BackgroundThe 2020 primary season is here and the Postal Ser-

vice™ is preparing for the November 2020 general election. In addition to the Presidential election, there will be numer-ous congressional, gubernatorial, state, and local races. Thus, proper handling of Election Mail and Political Mail is critical.

Concerns have been raised about how long it takes for Election Mail and Political Mail to reach voters. The Postal Service takes these concerns very seriously. Coast to coast, plans are in place to ensure the timely receipt, pro-cessing, and delivery of Election Mail and Political Mail.

Generally, citizens use one of the following methods to cast their votes:

In person at a traditional polling place via electronic or paper ballot on or before Election Day, or

Through the mail via an absentee paper ballot

Although traditional poll voting is still the preferred method, voting by mail is increasing in popularity across broad segments of the American electorate. In the 2018 midterm election, 25 percent of voters cast ballots by mail.

Key Dates The primary and caucus season began February 3 in

Iowa and will continue through June.

Congressional run-off elections are scheduled from March 31 through August 25.

The general election will be held on November 3.

Key ElectionsGeneral Election – November 3

A total of 470 seats in the U.S. Congress are up for election:

35 Senate seats — AK, AL, AR, AZ, CO, DE, GA (2), IA, ID, IL, KS, KY, LA, MA, ME, MI, MN, MS, MT, NC, NE, NH, NJ, NM, OK, OR, RI, SC, SD, TN, TX, VA, WV, and WY.

All 435 House seats and 6 non-voting seats repre-senting American territories and the District of Columbia.

Due to retirements and deaths in Congress, certain special elections will be held in AZ, CA, GA, MD, NY, and WI throughout the year.

11 Gubernatorial seats — DE, IN, MO, MT, NC, ND, NH, UT, VT, WA, and WV.

Numerous state and local elections. See the chart on page 9 for details.

Election Mail and Political Mail OverviewWhat is Election Mail?

Election Mail is any item mailed to or from authorized election officials that enables citizens to participate in the voting process, such as balloting materials, voter registra-tion cards, absentee applications, and polling place notifi-cations.

What is Political Mail?

Political Mail includes Political Campaign Mail and Polit-ical Message Mail.

Political Campaign Mail is any material mailed at First-Class Mail® or USPS Marketing Mail® prices for political campaign purposes by a registered political candidate, a campaign committee (federal, state, or local), or a committee of a political party (e.g., Dem-ocratic National Committee or Republican Congres-sional Campaign Committee) to promote political candidates, referendums, or political campaigns.

Political Message Mail is any material mailed at First-Class Mail or USPS Marketing Mail prices by a polit-ical action committee (PAC), super-PAC, or other organization engaging in campaign activity, issue advocacy, or voter mobilization.

Political Mail may be sent for any public election — parti-san or nonpartisan — for which there is a ballot. Political Mail is identified using red Tag 57, Political Campaign Mailing.

Election and Political Mail Project Plan

The Postal Service 2020 Election and Political Mail Project Plan coordinates strategy with key organizational priorities. The plan objectives are to:

Educate and inform the public on proper mail han-dling, key dates, and operational guidelines for Elec-tion Mail and Political Mail.

Reinforce the message that the Postal Service takes its job of delivering ballots and other Election Mail and Political Mail very seriously.

Ensure the correct use of Tag 57, Political Campaign Mailing. Political Message Mail (mailings from certain groups about issue advocacy or voter mobilization) and Political Campaign Mail (mailings from certain groups or individuals related to a candidate, cam-paign, or referendum) both require the use of Tag 57.

Ensure the correct use of Tag 191, Domestic and International Ballots. Postal Service employees must correctly identify and process this mail according to the appropriate level of service. Tag 191 may not be used for sample ballots.

Ensure the correct use of the Official Election Mail logo. It may be used on all Election Mail, including ballots.

Inform election officials that ballots will be handled according to USPS® service standards. Educate the officials on service standards so they can ensure bal-lots are mailed and returned by the deadline.

Ensure Postal Service employees know that they must always promptly and efficiently handle Election Mail or Political Mail with equal care and attention.

Key Messages

Mail is an increasingly important part of U.S. elections. Throughout the 2020 election cycle, it’s important to keep the following in mind:

U.S. Mail® services are a vital part of the U.S. elec-tion process. The Postal Service will ensure the dependable and timely delivery of Election Mail and Political Mail.

The Postal Service takes pride in the popularity of U.S. Mail as an efficient and effective means for citi-zens to participate in the voting process.

Customers can trust the Postal Service to deliver their mailed ballots in a timely manner.

The Postal Service offers a state-by-state outreach program to ensure election boards, political candi-dates, and mailers are aware of the appropriate pro-cedures and important deadlines to help ensure the proper processing and delivery of Election Mail and Political Mail.

The Postal Service expects to handle millions of bal-lots this election cycle — proof that mail is a depend-able and protected way to cast a vote.

Voter communication ensures that ballots have suffi-cient time to be processed, delivered, and counted.

The Postal Service suggests that election officials provide voters with guidelines for returning marked ballots with mailing timelines in the balloting materials packet to ensure timely delivery. Return by mail dates are based on state and local laws, but the Postal Ser-vice recommends the following:

Domestic non-military voters are advised to mail ballots at least 1 week before the due date to account for any unforeseen events or weather issues.

Military personnel serving overseas, such as Army Post Office/Fleet Post Office (APO/FPO) voters, must follow the return by mail date for their loca-tion (see fvap.gov/eo/overview).

Key Voter Message — Mailed Return Ballots

Customers who opt to vote through U.S. Mail service must understand their local jurisdiction’s requirements for timely submission of absentee ballots, including postmark-ing requirements. Voters must contact their local election officials for questions about local deadlines. The Postal Service recommends that voters mail their ballots at least

1 week before the due date to account for any unforeseen events or weather issues.

Key Election Official Message — Ballots

Whether using First-Class Mail or USPS Marketing Mail service, customers are encouraged to work closely with local Postal Service election mail coordinators to determine delivery times for the mailings. Election Mail

Absentee BallotsAn absentee ballot is the printed ballot marked by an

absent voter, sealed in a special envelope, and returned to election officials, usually in person or through the mail.

Each election cycle presents a different set of parame-ters for ballot creation and for the size and weight of the return mailpiece. As a result, many voters do not know the correct amount of postage required to return their ballots by mail. Election officials must consult with a Postal Ser-vice Business Mail Entry manager, mailpiece design ana-lyst, or election/political mail coordinator to determine the proper postage required for mailing ballots to voters and for voters mailing ballots back to election officials.

Election officials are required to indicate in a prominent location the proper amount of First-Class Mail postage that must be applied to balloting materials for any election, whether sent in hard copy or electronic formats. An excep-tion may apply in certain circumstances for balloting mate-rials for military and overseas voters or where postage is prepaid. Absentee and Early VotingAs reported by the National Conference of State Legis-

latures (NCSL), most states have a method for eligible vot-ers to cast ballots before Election Day, either during the early voting period or by requesting an absentee ballot. In 11 states, early voting is not available, and in 17 states, a reason is required to request an absentee ballot.

States typically offer three ways for voters to cast a bal-lot before Election Day:

1. Early Voting. In 39 states and the District of Colum-bia, any qualified voter may cast a ballot in person during a designated period before Election Day. No excuse or justification is required.

2. Absentee Voting. All states will mail an absentee ballot to qualified voters who request one. The voter may return the ballot by mail or in person. In 17 states, a reason is required, while 33 states and the District of Columbia permit any qualified voter to vote absentee without offering a justification.

3. Mail Voting. In all-mail election states, a ballot is au-tomatically mailed to every eligible voter (no request or application is necessary). In-person voting sites may also be available. Five states mail ballots to all eligible voters for every election. Other states may provide this option for some types of elections.

Vote-By-MailAccording to the NCSL, at least 21 states have provi-

sions allowing certain elections to be conducted entirely by mail. For these elections, all registered voters receive a bal-lot in the mail. Typically, the voter marks the ballot, puts it in a secrecy envelope or sleeve, places it into a separate mail-ing envelope, signs an affidavit on the exterior of the mailing envelope, and returns the package via mail or by dropping it off.

Ballots are mailed in advance of Election Day so voters have an “election period” instead of a single day to vote. All-mail elections, known as Vote-By-Mail elections can be seen as absentee voting for everyone.

Four of the 22 states — Oregon (2000), Washington (2011), Colorado (2013), and Hawaii (2019) — hold Vote-By-Mail elections. Voters return marked ballots by mail, at a drop-off location, and in some cases vote in person at voter centers.

Utah permits individual counties to determine if they would like to conduct all-mail elections or not, and all coun-ties are expected to do so in 2020. In California, some counties are currently permitted to conduct all-mail elec-tions. After 2020, the option will be available to all counties in the state. Other states permit all-mail elections in certain circumstances, such as for special districts, municipal elections, when candidates run unopposed, or at the dis-cretion of the county clerk.

Generally, states begin providing Vote-By-Mail elec-tions only in certain circumstances, and then add addi-tional opportunities as citizens become familiar with procedures. For more information, visit ncsl.org/research/elections-and-campaigns/all-mail-elections.aspx.

Military — APO/FPO/DPOKey Messages

Even in times of war, the Postal Service has delivered the most fundamental symbol of democracy — a ballot. As the election season progresses, emphasize the following key messages:

The Postal Service is honored to provide the brave men and women serving abroad in the military with the opportunity to vote.

Any American voter living overseas can mail his or her completed ballot back to the United States free of charge at the nearest American embassy, consul-ate, or Diplomatic Post Office (DPO). If the voter has authorized access to a military base, he or she can mail a ballot free of charge at the nearest Army Post Office (APO) or Fleet Post Office (FPO).

For the 2020 general election, special procedures for APO/FPO/DPO absentee ballots are in effect between September 1 and November 30. During this time, the Postal Service will provide special handling for dis-patch via the International Service Centers (ISCs).

The Postal Service recommends that voters return ballots by these mailing dates (see fvap.gov/eo/over-view).

Military — APO/FPO/DPO Absentee Ballots The Postal Service and the Military Postal Service col-

laborate to provide special handling of absentee ballots to overseas military personnel. The Postal Service is commit-ted to ensuring that everyone who votes by mail experi-ences an efficient process.

Here is a summary of special procedures for APO/FPO/DPO absentee ballots:

Election officials must mail absentee ballots at least 45 days before the November 3 election.

All military absentee ballots mailed by election offi-cials from September 1 through November 30 will be subject to special handling procedures.

Local election offices must segregate military absen-tee ballots to the Chicago ISC and the Miami ISC gateways. At ISCs, absentee ballots receive special handling, including accelerated sortation, special tray identification, and priority transportation.

APO/FPO absentee ballots will be sent from local Post Office™ locations to the nearest Processing and Distribution Center for further handling. Postal Service employees may identify trays or containers of absentee ballot mail using Tag 191, Domestic and International Ballots, and present them to the Post Office facility.

Military — APO/FPO/DPO Returning Absentee Ballots

Military personnel with APO/FPO/DPO addresses can return absentee ballots via Priority Mail Express® using Label 11-DOD, DOD Express Mail Label Absentee Ballot. The label includes “Waiver of Signature” and “Guaranteed by End of Day” endorsements, so ballots can be delivered the day they arrive at the destination Post Office.

Label 11-DOD

Familiarize yourself with the following operational guide-lines for Label 11-DOD:

The Military Postal Service distributes Label 11-DOD overseas.

The Priority Mail Express ballot label is only for absentee ballots mailed from Military Post Office (MPO) facilities overseas.

Voters may use the label on any size ballot envelope and must always affix it in the upper right corner.

Voters keep part of the label to use the tracking num-ber to track their ballots.

At ISCs, absentee ballots receive special handling including accelerated sortation, special tray identifi-cation, and priority transportation.

Overseas U.S. military and civilian citizens must return their absentee ballots via APO/FPO/DPO locations.

The ballots arrive by international transportation at one of the Postal Service gateway offices for Cus-toms clearance and initial processing at select desig-nated offices.

At these facilities, the mail is processed by postal automation equipment in an initial domestic primary sort for distribution throughout the United States.

Service Type Identifiers and How They Improve Mailpiece Visibility

The Postal Service provides customized Service Type Identifiers (STIDs) specifically for ballots to improve ballot mail visibility. These STIDs have proven instrumental in iden-tifying and tracking ballots on hand and in the mailstream. In addition, STIDs have increased the visibility of outbound/returning ballot mail within the automation environment as well as passive identification and tracking of ballot mail.

STID processing leverages Intelligent Mail® barcode (IMb®) scan data that is available via Informed Visibility® (IV®) reports. To learn more about ballot STIDs, see postal-pro.usps.com/mailing/service-type-identifiers.

Election and Political Mail MapThe interactive Election and Political Mail map provides

election officials with contact information for election and political mail coordinators. The interactive map includes Business Mail Entry Unit addresses and phone numbers, and a ZIP Code™ lookup feature to streamline the resource identification process. Tag 191 Tag 191Tag 191, Domestic and International Ballots, is a green

container tag used by election officials to identify trays and sacks of ballot mail destined for either domestic or interna-tional addresses. The tag (shown left) provides greater visi-bility to ballot mail during Postal Service handling. Election officials can order Tag 191 online at usps.com/electionmailand have it mailed directly to local election officials.

Business Reply Mail and Qualified Business Reply Mail

Business Reply Mail® (BRM) and Qualified Business Reply Mail™ (QBRM™) are First-Class Mail services that enable election officials to pay the return postage (includ-ing a per-piece fee) for the ballots returned to election offices. BRM or QBRM Election Mail can be distributed and returned to election officials in any ZIP Code.

The mailpieces election mail officials distribute must conform to a specific format, including use of a unique ZIP+4® code assigned by the Postal Service. Proofs for QBRM must be approved by the Postal Service and bear an IMb. QBRM applies only to automation-compatible cards and letter-size mail weighing up to and including 2 ounces. Informed DeliveryInformed Delivery is a secure, free feature that provides

eligible residential consumers with a digital preview of their incoming mail and packages. Users can view grayscale images of the exterior address side of automation-pro-cessed, letter-sized mailpieces via email, smartphone app, or an online dashboard. The Postal Service does not open mail or packages to scan the enclosed content as part of Informed Delivery service.

A digital preview of the exterior of Election Mail offers benefits to both election officials and voters. Election offi-cials are able to increase voter interaction with their mail and generate faster response rates. On the other hand, vot-ers have a more convenient and secure “vote at home” experience because they can see when their Election Mail will arrive. Political Mail

Political Mail includes Political Campaign Mail and Polit-ical Message Mail, which is mail sent for any public election by registered political candidates, campaign committees, political parties, or other organizations engaged in issue advocacy or voter mobilization. Political Mail should always be marked with red Tag 57, Political Campaign Mailing.

Objectives

In preparation for higher Political Campaign Mail volume for the election cycle this year, the following actions must take place at every postal facility:

Ensure the correct use of Tag 57, Political Campaign Mailing.

Ensure Postal Service employees know that they must always promptly and efficiently process and deliver Political Mail. Mail entry personnel must ensure that all qualifying mail is documented as Polit-ical Mail.

Millions will use the mail to campaign and vote for their chosen candidate this year. It’s also important to note:

U.S. Mail services are an important part of the U.S. election process. The Postal Service considers the dependable and timely delivery of Political Mail intended to better inform voters essential to the suc-cess of the political mailing season.

Tag 57Tag 57, Political Campaign Mailing, is a red container

tag used to identify Political Mail while it’s in the mail-stream. Tag 57 can be used in the following ways:

In a Political Campaign Mailing by a registered polit-ical candidate, campaign committee, and committee of a political party; or

In a Political Message Mailing by a PAC, super-PAC, or other organization engaging in issue advocacy or voter mobilization.

According to the Postal Operations Manual, a registered political candidate or party is defined as an individual or organization recognized by a government election control authority (national, state, or local).

FAQs1. What is Election Mail?

Election Mail is any item mailed to or from authorized election officials that enables citizens to participate in the voting process, such as balloting materials, voter registration cards, absentee applications, and polling place notifications.

2. What is Political Mail?

Political Mail includes Political Campaign Mail and Political Message Mail, which are defined as:

Political Campaign Mail is any material mailed at First-Class Mail or USPS Marketing Mail prices for political campaign purposes by a registered polit-ical candidate, a campaign committee (federal, state, or local), or a committee of a political party (e.g., Democratic National Committee or Republi-can Congressional Campaign Committee) to pro-mote political candidates, referendums, or political campaigns.

Political Message Mail is any material mailed at First-Class Mail or USPS Marketing Mail prices by a PAC, super-PAC, or other organization engaging in issue advocacy or voter mobilization.

Political Mail may be sent for any public election — partisan or nonpartisan — for which there is a ballot. Political Mail is identified using red Tag 57, Political Campaign Mailing.

3. What is Vote-By-Mail?

Vote-By-Mail refers to elections conducted entirely by mail. A ballot is automatically mailed to every reg-istered voter in advance of Election Day. There are usually multiple ways and locations for voters to return marked mail ballots.

4. What is Absentee Voting?

All states will mail an absentee ballot to certain voters who request one. The voter must return the ballot by mail or in person. According to the National Confer-ence of State Legislatures, 17 states require a voter to provide an excuse, while 33 states and the District of Columbia permit any qualified voter to vote absen-tee without offering an excuse.

5. What are Absentee Ballots?

An absentee ballot is a ballot used by a voter who is unable to be present at the polls on Election Day. The absentee ballot is completed and typically mailed in advance of an election.

6. How many states use mailed ballots?

According to NCSL:

All states will mail an absentee ballot to qualified voters who request one. Thirty-three states and

the District of Columbia permit any qualified voter to vote absentee without offering an excuse.

Oregon, Washington, Colorado, and Hawaii hold all elections by mail. Utah permits individual coun-ties to determine if they would like to conduct all-mail election or not, and all counties are expected to do so in 2020. In California, some counties are currently permitted to conduct all-mail elections. After 2020, the option will be available to all coun-ties in the state.

Nineteen other states allow “certain types of elec-tions” to be held by mail.

7. What is the projected number of ballots the Postal Service will deliver for this year’s elections?

According to the 2018 Election Administration and Voting Survey (EAVS), 42.4 million mail ballots (not including ballots sent to and from Uniformed and Overseas Citizens Absentee Voting Act voters) were sent by the Postal Service for the 2018 midterm elec-tion. Approximately 71.6 percent of these ballots were returned by voters, and the Postal Service antic-ipates even more ballots will be sent and returned using the mail this year.

8. In the 2018 midterm election, how many ballots were delivered to troops around the world?

The Military Postal Service Agency postmarked and dispatched 13,686 voted absentee ballots from mili-tary voters to election offices using Priority Mail Express Military Service between September 1, 2018, and December 10, 2018. The average transit time of ballots to election offices was 5.9 days. MPOs received 3,648 ballots (21 percent) that were Undeliv-erable as Addressed (UAA) from election offices with 2,312 redirected to current addresses while 1,336 were returned to sender. The 21 percent rate of UAA ballots represents a decline of 12 percentage points from the 2014 election.

9. Is the Postal Service ready for the increased mail volume of Election Mail and Political Mail?

Yes. U.S. Mail services are an important part of the U.S. election process. The Postal Service is confi-dent in its ability to offer dependable and timely deliv-ery of Election Mail and Political Mail.

10. What is the Hatch Act?

The Hatch Act (5 U.S.C. §§ 7321–7326) limits certain political activities for most executive branch employ-ees. For example, the law prohibits employees from engaging in political activity while on duty or in the

Federal workplace. The Hatch Act also prohibits executive branch employees from soliciting or receiving political contributions. Employees who vio-late the Hatch Act are subject to a range of disci-plinary actions, including the following:

Removal from federal service,

Reduction in grade,

Debarment from federal employment for a periodnot to exceed 5 years, and

Suspension, reprimand, or a civil penalty not toexceed $1,000.

11. How does the Hatch Act affect the Postal Service and its employees?

The Postal Service is non-political, which means the organization cannot and does not support any politi-cal party or affiliation over another. The continued effectiveness of this organization depends on deliv-ering all political mailings without giving the percep-tion that the views of one candidate, political party, or political viewpoint are endorsed over another.

It is the responsibility of all Postal Service employees to know and obey Hatch Act restrictions. This means that employees may not display political buttons while on Postal Service property or place bumper stickers on a Postal Service vehicle that indicate a preference for a specific candidate, party, or political position. Employees are also urged not to participate in any political discussions where customers are present.

12. Do the return ballots need to be postmarked by a certain date?

That varies on a state-by-state basis. Some states will accept a postmarked ballot after Election Day in certain circumstances. Other states require a valid postmark for the ballot to be counted. Visit your state’s election website for specific information.

13. Do the return ballots need to be postmarked even if there is a meter?

Yes. Return ballots are postmarked in every state to ensure that marked ballots are postmarked for states that require it. Visit your state’s election website for more specific information.

ManualsDMM Revision: Detached Address Labels and Detached Marketing Labels Clarification

Effective March 2, 2020, the Postal Service™ will revise various sections of Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), to clarify the rules for using detached address labels (DALs) and detached marketing labels (DMLs).

The Postal Service is revising and reorganizing section 602.4.0, “Detached Address Labels (DALs) and Detached Marketing Labels (DMLs),” to clarify the use of DALs and DMLs. Generally, the revisions add more specific refer-ences to DMLs instead of using the term “DALs” to encom-pass both DALs and DMLs (which are DALs that include advertising). The Postal Service is also making minor revi-sions to various other sections for consistency with this clarification.

In addition, the Postal Service will update the applicable Quick Service Guides and Customer Support Rulings to reflect these revisions.

Although the Postal Service will not publish these revi-sions in the DMM until March 2, 2020, the standards are effective immediately.

Bundles of par-cels must be prepared in sacks or cartons labeled to the correct 5-digit/L606 destination, and bundled un-der 2.0 and the same bundling standards as for sat-uration parcels under 12.4.1c. Optionally, parcels may be prepared in carrier route bundles, with a fac-ing slip on the top of each bundle noting the carrier route. Prepare bundles of DALs or DMLs and bundles of samples in the same carton or sack, with the bun-dles of DALs or DMLs on the top. See 602.4.0 for ad-ditional preparation standards for parcels and accompanying DAL or DMLs, including optional pal-let preparation.

c. DALs or DMLs are optional for parcels mailed at sat-uration prices. Bundles of parcels must be prepared in sacks or cartons labeled to carrier routes or to 5-digit (or L606) destination ZIP Codes, and bundled in similar quantities per bundle up to 50 pieces per carrier route bundle or 5-digit/L606 bundle. When DALs or DMLs are used, the DALs or DMLs must be prepared in carrier route bundles and placed in the same carton or sack as the samples for the corre-sponding route or routes within the same delivery ZIP Code. Bundles of DALs or DMLs must have a facing slip with the number of DALs or DMLs for that carrier route indicated. 4.1 General

4.1.1 Definition

Detached address labels (DALs) and detached marketing labels (DMLs) in their basic form (4.3.1 through 4.3.5) may be used by mailers as an optional method of printing addresses and postage indicia instead of printing addresses and postage on the items mailed. In addition to the basic form under 4.3.1 through 4.3.5, DMLs also include advertising under 4.3.6. For these standards, “item” refers to the types of eligible mail described in 4.2.1 through 4.2.3.

4.1.2 Alternative Addressing Format

DALs and DMLs may have alternative addressing formats under 3.0, subject to the applicable standards under 4.0.

4.1.3 Ancillary Service Endorsements

Ancillary service endorsements are not permitted. A DAL or DML that is undeliverable as addressed is handled under 507.1.1 through 507.1.9 for the applicable class of mail. The accompanying item is treated as specified by the mailer under 4.5.

4.1.4 Documentation

When requested by USPS, DAL or DML mailers must pro-vide documentation to establish that the applicable distri-bution standards in 4.2.1 through 4.2.3 are met.

4.1.5 Extra Services

Items mailed with DALs or DMLs may not be combined with any extra service.

4.2 Eligible Mail

4.2.1 Periodicals or USPS Marketing Mail Flats Saturation Mailings

Saturation mailings of only unaddressed Periodicals (207.23.9.4) or USPS Marketing Mail (245.9.10.4) flats may be mailed with DALs or DMLs, but DALs or DMLs may not bear simplified addresses when used with USPS Marketing Mail flats. Saturation flat mailings presented with DALs or DMLs that are not automation-compatible and correctly barcoded do not qualify for saturation prices. Instead, they may be entered at applicable basic carrier route prices. This standard (for automation-compatible barcoded DALs and DMLs) does not apply to DALs or DMLs with simplified addressing when correctly used with Periodicals flats.

4.2.2 USPS Marketing Mail Marketing Parcels — Product Samples

DALs or DMLs must be used with USPS Marketing Mail Marketing parcels mailed at targeted Product Sample prices and may be used with parcels mailed at saturation Product Sample prices.

4.2.3 Bound Printed Matter

Unaddressed pieces of Bound Printed Matter may be mailed with DALs or DMLs when:

a. The mail is prepared on 5-digit pallets meeting the standards in 705.8.0. (Exception: Separate 5-digit pallets of carrier route and Presorted price mail are not required for flat-size mail.) The destination deliv-ery unit (DDU) is determined using the Drop Ship-ment Product under the provisions for the DDU price in 266.3.0 through 266.6.0. The mail may not be pre-pared on pallets when the Drop Shipment Product in-dicates that the delivery unit that serves the 5-digit pallet destination cannot handle pallets. For such de-livery units, mail with DALs or DMLs must be pre-pared in sacks. The trays or cartons of DALs or DMLs must be prepared under 4.4, placed on the same pal-let as the pieces, and must be stretch-wrapped to-gether as one unit.

b. The mail is prepared in 5-digit sacks and entered at the destination delivery unit. The destination delivery unit is determined by using the Drop Shipment Prod-uct under the provisions for the DDU price in 266.3.0 through 266.6.0. DALs or DMLs must be bundled under 4.4 and presented to the destination delivery unit with the accompanying items to be distributed with the DALs or DMLs.

4.3 Label Preparation

4.3.1 Label Construction

Each DAL or DML must be made of paper or cardboard stock that is not folded, perforated, or creased, and that meets these measurements:

a. Between 3-1/2 and 5 inches high (perpendicular to the address).

b. Between 5 and 9 inches long (parallel to the address).

c. At least 0.007-inch thick, except under 4.3.1d.

d. If more than 4-1/4 inches high or more than 6 inches long, must be at least 0.009-inch thick.

e. Must have an aspect ratio (length divided by height) from 1.3 to 2.5, inclusive.

4.3.2 Addressing

The address for each item must be placed on a DAL and DML, parallel to the longest dimension of the DAL and DML, and may not appear on the item it accompanies. The DAL and DML must contain a delivery address and a return address. In addition, if DALs or DMLs accompany satura-tion mailings of Periodicals or USPS Marketing Mail flats, a correct Intelligent Mail barcode with an 11-digit routing code must be printed on each DAL or DML except when using a simplified address for Periodicals flats as allowed by standards.

4.3.3 One DAL/DML Per Item

Only one DAL or DML may be prepared for each accompa-nying item, and only one item may be identified for delivery per DAL or DML. (A single DAL or DML may not be pre-pared to deliver one each of different accompanying items or multiples of the same item.)

4.3.4 Required Information

The following words must appear in bold type at least 1/8-inch high on the front of each DAL and DML: “USPS regu-lations require that this address label be delivered with its accompanying postage-paid mail. If you should receive this label without its accompanying mail, please notify your local postmaster.” The title or brand name of the item (which may include an illustration of the item) must also appear on the front or back of the DAL and DML to associ-ate it with the accompanying item.

4.3.5 Other Information

In addition to the information described in 4.3.2 and 4.3.4, and an indicium of postage payment, only official pictures and data circulated by the National Center for Missing and Exploited Children may appear on the front of a DAL.

4.3.6 Advertising

Advertising may appear on a DML under the following con-ditions:

a. The DMLs must meet the physical characteristics un-der 4.3.1 and have a correct Intelligent Mail barcode with an 11-digit routing code (see 204.1.0).

b. The advertising must not obstruct or overlap any of the required elements on the front of a DML.

c. Advertising on the front of a DML must be to the left of the delivery address and placed to maintain re-quired clear spaces around the address and postage payment (see 202 and 1.0).

d. Advertising may also appear on the back of a DML.

4.4 Mail Preparation

4.4.1 Notice to Delivery Office

Each delivery office to receive a DAL or DML mailing must be notified in writing at least 10 days before the requested delivery period begins. To ensure that the delivery office can readily relate the notice to the cartons containing the corre-sponding items, a copy of that letter must be enclosed with the DALs or DMLs unless the initial notice and the cartons used for the DALs or DMLs and items each conspicuously bears a mailing identification number. The letter must con-tain the following information:

a. Name and telephone number of the mailer or repre-sentative.

b. Origin Post Office of the mailing.

i. Requested action for excess or undeliverable DALs, DMLs, or items (see 4.5).

4.4.2 Basic Standards for DALs and DMLs

The DALs or DMLs must be presorted, counted, and pre-pared by 5-digit ZIP Code delivery area. Only DALs or DMLs for the same 5-digit area may be placed in the same carton, sack, or tray. DAL or DML mailings claimed at carrier route basic or walk-sequence prices must be further prepared under the corresponding standards. Mailers must prepare DALs or DMLs as bundles in sacks or in cartons, unless pre-pared in trays under 4.4.6 when mailed with saturation flats or with Product Samples. Different size cartons may be used in the same mailing, but each must be filled with dun-nage as necessary to ensure that the DALs or DMLs retain their orientation and presort integrity while in transit. Each carton of DALs or DMLs must bear a label showing the information in 4.4.5 unless a mailing identification number is used (see 4.4.1). Multiple containers of DALs or DMLs must be numbered sequentially (“1 of __,” “2 of __,” etc.).

4.4.3 Basic Standards for Items Distributed with DALs and DMLs

Except for bundles of saturation flats or Product Samples placed directly on pallets under 4.4.7, the items to be dis-tributed with DALs or DMLs must be placed in cartons or prepared in bundles placed in sacks, subject to the stan-dards for the price claimed. A label bearing the content description information in 4.4.5 must be affixed to each carton, sacked bundle, or pallet unless a mailing identifica-tion number is used (see 4.4.1). Cartons of items (including those on pallets) may be of different sizes, but must be filled with dunnage as necessary to ensure the integrity of the items while in transit. The gross weight of each carton or sack must not be more than 40 pounds.

4.4.4 Combined Cartons

Both the DALs or DMLs and the accompanying items may be enclosed in the same carton when sent to a small vol-ume 5-digit ZIP Code area. If the DALs or DMLs and the accompanying items are packed together, these stan-dards apply:

a. The DALs or DMLs must be bundled and labeled un-der 4.4.2 and placed on top of the items.

b. The carton must be packed with dunnage to ensure the integrity of the contents while in transit.

c. The gross weight of the carton must not exceed 40 pounds.

d. The exterior of the carton must be labeled under 4.4.5 and marked “DALs ENCLOSED” or “DMLs ENCLOSED” in letters not less than 1/2-inch high.

4.4.5 Container Labels

Sacks, cartons, and pallets of DAL or DML mail must be labeled under the preparation standards for the price claimed. A second label must be affixed to each bundle in a carton or sack to provide the following information (unless a mailing identification number is used under 4.4.1):

a. Delivery Post Office name and 5-digit ZIP Code delivery area.

b. Title, brand name, or other description of the items.

c. Name and telephone number of the mailer or repre-sentative.

d. Number of labels or items in the carton, as applicable.

e. Instructions to open and distribute either the DALs or DMLs with matching items or the items with match-ing DALs or DMLs, as appropriate.

4.4.6 Optional Tray and Bundle Preparation

Mailers may prepare DALs or DMLs in letter trays according to 245.9.0 when DALs or DMLs are used in mailings of sat-uration flats or Product Samples. Bundles of saturation flats and bundles of Product Sample parcels to be distrib-uted with DALs or DMLs may be prepared on 5-digit (and 5-digit scheme under L606 for parcels) pallets under 4.4.7. Do not use pallets when the Drop Shipment Product indi-cates the delivery unit that serves the 5-digit pallet destina-tion cannot handle pallets. For such delivery units, mail with DALs or DMLs must be prepared in cartons or sacks. The tray(s) of corresponding DALs or DMLs must be placed on top of the accompanying pallet of flats, and the pallet con-tents must be secured with stretchwrap to avoid separation in transportation and processing. All containers must be labeled according to 4.4.5.

4.4.7 Optional Container Preparation

Bundles of flats, bundles of Product Samples, and cartons or sacks of items may be placed on pallets meeting the standards in 705.8.0. Cartons or trays of DALs or DMLs must be placed on pallets with the corresponding items under 4.4 and 705.8.0. The USPS plant manager at whose facility a DAL or DML mailing is deposited may authorize other containers for the portion of the mailing to be deliv-ered in that plant’s service area.

Verifying U.S. Postal Service Money OrdersFollow these steps to cash a Postal Service™ money

order:

1. Check that the amount does not exceed the legal lim-it: $1,000 for domestic, and $700 for international Postal Service money orders.

2. Check that the proper security features are present:

When held to the light, a watermark of Benjamin Franklin is repeated from top to bottom on the left side.

When held to the light, a dark line (security thread) runs from top to bottom with the word “USPS” repeated.

When there is discoloration around the dollar amounts, this might indicate the amounts were changed.

These appear in Postal Service Notice 299, U.S. Postal Money Order Reference Card, or online at usps.com/shop/money-orders.htm.

3. If the money order seems suspicious, call the U.S. Postal Service Money Order Verification System at 866-459-7822.

Provide this information to local banks and retailers, as they also receive Postal Service money orders for cashing.

4.5 Dispmosition of Excess or Undeliverable Material

The letter required under 4.4.1 must either request that the delivery office contact the mailer (or representative) about excess DALs, DMLs, or items, or provide instructions for their treatment. (If the mailer does not provide information about excess DALs, DMLs, or items, such material is dis-posed of as waste by USPS.) The mailer must choose one of the following options for each DAL or DML mailing and the items:

a. Disposal of any excess material as waste.

b. Return of the excess material to the mailer, postage due at the applicable single-piece price under 4.6.

c. Holding of the excess material for pickup by the mail-er (or representative). If pickup is not made within 15 calendar days of the notice to the mailer, the material is returned to the mailer postage due.

d. Holding of the excess material while additional DALs, DMLs, or items are supplied (as applicable). If addi-tional material is not supplied within 15 days of the notice to the mailer, the excess material is returned to the mailer postage due. Additional material must be sent prepaid to the delivery Post Office as First-Class Mail, First-Class Package Service — Retail, Priority Mail, or Priority Mail Express.

4.6 Postage

4.6.1 Prices

DAL or DML mailings are not eligible for automation prices, but the pieces may qualify for carrier route prices, subject to applicable standards. Mailers must pay a surcharge for each DAL or DML used with USPS Marketing Mail flats. See Notice 123 — Price List for prices.

4.6.2 Postage Computation and Payment

Postage is computed based on the combined weight of the item and the accompanying DAL or DML. If the numbers of DALs/DMLs and items mailed are not identical, the number of pieces used to determine postage is the greater of the two. No postage refund is allowed in these situations. In addition, these methods of postage payment apply:

a. Periodicals flats must be prepaid. A notice of entry must appear in the upper right corner of the DAL or DML.

b. USPS Marketing Mail flats (except EDDM flats) and parcels and Bound Printed Matter pieces must be paid by permit imprint, which must appear on each DAL or DML.

c. A surcharge applies to each DAL or DML used in a USPS Marketing Mail flats mailing and to each DAL or DML used with pieces mailed at USPS Marketing Mail Product Sample saturation parcel prices.

4.6.3 Returns

Postage for excess or undeliverable DALs or DMLs that are properly endorsed or for items being returned is computed at the single-piece price (First-Class Mail, First-Class Pack-age Service — Retail, Priority Mail, or Package Services) applicable to the combined weight of the DAL or DML, and the accompanying item, regardless of whether both are returned. The total amount due for returned material, which includes the return postage and the applicable address correction fee for each DAL, DML, or item returned, is col-lected when the material is returned to the mailer.

4.6.4 Additional Items

Postage for additional material (DALs, DMLs, or items) mailed to USPS under 4.5d must be prepaid as First-Class Mail, Priority Mail, or Priority Mail Express, subject to the eligibility standards for the price claimed and the condi-tions in 4.6.2.

Government RelationsReminder: Franked (Congressional) Mail, Postage Payment, and Mail Handling Guidelines

This article serves as a reminder regarding Franked Mail, also referenced as Congressional Mail. There have been recent reports of the improper identification and han-dling of Franked Mail in the mailstream, including returning it for postage or requiring postage due from customers. The following is a reminder of how to identify and process Franked Mail.

Official Mail (Franked)Franked Mail is defined as Official Mail sent without

postage prepayment, which can be used only by mem-bers and members-elect of Congress, the Vice President, and other authorized individuals. Franked Mail is identi-fied by the facsimile signature of the member of Congress (or authorized user as defined in Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), section 703.6.1, in the upper right corner of the envelope or franked label, followed by “M.C.” standing for member of Congress, or “U.S.S.” for U.S. Senate.

Franked Mail Envelopes and LabelsFranked Mail consists of franked envelopes, or flats and

packages with official franking labels preprinted with “franking” elements in the upper right hand corner, which are easily read. It is inappropriate to use a franked envelope as a label for the purpose of mailing another item. A frank-ing label is required for items larger than a flat-sized enve-lope. See below for an example of a Franked Mail envelope and Franked Mail label.

Types of Franked MailingsMailings under the franking privilege include both single

piece mailings sent by First-Class Mail®, Priority Mail®, and mass mailings. Mass mailings may be sent as First-Class Mail or Standard Mail®. Process and handle all Franked Mail according to the class of mail and special service indi-cated on the outside of the mailpiece. Franked Standard Mailings consist of newsletters, meeting notices, and other printed matter. The mailpieces may bear individual names and addresses or alternative address formats as outlined in DMM 602.3. While individual pieces are processed as Standard Mail, the overall mailing may be sent Priority Mail Open and Distribute®.

Most franked mass mailings for members of the House of Representatives are sent from Washington, DC. How-ever, franked mass mailings for members of the House of Representatives may also be inducted at local Post Offices outside of Washington, DC. Members, or vendors on their behalf, must submit a PS Form 3615, Mailing Permit Appli-cation and Customer Profile, to the entry Post Office™ when the first franked mass mailing is entered at that loca-tion. The United States Senate requires that all Senate frank mass mailings originate in Washington, DC.

Postage PaymentFranked Mail must not be returned for postage or deliv-

ered to the recipient as “postage due.” Postage for Franked Mail is paid in aggregate by the U.S. Treasury to the Postal Service. Franked Mail, therefore, must not be returned for collection of postage, nor should the recip-ient be charged postage due in order to receive the item. Franked Mail sent from Washington, DC, is counted by the House of Representatives and the Senate, and reported to the Washington, DC Post Office and Postal Service Headquarters. Procedures for accounting for franked mailings entered outside Washington, DC, are found in the Postal Operations Manual, section 491.5.

Detention of MailWith the exception of mail security (see Administrative

Support Manual, part 274), Franked Mail should not be detained, and must be dispatched and delivered as addressed. If there are indications of possible abuse of the franking privilege, this must be reported to the Pricing and Classification Service Center, which will refer the matter to the Postal Inspection Service for investigation and to Head-quarters, Government Relations, for coordination with the appropriate congressional organization.

Information SecurityTax Scams: File Before Cyber Criminals Do

Millions of dollars are lost every year to fraudulent tax returns filed in the names of identity theft victims. Thieves need only a name, birthdate, and Social Security number to potentially steal hundreds of dollars from their victims.

Taxpayers can be tricked by a variety of scams includ-ing phishing, identity theft, and impersonated phone calls or vishing.

CyberSafe at USPS® recommends following these tips to safely file taxes:

File early. The Internal Revenue Service (IRS) started processing returns January 27, 2020. The earlier yourtaxes are filed, the less time scammers have to stealyour identity and your tax refund.

Know the signs. The IRS never initiates contact withtaxpayers by email, text message, or social mediachannels to request personal or financial information.

Keep your information secure. Scammers mightpose as a trusted bank, government agency, or taxprofessional. Never make tax payments to anyoneother than the “United States Treasury.”

Monitor accounts. Regularly monitor your bankstatement for unusual charges or suspicious activity.If you are expecting a tax refund, ensure that it isdeposited into your designated account.

Report suspicious events or emails. If you suspect fraudulent phishing emails are being sent to yourinbox, report them to [email protected]. If you haveexperienced any monetary losses due to an IRS-related incident, report it to the Treasury InspectorGeneral for Tax Administration at treasury.gov/tigta.More information is available on the official IRS web-site (irs.gov/).

Never use your official USPS® email address to file per-sonal taxes. If you receive an IRS-related email in you r USPS inbox, it is likely a phishing attempt and must be reported using the “Report to CyberSafe” button in the Outlook toolbar.

On February 7, 2020, the Department of Defense (DOD) Military Postal Service Agency has requested the Postal Service™ remove the temporary mail suspension for some of the DOD military ZIP Codes™ located in the Middle East region.

This restoration rescinds the temporary suspension that was announced in the article titled “Temporary Service Suspension for Middle East Region” in Postal Bulletin 22537 (1-16-20, page 42).

Statutory Requirement to Review and Post OSHA Form 300A Summary for Calendar Year 2019

The Occupational Safety and Health Administration (OSHA) requires all Postal Service™ installation and estab-lishment heads to complete and post the OSHA Form 300A, Summary of Work-Related Injuries and Illnesses, for calendar year (CY) 2019, in accordance with 29 CFR 1904, and the Employee and Labor Relations Manual (ELM), part 821, Actions in the Event of Accident, Injury, or Illness.

From February 1 through April 30, 2020, installations are required to post a copy of the OSHA Form 300A for CY 2019 in a conspicuous place at every establishment where employees work or report to work.

When reviewing the OSHA 300 Log, installation heads must pay close attention to the following columns:

Column F, which includes:

A description of the injury or illness,

The parts of the body affected (including which side of the body), and

The object or substance that directly injured or made the person ill. (e.g., Second-degree burns on right forearm from acetylene torch).

Columns K and L. If an injury is identified as “days away from work” in column K or “on the job transfer or restriction” in column L, installation heads must ensure that the number of days entered is accurate.

For every entry on the OSHA 300 Log, the installation head must ensure that there is a corresponding Accident Report Form 1769/301 in the Employee Health and Safety application, which populates the OSHA Form 301, Injury and Illness Incident Report.

The left side of OSHA Form 300A contains sets of infor-mation data points with a letter, such as the letter “K,” that corresponds to each data point. The data points come from the OSHA 300 Log summary columns with the same letter.

The right side of the OSHA Form 300A is self-explana-tory except for the North American Industrial Classification code. The code for Vehicle Maintenance Facilities is 811111 and the code for all other Postal Service establish-ments is 491110.

Before posting and signing the OSHA Form 300A, the installation or establishment heads must review the OSHA 300 Log and the OSHA 300A Summary Reports. When they sign the OSHA Form 300A, they are affirming that they have reviewed both OSHA forms for accuracy and complete-ness, whether they use manual or automated versions of the forms.

Winter Driving TipsWinter driving can be challenging because of wet, icy

road surfaces or poor visibility due to snow, rain, and fog. Here are several tips to help you drive safely this winter both on the job and in your personal vehicle:

Keep your vehicle in good working order. Ensurethere is good tread on tires, the engine is tuned-upfor winter, and all lights are functioning properly. Addanti-freeze and windshield wiper fluid, if necessary.

Allow enough time to get to your destination.Rushing can lead to an accident. Leave earlier so you have enough time to drive and arrive safely. Wearyour seat belt.

Good visibility is essential to safe driving. Clear ice or snow from windows, headlights, the hood, and theroof of your car before starting out.

Stay alert and calm. Maintain a safe speed and drive defensively. Don’t use alcohol or drugs while driving.

Drive appropriately for road conditions. Theposted speed limits are for dry conditions. Driving ona wet road can cause hydroplaning — a thin barrierof water builds up between your tires and the roadsurface, which causes your vehicle to slip. If you lose control of your steering, take your foot off the gas.Watch out for black ice.

Keep a safe distance between you and other vehi-cles. The "two second” rule works well on dry roadsand in ideal conditions, but in winter you shouldextend it to four seconds. When the vehicle directlyahead of you passes a stationary object, start count-ing — “one thousand and one” — “one thousand and two” — and so on. Your vehicle should not pass thesame object until you say the word “four.” Look far-ther ahead in traffic than you normally do, so that you have time to react safely to traffic patterns.

Brake early, brake correctly. In slippery conditions,never jam on your brakes in a panicked stop. Youmight skid and lose control of the vehicle. Instead,press firmly on anti-lock brakes and pump on regular brakes.

Don’t use cruise control. Touching your brakes todeactivate the cruise control feature can cause youto lose control in slippery conditions.

Avoid making abrupt lane changes. The passinglane may be in worse shape than the driving lane.There may also be a snow ridge between the twolanes.

Watch for slippery overpasses and bridges. Theyfreeze faster than pavement and can cause icy driv-ing conditions.

Leave room for maintenance vehicles and plows.The law requires you to slow down and stay back atleast 200 feet when approaching emergency or main-tenance vehicles and snowplows. If a snowplow isparked on the side of the road with emergency flash-ers turned on, move over.

Remember: Your four-wheel drive vehicle may help you get moving faster than other vehicles, but it won't help you stop faster if you need to do so.

This stamp celebrates the 200th anniversary of Maine statehood. Nicknamed the Pine Tree State, Maine became the 23rd state in the Union on March 15, 1820. American painter Edward Hopper (1882–1967) was among the many prominent artists who sought the tranquility of the state’s coastal towns during the summer. His painting Sea at Ogunquit (1914) captures the rugged beauty so character-istic of Maine. Art director Derry Noyes designed the stamp.

Pictorial Postmarks AnnouncementAs a community service, the Postal Service™ offers pic-

torial postmarks to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial postmarks are authorized appears on the following pages. The sponsor of the pictorial postmark appears in italics under the date. Also provided are illustra-tions of these postmarks.

People attending these local events may obtain the postmark in person at the temporary Post Office™ station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail® post-age. Items submitted for postmark may not include

postage issued after the date of the requested postmark. Such items will be returned unserviced.

Customers wishing to obtain a postmark must affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: Pictorial Postmarks, followed by the Name of the Station, Address, City, State, ZIP+4® Code, as listed next to the postmark.

Customers can also send stamped envelopes and post-cards without addresses for postmark, as long as they sup-ply a larger envelope with adequate postage and their return address. After applying the pictorial postmark, the Postal Service returns the items (with or without addresses) under addressed protective cover.

How to Order the First-Day-of-Issue Digital Color or Traditional PostmarksCustomers have 120 days to obtain the first-day-of-

issue postmarks by mail. Each cover must have sufficient postage to meet First-Class Mail® requirements. Custom-ers may purchase new stamps at their local Post Office™, by phone at 800-782-6724, or on The Postal Store® web-site at usps.com/shop.

Digital Color Postmarks Only select stamp issues offer a digital color postmark.

Customers may submit #6 or #10 envelopes constructed of paper rated as “laser safe.” The Postal Service™ recom-mends envelopes of 80-pound Accent Opaque, acid-free, 9/16-inch side seams with no glue on the flap. The maxi-mum size of all digital color postmarks is 2 inches (verti-cally) by 4 inches (horizontally). Allow sufficient space on the envelope to accommodate the postmark. Do not use self-adhesive labels for addresses on the envelope. Two test envelopes must be included. There is a minimum of 10 envelopes at 50 cents per postmark required at the time of servicing. Customers must submit a check, money order, or credit card for payment.

The Postal Service reserves the right to not accept hand-painted and other cachet envelopes that are not compatible with our digital color postmark equipment. The Postal Service also reserves the right to substitute tradi-tional black rubber postmarks if use of nonspecified enve-lopes results in poor image quality or damage to equipment.

Customers must affix the stamps to the envelopes and address them to themselves or others for return through the mail. Or, they may include an additional self-addressed return envelope, large enough to accommodate their can-celed items, with sufficient postage affixed for return of

Supply ManagementCapital Property is Now Managed in Solution for Enterprise Asset Management

Effective February 4, 2020, the Postal Service™ capital property assets will be managed within Solution for Enter-prise Asset Management (SEAM) using automated work-flows to route disposals and transfers to the appropriate Material Accountability Officer (MAO) or manager for approval.

The Annual Capital Property Certification will also use SEAM to carry out the required yearly certification of a sample of USPS® capital assets. San Mateo Accounting Services will continue to use the Property and Equipment Accounting System (PEAS) to track and depreciate capital property assets. PEAS will transmit additions, adjustments,

and asset updates to SEAM. MAOs in the field and Head-quarters units will initiate transfers and retirements in SEAM, and once approved, these transactions will inter-face back to PEAS through the automated workflows.

This change eliminates the use of PS Form 969, Material Recycling and Disposal, and PS Form 7340, Property Transfer Request, to process disposals and transfers for capital assets.

eBuy2 is Transitioning to eBuy+Starting February 29, 2020, eBuy+ will replace the cur-

rent eBuy2 system. To ensure a seamless transition to the new system, please note the important dates listed here.

February 21, 2020 – eBuy2 Closes for New On-Catalog Orders

February 21 is the last day that eBuy2 will be available for non-Solution for Enterprise Asset Management (non-SEAM) and Material Distribution Inventory Management System (MDIMS) orders and some emergency supplies (see list of SEAM and MDIMS items below). eBuy2 users must place all on-catalog orders before close-of-business on February 21, 2020.

In addition, Electronic Data Interchange Utility Invoices or manual invoice entry for Utilities or Equal Employment Opportunity (EEO) will not be accepted until the new eBuy+ system goes live on February 29. Any on-catalog requisi-tion not fully approved by close-of-business on February 28 will be suspended, and the originator will need to write a new on-catalog requisition when the eBuy+ system goes live.

Miscellaneous mailing tags and labels.

February 21, 2020 – eBuy2 Closes for New Off-catalog Orders

eBuy2 users submitting off-catalog requisitions may use the eBuy2 system until close-of-business on February 21, 2020. While the system will not accept new off-catalog requests, current requisitions requiring approval will be processed until March 20, 2020. Any off-catalog requisition not fully approved by close-of-business on March 20 will be suspended, and the originator will need to write a new off-catalog requisition in the eBuy+ system.

Important: The eBuy2 system will be available until March 31, 2020, for reporting and historical transaction purposes. Please download all necessary data from the system before March 31. eBuy2 data is not available in Enterprise Data Warehouse.

February 29, 2020 – eBuy+ Open for New OrdersThe eBuy+ system will launch on February 29. All eBuy+

functionality will be available, including on- and off-catalog items, and Utility and EEO Invoice submission forms.

March 31, 2020 – eBuy2 System will go OfflineThis is the last date that eBuy2 will be available for

reporting or historical transactional lookup. As stated pre-viously, please download any data needed before March 31 as this data will not be available in the eBuy+ system.

Emergency OrdersAn emergency order would be classified as any order

that must be placed during February 21 through February 29. Users must plan ahead and ensure they have appropri-ate stock/service levels before the February 21 cut-off date.

If an emergency order must be placed, users must contact the buying group for the specific commodity to place the order with the appropriate supplier. To find the buying group for specific commodities, see uspshelp.cus-thelp.com/app/home_pssc.
