PHILOSOPHY

The purpose of the Prairie Farm High School Coaches' Handbook is to assist, coordinate, and facilitate the efforts of all members of the Prairie Farm athletic coaching staff toward the objectives of the athletic program. The following are indicated as major objectives in the PFHS athletic program:

1. Interscholastic athletics shall be an integral part of the total school educational program. Athletics shall strive to provide educational experiences not otherwise provided in the curriculum.

2. Athletic opportunities shall be available to all students and should primarily benefit the students who participate directly in them.

3. Athletic participants shall be provided maximum participation opportunities at the entry levels of competition.

4. Athletic opportunities shall provide for the development of attitudes, cooperation, and responsible individual/team play.

5. Athletic opportunities shall provide opportunities to develop, exemplify, and observe good sportsmanship.

6. Athletics shall develop an awareness and realization in students that participation is a privilege with accompanying responsibilities.

LEVELS OF PARTICIPATION

The School District believes that participation at any level should be geared toward fun, an overall positive experience, and good sportsmanship. Open and honest communication is paramount throughout the program. Every effort shall be made between athlete, coach, parents, and administration to communicate goals, objectives, and expectations of each program for each individual participant.

A. The Board of Education may choose to offer co-curricular athletic activities at the

elementary level (grades K-6). The emphasis at this level is for total and equal

participation. The children will learn the basic rules and skills associated with the activity.

Values such as positive attitude, respect for others, and teamwork will be introduced.

Highest regard should be placed on the children's self-esteem. Winning will not be the

main emphasis.

B. The Board of Education offers athletic co-curricular activities at the middle school level

(grades 6-7-8). Each athlete shall participate (pending eligibility) as often as possible in all

games so that he/she will feel encouraged to continue to participate. Although winning is

desirable, participation should be emphasized at this level.

C. The Junior Varsity program shall stress participation (pending eligibility) and a major

emphasis may be on the need to prepare physically and psychologically for varsity

competition. Skill levels will begin to be a primary factor associated with actual playing

time.

D. At the Varsity level, programs will emphasize competition based and no guaranteed playing

time for those participants (pending eligibility). Winning as an individual and as a team is

recognized as a means of achieving pride and support of both the school and the

community. Athletes who desire this level of achievement do so with the understanding

that this is a privilege that must be earned.

GENERAL INFORMATION

Coaches will be responsible for the following procedures as they relate to eligibility:

1. Make sure no athlete participates unless he/she has the required paperwork on file in the high school office. These include the physical card, emergency card/medical information, record of completed Impact test, activities code signature sheet, and receipt of athletic fees that must be paid.

2. Coaches will hold a parent meeting prior to the first contest to explain the team rules, and answer any questions concerning their sport.

3. Obtain a copy of each participant's medical/emergency cards. The coach must carry these cards to all practices and games. At the end of the season, the coach must turn these cards in to the office.

4. Turn a roster in to the athletic director and high school office immediately after the organizational meeting so the A.D. can check on eligibility.

5. One week prior to the first game, the coach must submit a roster of eligible players for game program purposes. COACHES WILL REPORT ANY ROSTER CHANGES THAT OCCUR DURING THE SEASON TO THE ATHLETIC DIRECTOR AND ADMINISTRATIVE SECRETARY SO CORRECT ROSTERS CAN BE SENT TO OPPONENTS FOR AWAY CONTESTS.

6. All coaches must review the activities code with their teams at the beginning of the season, and also emphasize it throughout the season.

HEAD COACH JOB DISCRIPTION

REPORTS TO:

The A.D., who provides overall objectives and an annual evaluation at the conclusion of the

season to the Administration.

JOB GOAL:

To instruct athletes in the fundamental skills, strategy and physical training necessary for them to

realize a degree of individual and team success. At the same time, the student shall receive

instruction that will lead to the formulation of moral values, acceptable social behavior, self-

discipline and self-confidence.

DUTIES AND RESPONSIBILITIES:

1. Have a thorough knowledge of all the athletic policies and this handbook, and take

responsibility for its implementation by the entire staff of the sports program.

2. Have knowledge of WIAA rules and regulations.

3. Establish the fundamental philosophy, skills and techniques to be taught by the staff.

4. Design clinics and staff meetings to ensure staff awareness of the overall program.

5. Train and inform staff, and encourage professional growth by encouraging clinic

attendance.

6. Delegate specific duties, supervise implementation, and at the end of the season, analyze

staff effectiveness and through evaluation of all assistants.

7. Maintain discipline and work to increase morale and cooperation.

8. Perform such other duties that may be assigned by the Athletic Director.

ADMINISTRATIVE DUTIES:

Assist the A.D. in scheduling.

Assist the A.D. by providing a list of trip departure times at least 2 weeks before the first

contest. This list should include the dates, destination, and departures of all away trips.

Enforce the policy in which no athlete participates in a practice or contest unless the

required paperwork is on file in the high school office.

Turn a roster in to the A.D. within 1 day after the preseason organizational meeting. This

is needed so the office can check athletic eligibility in a timely fashion.

Provide proper safeguards for maintenance of all equipment and facilities. , Advises the

A.D. when possible hazards may occur due to faulty equipment or facilities.

STUDENT RELATED RESPONSIBILITIES:

Provide rules and regulations of the sport to each athlete in writing.

Give constant attention to their athletes’ grades and conduct.

Provides safeguards for each participant at all practices, games, and while traveling.

Follow athletic policies concerning injuries, medical attention and emergencies.

Complete all paperwork on all disabling athletic injuries on proper forms and submit

them to the athletic office within 24 hours.

Direct student managers, assistants, and statisticians.

Determine discipline, and provide due process when the enforcement of discipline is

necessary, and contact parents when a student is released from the team or becomes

ineligible.

FINANCE AND EQUIPMENT RESPONSIBILITIES:

Assist the A.D. in developing the sports budget and operate within budget appropriations.

Accountable for all equipment and notifies the A.D. and the office of any equipment lost

or not returned. Arrange for issuing, storing, and reconditioning of equipment and

submits annual inventory within 2 weeks after the conclusion of the season.

Properly mark and identify all equipment before issuing and storing.

Examine locker rooms checking on general cleanliness.

Secure all doors, lights, and locks before leaving the building if custodians are not on

duty.

PUBLIC RELATIONS:

Attend or provide monthly updates at board meetings during the season they are coaching

when requested.

Organize parents, coaches, and players for pre-season meetings.

Promote the sport within the school and promote the sport outside of the school through

news media.

Responsible for maintaining good public relations with news media, booster clubs,

parents, officials, and fans.

Present information to the news media concerning schedules, tournaments and results.

END OF SEASON OBLIGATIONS:

All head coaches must complete certain end of the season responsibilities in order to consider

their coaching assignment finalized.

In an attempt to keep the administration and Board of Education informed about the

accomplishments and problems of our programs, all head coaches must submit an annual sports

report. A summary form will be given to all coaches near the end of their season. These reports

should be completed within 2 weeks of completion of the season. The report needs to include the

following:

1. A brief summary of the season and suggestions for improving your program.

2. Complete inventory of all equipment and supplies.

3. Names of squad members, indicate letter winners, captains, managers, MVP, etc.

4. Schedule played with results of games, meets, or matches.

5. Special honors received by team members.

6. New records set.

Miscellaneous things that need to be completed:

Turn in all keys.

Turn in a completed coach's evaluation form.

Organize trophy cases and update awards.

Make sure all medical cards are turned in.

ASSISTANT COACHES JOB DESCRIPTION:

Assistant coaches will be responsible to the A.D. and the varsity head coach of the respective

sport. They will assist the varsity head coach in providing leadership and direction to the sports

program, as it exists in grades 6-12. Varsity assistant coaches should have first aid training and

be knowledgeable of CPR techniques. It is essential that they present themselves as models for

athletes in terms of exemplary appearance, character, and sportsmanship.

Specific areas of responsibility include:

1. Assume the responsibilities of the varsity head coach in his/her absence.

2. Perform and assist in all duties assigned to and by the varsity head coach

3. Communicate with the varsity head coach concerning any facet of that sport program.

PRACTICE POLICIES:

All coaches must be at all practices unless approved in advance by the A.D. or varsity

head coach in the case of the assistant being absent.

Teams are prohibited from practicing on Sundays and holidays unless approved by the

Superintendent. Vacation period practices must be approved by the A.D. prior to the

vacation period.

Wednesday evening practices must be finished no later than 6:30 p.m. Middle School

sports will not practice on Wednesdays.

It is the coach's responsibility to make sure that no athlete who missed more than 1/2 day

of school is allowed to practice or compete on that day. Exemptions to this rule include:

doctor's appointments or other pre-approved absences discussed with the A.D.

Coaches should be the first to arrive and last to leave the practice sessions. Coaches must

stay until all athletes are out of the building. At no time are athletes to practice without

coaches' supervision.

Keys:

All coaches will be issued the necessary keys needed during their coaching commitment. The

keys must be turned in at the end of the season. Lost keys should be reported to the A.D.

immediately.

CLINICS AND WORKSHOPS:

The procedures that have been established for attendance at coaching clinics and workshops are

as follows:

A. All coaches are encouraged to attend clinics and workshops relative to their respective

areas of coaching.

B. Requests for clinic attendance must be presented in writing by the varsity head coach to

the A.D. before the clinic.

C. Clinics will be paid for by the school in accordance with the limitations as dictated by the

athletic budget.

D. High School coaches will be permitted according to district policy to attend State

tournaments even if their respective teams are not competing. All requests and

arrangements will be coordinated throughout the A.D.

NINE LEGAL DUTIES OF A COACH:

1. PROPERLY PLAN THE ACTIVITY

2. PROVIDE PROPER INSTRUCTION

3. PROVIDE SAFE PHYSICAL ENVIRONMENT

4. PROVIDE ADEQUATE AND PROPER EQUIPMENT

5. KNOW YOUR ATHLETES

6. EVALUATE ATHLETES FOR INJURY OR INCAPACITY

7. SUPERVISE THE ACTIVITY CLOSELY

8. WARN OF INHERANT RISKS

9. PROVIDE APPROPRIATE EMERGENCY ASSISTANCE.

SCHEDULING OF EVENTS:

Responsibility for scheduling: The A.D. is responsible for scheduling all non-conference athletic

contests for each team within the athletic program.

1. The A.D. shall consult the varsity head coach to discuss teams to be scheduled.

2. In some cases the A.D. may assign scheduling responsibilities to the varsity head coach,

but retain the power before issuing any game contracts.

3. The varsity head coach is responsible for the scheduling of scrimmages.

Contest Limitations:

The following are maximums permitted per sport, per team, per season:

Invitational/Tournament Considerations:

It will be the policy of the athletic department to host invitational or tournaments whenever

possible. The reasons are:

A. Promote the sport.

B. Bring large numbers of teams and spectators into our school.

C. Income to be derived.

D. Expose athletes to extensive competition.

E. Establish traditions.

Postponing Contests:

If a game must be postponed due to weather or any other factor not conducive to good game

conditions, the following practices should be followed:

A. Coach confers with the A.D. If the A.D. is unavailable, confer with the Principal or

Superintendent.

B. Factors considered in the decision are:

Playing conditions of the field

Safe travel for the team

Safe travel for the opponents

Safe travel for students and fans

Safe travel for the game workers

Damage to equipment/facilities

Safety of the spectators

After considering factors, it will be up to the Athletic Director and Principal to play the game or

to postpone it. The A.D. will re-schedule the contest. The varsity head coach may be asked to

assist in rescheduling contests. The decision to postpone a contest must be made in time to give

notification to visiting schools - no later than 2:00 p.m.

AWARD CRITERIA:

MINIMUM REQUIREMENTS FOR EARNING A VARSITY LETTER

An athlete who has participated for at least four seasons, and has not lettered, must meet the

following stipulations:

Must have attended all practices unless excused.

Must have competed in four full seasons.

Must be academically eligible.

Coaches may give letters to deserving athletes under their discretion.

When a team wins the conference title – all members of the-varsity squad may be granted letters.

MEDICAL LETTER:

An athlete who has suffered an injury during the season of play and is unable to participate in

enough contests due to the injury to earn a school letter but otherwise would have lettered had

the injury not occurred shall be awarded a letter provided the following criteria have been met:

The athlete must:

Have a doctor's written statement of the inability to participate.

Attend all practices and contests.

Retain academic eligibility.

Have participated in at least one contest during the season.

Individual Sports Guidelines:

Baseball/Softball — Letter to each athlete who has played in half of the innings during the

season.

Basketball — Letter to each athlete who has played in half of the quarters during the

season.

Football — Letter to each athlete who has played in half of the quarters during the season.

Volleyball — Letter to each athlete who has played in half of the games within the

scheduled matches.

Track and Field — Have earned at least 14 pts. in all meets during the regular season.

(This includes receiving 1 pt. for each meet that they compete in at the varsity level.)

Wrestling — Letters will be awarded based on varsity team points that the wrestler earns. If

the wrester gains no team points in a varsity match, he still earns 2 pt. for competing. A

wrestler must earn 23 points in a season to earn a letter.

Managers — Managers must work with the team for two years before earning a letter.

Cheerleading/Poms — Varsity cheerleader/poms who successfully complete two

cheerleading seasons will receive a letter. (Ex.. Football cheerleading would be 1 season.)

Competitive Cheer/Competitive Dance — Cheerleaders/Dancers who successfully

complete one season will receive a letter (Ex. Competitive Cheer would be 1 season.)

VARSITY AWARDS:

First year letter award — Chenille letter, medal insert signifying the sport, certificate. No athlete

will receive more than one chenille letter.

Second year through fourth year letter award – Gold service bar and certificate.

Athletes that do not letter will receive a certificate of participation for completing the season in

good standing.

Captains – Each captain will receive a medal star insert and one point towards the "Golden

Panther Award".

SPECIAL ATHLETIC AWARDS:

The winners of these awards will be determined by the Athletic Committee.

Senior Athlete Award – Any senior who has earned four varsity letters throughout their

high school career will receive a plaque that will be awarded at the Athletic Banquet.

Tri-Sport Athlete Award – Any athlete that participates in three different sports during a

school year earns this award. The athlete will receive a certificate.

Scholar-Athlete Award – Each semester, the school gives foil certificates to scholar

athletes who have at least an "A-" (92%) average. The athletic department will distribute

these certificates. Students in grades 9-12 are eligible for this award.

"Golden Panther" Athletic Award – This award is given to senior athletes. A "Golden

Panther" winner must satisfy the following criteria:

1. Earn 9 points throughout their high school career. Each letter is one point, being

selected captain is one point, and receiving a major award is one point.

2. "Golden Panther" candidates must have earned points in at least two different sports.

Senior Athlete of the Year – In May of each year, the PFHS coaches will select one male

and one female senior athlete of the year. The winner's names will be placed on a plaque in

the trophy case and they will also receive an individual plaque. Criteria used for this award

will be athletic ability, character, leadership, good sportsmanship, etc.

WIAA Scholar Athlete – This award is given to the athletes who show academic and

athletic excellence. (1 male and 1 female athlete will be selected)

Any other awards will be the responsibility of the coach or individual program.

EVALUATION OF COACHES

Coaches will be evaluated by the A.D. at the conclusion of the season using the Coaching

Evaluation form. The Principal and Superintendent will also provide the A.D. with feedback on

coaches performance. The head coach will evaluate the assistant coach along with the A.D

MISCELLANEOUS ATHLETIC POLICIES:

Criteria for Deleting a Sport:

The following criteria will be considered in depth prior to the dropping of a sport:

Student interest – Student interest declines to an unsatisfactory level.

Coaches – It becomes impossible to secure competent coaches.

Facilities – Adequate facilities do not exist or are too inferior to compete

interscholastically.

Funding – Adequate funding is no longer feasible, particularly in view of participation

numbers.

Scheduling – Scheduling of contests becomes increasingly difficult.

All recommendations to drop a sport will come through the A.D. office.

Criteria for Adding a Sport:

The following criteria will be considered prior to the addition of any sports:

Student Interest – There should be an indication of strong student interest.

Facilities -Adequate facilities must exist. It must be possible to coordinate use of facilities

so as not to conflict with existing programs.

Coaches – It must be possible to secure competent coaches.

Funding – Adequate funding must be available so that the sport can be supported.

Funding should not be diverted from existing programs to create new programs.

Scheduling – The potential for scheduling competition on a league or regional level will

be a priority.

Equal opportunity – Priority will be given to those sports that best equalize opportunities

for boys and girls.

All requests to add a sport will be made through the A.D. office. Sports cannot be added without

the School Board's approval and funding

RELEASE FROM CLASS:

1. All athletic contests should be scheduled so that students miss a minimum number of

classes for travel to away contests.

2. Any early departures for a conference or play-off contest must be approved by the A.D.

3. Office personnel must be notified and the A.D. must approve all early departures.

4. It is the responsibility of the athlete to see their teachers in advance if they are to miss a

class due to athletic participation.

TRANSPORTATION POLICIES:

The AD shall be responsible for making transportation arrangements for the athletic teams. In

some cases, the varsity head coach may be asked to arrange transportation for trips involving

smaller team sizes.

1. The coach will provide the A.D. a list of departure times for away events one week prior

to the first contest.

2. The A.D. will fill out the bus requests, turn them in to the high school office and develop

a master transportation schedule for each sports season.

3. Prior to the first away trip, the coach should confirm departure times with office

personnel.

4. The coaching staff is responsible for the athlete's behavior on the bus. This is not the

responsibility of the driver.

5. The coach is responsible to make sure the bus stays clean.

All students are encouraged to ride the bus to and from the contest. Parents will only be

permitted to transport their child from a game if they sign a permission release form before or

after the contest. Coaches will carry permission release forms to each away contest. A sample

form is found at the back of this booklet.

Use of Private Vehicles:

The use of private vehicles for the transportation of athletes may occur under the conditions

stipulated in Board policy.

Private vehicles will be used for school business only in the event that a school vehicle isn't

responsibility to file the appropriate forms for reimbursement at the conclusion of the sport

season in question. Coaches should not transport athletes in their private vehicle by themselves.

AWARD BANQUETS:

Responsibilities:

The varsity head coach of each sport shall be responsible for coordinating the awards for his/her

program at the end of the year. The coach should work with the A.D., booster club, etc. in

planning the awards ceremony.

A. At the conclusion of the season, the varsity head coach shall inform the A.D. as to what

awards and recognition will be given. Each coach should give the A.D. a list of award

winners along with what each award should be — a plaque, medal, etc.

B. It is the responsibility of the A.D. to inform the coaches and team personnel of all details

concerning the awards presentation. They will also extend a written invitation to the

parents.

Keep comments about the season brief and positive.

Make sure every player is introduced by name.

Comments about each player should be brief and positive. Keep most comments for

seniors.

Thank everyone who helped with your season.

Unexcused absent players — recognition should not be given.

Make sure to double-check your awards before the banquet.

EVERY SEASON IS A SUCCESS!

FUNDRAISING:

1. All fundraisers must be approved in advance by the A.D. and Superintendent.

2. Prior to the fundraising event, the coach in charge must file the proper fundraising form

with the athletic office (see form in back of the book).

3. The A.D. will then forward the initially approved project to the Superintendent for final

approval.

Each sport is allowed one fundraiser per season. This limitation has been established so that the

high school teams are not continually soliciting local businesses.

No two similar fundraising projects will be approved during the same sport season. The

fundraising project that gets approved first and is placed on the calendar will have precedence.

PRAIRIE FARM ATHLETICS – EMERGENCY PLAN:

The following information are procedures to follow when handling emergency athletic injuries

and accidents. Please keep this in an accessible place!

Always remind your players of the inherent risks associated with your sport. This reduces

your liability in a lawsuit.

Remember to always carry the emergency cards with you to each practice and game! You

will need this signed card if an emergency injury occurs.

I. PROCEDURES DURING PRACTICES AND GAMES:

1. Coach should clear the area.

2. Does the player respond to verbal communication?

3. If not, check for breathing – look for chest movements, air movement, or feel for air

from nose or mouth.

4. If not breathing – open the airway, get rescue breathing started, and stop any profuse

bleeding.

5. Have the assistant coach call for emergency help.

6. If the player is breathing and is responsive:

a. Always assume spinal injuries.

b. Question how the injury happened.

c. Question what is wrong.

d. Watch for skin to change color.

e. Check for numbness, burning, or tingling.

f. Remember R.I.C.E.

Rest the injured area

Ice the injury for 10-20 min. 3x per day.

Compression, use a wrap to limit swelling.

Elevate the injured area above the heart.

g. After the player is calm and the injured area is treated, move off the field/court

and into the locker room area

h. Call their parents.

i. Re-examine the injury.

j. If in doubt take to emergency room.

k. Fill out accident form and turn it in to office personnel and make a copy for the

A.D.

l. Follow up with the player that evening. It shows that you care for the injured

athlete.

II. ROLES & RESPONSIBILITIES:

1. Person responsible in emergency situations is the varsity head coach, unless a

certified trainer or doctor assumes that responsibility.

2. A First Aid Kit must be available at all practices and games. This is the responsibility

of the varsity head coach.

3. The varsity head coach or appointed assistant coach is responsible for having the first

aid kit stocked at all times.

4. An appointed assistant or manager is responsible for calling the ambulance and giving

the proper information.

5. The head coach is responsible for filling out an accident report and submitting it to

office personnel and the A.D. This is vital for possible legal purposes.

III. WORKSHOPS FOR COACHES:

1. Periodically during the year, CPR and First Aid in-services will be offered. All

coaches should have basic knowledge or certification in First Aid and CPR.

2. The athletic department will pay for fees, etc. for new coaches not licensed to teach,

to attend coaching and first aid training classes.

SIDELINE/COURTSIDE/MATSIDE SUPPLIES:

General event supplies should be well maintained and protected from environmental

conditions.

Suggested general supplies: Ice, elastic wraps, water containers, well stocked First Aid

Kit, etc.

ACCIDENT AND ILLNESS PROCEDURE:

Any athlete, who is unable to participate in a portion of an athletic season as a result of an injury

or illness, will need a signed statement from a doctor before they will be allowed to return to full

participation. All paper work needs to be turned into the main office.

DRUG POLICY:

The PFHS athletic staff and coaches are not allowed to dispense any non-prescription medicine,

prescription medicine, or food supplements to any athletes. Also, the staff will not supply or

encourage the use of any performance enhancing drugs or food supplements. Natural substances

in unnatural amounts can have short or long term health effects.

WIAA REQUIREMENTS AND EXPECTATIONS:

Coaches should become familiar with the general requirements and expectations outlined in the

WIAA handbook that governs interscholastic athletics for the state of Wisconsin Specific

regulations that pertain to the sport of involvement should be understood and adhered to.

Attendance at annual rules interpretation meetings is required for head coaches and is

recommended for assistant coaches. It is the responsibility of the head coach to attend these

meetings and encourage their assistants to join them.

This activities code shall cover all students in grades 6-12 involved in interscholastic athletics/Co-Curricular activities as participants, cheerleaders, managers, or dance (Fall/Winter). It is widely known and accepted that participating students represent their school and have more contact with other communities than any other part of the student body. Participation in an athletic or co-curricular program is voluntary and based on the student’s interest. A student is to regard participation as both a privilege and a responsibility. It is the intent of this activities code to guide and inform the participating students of their responsibilities and privileges and to inform the participant of the consequences of code infractions. It is up to the individual participant, by intelligent choice, to become and remain eligible for participation. The following rules and guidelines will be used for the operation of a positive and successful co-curricular athletic/activities program: A) All athletes, participants, parents, administrators, and staff members shall follow the

provisions of the Activities Code. B) Each coach may have team rules that may not be identified in the Activities Code. If so,

these rules must be shared with all participants and their parents. They must also be approved and on file with the Activities Director and Principal.

C) All coaches shall adhere to the Coaches’ Handbook, this policy, and direction from the Activities Director and the District Administrator or his/her designee.

D) Levels of Participation - The school district believes that participation at any level should be geared toward fun, an overall positive experience, and good sportsmanship. Open and honest communication is paramount throughout the program. Every effort shall be made between the athlete, coach, advisor, parents and administration to communicate the goals, objectives, and expectations of each program to each individual participant.

1) The Board of Education may choose to offer co-curricular activities at the

elementary level (Grades K-5). The emphasis at this level is for total and equal participation (pending eligibility). The children will learn the basic rules and skills associated with the activity. Values such as positive attitude, respect for others, and teamwork will be introduced. Highest regard should be placed on the children’s self-esteem. Winning in athletic competition will not be the main emphasis.

2) The board of education offers co-curricular activities at the middle school level (Grades 6-8). Each participant shall participate (pending eligibility) as often as possible in all activities in order that he/she will feel encouraged to continue to participate. Although winning is desirable, participation should be emphasized at this level.

3) The junior varsity athletic program shall stress participation (pending eligibility), and a major emphasis may be on the need to prepare physically and psychologically to win. Skill levels will begin to be a primary factor associated with actual playing time.

4) At the varsity level, athletic programs will emphasize competition based on limited participation of students (pending eligibility), and no guaranteed playing time for those participants. Winning as an individual and as a team is recognized as a means of achieving pride and support of both the school and the community. Athletes who desire this level of achievement do so with the understanding that this is a privilege that must be earned. 5) Violations of the Activities Code by students from grades 6-12 could affect

and limit participation.

II) ATHLETICS- Group A The School District of Prairie Farm is a member of the Lakeland Conference and sponsors the following interscholastic sports: Football 6-12, Basketball 6-12, Baseball 6-12, Track 6-12, Wrestling 6-12, Volleyball 6-12, Cheerleading 9-12, and Dance (Fall/Winter) 8-12, III) ACTIVITIES-Group B The School District of Prairie Farm sponsors the following co-curricular activities: FCCLA, FFA, Student Council, Forensics, Band, Choir, Pep Club, Quiz Bowl. Activities/fieldtrips that are not required for grading purposes are included subject to activities code. Opportunities exist each season for participation of both male and female students.

In co-curricular activities students may be involved in more than one activity during one sports season. IV) RESPONSIBILITIES With the privilege of participation in interscholastic athletics/co-curricular activities goes responsibility and individual sacrifice. If the activity is worth participation then the participant must be willing to put something into it. Responsibilities that come with participation include cooperation with teammates and coaches/advisors and observance of the school’s activities code. The Wisconsin Interscholastic Athletic Association (WIAA) has charged each of its member schools to establish regulations governing participation in athletics. The charge is outlined in the WIAA Handbook (Rules of Eligibility). A) Responsibilities of participants include: 1) Observing the eligibility rules as stated in Section IV of this code. 2) Practicing good habits of health and nutrition, hygiene, and safety. 3) Caring for equipment and facilities. Participants have the responsibility of following the school's activities code on a year-round (12 month) period. V) ATHLETIC ELIGIBILITY RULES Students choosing to participate in interscholastic athletics must meet all eligibility requirements as set forth by the Wisconsin Interscholastic Athletic Association (WIAA Handbook, Rules of Eligibility) and all eligibility requirements set forth by Prairie Farm Schools. According to these requirements, eligibility for participation in interscholastic competition is dependent upon the following:

A) The student must reside in the School District of Prairie Farm, or be participating full time in a legislated open enrollment option. (WIAA Handbook, Residence and Transfer,

Article II) B) The student must be 19 or less years of age with an August 1st cutoff date (WIAA

Handbook, Age Requirement, Article III).

C) Permission to participate must be granted in writing by the parent/guardian (WIAA Handbook, Health and Behavior, Article VII).

D) A physical exam must be completed and recorded in the school office. Students will be required to have a physical examination every two years. Cards may be picked up after May 1st and must be signed by a licensed physician. Should an injury or serious illness occur requiring hospitalization after date of physical, the person will need a statement from a doctor or clinic giving approval to return to competition. Cards to be used will be those issued by the WIAA (WIAA Handbook, Health and Behavior, Article VII).

E) The student must be an amateur athlete. (No contracts, endorsements, gifts, etc.).

Students with violations relating to this section shall become ineligible for all further participation in the school’s interscholastic program. (WIAA Handbook, Amateur Status, Article IV).

F) The student is not to have in his/her possession or use alcohol; use tobacco; use,

possess, buy, distribute or sell controlled substances or drugs; or be present at a gathering at which alcohol is illegally being consumed. Student athletes are directed not to place themselves in the presence of others who are illegally possessing or using alcohol, tobacco or controlled substances. It is the expectation of this code that an athlete leave, disassociate himself/herself and not knowingly linger in the presence of others illegally possessing alcohol, tobacco or controlled substances. Students with possible code violations in this section will be subject to the procedures in accordance with Section VI of this activities code. (WIAA Handbook, Health and Behavior, Article VII and School District of Prairie Farm Policy).

G) The student must meet the attendance requirements. (WIAA Handbook, Attendance and

Scholarship, Article V and School District of Prairie Farm policy). 1) Eligibility extends to only eight semesters of high school attendance. 2) The student must reside in the district or be participating full time in a legislated open

enrollment option. 3) Students must attend school regularly. Two full day unexcused absences from

school during a sport season will result in a one game suspension. 4) Attendance at all practices and games is required. The second unexcused absence

from practice results in a one game suspension. 5) Attendance at school for at least ½ day is needed in order to practice or play in a

contest on that day. Students that leave school ill are not eligible to practice or play that day. The time that is used to determine ½ day of attendance is 11:42A.M.

H) The student must maintain satisfactory academic achievement. (WIAA Handbook,

Attendance and Scholarship, Article V, and the School District of Prairie Farm policy).

1) A student receiving one failing grade at mid-quarter of semester-long courses will be declared ineligible until a passing grade in that particular class is regained. Eligibility will be reinstated as soon as the grade is brought up to passing. Any student who receives a failing grade at mid-quarter is required to provide weekly progress reports to the coach from all classes in order to remain eligible throughout the grading period.

2) A student receiving a failing grade at the end of the quarter for semester long courses is ineligible for 1 week (Sunday to Saturday.) of competition. The student is required to provide weekly progress reports to the coach from all classes in order to remain eligible throughout the grading period. Progress report forms are obtained from the school office.

3) A student receiving two or more failing grades at quarter or semester is ineligible for the next 15 consecutive school days (WIAA rule.) At the end of the 15 school days, the student who received failing grades is required to provide weekly progress reports to the coach for all classes in order to remain

eligible throughout the remaining grading period. (Note: WIAA rules state that eligibility for contests will be reinstated on the 16

th school day.)

4) Penalties incurred fourth quarter or second semester of the previous year will be enforced on the first day of school of the next school year.

The ineligibility status will be adjusted as follows for students in fall sports in which the date of earliest allowed competition is before the first day students are in class.

*Fall Sports – The minimum ineligibility period shall be the lesser of (1) 21 consecutive calendar days beginning with the date of earliest allowed competition in a sport or (2) one third of the maximum number of games/meets allowed in a sport (rounded up if one-third results in a fraction).

5) Special Education students must meet the academic criteria stated in their Individual Educational Plan (IEP),

I) The student is to uphold the ideals, principles, and standards of the WIAA and the school. (WIAA Handbook, Health and Behavior, Article VII, and the School District of Prairie Farm policy). Any athlete who commits a legally punishable criminal act shall be suspended from athletic competition, whether or not governmental authorities prosecute the athlete. Acts/behaviors such as these would be considered “behavior unbecoming of an athlete.” Examples include: acts of vandalism; flagrant violation of game rules; theft; destruction of school property; serious and/or continued violation of school regulations; and serious and/or continued disrespect of teachers, officials, students, or other school or community persons. (Board Policy JFA - Code of Conduct, Student Handbook, Nondiscrimination Policy, Sexual Harassment Policy, Hazing Policy, Harassment Policy, Dangerous Weapons Policy, Suspension/Expulsion Policy, Alcohol and/or Other Drug Use by Students Policy, etc.) Students with possible code violations related to this section will be subject to the procedures in accordance with Section VI of this athletic code.

J) The student will not participate in non-school athletic programs of the same sport during the season of practice and competition established by the school. Students that choose to participate in a non-school program of the same sport during the season, forfeit the remainder of that season’s eligibility for the sport. (WIAA Handbook, Non School Participation, Article VI and School District of Prairie Farm policy.)

K) The student must observe the following curfew regulations during seasons of

participation: 1) Sunday through Thursday - 11:30 P.M. 2) Friday and Saturday (or no school the next day) - 1:30 A.M. 3) Students with a curfew violation are subject to a one-game suspension. L) The student must follow the school’s activities code on a year-round (12-month) basis.

(WIAA Handbook, Health and Behavior, Article VII) V) CO-CURICULAR ELIGIBILITY RULES

A) The student is not to have in his/her possession or use alcohol; use tobacco; use, possess, buy, distribute or sell controlled substances or drugs; or be present at a gathering at which alcohol is illegally being consumed. Student athletes are directed not to place themselves in the presence of others who are illegally possessing or using alcohol, tobacco or controlled substances. It is the expectation of this code that an athlete leave, disassociate himself/herself and not knowingly linger in the

with possible code violations related to this section will be subject to the procedures in accordance with Section VI of this athletic code

E) The student must observe the following curfew regulations during seasons of participation:

GROUP B- Students are subject to a one week or one event suspension (lesser of the two). F) The student must follow the school’s activities code on a year-round (12-month) basis.

(WIAA Handbook, Health and Behavior, Article VII) VI) PROCEDURE FOR ADMINISTERING THE CODE

A) Enforcement of this code shall be the responsibility of the Activities Director and Principal.

B) A student will remain eligible until the Activities Director or Principal has informed him/her and his/her parents of their decision regarding an alleged violation.

C) In all circumstances, it is the intent that the process be fair and timely. The term of ineligibility shall follow immediately upon notification of ineligibility.

VII) REVIEW OF PROCEDURE A) Whenever charges of a violation of the Activities Code are brought, the Activities Director and Principal shall:

1. Investigate the allegation to determine if a potential violation of the Activities Code

has taken place. Request written statements from individuals in question. 2. Meet with the student to present the information regarding an alleged infraction of the

Activities Code and to give opportunity to hear the student's side. 3. Take time for deliberation and making a determination regarding whether an infraction

has taken place. 4. Determine the penalty, according to the Activities Code for a student that is found

guilty of a violation.

B. Students accused of a violation of this code can expect the following procedure:

1. The Principal shall inform the student of the charge brought against him/her. The accuser must have presented his/her complaint to the Principal within 30 days of the alleged incident. If the incident occurred during the summer, the Athletic Director and Principal must act within 30 days after the beginning of the next school year. Any irrefutable evidence or direct confessions will be examined and considered at any time.

2. A person witnessing or having firsthand knowledge of a probable violation of the activities code must present the kind, time, and place of the violation to the athletic director or administration in writing and signed within 30 days of the occurrence. This does not preclude school district personnel from investigating a violation and following through with athletic code sanctions.

3. The accused will be given the opportunity to meet with the Activities Director and Principal to be informed of the charges.

4. The accused will have an opportunity to present evidence in his/her own behalf and provide a signed written statement.

5. The Activities Director and Principal will deliberate and decide the matter in private. The student will be informed within 24 hours after the decision of guilt or innocence.

6. Parents will be contacted within 24 hours after the decision of guilt or innocence and shall have 48 hours to request a meeting with the principal and/or activities director to review the infraction.

7. The term of the penalty begins immediately if the finding of the Activities Director and Principal is that the Athlete was guilty. This is true even if the case is going for appeal. (See WIAA Handbook, Rules of Eligibility, Article VII- Health and Behavior/Compliance, Section C (3).

C. Any student wishing to appeal the decision of the Activities Director and Principal must adhere to the following procedure process:

1. After a student has been notified of the suspension, the athlete or his/her parents may formally appeal the decision in writing to the District Administrator, providing the appeal is received within two school days from the notification of suspension. The Administrator will determine if there is a valid basis for appeal.

The two most common reasons for an appeal are that: a. It can be shown that the evidence does not support the original decision. b. It can be demonstrated that the review process did not provide opportunity for the

student to present his/her side of the issue. An appeal must be in writing and must state the reason or basis on which it is being

sought. In the event an appeal is requested and the District Administrator determines that the appeal is valid the appeal process will proceed as follows.

2. The District Administrator, the Head Coaches of the Sports that are not in season, and

the Head Coach of the Sport involved shall review the proceedings of the Principal and Activities Director and shall render judgment within three school days as to whether the decision of the Activities Director and Principal will stand or not. a. The District Administrator is responsible for scheduling this appeal and for

presenting information that has been reviewed in the previous step. The Administrator does not vote.

b. The student and his/her parents are responsible for presenting information that they believe will confirm the student's innocence.

c. The Coaches will listen to the information presented and clarify the issues. They will deliberate and will vote on the appeal. The deliberations by the Coaches will be done in private - the Administrator being present.

d. The student will be informed within 24 hours after the decision of guilt or innocence.

3. If the athlete and/or parents are not satisfied with the findings of the first appeal, they

may appeal in writing to the Board of Education. The District Administrator must receive in writing a request for a hearing before the Board of Education within four days of the outcome of the first appeal.

VII) PROCEDURE OF DUE PROCESS

A) Students accused of violating the rules and regulations of this code have the following rights:

1. The right to know the charges that are being brought against him/her. 2. The right to contest the charges.

B) Violations of the Activities Code will be cumulative during a participant’s career.

However, an individual who completes one year without a violation “wins back” his/her status prior to the last violation.

C) Any student who voluntarily turns himself/herself in for a first violation of this code shall have the penalty reduced by ten percent of the original amount specified in the code. If ten percent results in a fraction of a contest, standard-rounding rules would apply. For example, a student’s penalty, when reduced by ten percent, results in a 1.5 contest suspension. According to standard rounding rules, the student would serve a two-contest suspension. However, if a student’s penalty, when reduced by ten percent, results in a 1.4 contest suspension, a one-contest suspension would be served.

D) First Violation: GROUP A

a. A first violation results in a suspension from athletic competition for a period of 20% of the contests based on the regular season of the sport. Any remaining percentage of that suspension not served shall be recalculated and applied to the next sport in which that athlete participates in and completes.

b. If the suspension carries over into the WIAA tournament series, the athlete will miss the entire tournament series. This clause pertains to team tournament as well as the individual tournament series. Any remaining percentage of that violation will carry over to the next season of participation.

c. Any student serving a penalty during a sport must remain in the sport in order for the penalty to be valid. If a student quits the sport, any remaining percentage of that violation will carry over to the next season of participation.

GROUP B

a. A first violation results in a suspension from ALL activities for a period of FIFTEEN (15) SCHOOL DAYS. Suspension will include all practices, competitions/performances, meetings and travel with the group for the specific number of days. If a student refers him/her self before being reported, the suspension will be 10 school days.

E) Second Violation: GROUP A

a. A second violation results in a suspension from athletic competition for a period of 30% of the contests based on the regular season of the sport. All other sanctions listed under the first violation apply to second violations as well.

b. A student with two violations in the same season will serve his/her suspension consecutively, not concurrently.

GROUP B

a. A second violation results in a suspension from ALL activities for a period of THIRTY (30) SCHOOL DAYS. Suspension will include all practices, competitions/performances, meetings and travel with the group for the specific number of days.

F) Third Violation: GROUP A

a. The third violation results in loss of eligibility for all athletic events for one calendar year from the date of the athletic code violation. If an athlete or participant has an additional offense(s) while already serving a year’s suspension, then the one year suspension period will start over again dating from the time of the additional suspension(s). A student desiring to

participate again after the third offense must indicate his/her desire to that effect and must remain violation free for the entire year of his/her penalty. Upon return, he/she will return to Step 2 (Second Offense).

GROUP B a. A third violation results in a suspension from ALL activities for a period of

ONE (1) calendar year. Suspension will include all practices, competitions/performances, meetings and travel with the group for the specific number of days.

G) Points of Emphasis

1) Any fraction in determining contest suspension will be rounded to the nearest whole number.

2) If suspension is not completed in the season when the violation took place it carries over to the next season of participation.

3) With the first and second offense / infraction the participant will be required to practice and be present with the team as required by the coach/advisor for contests.

4) Penalty for acts outlined in IV Eligibility Rules, which results in a student being suspended for one or more WIAA tournament competitions, is immediate disqualification of the student for the remainder of the total tournament series in that sport.

5) Any infractions that occur during an off-season of participation will involve a suspension / enforcement in the next participation. (Includes summertime, which will be handled when school starts in the fall).

6) A student who transfers with a code of conduct suspension that has not been served must serve the mandated suspension, as decreed by the previous school at the new school.

VIII) SEARCH AND SEIZURE All lockers in the athletic department are the property of the School District of Prairie Farm. The athletic locker is to be used as a storage place for athletic equipment. If the athletic director or coach has reasonable suspicion that the student is using the locker improperly or for storage of illegal or dangerous material, they may search the locker with or without the student’s permission, providing a reliable witness is present. Law enforcement officers who wish to search lockers should possess valid search warrants. IX) ATHLETIC INJURIES AND CARE

A) All athletes will be required to take a physical examination.

B) In the event a student is injured, the coach will fill out an injury report form and file it with the athletic director the next day. This form may provide a source of information necessary for insurance purposes.

C) To assure that sufficient recovery or healing has occurred and the athlete is physically able to return to athletic competition, he/she must have a certificate signed by the doctor so stating and indicating the date of return. This is a WIAA rule and obviously designed to provide some assurance to the parent, coach and school that the athlete has recovered from the injury. The certificate is to be given to the coach and the coach is required to give it to the A.D. who will keep it on file.

D) Parents, if not present at the athletic contest, will be notified by the coach or athletic director as soon as feasibly possible in the event their son/daughter is injured or

hospitalized. In order for insurance to apply the injured athlete must see a physician within 60 days from the date of the injury.

X) STUDENT INSURANCE The School District of Prairie Farm does carry insurance coverage for all participants in school-sponsored and supervised student activities including interscholastic athletics and sponsored group travel. Payment of medical/dental expenses is made ONLY IN EXCESS over any family or employer group coverage or plan that must contribute its maximum before this coverage has any liability. This is a program of supplemental coverage designed to pick up eligible balances left by family or employer group insurance plans and if no other coverage or plan is available, to pay the medical/dental expenses incurred to the limits stated in the policy. Athletes should have family health insurance coverage rather than depend on the district’s athletic insurance program. XI) PROGRAM PARTICIPATION FEE Students participating in the School District of Prairie Farm programs may be required to pay a participation fee for each activity. These fees help offset the expenses of the activities program. Examples of these expenses are: coaches/advisors salaries, officials, uniforms, transportation, game workers, insurance, supplies and equipment, repair of equipment, first aid supplies, and custodial and administration services. XII) AGE OF MAJORITY DISCLAIMER The School District of Prairie Farm is aware that a percentage of the students will have reached the age of majority. There is no attempt to deny these students their constitutional rights. However, in order to maintain consistency in our programs, we shall enforce the rules and regulations of this activities code for all students regardless of age. XIII) APPLICATION OF THIS CODE This activities code is in effect for one calendar year from the start of your area of participation. WIAA determines the starting and ending dates for the seasons. A season is considered to have ended at the conclusion of the State Tournament for that sport. XIV) ATHLETIC/ACTIVITY TRIP POLICY A) During trips, which are sponsored in full or in part by the School District of Prairie Farm,

students are subject to the same rules and guidelines for behavior as pertain to the normal school day. These rules and guidelines are published in the student handbook, which is issued to each student the first day of school. Students are to use the school supplied transportation to and from events unless given specific permission by the coach/advisor to ride with his/her parent or other specific arrangements authorized in advance by the administrator and confirmed in writing by the parent.

B) In the event that a student is on a field trip or athletic trip and is found to be in violation of a civil law, is party to extensive vandalism, is in possession of or uses alcohol, tobacco, or drugs, the following course of action will be taken:

1) The student may be referred initially to the law enforcement officials of the

municipality where the infraction occurs. Further investigation may occur with local officers.

2) The chaperone has the discretion to notify the parent or guardian of the student and request that they make arrangements for the student to be transported home after consulting with the administrator of the school.

3) Students involved may be suspended from school and may be subject to expulsion. 4) Students involved will not be allowed on overnight field trips for the duration of the

school year, unless chaperoned by their own parent / guardian. 5) Students involved will be expected to make restitution for any damages or theft of

items at school or while visiting another school or field trip site. 6) Students involved will be subject to the disciplinary measures of the activities code.

XV) SPECTATOR CONDUCT AND BEHAVIOR The School Board through policy sets the expectations for spectator behavior at all events both at home and away. A) Spectators (adults and students) at all extracurricular events - home or away:

Extracurricular events are an extension of the classrooms of the School District of Prairie Farm. An individual or group who willfully interferes with or interrupts the proper order or management of a public school or sponsored extracurricular event by acts of violence, boisterous conduct, threatening language, unsportsmanlike conduct, or disobeying of board policies or administrative rules (harassment and/or discrimination) shall be asked to leave the premises by the school board or their designee(s) and may be prohibited from further attendance for a period of up to six weeks. Individuals thus prohibited from attendance may follow established grievance procedure.

B) Spectator conduct at away events: Adults and students represent the School District of Prairie Farm while attending away functions. While in another school’s facility we are expected to respect their conduct codes showing courtesy by good sportsmanship at all times.

XVI) PARENT - STUDENT AGREEMENT The parent signature on the activities form shows that you have read and understand the activities code of the School District of Prairie Farm. You understand that violation of any of the WIAA or Prairie Farm High School regulations will result in action as prescribed. Any act in violation of the activities code that occurs outside of the school setting which is brought to the attention of the school authorities in accordance with the procedure for reporting a violation as outlined in Section V ( B) of the code will be pursued under the activities code following due process by referring the individual to the activities committee. The parent signature on the athletic form also authorizes the student to use the equipment in the athletic sport program of participation. Unless otherwise informed, the Athletic Director regards this authorization as allowing the student to use equipment such as the weight machine or pitching machine if appropriate to the sport of participation. YOU HAVE READ THE ABOVE, UNDERSTAND, AND AGREE TO ACCEPT DISCIPLINARY ACTION FOR FAILURE TO ABIDE BY THE ABOVE REGULATIONS.
