National Electric Mobility Mission Plan 2020 (NEMMP)
It aims to encourage the EV industry in India for several reasons:
Enhancing national energy security
Mitigating the adverse impact of vehicles on environment
Encourage the growth of domestic manufacturing capabilities
Government production targets by 2020: 6 to 7 million EVs with 4 to 5 million being two-wheeled
(shall be stimulated through subsidies)
Identified E-Mobility priority technologies (in that order):
1. Battery Cell
2. Battery Management Systems
3. Power Electronics (Hybrids)
4. Electric Motor
5. Transmission Systems (Hybrids)
Establishment of automotive “Centre of Excellence” planned

Current Indian EV market:
Current EV market is very small: 1% of all two-wheelers, 2-3% of electric cars
Diverse pilot projects: hybrid and electric busses, e-rikshaws
But already over two dozens electric two-wheelers available (the two-wheelers market is
with 75% the biggest segment in the Indian vehicle market and has the biggest growth rates)
Current Indian EV Industry:
E-Mobility is still mainly a topic for R&D
Currently low-tech solutions are used in India by comparison with EU, US or Japan (e.g.
lead acid batteries due to cost reasons)
Very small base of limited domestic EV manufacturers / suppliers; most of them are small to
medium size and the EV business is not currently their primary core business

Vision Statement:
“To encourage reliable, affordable and efficient xEVs that meet consumer performance and price expectations
through Government […] thereby helping India to emerge as a leader in the xEV Two Wheeler and Four
Wheeler market in the world by 2020, with total xEV sales of 6-7 million units thus enabling Indian automotive
Industry to achieve global xEV manufacturing leadership and contributing towards National Fuel Security.” (p. 2)

Provide employment to 25 million people by 2016 in the automotive sector
Production of 6 to 7 million electric vehicles on the road by 2020
Expected 4 to 5 million are to be two-wheeled electric vehicles
To reduce dependence on oil imports for the transport sector
To create automotive “Centre of Excellence” hubs throughout India
Lead a coordinated effort to develop a framework for electric vehicle market

2.3.1 EV Market development:
“EVs so far have remained on the fringe. However, technology and battery advancements are making EVs
more attractive to the consumer due to increasing convenience and affordability. EVs have already started to
penetrate the market in several Indian cities. […] India has the opportunity of creating domestic EV
industry and emerging as a global leader in EV manufacturing market.” (p. 1)

expected development:
Domestic automobile market is dominated by two-
wheelers (75% in total)!
Current car ownership: 15 cars per thousand persons;
82 two-wheelers per thousand persons
Transport demand in India and assumed development

2.3.1 EV Market development:
The current market for EVs is very small (1% of all two-wheelers (500.000), 2-3% of electric cars (1.350) as per
2012)
Pilot initiatives by a few cities: hybrid and electric busses, e-rickshaws
over two dozen different two-wheelers available at present (including low to high speed vehicles)
penetration of electric three-wheelers in Delhi is significant (because of their cost competitiveness; three-wheeler
manufacturers have already found solutions to procuring locally produced batteries)
Introduction of subsidies from starting in late 2014: 20% of retail from EV (two-wheeler less), removal of most
import controls, incentives for manufacturing and infrastructure development)
Share of EVs currently negligible, but due to increasing demand in mobility: high potential (especially
electric two- and three-wheelers!)
Main inhibiting factors: lack of infrastructure (and unstable power grid) and battery costs (battery cells
and battery management systems are therefore identified as priority by the NEMMP)

In the 1990s, a couple of Indian firms introduced (unsuccessful) electric two- and three-wheelers in the market
