What is NREGA ?

NREGA is the flagship programme of the UPA

Government that directly touches lives of the

poor and promotes inclusive growth Notification of the NREGA came in Sept.

2005. It was launched on February 2, 2006.

Objectives of NREGA ?

To provide a legal guarantee of 100 days of

wage employment in a financial year to every

rural household whose adult members

volunteer to do unskilled manual work.

NREGA is a safety net to reduce migration by

rural poor households in the lean period.

What is the relevance of Job Card

in NREGA ?

A Job Card is the basic legal document, whichenables the registered household to demand

guaranteed employment. The Job Card should be issued within 15 days

of application and is valid for five years.

The household Job Card will have the nameand photograph of each registered member.The Job Card and photograph are free for theapplicant

What are the Conditions?

Registration to be made at the level of Gram

Panchayat

The registration for not less than 5 years and

to be renewed from time to time.

Every job card holder entitled to apply for

unskilled manual work under the scheme

Job to be provided within a period of 15 days

of the receipt of an application.

What is the minimum wage under

NREGA ?

Has to give minimum wage rate notified foragricultural labour in the State until the

Central Government notifies a minimum wage

rate, which in any case shall not be less thanRs. 60 per day.

What is the workers entitlement in

NREGA ?

All workers are entitled to the statutory minimum

wage.

Men and women should be paid equally.

Wages should be paid within a week, or fifteen daysat most.

Wages should be paid in public. When wages are

paid, muster rolls should be read out and Job Cardentries should be made.

If you live more than 5 km away from the worksite,

you are entitled to a travel and subsistence

allowance (10% of the minimum wage).

The extra incomes so generated cause further

demand, which again provides a stimulus to

production, employment and demand . . . and

so on in a spiral. This demand stimulating

process is called the multiplier

MPC (Marginal Propensity to Consume)is the

highest.

Under NREGA, farmers have come back to

land they long abandoned, as increased

output, in an atmosphere of renewed hope,

spurs further investment. Thus, the Act hasindeed led to an economic development.
