NEWS LETTER Vol. 7 2019.10 RJE3 [Basic subjects] Introduction 2019.8.26-30 These were omnibus-style lectures given jointly by Japanese and Russian faculty members on the four themes of “history and culture,” “regional development,” “natural environment,” and “politics and economy” in the Far East and the Arctic Circle. 49 students (29 students from Hokkaido University, 18 Russian students, one from Hungary and one from Finland) took lectures this year. They took four lectures in the morning, and they discussed and presented each group on a daily theme in the afternoon. On the last day of the lectures, each group made a presentation on their achievements. Grades were evaluated jointly by Japanese and Russian faculty members. RJE3 [Basic subjects] training 2019.79 The RJE3 Program aims to develop professionals capable of helping to resolve crucial issues facing the Russian Far East and the Arctic Circle, and it places particular importance on fieldwork. In the 2019 academic year, the program offered five field work subjects: Practical Training for Siberian Studies in Irkutsk and Vladivostok, where students learned about local history, culture and peoples; Field Training of Environmental Science in the Arctic, offered in Yakutsk; the Rebun International Anthropological Field School program; Fieldwork on Development Technologies in Cold Regions, offered in Sapporo and its environs; and a new subject entitled “Past and Present of Hokkaido: History of Ishikari and Sorachi,” offered in the environs of Sapporo. Students took the subject that best matched their field of study and acquired knowledge and skills that can be gained only through fieldwork. RJE3 External Evaluation Committee implemented 2019.6.24 写真3-4 The RJE3 Program (East Russia Japan Expert Education Program) was adopted by the Inter-University Exchange Project (part of the Ministry of Education, Culture, Sports, Science and Technology) in 2014. This Japan-Russian Education Program aims to develop specialists who are expected to be active in the Far East and the Arctic, in collaboration with Hokkaido University and the 5 partner schools of Far Eastern Federal University (Vladivostok) in the Far East of Russia, North-Eastern Federal University (Yakutsk), Pacific National University (Khabarovsk), Irkutsk State University (Irkutsk), Sakhalin State University (Yuzhno-Sakhalinsk). After five years of MEXT subsidy was over, since FY2019 RJE3 program has been operated by the of each university which participate in the RJE3 program and the participation fee of the students from this year. Our solid exchange achievements of the past five years were highly evaluated by six external evaluation committee members who are familiar with the situation of Japan and Russia. Regarding future program management, we received further information and expectations and advice on approach for long-term study abroad.

FABRICHNIKOV of Russian CONSUL-GENERAL in Sapporo is pleased to announce the launch of the RJE3 ProgramAlumni Association in March 2019 and offered to have the first reunion party at Russian Consulate General in Sapporo.Students participating in the Japan-Russia Student Federation were invited to participate in the RJE3 Program, and wefelt the expectation that the alumni association would play a role in the network expanding from the RJE3 Program.The alumni association had 63 participants, mainly faculty students participating in the RJE3 program, and we wereable to enjoy the exchange.

The 7th International Steering Committee meeting was held at Hokkaido University with the participation ofcommittee members from Hokkaido University and the five Russian partner institutions. This committee received aproposal from the Far Eastern Federal University in Vladivostok to be the host school of the International SteeringCommittee for next year, and all universities agreed. It has been held at Hokkaido University until now, but in thefuture we can expect that we will be able to hold a new development of an International Steering Committee inRussia
