project site.
b. Rail Connectivity
The railway facility is also available near to the site. Nearest railway station is
Jharsuguda at a distance of 9 Km W direction from the project site.
c. Airport
Nearest airport is at Bhubaneswar, 248 Km from proposed project site in its SE side.
d. Sea Port
Nearest seaport is Paradeep at a distance of 315.0 km SE from the project site.
4.3 Topography
The topography of the proposed land is generally flat and well suited for development of
industrial projects.
4.4 Existing Land Use Pattern
Land of the proposed project is devoid of any vegetation. Plant is not coming under the
dense forest category land. This area does not form part of any National Park, Wild Life
Sanctuary and Natural/Biosphere reserve.

A. Power
Power requirement of proposed plant will be 250 KVA, which will be met from 11 KV H.T. line from
WESCO.
B. Water
The total water requirement of proposed plant will be 0.68 m³/Day. 0.2 m³/Day will be sourced from
existing bore well and 0.48 m³/Day will be sourced from Rain Water harvesting pond of total capacity
2,70,000 litre.
C. Transport
The site is well connected with road. NH – 200(Raipur- Chandikhol) is at distance of
1.53 km from the project site. The railway facility is also available near to the site. Nearest
railway station is Jharsuguda at a distance of 9 Km W direction from the project site.
4.6 Climate Data
The climate of the Jharsuguda district is characterized by hot summer with low humidity.
During the summer maximum temperature is 48.0 °C. The temperature in the month of
December is lowest i.e. 7 °C. The average annual rainfall is 1527 mm.

PLANNING BRIEF
5.1 Planning Concept
M/s Shobha Chemical Industries Pvt. Ltd. intends to set up Coal tar distillation plant to
produce 84,000 MT per Annum Coal Tar Pitch & its bi-products at Jammal Village, P.O-
Gadigaon, Kolabira ,Jharsuguda District of Odisha State.
As the nearest railhead is within 10 kms and NH-200 is within 10km from the site, the
transportation of both raw material as well as product will depend on the roads and rail. As
the site is almost at the confluence of two major national highways, road transportation will
not cause much problem. Existing road connection from the plant site to the NH will be
utilized for material transportation.
Plant should be provided with following facilities:
Transportation facility shall be provided to the executives.
An ambulance shall be provided for the emergency.
Qualified doctor shall be engaged for the regular health check up.
Drinking water and electricity facilities shall be provided.
Greenbelt shall be developed in and around the plant.
Canteen shall be provided with all facilities.
Separate sanitary facilities shall be provided.
5.2 Population Projection
With the set up of proposed project infrastructure and social development will
simultaneously takes place. Project will contribute for raising the population of the locality
as it creates job opportunities and economic upliftment of the area. The company is providing
employment 25 persons during the operation period of the proposed project Plant activities
will also boost the ancillary industries, business and market establishments. The whole set
will invite both skilled and unskilled from outside. This will result in increase in the
population density due to industry.

To render the necessary repair & maintenance, inventory, quality control related and
administrative services for the proposed plant with slime and associated facilities, following
auxiliary facilities have been considered inside the plant boundary.
Repair and maintenance shop: It is proposed to set up a local repair shop equipped with
facilities for machining, fabrication, assembly, electrical repairs, instrument
calibration/repair etc. A mobile crane of 5 ton capacity will also be provided for dismantling
and mounting of component assemblies and sub-assemblies of equipment.
Stores: A single-bay building will keep equipment spares, hardware, wearing parts and
consumables. A strong room for keeping valuable item, offices for inventory control,
material receipt section, toilet etc will be suitably provided.
Plant office: An office building will be constructed inside plant premises. The office
building will be complete with separate toilet, conference rooms, computer room, separate
executive's room and other facilities like record maintenance, printing, scanning etc.
Ancillary buildings: Besides the auxiliary facilities other ancillary buildings with necessary
facilities such as canteen, time office & security offices etc. will also be provided.
Canteen: A canteen building will be set up near the plant office and a suitable external
agency is proposed to be engaged to service snacks and refreshments to the workers,
supervisory and office staff working in the different plants/facilities and other working area.

6.1 Industrial Area
The setting up of the Main Plant Facilities, Raw Material Storage, Raw Water Storage
Reservoir & Treatment, Auxilliary facilities, viz. Admn. Bldg., Tech. Bldg, Workshop, QC
Lab, Switch Yard, etc. & Green belt (33%) required 1.57 Acres land. Company will use
nearest road and rail facility for goods transportation and equipped with all other required
facilities.
6.2 Residential Area
The area around the site is under development with reasonably good communication
facilities.
Around 25 people will be engaged in the plant and Jharsuguda town is very close to the
project site and the area around the site is under development with reasonably good
communication facilities. Other social infrastructure like housing, schooling and medical
facilities has been developed and in some area it is underdeveloped. Hence, no residential
colony/township is envisaged for employees.
6.3 Green Belt
A greenbelt development plan will be prepared and implemented along with the project.
Total green belt area shall be 33% (1.57 Ac) of total area (i.e.4.76 Ac). The main objective of
the greenbelt is to provide a barrier between the plant and the surrounding areas.
Comprehensive greenbelt/plantation program will be undertaken in and around the
project. The species selection will depend upon crown shape, surface of bark and leaves,
flower, color, capacity of growth in the wide variations of ecological conditions etc. A
mixture of soil should be prepared by mixing commercial fertilizer, cow dung, BHC powder
in the topsoil.
6.4 Social Infrastructure
SCIPL will commence a lot of infrastructure developmental works in the periphery area.

illiterate adults and backward females of the villages in the project surrounding area.
The proposed project will set up training centre or tie up with Industrial Technical
Institutes to educate local youth as skilled labour.

6.6 Drinking Water Management
Drinking water facilities will be provided for employees.
6.7 Sewerage System
A garland drain around the plant is envisaged to collect surface run-off during rainy
season. Separate Internal drainage system will be constructed to collect domestic and
industrial effluent. A common basin will be constructed for the treatment of effluents the
plant. Sludge from settling tank will be used as manure for greenbelt development.
6.8 Run-Off Management
The rain water collected from the roof of buildings will be channelized through drains
around the buildings and will be recharged into the ground by providing recharging pits.
Overflow, if any, will be discharged to the nearby plant drainage. Also one rain water
collection pond has been considered in the layout. All the plant storm water drains will be
routed to the rain water collection pond and overflow, if any, from the pond will be
discharged to any existing natural outfall outside the plant area. The rain water collection
pond will be unlined.

A Rain Water Harvesting Pond has been contemplated to act as collection basin for
rainwater. The collected water will be 100% reused in the raw water reservoir in dry season.
The pond will be located at the lowest area of the plant so that it can effectively collect all the
rainwater by gravity. The Tank shall be earthen. The pond will be lined at the bottom and
sides with two layers of HDPE lining of appropriate thickness to prevent percolation of the
harvested rainwater in to the ground. Figure below depicts schematically the proposed
rainwater harvesting scheme for the proposed plant. The Rain Water Harvesting Pond is
depicted below:
Garland drain will be provided around raw material stock pile area. The run-off collected
from these areas will be treated in adequate settling pond and will be taken to rain water
harvesting pond.
Suitable pump house will be installed adjacent to the rain water collection pond so that
the settled water from the collection pond can be pumped and supplied to the plant for
meeting some of the daily requirement.
6.9 Industrial Waste Management
Hazardous Wastes
Majority of the wastes (spend oils) will be preferably sold to the potential users with
necessary authorization for reprocess/reuse.

REHABILITATION AND RESETTLEMENT (R & R) PLAN
7.1 Policy to Be Adopted For R & R Plan w.r.t Project
The proposed project is going to come up on 4.76 acres area. Total land has already been
acquired. There is no existence of displaced habitants in the area. Land is also devoid of any
vegetation.
Local people will be engaged for construction and operation activities and the local area
have all the infrastructure facilities. Jharsuguda Town is just 9 Km away from the site and is
well connected with NH-200, thus, no housing colony/township is envisaged.

SCIPL has already obtained Consent to Establish from SPCB, Odisha vide letter
no3044/III-CON(NOC) dtd24.08.2013 and accordingly construction has been done. Other
Clearances required for the proposed project shall be identified in due course and necessary
action will be taken to obtain the same.
Project Schedule
The schedule has been developed on the basis of the estimated quantum of work,
expected delivery and installation periods of plant and equipment and the need to
commission the plant facilities in the shortest possible time. The schedule envisages a total
project implementation period of 18 months from the date of 'Go-ahead'. Schedule
commissioning of the plant can only be achieved if construction, delivery and erection
periods as shown in the bar chart can be met by respective suppliers and contractors.
The 'Go-ahead' date for the project implementation has been considered as a date of 'Go-
ahead' given to the Consulting Engineers for detailed engineering. The schedule has been
prepared based on the assumption that the following activities will be completed prior to the
date of 'Go-ahead'.
i. Freezing of adequate project details to enable preparatory site activities to commence on '
Go-ahead',
ii. Finalizing the arrangement for requisite finance as per projections matching with
implementation schedule,
iii. Acquiring all relevant statutory Govt. clearance (environmental, forest, rehab illation etc)

Strategies for Timely Execution of the Project
The following strategies would be adopted for smooth functioning as well as timely
execution of the project:
The task of implementing the project in time shall be achieved by ensuring a well
coordinated project implementation task force in-house and from external agencies
A well chosen team of experienced personnel for project execution shall coordinate the
implementation of the project from in-house
Experienced engineering consultants with proven track records shall be selected for
detailed engineering of the project.
Reputed and experienced contractors with adequate resources of finance, men, material
and tools and tackles, will be engaged for execution of the construction and erection
work.
Effective project monitoring including project planning schedule and monitoring shall be
employed in this project. Timely execution and resources will be monitored using
computer based project monitoring tools. In case of deviations in project progress, all
possible corrective actions such as crashing of network etc. will be carried out.
8.2 Project Cost
An indicative estimated capital cost of the proposed Plant is Rs. 398.00 Lakhs, including
the pre-operative expenses, contingency and interest during construction.

,Jharsuguda District of Odisha State. The proposed project is envisaged to produce Coal Tar Pitch and its
bi-product from raw Coal Tar through Horizontal distillation technology. Plant shall be based on
Advanced Process technology. The plant will also be equipped with the most efficient auxiliary sub
systems, material handling facilities and pollution control equipment. It will cater the increasing demand
coal tar pitch in aluminum and steel industries.
Besides there will be immense social benefits of the project, to the backward region.

It is estimated that the total requirement of manpower for the whole organization will be 25.
