Union Budget 2020-21:Ease out Estate Sector

With the economy inmidst of a sharp slow-down, the Union Budgetfor FY21 was beingawaited with high ex-pectations to act as agrowth booster. Howev-er, the budget fell shortof industry expecta-tions, with no majorannouncement for ac-celerating growth. Sincea long time, the real es-tate sector needs an in-dustry status that canhelp it with finances ata lower cost, especially

at times when the avail-ability of funding is amajor headwind for theindustry

It is time to allocatefunds for the real estatesector so that stuck re-alty projects can be re-vived and the investorsor buyers get justice.Interest on home loanshould be waived for theperiod there is delay ingetting possession offlats. The governmenthas not announced ade-quate funds to reviveprojects stuck becauseof financial issues.

But still it will be outof reach in major citiesfor common man to buya flat. Unless the FM /RBI consent to changethe rule making, thebanks should not to ac-cept the unsold flats assecurity for loans givento the builders/ develop-ers even after one yearof completion, the pric-es will never be withinthe reach. We would liketo see more schemes foraffordable housing and

health care. It is neces-sary to have an afford-able housing projects inall major cities to avoidlack of owned livingspace. The ownership ofa flat will definitely re-duce the monthly bud-get and thereby increasethe saving method.

Tax holiday for af-fordable housing, willdrive more projects inthis segment. TheUnion Budget has con-tinued its focus on realestate sector, particular-ly the affordable hous-ing segment. This de-duction continues to beavailable over and abovethe ¹ 2 lakh deductionsunder Section 24 of In-come Tax Act. Real es-tate buyers could lose amajor tax incentivewhile buying a new

home. With the new per-sonal income tax re-gime coming in, al-though optional, the taxincentives on interestpayment will have to beforegone.

The impact could besevere on the real estateindustry in India, whichis already facing one ofthe biggest slumps everwith an unsold invento-ry continuing to be pil-ing up. The new person-al tax regime will makeit simpler to file taxes, but you will have toforego all the deduc-tions, which includesinterest paid on yourhouse loan. The ¹ 2 lakhrebate will be a lot togive away for most buy-ers and may furtherdampen the sentimentin real estate.

To give further pushto the government’s‘Housing for All’ goal, the Union Budget hasyet again laid emphasison affordable housing, giving a boost to the sec-tor and home-buyers as

well. Last year, an ad-ditional deduction of upto ¹ 1.5 lakh for interestpaid on loans taken forpurchase of an afford-able house was an-nounced. The deductionwas allowed on housingloans sanctioned on orbefore March 31, 2020.

Now, to ensure thatmore persons avail thisbenefit, the FinanceMinister has proposed toextend the date of loansanction for availingthis additional deduc-tion by one more yeartill March 31, 2021. Re-ferring to the tax holi-day provided on profitsearned by developers ofaffordable housingprojects approved byMarch 31, 2020, the Fi-nance Minister has pro-posed to extend the date

of approval of suchprojects for availing thistax holiday, by one moreyear.

With economy indoldrums and acuteslump in consumption, efforts on demand cre-ation incentives aremissing. Any fiscal mea-sure in the sluggish realestate sector could pro-vide a fillip. To mini-mise hardships in realestate transaction, theBudget has proposed toincrease the circle ratelimit of 5% to 10%.

Lowering of incometax rates with the re-moval of exemptions, may not lead to anymeaningful boost to con-sumption. As far as thereal estate sector is con-cerned, the industrywas hoping that theGovernment wouldcome up with measuresto boost housing de-mand. However, the re-moval of exemptionsunder the new income

Act responsiblyThe realization that if corrective measures are not taken im-

mediately, there is going to be acute shortage of fresh potabledrinking water has finally dawned upon us. After air, water is thesecond most essential lifeline for the survival of human beings.Nature created adequate resources for their survival, howeverbecause of meddling by the human beings, the resources have notonly been polluted, they have also been depleted due to grossmismanagement. Pollution from land-based sources is greatly af-fecting the aquatic biological resources and biodiversity. Rampantuse of pesticides is further making the fresh water resources un-usable.

Though water is one of the replenishable resources, yet due todepleting green cover because of excessive deforestation and con-sequent reduction in rainfall, perennial drought like situation hasbeen created in many parts of our country. It is because of thisreason it has become all the more important to conserve water, besides finding means to replenish the aquifers. While each one ofus can do our bit by conserving water at home and being morecautious while using it, the real solution lies in rainwater harvest-ing, which has to be followed religiously wherever possible.

Rainwater harvesting technique is two pronged. Firstly, by col-lecting rain water from roof tops and open catchment areas andstoring in huge underground sumps and secondly by arresting thesurface run off into the rivers and seas by constructing percolationchambers to recharge the aquifer. The former has a limitation thatit can be adopted only during monsoons. Besides, it requires hugeinvestment by way of construction of water retaining structures. The latter is a long-term solution and shall go a long way in mak-ing this vital resource available for human consumption.

Already the Hon’ble Supreme Court has intervened and takenlead in making it mandatory for the various organizations to imple-ment the rainwater harvesting. Even the bureau of Indian stan-dards has come out with code on this. Many state governmentshave made it compulsory to have provision for rainwater harvest-ing schemes in the construction of complexes before the com-mencement and occupancy certificates are issued for the work. Itis heartening that many of the schools, colleges and residentialcomplexes are utilizing this technique and are thus contributingimmensely in conserving water. The town planning authoritiesshould also implement this in letter and spirit and thus save thehuman civilization from evident disaster in making on account ofdepleting water resources.

Last two monthsyou must havegot tips on enhancingalmost every relation-ship around you and Iam sure you must bedoing good. It is okayif you are working onsome and have gotlittle results as life islike that, we all havesome areas we arevery happy with andsome where we need

Why is it happening to me?to keep constantlyworking.

My recommenda-tion is keep workingon them, do not giveup. Last week I met aclient who sharedabout her issues withher children and afterpouring out her hearther question was“Ma’am why this hasto happen to me”?

I looked at herand wanted to tellher that believe me,almost every individ-ual in an around us,have some or theother problem andeveryone has thesame question intheir mind.

I started workingwith her on herareas of concern andshe was feeling

better at the end ofthe session. I told herto now pay a littlemore attention to herquestion which sheasked regarding whyit has to be her.

I asked her howwas she feeling aftershe had worked onresolving with methe issue? She saidshe felt better. Shealso said that whileshe was workingwith my help on herproblems sherealised that it wasnot as catastrophicas she thought itwas and there wereways to find asolution to them.

She also saidthat she realised thatothers have muchbigger problems than

her.I smiled and told

her that I felt thatthe session was asuccess now as shespoke exactly how aclient who goes to thenext level of evolving

speaks.We all have to

just look around us

as to how everyone issuffering in theirown zones. There isno one who is totallyat bliss unless theywant to be at blissdespite having manyproblems aroundthem.

Problems are likepart of life, they helpus learn, get better, accept, become morecompassionate, stronger, morecapable of solvingthings on our ownand also helpingothers.

If we had noproblems we wouldtake everything inlife for granted, wewould never under-stand ourselves andothers, we would notinvent things and we

would become stag-nant beings.

So next time youask yourself why isthis happening tome, look around, lookat the bright side, sitand plan how to getout of the problemrather than feel likethe only victim onthe earth. Take help, talk to close family, friends and if need bea counselor, but lookat the problem as astepping stone tobecoming a betterindividual.Salma Prabhu is ClinicalPsychologist, CareerCounsellor and AuthorDirector SPIC. When in college, astudent goes through alot of biological, emo-tional, physical andmental changes. Someget through suchchanges very easilywhile most of themhave always fallen preyto various issues con-sisting of the abovegiven changes. It is avery sensitive period ofa person’s life wheredeviating from one’sgoal is very easy. A lotof students duringsuch course of time, deal with many issues, but due to lack ofproper guidance haveeither fallen prey to itor have gone into seri-ous issues of stress, depression and emo-tional instability.

Parent’s supportand encouragement goa long way in helpingthe students overcomethese issues. Parentshave difficulty under-standing what theirchild is going throughand wrongly assumethat the kid might havefallen into vices suchas substance abuse oreven worse. After asurvey conducted byRyhea George, report-er with Newsband itwas found that thereare some basic andcommon questionsthat every college goerhas or which havecrossed their mind atsome point of life. These questions arevery common but theanswers for thesevary and depend onevery individual.

In order to get a de-fault set of answersfor such students,Newsband had aQuestion and Answersession with MissYvette Lee, who is acounselor and a socialworker with MahatmaEducation Society’sPillai Group of Institu-tions. She has seen stu-dents coming to herwith various issuesthey have faced during

Questions that every College goer has

their college days. Hereare the excerpts:

Newsband: What isthe best way to notoverthink any situa-tion?

Yvette Lee: Themost important thing isnot to brush it under thecarpet. Acknowledgethat a situation is mak-ing you angry/ fearful/anxious/ jealous etc.Once you acknowledgeit and become aware ofit, put things into per-spective. It’s alwayseasy to make things big-ger and more negativethan they need to be.The next time you catchyourself making amountain out of a mole-hill, ask yourself howmuch it will matter infive years or even nextmonth. Sometimes justchanging up the timeframe, can help shutdown overthinking.

Newsband: How cana student deal withpeer pressure duringCollege days ?

Yvette Lee: Stu-dents should be taughtthat it is okay saying‘No’ to something theydon’t like and don’tagree with. We very of-ten bring up children tobe kind and always say‘yes’ to things to com-promise and accept andbe quiet. Hence teachingchildren about assertive-ness from a young ageis important. We shouldalso help students devel-op, believe and listen totheir instincts and payattention to how theyfeel. If there is some-thing that doesn’t feelright about a situation tothem, it probably isn’t.Teach them to listen totheir instincts.

Newsband: How doyou know when a re-lationship is over?

Yvette Lee: Youshould decide yourboundaries and it’s dif-ferent for everyone .You decide when yourrelationship is over.

Newsband: How tobe persistent on notfalling into sub-stance abuse ?

Yvette Lee: I thinkteaching them asser-tiveness and listeningto their instincts is thekey here as well.

Newsband: Towhom should the stu-dents speak abouttheir mental healthand issues related tothat ?

Yvette Lee: I thinkit should start by let-ting students and peo-ple at large feel that it’sokay not to be okay orfeel okay. Acceptanceand acknowledgementof feelings is the firststep to getting help.Students should be en-couraged to talk tocounselors, teachers, close friends, parents, cousins or whoeverthey feel comfortablewith. If any of thesesupport givers thinkthe situation is graveand that they might notbe able to handle it,they should encouragethe person to meet aprofessional counse-lors/ therapist/ psy-chologist etc.

Newsband: Howlong is too long to holdon to an issue you havewith your friends, fam-ily or a loved one ?

Yvette Lee: Aslong as you are able tohandle it and it doesn’taffect your relationshipwith the person and youare able to have a civilconversation with her/him about it. If this in-cident is taking toomuch of your mindspace and is affectingyour mental health andfunctionality. Youshould know it’s timeto get professionalhelp.

Letters to the Editor....

Kiwi team made team India pay priceTeam India lost a key match after scoring 347 runs as the Kiwi side

got the better of Kohli led side. As in the past, the batting clicked where-as the bowling was pathetic. Left handed batsmen of Kiwi side scored168 runs of 153 balls and our so called spinners gave away 148 runs for2 wickets. In all 24 wide balls were bowled to add to the misery.

Captaincy was totally lacking. Field placements were totally wrong. The best fielder Jadeja was throwing off the target and his bowling isnot a match winning effort any way and appears to be a liability in theside. But for Rahul all the other Indian batsmen wasted valuable deliv-eries looking for records. In the end, Team India lost the first ODI byfour wickets after winning the T-20 series 5-0. The much hyped threepacemen gave away 196 runs for two wickets. But for two run outs thereis nothing to write about our performance.

Gaushal at Raj Bhavan in GujaratBy Vinod C .Dixit

In Gujarat Raj Bha-van – Gandhinagarwhile entering thesweet bells of a smallbell are heard in theears, as well as thesound of the calf. Thevisitor here may feelthat he has come to aplace where he does notbelong to the govern-ment building, but to aritualistic tradition, fol-lowing political proto-col. But things are dif-ferent.

Following the Vedictradition, the Governorof Gujarat, AcharyaDevvrat, is preparing aGaushala at Rajbha-van, where Gir is rais-ing cattle and his calf. The Governor visits theGaushala regularly.Since he has a keen in-terest and knowledge in

cattle herding, he is giv-ing guidance to theguardian of the cow andguiding him on the fit-ness of the cow and hiscalf. This cow’s calf isfull and its milk is con-sumed in the Rajbha-van only after its moth-er is weaned. The num-ber of cows will be in-creased in the comingtime. After the remov-al of milk from the useof Rajbhavan, every-thing that will growwill be distributedamong the employees ofthe milk. Not long ago,the Governor called forthis cow from Gir andthey are constantlyspreading propagandafor the improvement ofthe breed of Gir cowsand Desi cows. The cowsare weeded daily by thefull organic method.

When Acharya Dev-vrat was the Governorof Himachal Pradesh,he gave the slogan ‘Onehouse, one cow’. Hesays that whereverthere is, a gum shouldbe added to it with agum. It should be usedfor composting. It willalso provide good fertil-izer to the farmers.Farmers will be rid ofpesticides and preciousfertilizers, which alsocauses illnesses. I amalso a farmer and Ihave a gurukul in Ku-rukshetra, where thereare 300 cows. Fertiliz-ers are prepared fromtheir urine. He had aSindhi cow in the Him-achal Raj Bhavan. Heeven put up pillows forthe cow’s comfort. Theyalso have warm clothesfor them in the cold.

Himachal Rajbhavannever bought milk, yo-gurt, butter and garlicfrom the market duringhis tenure. A special per-son was also appointedin the Raj Bhavan tolook after the cows.

The cow has been asymbol of wealth in In-dia since ancient times. The cow was possiblyrevered because hu-mans are relied heavilyon it for dairy productsand for tilling the fields, and on cow dung as asource of fuel and fertil-izer. Reverence for cowsis in the major texts ofthe Vedic religion. Ma-hatma Gandhi saidthat “I worship it and Ishall defend its worshipagainst the wholeworld,” Gandhi regard-ed Cow better than theearthly mother, and

called her “the motherto millions of Indianmankind.” Cow-basedfarming has been thebackbone of our agricul-ture for centuries. Theinitiative taken Gujar-at Governor reveals thefact that the cow is verymuch attached to thesentiment and the cul-tural traditions of thepeople. It is to be re-membered that cow isthe back-bone of Indianeconomy. India wasgolden bird until cowwas base of agriculture. It is nice that our gov-ernment runsseveral goshalas, shel-ters for old cattle, across the country, butthese are too few andare not governed by se-rious norms.

Marked as one of therenowned doctors, Dr. Rajasstarted his journey with thezest to become a well-quali-fied medical practitioner. Heinitiated his dreams of mak-ing a mark in the medical

field with and MBBS (Bache-lor of Medicine and Bachelor

of Surgery) degree fromMaharashtra University of

Health Sciences. Further tothis, he mastered his skills

with an MD Degree (Doctoror Medicine) in General

Medicine from Patil Universi-ty of Navi Mumbai. Indeed, his keenness to fine tune his

curing capabilities wentbeyond MD Degree and he

did a Fellowship in MedicalOncology from renowned

Jaslok Hospital and ResearchCenter in Mumbai. In a

conversation with JaspalSingh Naol, freelance jour-nalist, Dr. Rajas talks about

the trends, challenges inCancer treatment.

Following are the excerpts:

Newsband: What are themost common types of cancerin India?

Dr. Rajas: Breast & Cervicalcancer in females and Oral and oth-er head and neck & Lung cancerin males are some of the common-est in Indian population. The grow-ing numbers are precipitated by alack of awareness, negligence &myths about cancer; especially bythose between 40 and 60 years.Awareness is essential as regularscreening can help to detect can-cers in its early stages. Commoncancer in females living in urbanareas is breast cancer, while in ru-ral areas, it is cervical cancer, caused commonly by the HumanPapillomavirus accounting for 30 &12 percent of new cancer casesevery year respectively. Oral can-cer contributes 7 percent of newcancer cases annually. Cancersgetting diagnosed in laterstages results in fewer cure optionsand more expensive treatment.According to data from the IndianCouncil of Medical Research, the

number of cancer cases is estimat-ed to increase at by 1.45 millionnew cases every year.

Newsband: What are the big-gest challenges to treatment?

Dr. Rajas: Lack of awarenessis the biggest roadblock to timelydiagnosis and treatment. Changinglifestyles are also contributing to ahigher incidence of cancer – theseinclude sedentary habits, lack ofexercise, junk foods, increased con-sumption of alcohol and tobacco usein both the genders. This is com-pounded by the country’s inherentsocio-economic inequalities in ac-cess to healthcare. The rural areasespecially experience large num-bers of untreat-able cancers be-cause of a pauci-ty of funds, knowledge andtreatment facili-ties. The ICMRhas predicted thatby the year 2020,India will witnessmore than 17.3lakh new cases ofcancer, and morethan 8.8 lakh ofthese cases willresult in death.Again, this islargely becausethe majority of the patients visit hos-pitals for diagnosis or treatmentwhen they are already in the ad-vanced stages of their illness.

Newsband: What are the lat-est advancements in the field ofcancer treatment?

Dr. Rajas: Historically cancertreatment consisted of radical sur-geries, chemotherapy & radiationtherapy. In recent past few de-cades, newer surgical techniques -some assisted by robots, clinical tri-als bringing newer drugs with moreefficacy & fewer side effects tothe market, hormonal therapy, tar-geted therapy & the most recentImmunotherapy has changed thefield of cancer treatment tremen-dously. Immunotherapy is essential-ly the use of drugs which modifythe patient’s immune system in sucha way that it fights and keeps thecancer under control. Radiation

facilitate early diagnosis and possi-bly a curative treatment. Around theworld, 9.6 million people die eachyear from cancer – by 2030, thenumber of deaths is projected to riseto 13 million. What most peopledon’t realise is that more than one-third of cancer cases can be pre-vented, another third can be curedwith early detection and treatment. In fact, prevention, early detectionand treatment measures can helpsave up to 3.7 million lives everyyear. It is important to actively par-ticipate in preventive measuresaimed at improving literacy and un-derstanding around cancer, so thatwe can dissolve stigmas, increaseunderstanding, dispel myths andmisconceptions, and change behav-iours and attitudes towards cancer.

Newsband: What is the futureof cancer treatment?

Dr. Rajas: Until recently, che-motherapy was the only option totreat advanced cancers, but it hadits own set of side-effects. Elderlypatients were particularly more sus-ceptible to these complications, es-pecially if they already had pre-ex-isting conditions such as diabetes, cardiac dysfunction or poor kidneyfunction.

Since the last few decades, how-ever, many patients are getting ben-efits from the rise in useof hormonal drugs eg: Palbociclib,Ribociclib, targeted therapies eg: Trastuzumab, Bevacizumab & Im-muno - therapies such as Pembroli-zumab, Nivolumab, etc. Thesetreatments target the specific genesand proteins in cancer cells relatedto cancer growth. Promising devel-opment is that of immunotherapy, atype of treatment that stimulates anindividual’s own immune system tofight cancer. Immunotherapy treat-ments used to treat cancer includemonoclonal antibodies, man-madeversions of immune system proteins, checkpoint inhibitors that help thebody recognise and attack cancercells, and cancer vaccines. Chimer-ic antigen receptor T-cell therapy, where a type of the body’s immunecells called T cells are geneticallyaltered in the lab to better fight can-cer cells, can also revolutionise theway cancer is treated.

Lack of awareness is the biggest roadblock to timelydiagnosis and treatment of Cancer: Dr. Rajas B Patel

therapy has also evolved and im-proved tremendously over the yearsand one of the greatest advance-ments in this regard has been theintroduction of proton therapy. There are several studies whichindicate that proton therapy is mosteffective in treating tumours of theprostate, brain, head and neck, cen-tral nervous system, lung, and gas-trointestinal system as well as can-cers that cannot be removed com-pletely by surgery. It is often thepreferred option for treating solidtumours in children.

Newsband: Your advice tothose suffering from cancer?

Dr. Rajas: Educatingyourself can helpin decision mak-ing, determiningthe course of can-cer treatment andalso prepare youto cope up withthe side-effects.D i s c u s s i n gwith your doctorabout what, when& how of treat-ment, can helpyou to develop asupport systemfor yourself andthe loved ones. You could also

consider joining a cancer supportgroup, where you can learn fromthe shared experiences of others. It is very important to become vig-ilant about your eating habits andlifestyle – getting adequate exer-cise and rest is important as re-search indicates that people whomaintain some form of physicalexercise during treatment are ableto cope better and may also livelonger. Regular & sincere followup with your doctor is very impor-tant after completion of the treat-ment.

Newsband: What would youlike our readers to know onWorld Cancer Day?

Dr. Rajas: The importance ofawareness, both before and afterdiagnosis, cannot be emphasisedenough. Educating yourself andpeople around you about cancer andundergoing regular screenings can
