BFP PROGRAM ON AWARDS AND INCENTIVES FOR SERVICE EXCELLENCE (BFP PRAISE) COMMITTEE RESOLUTION NO. 2010-03 A RESOLUTION FORMALLY RECOMMENDING THE ADOPTION OF ADDITIONAL GUIDELINES IN THE CONFERMENT OF MEDAL AWARDS TO BFP PERSONNEL WHEREAS, the BFP PRAISE is designed to encourage creativity, innovativeness, efficiency, integrity and productivity in the public service by recognizing and rewarding BFP officials and employees, individually or in groups, for their suggestions, inventions, superior accomplishments and other personal efforts which contribute to the efficiency, economy or other improvements in the BFP operations or for other extraordinary acts or services in the public interest; WHEREAS, the BFP PRAISE shall adhere to the principle of providing incentives and awards based on performance, innovative ideas and exemplary behavior. It shall give emphasis on the timeliness of giving award of recognition and shall also provide for both monetary and non-monetary awards and incentives to recognize, acknowledge and reward productive, creative, innovative and ethical behavior of employees through formal and informal modes and shall be responsible for the development, administration, monitoring and evaluation of the awards and incentives system of the BFP; WHEREAS, the BFP PRAISE Committee was activated by virtue of Bureau Order Number COM-2007-025 dated 29 November 2007 to prescribe criteria, evaluate and review nominations for awards and submit recommendations to the Chief, BFP; WHEREAS, the role of the BFP in the community is not anymore confined with fire prevention and fire suppression alone and has evolved in such a manner that it now covers other forms of emergencies; WHEREAS, pursuant to Chapter I, para 1.11, the BFP PRAISE Committee is authorized to establish its own internal procedures and strategies; WHEREAS, in response to this evolution in the role of the BFP, the Committee has formulated additional guidelines in the conferment of medal awards to fully recognize the efforts of BFP personnel who have made notable accomplishments in fire-related and other emergencies; 1

WHEREAS, the BFP PRAISE is designed to encourage creativity, innovativeness, efficiency, integrity and productivity in the public service by recognizing and rewarding BFP officials and employees, individually or in groups, for their suggestions, inventions, superior accomplishments and other personal efforts which contribute to the efficiency, economy or other improvements in the BFP operations or for other extraordinary acts or services in the public interest;

WHEREAS, in response to this evolution in the role of the BFP, the Committee has formulated additional guidelines in the conferment of medal awards to fully recognize the efforts of BFP personnel who have made notable accomplishments in fire-related and other emergencies;

WHEREFORE, after appropriate deliberations and evaluation, the Committee RESOLVES AS IT IS HEREBY RESOLVED, to recommend to the Chief, BFP the adoption of the following guidelines in the conferment of medal awards to BFP personnel, in addition to those prescribed in 5.2.2.6 of the BFP PRAISE:

I. MEDAL AWARDS

1. Medalya ng Kagitingan

The Medalya ng Kagitingan conferred by the BFP is not the same as the Medal of Valor awarded by the President of the Republic of the Philippines. It shall be awarded to BFP personnel who:

1.1 Has made an accomplishment that may or may not involve fire fighting operations for as long as the recipient has performed a deed of bravery and self-sacrifice beyond the call of duty.

1.2 Has apprehended a person, who, in his presence whether on duty or not, is committing, has committed or is about to commit, a heinous crime, and involving dangerous or life-threatening situation. (E.g. successful foiling of an armed robbery, murder, rape, etc.)

2. Medalya ng Kabayanihan

The Medalya ng Kabayanihan shall be awarded to BFP personnel who:

2.1 Has made a successful rescue of a victim of kidnap-for-ransom.2.2 Has made a successful rescue of a person trapped in a horrifying volume of fire.

3. Medalya ng Natatanging Gawa

The Medalya ng Natatanging Gawa shall be awarded to BFP personnel who:

3.1 Has created a project that uplifted or enhanced the Bureau’s Mission and Vision such as the conceptualization, implementation and monitoring of the Kiddie/Junior Fire Marshal and the BFP K9 Project;

3.2 Ingenuity or inventiveness yielded huge savings for the BFP.

4. Medalya ng Pambihirang Paglilingkod

The Medalya ng Pambihirang Paglilingkod (Degree of Lakan) shall be awarded to:

4.1 A Fire Chief who has led the BFP for at least one (1) year, before bowing out from the service.

4.2 The DCA, DCO, CDS, Regional Director who has made excellent accomplishment for the BFP and the government as a whole and has served in the position for at least one (1) year.

4.3 Local Chief Executives with notable contributions to the BFP, such as but not limited to: (1) the donation of fire trucks, ambulance, parcel of land, PPEs, and fire fighting equipment; (2) construction or renovation of a fire station, the aggregate amount of which is not less than P 5 million in a given year.

The Medalya ng Pambihirang Paglilingkod (Degree of Maguinoo) shall be awarded to:

4.4 Private individuals with numerous noteworthy accomplishments to the BFP, such as but not limited to: (1) the donation of fire trucks, ambulance, parcel of land, PPEs, and fire fighting equipment; and (2) construction or renovation of a fire station, the aggregate amount of which is not less than P 5 million in a given year.

4.5 BFP personnel with numerous noteworthy accomplishments to the BFP, such as but not limited to: (1) the donation of fire trucks, ambulance, parcel of land, PPEs, and fire fighting equipment; and (2) construction or renovation of a fire station, the aggregate amount of which is not less than P 5 million in a given year.

4.6 BFP personnel with unrelenting service that led to the creation or amendment of laws concerning the BFP as a whole like RA 9263 and RA 9514.

5. Medalya ng Kadakilaan

The Medalya ng Kadakilaan shall be awarded to BFP personnel who:

5.1 Conducted rescue operations in vehicular accidents, explosion, public upheaval, armed conflict, rebellion or drowning, provided the responding BFP personnel is not a member of the Special Rescue Unit (SRU), or if such, should be on off-duty status.

5.2 Conducted rescue operations in suicide attempts of persons using dangerous weapons or involving the scale of high-rise buildings.

5.3 Conducted rescue and retrieval operations in collapsed structures.5.4 Has apprehended a person, who in his presence, whether on duty or not, is

committing a crime, has committed a crime or is about to commit a crime, the degree of risk of which is lesser than the one that would merit the Medalya ng Kagitingan.

5.5 Conduct of rescue operations of persons trapped in mines, wells, water reservoirs or similar structures.

5.6 Conduct of rescue operations of persons who fell down on ravines, cliffs, trenches or similar places.

6. Medalya ng Kagalingan

The Medalya ng Kagalingan shall be awarded to BFP personnel who:

6.1 During fire fighting operations, has discovered illegal or dangerous drugs or dugs paraphernalia, fire arms, bombs or other explosive devices, or weapons of mass destruction and consequently turned-over to appropriate authorities.

6.2 Conducted rescue operations of persons trapped inside a burning or sinking ship, boat or any other water vessels.

6.3 Conducted rescue operations trapped inside a burning vehicle.6.4 Conducted fire fighting operations in chemical fires or fires on structures with

toxic substances or hazardous materials, explosive devices or flammable substances.

7. Medalya ng Kasanayan

The Medalya ng Kasanayan shall be awarded to BFP personnel who:

7.1 Facilitated the donation to BFP of any of the following, provided the aggregate amount is not less than 2 million pesos nor more than 4.99 million pesos in a given year, and provided further that there must be a valid Deed of Donation executed by the donor and the donee:

a. parcel of land and buildingb. parcel of landc. construction of fire station or any building for the exclusive use of BFPd. ambulancee. fire truckf. other motor vehicle for the exclusive use of BFPg. PPE and other fire fighting gearsh. Communication equipmenti. renovation of fire stationj. repair of fire truck, ambulance or other firefighting equipment.

7.2 Apprehended an arsonist and facilitated the prosecution thereof, provided that the BFP personnel concerned is not a member of the IID.

7.3 Facilitated the donation to BFP of office supplies and equipment, medicines and medical supplies, the aggregate amount of which is not less than 2 million pesos or more than 4.99 million pesos in a given year

7.4 Emerged winner in the CSC Search for Public Officials and Employees, GAWAD CES, and search for outstanding fire fighters conducted nationwide by public and private award-giving bodies.

7.5 Developed strategy/law/rules/policies or memorandum Circulars which facilitated the delivery fire protection services.

7.6 Topped or garnered the highest over-all rating in any of the mandatory trainings/schoolings.

7.7 Topped in local or foreign scholarship trainings under government or private scholarship grants.

7.8 Made it to the Top Ten in the bar examinations.

8. Medalya ng Papuri

The Medalya ng Papuri shall be awarded to the BFP personnel who:

8.1 Returned to rightful owner of valuables found during fire fighting operations.8.2 Facilitated the donation to BFP of any of the following, provided the aggregate

amount is not less than 500 thousand pesos nor more than 1.99 million pesos in a given year, and provided further that there must be a valid Deed of Donation executed by the donor and the donee:

a. parcel of land and buildingb. parcel of landc. construction of fire station or any building for the exclusive use of BFPd. ambulancee. fire truckf. other motor vehicle for the exclusive use of BFPg. PPE and other fire fighting gearsh. Communication equipmenti. renovation of fire stationj. repair of fire truck, ambulance or other fire fighting equipment.

8.3 Facilitated the donation to BFP of office supplies and equipment, medicines and medical supplies, the aggregate amount of which is not less than 500 thousand pesos or more than 1.99 million pesos in a given year.

8.4 Applied first aid to victims of vehicular accidents or other persons needing immediate medical attention and provided immediate transport to hospitals and other medical institutions which prevented further injury to said person.

8.5 Conducted non-traditional but effective methods of fire prevention and safety tips.

8.6 Garnered the second highest rating in any of the mandatory trainings/schoolings.

8.7 Obtained second or third place in local or foreign scholarship trainings under government or private scholarship grants.

8.8 Passed the bar examinations or obtained a place in the Top ten of any government board examination.

8.9 Supervised or assisted, without performing any other act, during any rescue operations or emergency situations.

9. Medalya ng Sugatang Magiting

The Medalya ng Sugatang Magiting shall also be awarded to any BFP uniformed personnel who was wounded or injured in rescue operations that are not fire-related, provided the wound or injury necessitate the treatment of a medical officer.

II. LIMITATIONS

1. All applications for any of the medal awards shall be submitted to the BFP PRAISE Committee within one (1) year after the accomplishment was made. Otherwise, it shall be prescribed.

2. The day of the actual conferment of award may be made beyond the one-year period for as long as the application for award was made within the one-year period the deed was performed.
