Therefore, the first stepis to identify key participants tobegin the process. If it is determinedthat the needs cannot bemet, and no other opportunitiesexist, then the process wouldstop. Responsible parties:Institute Director, TCUofficials, Advisory Board andkey personnel in cooperatingcountries. 10. +Lead Person If it is determined that that theInstitute can meet such needsin a mutually beneficial way, thenext step is to identify the leadperson who will direct activitiesin the cooperating country. Thisperson will serve as the foreignliaison for the entire process.Responsible parties: InstituteDirector, Advisory Board 11. +Memorandum of Understanding Draft a memorandum ofunderstanding that describesthe roles and responsibilities ofeach party. Responsible party:TCU administration 12. +Communication Systems Assess communicationsystems and languageneeds, deficiencies, andbarriers. Determine the bestplatform for delivery ofinformation. Responsibleparties: All stakeholders 13. +Glossary Develop and address aglossary ofcultural, political, and socio-economic realities specific toindividual areas of interest.Responsible parties: InstituteDirector, Advisory Board, and acultural task force. 14. +Agreements Establish specific projectagreements and action plans.Identify rolls of allparticipants, time lines, budgetsand funding sources.Responsible parties: InstituteDirector, TCUofficials, participatingstakeholders 15. +Identify Opportunities Identify exchange andresearch opportunities forstudents, faculty, and industryprofessionals.
