Disability is a human rights issue and a matter of law

Aims to ensure that persons with disabilities enjoy human rights

on an equal basis with others

The basic principles :

dignity and individual autonomy

non-discrimination,

full and effective participation and inclusion in society and in the field of work,

respect for difference,

equality of opportunity,

accessibility,

equality between men and women,

full enjoyment of all human rights by children

European Disability Action Plan (2006-2007)

Emphasises dignity, fundamental rights, protection against

discrimination, fairness and social cohesion.

mainstreaming is a key to advancing disability issues and,

accordingly, the Disability Action Plan encouraged activity and

promoted access to social services while fostering accessible goods

and services;

persons with disabilities often remain disadvantaged and

marginalised, especially in the field of work.

Insufficient access to the labour market can mean that persons with

disabilities are placed in vulnerable situations in society and

exposed to serious risks of discrimination, poverty and social

exclusion;




The importance of equal access to inclusive, quality education and lifelong

learning, which are crucial for enabling persons with disabilities to

participate fully in society and improve their quality of life;

Accessible built environments, transport and Information and

Communication Technology (ICT), both in urban and rural areas,

Strong correlation between disability and ageing.

The number of older people including older people with disabilities is

increasing, and there is a growing need in the Community for accessible

goods, services and infrastructure/ also mean creating new jobs;

women with disabilities often face multiple forms of discrimination, have less

independence, less access to education, training, employment, and health

services, and therefore often face a greater risk of exclusion, poverty and

abuse;




Needs:

Statistical and research data allow informed disability policies to be

formulated and implemented at the different levels of governance;

Participation of organisations that represent persons with disabilities

at national, regional and local levels should be recognised by

Member States




Invite the Member States and the Commission, in accordance

with their respective competences, to ensure

That people with disabilities enjoy their human rights in full, by:

Ratifying and concluding, and then implementing the UN

Convention on the Rights of Persons with Disabilities, including

shared European solutions within a coherent and coordinated

approach for the implementation of the UN Convention; support

the effective implementation of the UN Convention on the Rights

of Persons with Disabilities at the different levels of governance,

in particular following its conclusion by the Community and

ratification by Member States, including through awareness-

raising and by financing activities under existing Community

programmes such as the PROGRESS Programme




Accessibility

improving accessibility is a precondition for autonomy, inclusion and

participation, and enables people with disabilities to enjoy human rights and

fundamental freedoms;

enhancing labour market participation through the combination of

flexible employment schemes

supported employment,

social economy

active inclusion and positive measures like support services, wage

subsidies, workplace adaptations

The use of assistive technologies and personal assistance,

will lead to better employment opportunities for all persons with disabilities

and also improve productivity




Invite the institutions of the European Union

To continue their efforts in providing equal treatment and opportunities to all

applicants for employment, including people with disabilities. Moreover, the

institutions of the European Union are encouraged to further improve the

accessibility of their own buildings and facilities.[1]

Invite the disabled people’s organisations

To continue their coordination so as to communicate their needs to policy

makers and to identify and analyse policy options;

To participate in the development and implementation of the European

Disability Action Plan and the United Nations Convention on the Rights of

Persons with Disabilities together with the Commission and Member States.

Invite all stakeholders to

maintain a dialogue among all stakeholders (including disabled people and

their organisations, public authorities, and the social partners) in order to

understand each other's needs and to generate consensual solutions;

On December 31, 2006:

• The Valencia completed a period as Region

Objective 1 of the Structural Funds

• Starts a new period as RegionalObjective

Competitiveness and Employment (phasing in).




Convergence with the EU

• The Valencia region has approximately reached

the EU average income per capita ( 92% of the

EU 25)

• Creation of nearly one million jobs. A growth in

employment of 75% since 1995.

• Reduction in unemployment:

From 22% in 1995 to 9% today.




A region open to collaboration

• We want to share our experience with the

new regions that have joined the European

project

• We bring our learning in the management of

the Structural Funds and Know-how helping

new regions convergence objective to

achieve their goals

• Possibility of using instruments avaible in the

The European funds as a region Objective No. 1

has enabled the Valencia region to carry out an

employment policy itself, which has put the

emphasis on certain particularities and specific

goals of our own region

These resources including the necessary co-

financing give a total of € 435 million. (2003-07)

(associated) in the Comunitat Valenciana.

2000 Lisbon Council: The Lisbon strategy

Lisbon objective (2000): to become the most competitive and dynamic

knowledge-based economy in the world capable of sustainable economic

growth with more and better jobs and greater social cohesion

(+ respect for the environment)

Facing up the challenges of demographic change and

global economic integration (+ enlargement)

Need for coordinated action at EU level (governance)

2005-2008 Employment Guidelines




Regions can bring some relevant contributions towards the Lisbon objectives:

1.- Promoting economic growth:

The regional planning of Stockholm in the economic field and education and training;

Innovation strategies

The creation of Employment and Economic Development Centres;

Life long training strategies;

The creation of economic development agencies;

Consultancy and training for SMEs.

2. Achieving full employment:

Regional and local employment strategies;

Active employment policies regarding job creation;

Modernisation of the employment services.




3. Strengthening social cohesion:

Creation of support schemes with regard to disadvantaged people groups;

Creation of working/learning places to improve the link between education and the

labour market;

Measures regarding prevention of school drop outs.

4. Governance:

The formulation of regional employment strategies;

Social dialogue;

Monitoring and evaluation practices.

Despite the different administrative models, the Regions are all involved in

instigating projects – in partnership with other players;

Employment and training policies are still insufficiently integrated with policies in

other areas that also contribute to competitiveness. However, a number of

examples show that where strategic approaches do exist at regional level, policy

integration and coordination is improved;

Regions

Decentralisation encourages policy coordination and integration. Regions that have

greater competence achieve a greater degree of policy integration and coordination.

Proximity to the issues at stake is therefore a key success factor;

Governance is an important factor in the success of employment and training

policies. Achievement of positive results in development processes is increasingly

dependent on the capacity of the various public and private players to be actively

involved in the design and delivery of policies;
