1. EXECUTIVE SUMMARY

This Pre Feasibility Report has been prepared for Kakra-Panna Limestone Mine

over an area of 1594.34 hectares falling in Villages Kakra, Kamtana, Saptai, Judi,

Devri purohit & Devra, Tehsil Amanganj, District Panna of State Madhya

Pradesh in compliance to the Notification of MoEF S.O. 1533 dated 14th

September 2006.

In order to obtain environmental clearance as per the EIA Notification 2006 the

prefeasibility report is submitted before ministry of Environment, Forest and

Climate change (MoEF&CC) along with the application Form 1. The project is

categorized as Category A under the schedule 1 (a).

Developmental activities like industries or mining projects may cause temporary

damage to land, forest and induce changes in the quality of air, water, flora and

fauna of the area. But, there are favorable effect of industrialization on social

development and progress of the Nation. For overall gain, it is necessary to

strike a balance between the two aspects of economy and environment so as to

ensure that the impacts on the environment are minimized but with

improvement in socio-economic conditions. This is better achieved through a

well-planned approach of EMP relevant to the area under consideration.

Limestone to the tune of 4 MTPA (maximum achievable 4.08MTPA) is proposed

to be mined in the opencast mine. In order to obtain environmental clearance as

per the EIA Notification 2006, the prefeasibility report is submitted along with

the application Form-I for the proposed project. The limestone mined from this

mine will sustain the planned production capacity of Cement clinker and finally

the Cement of various classes.

Limestone is exposed on the surface in a large part of the area. The Limestone

mined will be used as major raw material in cement plant for the manufacture of

cement clinker and cement. This Limestone is an excellent source of lime and

possesses most of the characteristics required for cement making. The Company

has planned an Ordinary Portland Cement (OPC) plant with an installed

capacity of 5.28 MTPA of Cement clinker and 6.0 MTPA of Cement of various

categories in two almost equated phases of capacity, adjacent to the mining lease

area, to be sustained on the Limestone proved through the exercise of extensive

prospecting and exploration. Mining lease for 1594.34 Ha has been granted by

Mineral Resource Department, Government of Madhya Pradesh for a period of

50 Years. The Mining Plan is prepared by RQP and has also been approved by

IBM. (Annexure enclosed with Form-1).

2. INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION.

i) Identification of Project and Project Proponent

The Company, by the name and style of Jaykaycem (Central) Limited is a member

company of J.K. Organization, a highly diversified industrial and business

conglomerate. It has a significant presence in Cement industry. J.K. Cement Ltd. is

one of the largest cement manufacturers in Northern India and the second largest

white cement manufacturer in India. The registered office of the company is

located in Kamla Tower, Kanpur, U.P.

The company plans to set up a cement manufacturing unit with 5.28 MTPA of

Cement clinker and 6.0 MTPA of cement in the Villages – Hardua Ken, Devra,

Maddaiyan, Sotipura and Puraina Tahsil Amanganj, District Panna of Madhya

Pradesh in almost two equated phases. Limestone mining adjacent to cement plant

location has been conceptualized to feed the major raw material to the plant to be

installed adjacent to the later. This mine will therefore be the captive mine of the

plant.

Government of Madhya Pradesh granted a prospecting License over an area of

3513.75 Ha. in Villages Kakra, Kamtana, Saptai, Judi, Devri purohit & Devra,

Tehsil Amanganj, District Panna, M.P. vide order no. F2-41/2010/12/1, Bhopal,

dated 15.03.2010 for a period of two years i.e. from 14.06.2010 to 13.06.2012. The

agreement for PL was executed with State Government and extensive prospecting

and exploration was carried out in close collaboration with Kolkata based M/s

Giem (India) Consortium (Prop. Analab (India) Pvt. Ltd.) as the executing

contractors. The area has been explored by detailed land survey, gridding,

contouring, leveling, surface geological mapping, drilling 86 nos. of bore holes, to

the tune of 2324.35 of running meters. As many as 1531 number of primary

samples generated from every meter length of Limestone core were analysed for

six radicals and 306 numbers of composite samples for thirteen radicals by XRF.

This was followed by interpretations of the data thus generated; using

ROCKWORKS 15.7.9(2012), an exhaustive software and finally documentation of

the complete activity was done in three volumes. The outcome of exploration

proved that the northern part i.e. Kamtana has negligible quantity of limestone

while southern part i.e. Kakra etc. has shown limestone band averaging to about

18.5 meter thick over an area of about 1725.87 hectares and accordingly the

application for grant of Mining Lease in 1725.87 hectares area was filed. After

subsequent scrutinization, the State Government restricted about 131.53 hectares

under Rule 27(h) of MCR 1960, recommending the grant of ML over an area of

1594.34 hectares. After being given exemption under Section 6 (1) (b) of MMDR

1957 by the Central Govt., the State Government, issued the letter under Rule 22

for submission of approved Mining Plan over an area of 1594.34 hectares, falling in

Villages Kakra, Kamtana, Saptai, Judi, Devri purohit & Devra, Tehsil Amanganj,

District Panna, M.P. After submission of the approved mining plan the State

Government granted the mining lease, directing that all the environmental

clearances from competent departments / agencies are to be obtained by the

company. After which the mining lease will be executed by entering into an

agreement with the State Government.

Brief description of nature of the project

The project entails winning of Limestone from the open cast mine to be developed

in the mining area. A benching system, blasting for heaving and use of other

suitable machinery and equipment for handling will adopted. The mined out

material will be transported to plant an interlinked project for which this mine will

serve as captive source of major raw material, the limestone. The process will be

undertaken with due safety and precautionary measures in place and due

mitigating measures for limiting the impact on environmental components.

The present Pre Feasibility Report has been prepared for the Kakra-Panna

Limestone Mine admeasuring an area of 1594.34 Ha as per the village wise details

given below:-

The area is completely virgin land, unbroken and fully ready for exploitation of

minerals and rocks encompassed in it. Estimated reserves after the exploration

The deposit is proposed to be worked by opencast mining, by adopting a system

of deep hole blasting and/or working with the help of heavy machineries for

digging, excavation and removal of Ore, over burden and mine reject. The mine

shall thus fall under ‘A’ category of fully mechanized type. All operations of

mining, including large dia. (4 ½”/ 6”) drilling, deep hole blasting, secondary

blasting and/or plaster shooting, excavation, loading & transportation on single

shift basis, shall form the complete mining operation.

The initial box cut of the dimension of 610 (N-S) x 585 meters (E-W) meters will

be taken in the north east portion of mining lease area, demarcated for obtaining

the targeted production of first five year period. The targeted production of first

year, second year and third year will be achieved from an area of the dimension

of 420 meters (N-S) x 320 meters (E-W), while in the fourth and fifth year the

remaining 610 meters (N-S) x 355 meters will be worked down to the depth of 33

meters, touching the level of 282 in the northern flank and 279 in the southern

flank in the mine floor.

One development bench of 4m height, advanced by about fifteen meters and four

production benches of 6-7m height will be developed to achieve 4.0 MT

production per annum. The individual bench faces will be kept vertical as far as

practicable. The ultimate pit slope will be maintained at 450 or less from

horizontal. Bench floor will be kept horizontal. Slopes will be directed towards

the natural gradient of the adjoining area, away from operating faces. A drainage

ditch will be constructed and connected to the main garland drain around the

working pit.

ii) Need for the project and its importance to the country and or region.

The company has since embarked upon a plan to set up cement plant of a

suitable capacity in Villages – Hardua Ken, Devra, Maddaiyan, Sotipura and

Puraina Tahsil Amanganj, District Panna of Madhya Pradesh in two phases.

In order to meet the requirement of limestone, the mining in adjacent area by

will be most suitable and advantages not only in terms of less transportation

of limestone but also in terms of least environmental impact on the

transportation route. Therefore the proposed connotation of mining is best

suited and will meet the limestone requirement for 57 years considering the

estimated minable reserve of 230.46 with an annual production of 4.0 MT for

the presently proposed capacity of cement plant. In the second phase of the

plant the capacity of mining will be enhanced.

The setting up of the cement plant and mining of limestone of the planned

magnitude will play significant role in development of the area in particular

and in general at regional and state level due to the direct and indirect

employment and livelihood that will become available to the population.

iii) Demand Supply Gap.

The Limestone mined will be used as major raw material for the manufacture of

cement which is an essential constituent for infrastructural development projects

like road, dams, bridges and building. Its demand in industrial and nearby areas

is increasing rapidly. Thus the company’s access to high quality limestone

reserves, suitable for the production of cement provides a competitive advantage

in the market which will in turn facilitate further development.

iv) Imports vs. Indigenous production.

Madhya Pradesh is bestowed with abundance of limestone deposits for cement

production and the capacity can be increased as and when required. Hence there

is neither any requirement of import of cement, nor is proposed.

v) Export Possibility

Export is not envisaged thus not proposed.

vi) Domestic / export Markets.

Although the geographical location of the state is advantageous for covering

domestic consumption areas more plausibly, yet there are hardly any potential for

export due the location of the site being situated at longer distances from sea ports.

Total proposed production will be consumed in domestic markets.

vii) Employment Generation (Direct and Indirect) due to the project.

The mine will have a potential of direct employment of about 300-350 persons of

various levels including managerial, technical, skilled, semiskilled and unskilled

staff. The limestone mine and interlinked cement plant will also create indirect

employment opportunities to the local people.

3 PROJECT DESCRIPTION

i) Type of project including Interlinked and Interdependent project, if any.

The project is limestone mining by opencast method in the lease hold area of

1594.34 Ha. The project will be for meeting the limestone requirement of cement

plant consisting of 5.28 MTPA of Cement clinker and 6.0 MTPA of cement to be

set up in villages Hardua Ken etc., Tehsil Amanganj, District Panna of State

Madhya Pradesh in two almost equated phases. The limestone mining and the

cement plant are interlinked and interdependent projects.

ii) Location (map showing general location, specific location, and project

boundary & project site layout) with coordinates.

The mining lease area is covered in parts of Survey of India Toposheet No. 54

P/15 bordered by latitudes and longitudes as given below :

Latitude: 240 19’ 46.6” to 240 22’ 15.3” (Northing)

Longitude: 790 56’ 15.5” to 79 0 59’ 38.2” (Easting)

Major portion of the land belongs to individual private land owners and is single

crop agricultural Land. Partly the land is waste land belonging to the state

government. There is no forest land involved.

iii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental consideration gone into should be highlighted.

The occurrence of mineral/limestone is site specific and the mining/exploitation

can only be undertaken in that particular location, therefore no alternative sites

were required to be explored.

The open cast fully mechanized mining of limestone 4.0 MTPA (maximum

achievable 4.08 MTPA) from the leasehold area of 1594.34 Ha having the cement

and sub grade limestone to the tune of 230.46 and 32.92 MT respectively.

v) Project description with process details (a schematic diagram/ flow chart showing the project layout, components of the project etc. should be given).

The area has exposures of Limestone. The limestone mining will be carried out

by mechanized opencast method as per approved mining plan by removing the

over burden, stacking on the surface before backfilling in to the mine, and

transportation of the limestone to the captive cement plant. The ROM quality of

Limestone plays the most vital role in Cement manufacturing. Mining will be

carried out by deploying Heavy Earth Moving Machinery (HEMM) such as bull

dozers, pay loaders and dumpers. The quarried raw material will be transported

to the crusher location by means of tippers and dumpers of matching capacity

and from there to the cement plant, using mechanical conveying equipments

such as belt conveyors. The oversize queried limestone will be crushed by means

of rock breakers before transportation.

vi) Raw material along with estimated quantity, likely source marketing area of final products, mode of transport of raw material and Finished product.

Since the proposed project involves exploitation of minerals and rocks from the

planned limestone mine, which itself will act the major raw material. The other

inputs required will include suitable explosives for blasting and heaving of the rocks

and diesel for operation of HEMM together with electrical energy for various other

purposes.

Explosives: ANFO and NONEL 450 MS (DTH), NONEL 17/25/42/65 MS.

Maximum charge per hole and per day – as per the limit permitted by DGMS.

Average quantity per day – 2666 kg.

Initially the explosives will be purchased from the authorized agencies holding the license, i.e. from the Controller of Explosives Agra or Nagpur. On being able to locate a suitable location, a magazine for storage of explosives will be constructed

and the permitted quantity of explosives will be stored as per the Metalliferrous Mines Regulations, 1961, Indian Explosives Act, 1884, Indian Explosive Rules, 2008 and other relevant rules, regulations and notifications published under them. vii) Resource optimization / recycling and reuse envisaged in the project, if

any, should be briefly outlined.

The top soil and the overburden will be temporarily stacked on surface at the

designated places before top soil is used for plantation and overburden in

backfilling. Backfilling will be started after second year and the generated OB of

approximately 1756104m3 will be used for backfilling the eastern part of the

proposed five year working area in such a way that part of the area will be

restored to orignal ground and at the end of five year period, the average depth

of backfilled area will be 25-26m. An area of 1280.332 ha will be mined out by

the end of the conceptual period and 562.2 ha of area will be back-filled where as

the remaining area admeasuring 752.122 ha will be developed as water body.

Optimization of working mine will be adopted with the help of suitable software

programmes.

Water accumulated in the working mine will be treated and used for dust

suppression and plantation to the maximum extent.

The liquid waste generated from the office toilets will be treated in the pre-

fabricated package sewage treatment plant.

viii) Availability of water its source, Energy / power requirement and source

should be given.

The estimated requirement of water for operation of crusher, suppression

of dust, domestic consumption, plantation and green belt development is

230 KLD. Breakup of water requirement is as given below:-

The requirement will be sourced jointly from river Ken, rain water

accumulated in working pit and the proposed bore well transmitted

through dedicated pipe lines.

Electricity will be jointly sourced from the captive thermal power plant, WHR

plant and the nearest tappable point of M.P. State Electricity Board.

IX) Quantity of waste to be generated (liquid and solid) and scheme for their Management /disposal.

Solid Waste: The solid waste in the form of top soil and overburden will be

generated and temporarily stacked on surface at the designated places. This

material will be ultimately used for backfilling the mined out pit as a part of

reclamation. There is no other solid waste generation during quarry development

and operation.

Liquid Effluent: Domestic sewage will be treated in pre fabricated packaged type

STP. In the substantial period of mine working it will not intercept the water

table. Nevertheless, the statutory permission from the competent authority will

be obtained during the course of working. Storm water during monsoon is

drained into natural water courses of seasonal nature.

4 SITE ANALYSIS

i) Connectivity.

The area is approachable by means of two all weather metalled roads running both

to the north (SH 10) and south (SH 49) and connecting Katni and Panna via

ii) Land use and Land ownership.

Kakra-Panna Limestone Mine/ Deposit admeasuring an area of 1594.34 Ha

includes privately owned agricultural Land and government owned waste

land as per the details given below-

iii) Topography (along with map).

Topographically the area is generally flat and gently undulating dissected

by small streamlet leading to the channel of Ken river. The general slope of

the terrain is from east to west which is roughly 1 in 300. There is central

high land trending EW to WNW to ESE in the east central part of the

mining lease area where the elevation reaches up to 323 meters above MSL.

The minimum elevation is less than 300 meters coinciding with the Ken

river bed.

villages are connected to each other and the tehsil head quarters by means of fair

weather and tar roads respectively. No structured industrial development is

observed in and around the mining lease area.

vi) Soil classification.

The soil may be classified as brownish, loamy and supports one crop

agricultural practices.

vii) Climatic data from secondary sources.

The area witnesses subtropical climate and receives an average rainfall of

1200 mm annually. The winter is chilly cold while the summer is sweltering

heat. The year may broadly be divided into three seasons.

The variation in temperature is from 25°C to about 46° C in summers and

4°C to about 22°C during winter. The wind generally blows in northeast

direction. From November to February the area experiences winter, while

April to June the region experiences summer. The monsoon sets in by June

and retreats by September. Relative humidity averages from 18% to 80% in a

year.

5 PLANNING BRIEF

i) Planning Concept (type of Industries, facilities, transportation etc) Town and country planning/ Development authority Classification.

The project involves winning of mineral/ rock limestone from the mine to be

developed in the mining lease area granted by the State Government. This

material will cater the interlinked cement plant to be erected adjacent to this

mine. Fully optimize open cast mine will be developed. Mining will be

carried out by adopting benching system, deep hole drilling, blasting and

deployment of HEMM of suitable capacity and calibration under the existing

statutory framework. A limestone crusher of the capacity of 1800 TPH, with

bag filters and dust suppression arrangement such as water sprinkling will

also be installed for sizing of the mined limestone to be taken to the plant

through mechanized conveyor equipment.

iv) Assessment of Infrastructure Demand (physical & social).

The existing road network is fairly good for being utilized for the transport of

the produced material. However, the other segments of infrastructure will be

up graded in the area to facilitate the improvement in the life of the people in

and around the area.

v) Amenities/Facilities.

Associated buildings like mine office, store, rest shelter, magazine will be

provided in the lease area on the non-mineral bearing portion in the north of

mining lease area and the rest of amenities will provided along with the

interlinked cement plant located in the adjacent area.

6 PROPOSED INFRASTRUCTURE

i) Industrial area (processing area).

The active mine area and the crusher location will be a completely isolated portion and will be provided with basic amenities required for working such as drinking water, rest shelters and separate toilets for men and women. All the workers will be provided with the safety shoes and equipment and will be trained to use them effectively. They will also be encouraged to adopt safety measures during the work. ii) Residential Area (Non processing Area).

The housing facilities for the workers and the statuary mining personals

will be provided in the combined township of cement plant whose cost

will be worked out along with the cost estimate of cement plant.

iii) Green Belt.

Green belt with three tier plantation will be developed as proposed in the mining

plan duly approved by the Indian Bureau of Mines, Govt. of India.

iv) Social Infrastructure.

Improvement in certain civic amenities such as Roads, transport System in the project area, facilities for market, storage and sports facilities will be undertaken, while the amenities like Cooperatives Communication System and Networks, and Community Centers are present. v) Connectivity (Traffic and Transportation Road/Rail/Metro/Water ways etc.)

The area is approachable by means of two all weather metalled roads running

both to the north and south and connecting Katni and Panna via Amanganj, the

tehsil head quarters and Damoh respectively. These roads could be used as

approach roads. Villages are interconnected by fair weather cart tracks. No

means of transport by metro and water ways are available and are not proposed

to be developed either.

vi) Drinking Water management (Source & Supply of water)

Water from river Ken and borewell will be sourced for drinking after

ascertaining its potability. If found otherwise due treatment will be done. The

supply of water will be done through dedicated pipe lines.

vii) Sewerage System.

Pre Fabricated Packaged Type Sewage Treatment Plant will be installed for treatment of domestic sewage.

viii) Industrial Waste Management.

As already stated the northern part of the area is non mineralized hence this part

will be used for dumping of Sub Grade Limestone. Dumps of Sub Grade material

created separately may also be used for the purpose if up gradation in

technology also does not render the material to be used for Cement making. Part

compaction of the dump slopes will be done. Further garland drain will be

provided around the dumps. The average area of garland drain will be 0.25

hectares. The sub grade dump will be protected by retaining wall. Height of the

dump will be restricted to 4-5 meters with slopes maintained at not less than

37.50 .

ix) Solid Waste Management.

Overburden consisting of soil and rock debris is the only solid waste

generated from the mine. It will be stacked temporarily for some period and

will be used for backfilling of the mined out area.

ix) Power Requirement & Supply / Source.

In order to produce one tone of limestone approximately 4-5 units of power will be consumed. The power will be sourced from the nearest tappble point and will be partly provided by M.P. state electricity Board and partly by captive power generation by thermal power plant and waste heat recovery plant later to be installed along with the cement plant to be installed in the vicinity.

7 REHABILITATION AND RESETTLEMENT (R & R ) PLAN

i) Policy to be adopted (central/state) in respect of the project affected person including home oustees, land oustees and landless laborers (a brief outline to be given.)

Rehabilitation and resettlement are not conceptualized and are not required. The

habitats and the villages either fall outside the mining lease area or have been excluded

from it by the state Govt.

The land falling in mining lease area has been purchased on the existing market price together with a premium. The land owners will be offered suitable

engagements in the project. The policy as adopted by the state Govt. will be followed.

8 PROJECT SCHEDULE & COST ESTIMATES

i) Likely date of start of construction and likely date of completion (Time schedule for the project to be given.)

The mining operation will be initiated only after issuance of

environmental clearance, consent under Air and Water Act from State

Pollution Control Board and compliances. The project will start after

obtaining all clearances, permissions and will tentatively be started in the

year 2019 by taking up the development of mine. The details are given in

the table ahead:-

ii) Estimated project cost along with analysis in terms of economic viability of the project.

Expected cost of the project will be Rs. 57258 lacs which shall include all

segments related to mining activities. Since the project entails value

addition to the mineral/rock commodity which is a wasting asset and

cannot be regrown. It is to be therefore planned and used with caution.

About 56% of the mined material is only possible to be finally used for this

purpose, while the rest of the 44% (Co2) is lost in chemical processing.

After lengthy processing and chemical changes the value added to it by

converting it to cement augments the utility and increases the market sale

price to a very great extent. This enhances the value by about 62.5%. It can

therefore be observed that even after the processing through various

segments of the plant to which the mined material will be subjected offers

sufficient commercial viability. Since the project is interlinked with the

plant for manufacturing of Cement, the realistic economic viability

analysis will be done jointly for both.

9 ANALYSIS OF PROPOSAL FINAL RECOMMENDATIONS

i) Financial and social benefits with special emphasis on the benefit to the

local people including tribal population, if any, in the area.

The mining project will create local employment to the villagers residing near

by the lease area and they will get direct and indirect employment

opportunities. The area will be benefitted through developmental activities.

Social development is envisaged by executing need based CSR programme by

the project proponent.

The required land, phase wise, will be purchased at market rate with the additional benefits will be accrued in favour of land owners as per State Government Policy. The project shall involve land as the measure resource. Land, the ground water table, surface run off quality of water, quality of ambient air and the demographic set up of the region will experience some impact. With adoption of modern technology, obedience of statutory provisions and a meticulously chalked out and operational code will adopted to minimize the adverse impact on the environment and resources
