Message
Aadhaar has become an important document for every citizen to have, to get host of services
ranging from Income Tax filing to various Government schemes. I dedicate this book to all my staff
who stand-up to serve the citizens over the past sixteen decades. This is a Hand Book with tips on
Aadhaar Facilities viz. enrolment and various updations and procedures useful for post office staff
in providing Aadhaar Services to the members of the public. The book is very comprehensive and the
author has elaborated the concepts by showcasing the difference between Aadhaar seeding and
Aadhaar linking of bank accounts.
The publication of this book is more relevant today, with a gamut of services provided by the post
offices. There are 13,352 Aadhaar Enrolment & Updation Centres in the Post Offices in India. Post
Office staff need to qualify in the Aadhaar Examination and undergo training to be eligible to become
an Aadhaar Operator. Expertise in operation is required at Aadhaar Centres of Department of Post
as well for quick services. While providing various postal services and Aadhaar being one of the
services which is sensitive and a responsible post office service, this is where this book is
particularly relevant, since it addresses all the questions one may raise about various Aadhaar
related services. To facilitate easy access to Aadhaar services, it was necessary to have a handy book
containing the essence of the relevant Aadhaar procedures. Such a compilation I believe, will
promote efficient and speedy Aadhaar service.
This Hank Book has been designed to help you acquire skills relating to Aadhaar as it will enable
you to extend services to the people with ease and comfort. Whether you work short term as an
Aadhaar Operator or long term as a Postmaster, there are immense benefits from reading this book
and by putting into effect the guidance it contains. The Hand-Book contains filled-in model
applications and Frequently Asked Questions in a Q&A format. I believe that public can also get a
clear knowledge on Aadhaar related services so that it will reduce multiple visits to Aadhaar Centres
to get any service.
I would like to congratulate the efforts of Sri. Shriharsha N., Sr. Supdt. of Post Offices, Mangaluru
Division who has painstakingly compiled this handbook and to the leadership in Karnataka Circle
for providing a fertile climate for such initiatives.

A HANDBOOK ON AADHAAR ENROLMENT AND UPDATION
ivApril 2021
Preface
Aadhaar has become an integral part of our life. All of us are aware of Aadhaar. But, what is not
known is the dimension of concepts involved in it. A lot of difficulties are being faced by the common
man in the process of obtaining his Aadhaar and making corrections in it due to lack of understanding
of the concepts involved in it. The kind of queries raised by public at Post Office Aadhaar Enrolment
and Updation Centers and experiences narrated by them regarding multiple visits they had to make
to various Aadhaar centers for getting required corrections done in Aadhaar, due to lack of awareness
on various measures taken by UIDAI for enabling any resident/non-resident to enrol/update
Aadhaar in an easy manner, are the main trigger for preparing this handbook. This is a carefully
documented handbook on Aadhaar, addressing various issues faced by the ordinary residents and
aiming to eliminate most of the inconveniences which they encounter while trying to avail benefits of
Government schemes.
All organisations, particularly Government organisations, are understandably very busy
managing the work allocated to them. Department of Posts is no exception to this. In the course of this
daily grind, it is difficult to find time to look exclusively on various issues involved in Aadhaar from
the resident's or service seeker's point of view. However, if difficulties faced by the resident are to be
minimised, both service seeker and operator, who are entrusted to provide various services at
Aadhaar centers, should be familiar with all the concepts/issues related to Aadhaar. To assist this,
documentation covering various aspects related to Aadhaar is found absolutely essential.
The preparation of this Handbook, spread over several months on account of pressure of routine
work, has been a journey of introspection and self-discovery for all of us involved in this unique and
exciting project. All the officials and staff members associated with preparation of this Handbook have
really looked within and taken time off to look at the processes from the outside in order to prepare the
document, in the minutest of details, different aspects and dimensions of every process.
I would, in particular, like to put on record my deep and abiding appreciation to the whole-hearted
commitment of Smt. Seema Kini, Office Assistant, Divisional Office, Mangaluru Postal Division to this
project. Without her faith in the outcome of this project, it would have been a non-starter. She has
been by far the key contributor to the text of the Handbook. My thanks are also due to all other main
contributors to the Handbook, namely, Smt. Poornima Pai, Office Assistant, Divisional Office,
Mangaluru Postal Division in preparing article on Grievance Redressal System Structure related to
Postal Services in Karnataka, which was not a part of the original scheme of the Handbook. I also
thank Sri. Shrinath N.B., Assistant Superintendent of Posts (Headquarters), Mangaluru Postal
Division for the excellent job of developing the material and providing valuable inputs, Sri. Susheel
Kumar, Asst. Manager, UIDAI, RO, Bangalore in providing timely clarification on various issues. I also
thank Sri. Suhas M., Vega Graphics for beautifully designing the booklet.
All have worked for this book beyond the call of normal duty. I am also grateful to the System
Administrators, Mangaluru and all other officers and staff members of Mangaluru Postal Division,
who have contributed in different ways for the preparation of this Handbook.
I am extremely elated and express my sincere gratitude to the Respected Secretary Sir,
Sri. Pradipta Kumar Bisoi, IPoS for releasing this 'Handbook on Aadhaar'. I am also grateful to
Respected CPMG Madam, Karnataka Circle, Smt. Sharda Sampath, IPoS, Respected PMG Sir,

Introduction
Aadhaar is a 12-digit unique identification number issued by the Unique Identification Authority of India
(UIDAI) to the residents and non residents of India. Aadhaar is a proof of identity. It does not confer any right of
citizenship or domicile in respect of an Aadhaar number holder. It cannot be used to profile people based on
caste, religion, income, health and geography. Aadhaar uses demographic information i.e., name, date of birth,
gender and address as well as biometric information i.e., photograph of the face, fingerprints and iris to identify
a resident. In addition, the residents have an option of linking their mobile number and email ID to their
Aadhaar number.
But there are a lot of confusion among the general public regarding obtaining of Aadhaar card/number i.e.,
How to enrol for Aadhaar? How to correct name, address and date of birth in Aadhaar? How many times
corrections can be done in Aadhaar? Which application needs to be filled? What are the required documents?
Likewise hundreds of questions popping up in the minds of public. Through this Aadhaar handbook, effort is
being made to provide answers to most of the queries of the general public related to Aadhaar. This is an effort
made by Karnataka Postal Circle for the information of the general public. Karnataka Circle is providing
Aadhaar services through 873 Post offices spread across Karnataka.
Though maximum efforts have been made to cover most of the aspects/queries related to Aadhaar, this
handbook is neither an exhaustive compendium in all aspects nor a substitute reference for the various
provisions of Aadhaar (Enrolment & Update Regulations), 2016 and the Aadhaar (Targeted Delivery of
Financial and Other Subsidies, Benefits and Services) Act, 2016 (Aadhaar Act). One should, therefore,
wherever necessary, refer to those provisions of the regulations and the Aadhaar Act, 2016 or Aadhaar
handbook for residents issued by UIDAI. This is only an attempt to help public to understand Aadhaar better.
1.1. Types of Aadhaar Enrolment/Updation services available for resident:
There are totally 7 types of Aadhaar services required by any resident.
a. New Aadhaar Enrolment
b. Name correction / Updation
c. Address correction / Updation
d. Date of Birth correction / Updation
e. Biometric Updation (Iris, Finger print and photo)
f. Gender correction
g. Mobile number/e-Mail updation/correction
There are no separate application forms for each of the above mentioned Aadhaar services. Instead there is only
one common application form and residents have to fill up only relevant columns of the application form for the
required services. The application form prescribed by UIDAI has been given in Annexure 1. While visiting
Aadhaar Enrolment and Updation centre for availing any type of service, the resident has to fill up/tick only
relevant check boxes provided under Sl. No. 2.1 in the application form. However for (a) New Aadhaar enrolment
i.e, residents who do not possess Aadhaar card/number have to leave this 2.1 column of the application form
blank. (b)For name correction, only Name and Aadhaar number needs to be filled and tick the checkbox next to
'Name' in column 2.1 of the application. (c). For address correction, only Name, Aadhaar number and address
needs to be filled and tick the checkbox next to 'Address' in column 2.1 of the application form (d). For Date of
birth correction, only Name, Aadhaar number and Date of birth needs to be filled and tick the check box next to
'Date of Birth' in column 2.1 of the application. (e). For biometric updation, only Name and Aadhaar number

needs to be filled and tick the check box next to 'Biometric Update' in column 2.1 of the application form. (g)For
mobile number correction or updation, only Name, Aadhaar number and Mobile number needs to be filled and
tick the checkbox next to 'Mobile' in column 2.1 of the application. Similarly for Email id correction or adding
new Email id tick the checkbox next to 'Mobile' in column 2.1 of the application. Model filled forms for various
types of services are given in Annexure 7 to 15. More than one type of corrections/updations can also be done
at a time in a single visit. This application form may be downloaded from website-'www.uidai.gov.in' or can be
obtained at any Aadhaar Enrolment and Updation centre free of cost.
2. How to enrol for New Aadhaar /obtain a new Aadhaar card/number?
Any resident of India or NRI, of any age group (from a new born baby to resident of any age) can enrol for
Aadhaar. For the purpose of New Aadhaar enrolment, UIDAI has categorised all those seeking new Aadhaar
into 3 groups and specified mechanism for enrolment for each group.
I. Those having documents in support of
a) Name (Referred as Poof of Identity (POI))
b) Address (Referred as Proof of Address (POA))
c) Date of Birth (Referred as DOB)
For this category UIDAI has prescribed Document based enrolment .To enrol for New Aadhaar, those
falling in this category need to visit an Aadhaar Enrolment Centre, fill the application form and
produce documents mentioned above along with application form.
II. Those who do not have any documentary proof exclusively in their name but they have some document
to prove relationship with someone having Aadhaar number. Document to prove relationship is called
Proof of Relationship (POR) document and mechanism prescribed by UIDAI for this category is called
Head of Family based enrolment. To enrol for New Aadhaar, those falling in this category need to visit
an Aadhaar Enrolment Centre along with the family member who has been already issued with
Aadhaar number (Mother, Father, Grandfather, Grandmother or guardian etc), fill the application
form and produce only Proof of Relationship document which proves relationship of the Aadhaar
applicant with the person accompanying with him/her(Head of family) along with application form.
III. Those who neither have any documentary proof in their name nor any document to prove their
relationship with their Head of the Family who has been issued with Aadhaar number. For this
category of Aadhaar seekers, UIDAI has prescribed introducer based enrolment. Majority of the
residents fall into first two categories above and only minute number of Aadhaar seekers fall into this
category. To enrol for New Aadhaar, those falling in this category need to visit an Aadhaar Enrolment
Centre along with the 'Introducer' (UIDAI has defined who can act as Introducers) , fill the application
form and get enrolment done.
No separate documents are required for updating mobile number, email address and gender in the Aadhaar for
all the three categories above. It is not possible to Enrol for new Aadhaar in online mode without visiting
Aadhaar enrolment centre. One has to carry original documents to Aadhaar centre. These will be scanned and
returned to applicant.
The enrolment procedure involves capturing biometrics which is unique to each individual- impressions of 10
fingers, iris and photo of the applicant for all those who are above 5 years of age. For children below the age of 5,
only photo is captured. Exception handling procedure has also been provided to take care of generation of
Aadhaar number for physically disabled who have missing fingers, iris etc.
A HANDBOOK ON AADHAAR ENROLMENT AND UPDATION

These mechanisms have been explained in detail below.
2.1 Document based Enrolment(Procedure for Aadhaar Enrolment of an applicant having document
proof in his\her name)
a. The document which certifies the name of the person is called as Proof of Identity. UIDAI has provided list of
documents out of which any one of the documents available with the applicant would be sufficient to certify
the name of the person (Any one among the list of documents from Sl. No. 1 to 24 provided in Annexure 2).
If none of these documents are available with applicant containing name as desired in the Aadhaar
card, then the Standard Certificate prescribed by the UIDAI can be submitted as a proof of identity.
This implies that if an applicant does not have any of the document listed by UIDAI to support his
name, he can produce a standard certificate signed by one of the responsible authorities, which will
be accepted as Proof of Identity.
b. The document which certifies the address of the person is called as Proof of Address (POA). UIDAI has
provided list of documents out of which any one of the documents available with applicant would be
sufficient to certify the address of the person (Any one among the list of documents from Sl. No. 1 to 37
provided in Annexure 4).
If none of these documents are available with applicant containing address as desired in the Aadhaar
card, then the Standard Certificate prescribed by the UIDAI can be submitted as a proof of address.
This implies that if an applicant does not have any of the document listed by UIDAI to support his
address, he can produce a standard certificate signed by one of the responsible authorities, which will
be accepted as Proof of Address(POA).
c. The document which certifies the date of birth of a person is called as Proof of Date of Birth (DOB).
UIDAI has provided list of documents out of which any one of the documents available with the
applicant having correct date of birth would be sufficient to certify the date of birth of the person (Any
one among the list of documents from Sl. No. 1 to 12 provided in Annexure 5).
If none of these documents are available with applicant containing correct date of birth which has to be
reflected in the Aadhaar card, then the Standard Certificate prescribed by the UIDAI can be submitted
as a proof of date of birth. This implies that if an applicant does not have any of the document listed by
UIDAI to support his date of birth, then he can produce a standard certificate signed by one of the
responsible authorities which will be accepted as Proof of Date of Birth (DOB).
It is also possible to get new Aadhaar card without any document supporting date of birth. If
prescribed document has been provided at the time of enrolment, the date of birth would be marked as
'Verified' in the Aadhaar database. If not, the date of birth would be marked as 'Declared'.
Standard certificate format prescribed by UIDAI for applicants to submit for POI, POA or DOB is same and
this can be downloaded through www.uidai.gov.in website or can be obtained at Enrolment\Updation
centre at free of cost. The format of the same is provided in Annexure 3. The Standard Certificate signed
by any one among the following authorities is accepted for POI and POA and signed by either Gazetted
Officer-Group A or Recognised educational institution signed by head of the institute or Head of the
Employees Provident Fund Organisation will be accepted as Proof of Date of Birth (DOB).
i) Gazetted Officer-Group A
ii) Village Panchayath Head or Mukhiya

iii) Gazetted Officer-Group B
iv) MP/ MLA/ MLC/Municipal Councillor
v) Tehsildar
vi) Head of Recognized Educational Institution
vi) Superintendent/Warden/Matron / Head of Institution of Recognized Shelter Homes/ Orphanages

2.2 Head of Family (HOF) based Enrolment. (Procedure for the Aadhaar Enrolment of a person who
doesn't have any document proof in his\her name, but his\her father, mother, spouse or guardian
has Aadhaar card and the document for proving relationship of applicant with the family member
having Aadhaar card (POR) is available.
This mechanism mainly caters to the requirement of children for getting enrolled for Aadhaar. Normally,
they are the members of the family who do not have any documents in their name. In such scenario
applicant can get Aadhaar enrolment done through HOF based enrolment mechanism by visiting
Aadhaar enrolment centre along with the family member having Aadhaar. He/She need to carry Aadhaar
card of the family member and any document proving relationship with that family member.
Applicants under this can be grouped under 2 categories.
(a) Children below 5 years of age:
Children who are below 5 years of age will not have any ID card or documents in their name except
birth certificate. Until the child is admitted to school, he or she will not have any document proof in
his\her name. But normally parents or any guardian would have Aadhaar issued in their name. In
such case child can get his Aadhaar by visiting Aadhaar centre along with either father/mother or
guardian. Father / mother or guardian accompanying the child must take their Aadhaar card while
visiting the Enrolment Centre along with any one document which proves child's relationship with the
parent or guardian accompanying.
The birth certificate contains the name of the parents and the child. This document is one of the
documents prescribed by UIDAI as acceptable document for Proof of Relationship (POR). UIDAI has
provided list of documents out of which any one of the documents available with applicant proving
relationship of child with parent accompanying the Aadhaar centre would be sufficient to certify the
Proof of Relationship and get new Aadhaar enrolment done (Any one document out of sl no.1 to 11
mentioned in Annexure 6). If none of these documents are available, then the certificate issued by
authorities approved by UIDAI in Standard Certificate Format may be submitted as Proof of
Relationship. This implies that if an applicant does not have any of the documents listed by UIDAI to
support his proof of relationship with family member, then the applicant needs to visit Aadhaar
enrolment centre to get his Aadhaar enrolment along with standard certificate signed by one of the
responsible authorities, which will be accepted as Proof of Relationship(POR).
Standard certificate format prescribed by UIDAI for applicants to submit for POR is also same as that
prescribed for POI/POA/DOB and this can be downloaded through www.uidai.gov.in website or can be
obtained at Enrolment\Updation centre at free of cost. The format of the same is provided in Annexure
3. The Standard Certificate signed by any one among the following authorities is acceptable for POR.
(i) MP or MLA or MLC or Municipal Councillor or Gazetted Officer
(ii) Village Panchayat Head or Mukhiya or its equivalent authority (for rural areas)
A HANDBOOK ON AADHAAR ENROLMENT AND UPDATION

The address details of child would be entered as mentioned in the father\mother\guardian's Aadhaar
card. If the address mentioned on your Aadhaar card is different from your present address and if you
would wish to enter the current address in the Aadhaar card of your child, you will have to first update
your Aadhaar card with the present address and enrol your child after your Aadhaar is updated. A
child below 5 years of age gets blue coloured Aadhaar card named 'Bal Aadhaar'.
(b) For children/dependent family member above 5 years of age and below 18 years of age:
The children above 5 years of age up to 18 years having any valid documents in their name can enrol
for Aadhaar as per the prescribed procedure of document based enrolment mechanism. If they have
School ID/College ID with their photo, address and date of birth, it is enough for them for enrolling to
Aadhaar. This document itself will act as Proof of Identity, Proof of Address and Proof of DOB. In School
ID/College ID, if name, address or DOB is not correctly mentioned, they can also produce any other
documents prescribed by UIDAI for document based enrolment mechanism.
Children under this age group not having any valid document in their name can enrol for Aadhaar by
following Head of Family based enrolment mechanism, which is same as that mentioned above for
children below 5 years of age.
Children without DOB certificate can also enrol for Aadhaar. However, in such a situation, the DOB
would be marked as 'Declared' in the Aadhaar database and not as 'Verified'.
It is to be noted that only photo would be captured while enrolling the child for Aadhaar below 5 years.
The iris and fingerprint data will not be captured. Later when the child completes the age of 5 years, iris
and biometric data have to be compulsorily captured. Later when the child completes 15 years of age,
his biometric needs to be updated again. It is termed as 'Mandatory Biometric Update' and it is free of
cost. This mandatory biometric updation need not be done immediately on completion of 5 years of
age. It can be done when there is a need for Aadhaar based authentication of a child. However,
mandatory biometric updation has to be completed within 2 years from the date of attaining 5/15
years of age.
2.3 Introducer based Enrolment (Procedure for the Aadhaar Enrolment of a person who neither has
any document proof in his\her name nor any document to prove relationship with his/her Head of
the Family.)
Residents who neither have any of the required documents in their name nor any documents to prove
their relationship (POR) with Head of Family can apply for an Aadhaar Card and can enrol with the help of
a pre-designated 'Introducer'. An 'Introducer' is someone who is authorized, identified and notified by the
Registrar or Regional Offices. These can be Registrar's own employees, Elected Local Body Members,
Members of Local Administrative Bodies, Postman, Influencers such as Teachers, Health workers,
Doctors, Anganwadi /Asha workers and representatives of local NGOs. An Introducer should be above 18
years of age and can only introduce residents within the jurisdiction of the Registrar. He shall introduce a
resident and vouch for the validity of resident's information. An introducer shall verify the information
filled, fill up his name and Aadhaar number and affix his signature or thumb impression on the resident's
enrolment form. Introducer's name, Aadhaar number and one modality of biometric information shall be
captured during such enrolment procedure.
A HANDBOOK ON AADHAAR ENROLMENT AND UPDATION
5April 2021
2.4 Enrolment of Residents with Biometric Exceptions (Physically Disabled):
In the case of physically disabled residents with biometric exceptions such as missing finger/missing eye
etc., also Aadhaar generation is possible. It is the responsibility of UIDAI to make provisions for
generation of Aadhaar number for such residents. In such a scenario following information shall be
captured and Aadhaar enrolment will be done:
• Complete Demographic Information (Name, Address, Date of Birth)
• One iris, if not possible to capture both the irises
• Fingerprints of remaining fingers in case of missing finger
• Exception photograph (ie., Photograph showing/proving physically disabled condition)
For residents who are unable to provide fingerprints, owing to reasons such as injury, deformities, amputation
of the fingers/hands or any other relevant reason, only iris scans of such residents will be collected.
For residents who are unable to provide any biometric information contemplated by these regulations, the
Authority shall provide for handling of such exceptions in the enrolment and update software, and such
enrolment shall be carried out as per the procedure as may be specified by the authority for this purpose.
2.5 Special Instructions
A person can enrol for Aadhaar only once in his lifetime. If anyone tries to enrol more than once, then the
Aadhaar number assigned from the earlier enrolment shall be retained, and all subsequent Aadhaar
numbers shall not be generated.
3. Correction / Updation of name in Aadhaar
Sometimes the name mentioned in the Aadhaar card of a person does not match with his other document
proofs. This difference can sometimes be a minor or major one.
Minor differences such as i) Spelling mistakes. For eg. Name in SSLC Marks card is Preethi, whereas, in
Aadhaar it is Priti ii) Difference in the place of the Initial - For eg. Name in SSLC Marks card is R Preethi,
whereas, in Aadhaar it is Preethi R.
Major difference means having second name in other documents but not in Aadhaar. i.e., a part of the
name/surname is left out in Aadhaar. For eg : In Aadhaar the name is printed as Preeti, whereas in SSLC marks
card it is printed as Preeti Ramesh.
Any such mistakes in Aadhaar can be rectified through easy process. Document certifying name is referred as
Proof of Identity (POI) document. So anyone seeking correction of name in Aadhaar card need to carry any one of
the 'Proof of Identity' document prescribed by UIDAI listed out in Annexure 2 (Sl.NO.1 to 24) in which correct
name (desired name in Aadhaar card) is mentioned. The resident has to visit enrolment centre, fill application
form (Annexure 1) along with any one supporting document in original. If none of these documents are
available, then the Standard Certificate prescribed by UIDAI can be submitted as proof of identity (The
Standard Certificate form can be downloaded through www.uidai.gov.in website or can be obtained at
Enrolment\Updation centre at free of cost. The format of the same is provided in Annexure 3). This Standard
Certificate can be signed by any one among Gazetted Officer (A or B) or Tehsildar, Superintendent/
Warden/Matron, the Head of recognised orphanage\shelter homes, MP or MLA or MLC or Municipal
Councillor, Head of the Village Panchayath or Mukhiya, Head of the recognised educational institution or the
Head of Employees Provident Fund Organisation.
A HANDBOOK ON AADHAAR ENROLMENT AND UPDATION

3.1 Special Instructions relating to correction / updation in Name
The identity proof document having minor differences in name can be used to certify the identity of a
resident while enrolling or updating his/her name in Aadhaar. For E.g. i) If the resident's name is printed
as 'Preethi' in Voter ID, it can be used to register the name as 'Prithi' or 'Priti' in Aadhaar. ii). Even if the
resident's name is printed as 'Preethi R' in Voter ID, it can be used to register the name as 'R Preethi' in
Aadhaar. For these minor differences, the resident need not get separate certificate/document in UIDAI
prescribed standard certificate format from Gazetted Officer/Village Panchayath Head. For all other
cases, the name in the proof of identity should match with the name mentioned on the Aadhaar
application form. In other words, in all other cases, applicant should bring any one supporting document
which contains the exact name same as desired by the applicant to appear in Aadhaar Card.
The name in the Aadhaar card can be corrected\changed only 2 times in a lifespan of a person through a
normal process. Updation of name in the Aadhaar card more than the mandated number of times can
only be done through an exception handling process for which the Aadhaar card holder has to place
request with the Regional Office of the UIDAI.
4. Correction / Updation of address in Aadhaar
If the address mentioned on the Aadhaar is different from the present address or if the present address is not
correctly mentioned in Aadhaar (in the present Aadhaar card, House name is missing, door number is missing, Full
address is not appearing, C/o field needs updation etc), the resident can get his\her address in Aadhaar card
updated very easily. Anyone seeking correction/updation of address in Aadhaar card need to carry any one of the
'Proof of Address'(POA) document prescribed by UIDAI listed out in Annexure 4 (Sl.NO.1 to 37) in which correct
address(desired address in Aadhaar card) is mentioned. The resident has to visit enrolment centre, fill up
application form (Annexure 1) along with any one of supporting address proof documents in original. If none of
these documents are available, then the Standard Certificate prescribed by UIDAI can be submitted as Proof of
Address (The Standard Certificate form can be downloaded through www.uidai.gov.in website or can be obtained at
Enrolment\Updation centre at free of cost. (The format of the same is provided in Annexure 3). This Standard
Certificate can be signed by any one among Gazetted Officer (A or B) or Tehsildar, Superintendent/Warden/Matron,
the Head of recognised orphanage\shelter homes, MP or MLA or MLC or Municipal Councillor, Village Panchayath
Head, Head of Recognised Educational Institution or the Head of Employees Provident Fund Organisation.
4.1 Special Instructions related to correction / updation of address.
• Residents can update the address in Aadhaar any number of times.
• For changing the address, the name mentioned in the supporting document should match with the
name of the Aadhaar card. However, the address proof document having minor differences in name
can be used to certify the address. For E.g. i) Even though if the resident's name is printed as 'Preethi'
in Voter ID and 'Prithi' or 'Priti' in Aadhaar card, it can be accepted as a valid proof for changing the
address in Aadhaar. ii) Even if the resident's name is printed as 'Preethi R' in Ration card and 'R
Preethi' in Aadhaar card, such Ration card can be accepted as a valid address proof for changing
address in Aadhaar
• The document exceeding its validity period is not considered as valid proof of address. For Eg: Though
driving license is prescribed by UIDAI as a Proof of Address, if it has completed its expiry date, it cannot
be used as a Proof of Address document for updating the address in Aadhaar.
• The details like name of the house, can be updated even if it does not exist in the document provided as
A HANDBOOK ON AADHAAR ENROLMENT AND UPDATION
7April 2021
thPOA. For eg: Even though the address mentioned in Ration card is only 4 cross road, J P Nagar,
Bengaluru, the resident can add his house name to his address while updating his address in
Aadhaar. For these minor updations, the resident need not get separate certificate/document in
standard format(Annexure-3)from Gazetted Officer/Village Panchayath Head.
4.2 Facility to Update Address in Aadhaar Online
UIDAI also offers the facility to update address online from the Self-Service Update Portal
https://ssup.uidai.gov.in/ssup/ for those who know internet usage. One need to have his/her
registered mobile number to get the OTP to login to Self service portal. If the registered mobile number is
not available, one has to first visit any Aadhaar centre for updating mobile number with Aadhaar and
then one can get address updated online. Any one of the documents prescribed by UIDAI listed out in
Annexure 4 (Sl. No.1 to 38) in which correct address(desired address in Aadhaar card) is mentioned have
to be uploaded for this purpose.
UIDAI also offers an option for online address update for people who do not have address proof in their
name. This is particularly useful for address update of 'family members', 'address change after marriage'
or 'moved to a new place on rent' type of cases. This address update can be done with the help of Address
Validation Letter. This process involves two entities:
> Resident (Applicant) – Aadhaar holder wishing to update their address
> Address Verifier – Aadhaar holder who is willing to lend his /her address to the applicant
A few must haves before the resident starts the process:
• Both the resident and address verifier should have Aadhaar registered mobile numbers
• Both are required to be in sync and in agreement while the Request for Address Validation Letter is still
in process.
4.3 Updating 'Care of' field in Aadhaar Address
The 'Care of' field in Aadhaar is a part of Address. These were earlier mentioned as W/o, D/o, S/o or C/o.
These have now been standardized to C/o. After standardisation, UIDAI has made such an arrangement
in software that whatever data/name previously captured/taken in S/o, D/o, W/o columns will not be
printed when anyone generates and gets printout of his card(e-Aadhaar/Aadhaar PVC card/Order
reprint of Aadhaar card)even without doing any updation/correction in Aadhaar. Naturally when one
does any kind of Aadhaar update, say for example name correction or mobile correction and gets his new
Aadhaar card, data column which was present earlier in the form of S/o, D/o will not be available.
If one wishes to update this, one can follow procedure mentioned for address correction/updation in
Aadhaar card in this section. Applicant can use any one of the supporting documents prescribed by
UIDAI for address correction/updation(Annexure 4 -Sl.NO.1 to 38) and it need not have the name of the
person whose name you wish to update in C/o field. Also 'C/o' is not a mandatory field. One may choose
to leave C/o field in his /her address blank.
Filling Father/Mother/Husband/Wife/Guardian field is not mandatory for residents/NRI above the age
of 5 years. In case the adult is not in a position or does not want to disclose, he may choose to leave C/o
field blank. In case of children below the age of 5 years, either parent's or guardian's name and UID or
Enrolment ID (either of the two numbers) shall be recorded. This is mandatory.

5. Correction / Updation of Date of Birth in Aadhaar
The DOB in Aadhaar can be corrected if it has been wrongly mentioned for any reason. Anyone seeking
correction/updation of date of birth in Aadhaar card need to carry any one of the 'Proof of Date of Birth' (DOB)
document prescribed by UIDAI listed out in Annexure 5 (Sl. No.1 to 12) in which correct date of birth(desired
date of birth in Aadhaar card) is mentioned. The resident has to visit enrolment centre, fill up application form
(Annexure 1) along with any one of supporting Date of Birth proof documents in original. If none of these
documents are available, then the Standard Certificate prescribed by UIDAI can be submitted as proof of date of
birth (The Standard Certificate form can be downloaded through www.uidai.gov.in website or can be obtained
at Enrolment\Updation centre at free of cost. The format of the same is provided in Annexure 3. This Standard
Certificate has to be signed by any one among Gazetted Group 'A' Officer or the Head of recognised educational
institution, or the Head of Employees Provident Fund Organisation.
5.1 Special Instructions related to correction in DOB.
• The Date of Birth in the Aadhaar can be corrected\changed only once in a life span. Updation of Date of
Birth in the Aadhaar card more than the mandated number of times can only be done through an
exception handling process for which the Aadhaar card holder has to place request with the Regional
Office of the UIDAI. Earlier, the change in date of birth was allowed to the maximum range of plus or
minus three years only from the date of birth recorded during Aadhaar enrolment. However, now this
restriction has been removed and hence difference between actual date of birth (which has to be now
updated in Aadhaar) and presently recorded date of birth (which is incorrect) can be any number of years.
• For changing the Date of Birth, the name mentioned in the supporting document should match with
the name mentioned in the Aadhaar card. However, the Date of Birth document having minor
differences in name can be used to certify the Date of Birth. For E.g. i) Even though if the resident's
name is printed as 'Preethi' in PAN card and 'Prithi' or 'Priti' in Aadhaar card, it can be accepted as a
valid proof for changing the Date of Birth in Aadhaar.
• Initially Aadhaar cards were issued with only year of birth, although complete date of birth was
entered and documentary evidence in this regard was submitted at the time of enrolment. That means,
the date of birth of all such residents are available in UIDAI server and hence, if the resident requires
his full date of birth to be printed in his Aadhaar card, he need not have to update his date of birth
again in his Aadhaar card. Instead the residents can request for reprint of Aadhaar in the
www.uidai.gov.in website by paying Rs.50 through online. Having Mobile number linked to Aadhaar is
not mandatory to avail this service. Applicant can use any alternative mobile number to place the
request for this service. The Aadhaar card having complete date of birth will be delivered to their
doorstep through post within 15 days of raising request. Or else residents can download e-Aadhaar
themselves from UIDAI website. Such downloaded e-Aadhaar will have complete date of birth of the
resident. However, for generating e-Aadhaar, the mobile number has to be linked to the Aadhaar since
the request would be validated through OTP. As such, if mobile number is not linked, firstly the
resident has to get that updated through Aadhaar centre. Once it gets updated in Aadhaar server, e-
Aadhaar can be generated. If the date of birth mentioned on the e-Aadhaar card is still incorrect, then
only the resident can visit the nearest Aadhaar enrolment centre to get it corrected.
6. Updating Biometric Data - Why ? Where and How ?
Updating one's facial image, fingerprint and Iris data to his/her Aadhaar card is called as biometric update.
These are unique for every individual and can be utilized for authenticating the identify of a person.
A HANDBOOK ON AADHAAR ENROLMENT AND UPDATION
9April 2021
As per Aadhaar regulations, if Aadhaar is done for a child below the age of 5 years, then his biometric data has to
be compulsorily captured twice after the child attains the age of 5 and 15 years. If Aadhaar is done for a child
after the age of 5 years, then his biometric data has to be captured compulsorily only once on completing 15
years of age. This is called as Mandatory Biometric Update. This process does not require any other documents.
Applicant just need to visit Aadhaar centre with original Aadhaar card (for reference of Aadhaar number) and,
filled in application form (Annexure 1) only.
After attaining the age of five or fifteen years, if a child fails to update his biometric information within two years
of attaining such age, his/her Aadhaar number shall be deactivated. In cases where such updation has not
been carried out before the expiry of one year after deactivation, the Aadhaar number shall be cancelled.
7. Change in gender
There are instances where the gender of a male has been wrongly mentioned as female in his Aadhaar card or
vice versa. This can be corrected in Aadhaar card. No other documents are required to be submitted except
Aadhaar card in original and application form(Annexure 1) for updating the same. In the Aadhaar card, the
gender can be updated only once in a lifetime.
8. Updating / Correcting email address and mobile number
No documents are required to be submitted except Aadhaar card in original and application form for updating
the email address and mobile number at Aadhaar enrolment centre. While applying for Aadhaar card, an
applicant has the option to provide a mobile number and the same gets registered/linked with his/her Aadhaar
card as well. But if the resident has not linked his/her mobile number to Aadhaar during the enrolment, then
he/she may have to visit nearby Aadhaar enrolment Centre for getting his/her mobile number updated. New
Aadhaar letter card will not be dispatched by UIDAI to the resident's address when only mobile number or email
ID correction/update in the Aadhaar card is done. However, the information on mobile/email ID updation will
be communicated through email or SMS to his/her registered mobile number/email address. The resident can
thereafter download e-Aadhaar himself free of cost. Or he can place request for a reprint of Aadhaar through
UIDAI website by making payment of Rs 50 only (URL : https://resident.uidai.gov.in/order-reprint for getting
Aadhaar card in Letter format. URL: https://residentpvc.uidai.gov.in/ order-pvcreprint.php for getting
Aadhaar card in PVC format). The Aadhaar card will be dispatched through speed post when reprint or PVC
card is requested online.
The reprinted Aadhaar or Aadhaar PVC card is sent via Speed Post service of India Post and delivered to your
registered address within 15 days of placing the request. Having Mobile number linked to Aadhaar is not
mandatory to avail this service. Applicant can use any alternative mobile number to place the request for this
service. SMS notifications are sent to your registered/ given mobile number for SRN (Service Request Number),
status of the request and AWB (Airway Bill Number) for tracking the Speed Post.

10. Frequently Asked Questions
We have put together some commonly asked questions to give you more information about Aadhaar. If you still
have any questions that you cannot find answer to, please send it to us using the contact details given in this
booklet.
1. How to enroll for Aadhaar? At what age a person can get enrolled?
The person of any age group i.e from a newly born child to an oldster can get enrolled for Aadhaar. The
child below the age of 5 years can get enrolled through either of his\her parents or guardian. No
documents are required except the birth certificate of a child (Or any one of the Proof of Relationship
(POR) document mentioned in Annexure 6) and the Aadhaar card of mother\father\guardian who is
accompanying the child to the Aadhaar centre. While enrolling the child below 5 years, only photograph
of the child will be captured. The iris and fingerprint data of the child will not be captured. Since the
photograph of the child has to be captured, it is advisable for the parents to do Aadhaar enrolment for
their child when the child is able to sit firmly without crying in the chair for taking photograph. If required
for emergent purpose before such age, enrolment can be done. In such cases, the photo can be captured
while the child is being seated on mother\ father's lap . For children, it is acceptable that the child sits on
parent's lap, but it needs to be ensured that parent's face is not captured along with child's face.
2. My child is of 4 year old and I visited Aadhaar centre for Fresh enrolment of my child with my
Aadhaar number and birth certificate of my child. In birth certificate of my child my name (either
mother's name/father's name or both) has not been mentioned exactly as mentioned in my
Aadhaar card.(For example in Birth certificate father name is Ramesh ,but in Aadhaar card of
father ,his name is mentioned as Ramesh Raju. Mother's name in Birth certificate is mentioned as
Preethi but in Aadhaar card of mother, name is mentioned as Preethi Ramesh) Due to this when I
visited for new enrolment of Aadhaar for my child, operators at Aadhaar centre is refusing to
accept birth certificate as Proof of Relationship and asking me to get separate certificate in
Standard Certificate format from prescribed authority? What should I do now?
As per the guidelines, Name in Proof of Relationship document (POR), in this case, birth certificate must
match exactly with the name mentioned in the Aadhaar card of father or mother. Else such documents
cannot be accepted. Even though accepted, there will be probability of rejection of such request. Hence in
this case, POR in Standard Certificate has to be obtained.
Hence it is highly advisable to get name of parents in birth certificate of the child exactly as mentioned in
the Aadhaar cards of parents.
Nowadays, in Karnataka State, the process of issuing Birth Certificate has been digitized and names of
both the parents are captured in hospitals where mother gets admitted for delivery. Hence while
providing names of parents in hospital, one must ensure that names are given as per their respective
Aadhaar cards.

3. I normally wear Eye glasses. For Aadhaar Enrolment/Updation should I remove glasses?
If the person normally wears glasses, it is recommended that the photograph is taken with glasses.
However, the glasses should be clear and transparent. Dark glasses /tinted glasses should be taken off
before taking the photograph.
4. What are the guidelines for purda/ghoonghat wearing woman? Similarly what are the guidelines
for residents who normally wear turban/headgear?
Use of accessories that cover any region of the face is not permitted. For example, women in purdah would
have to reveal the full face before the photograph is taken. Similarly women in ghoonghat would have to
clearly reveal the full face before the photograph can be captured. The head may remain covered but the
full face contour should be visible. Further, accessories like turban/head gear are also allowed as
religious/traditional practices.
However, accessories like eye patches are allowed due to medical reasons. This would also mean an
exception needs to be recorded for iris, because only one iris can be captured.
5. What should be my expression while taking photo for Aadhaar enrolment/updation?
Expression strongly affects the performance of automatic face recognition and also affects accurate
visual inspection by humans. It is strongly recommended that the face should be captured with neutral
(non-smiling) expression, teeth closed, and both eyes open and looking into the camera.
6. Whether my name can have prefixes in Aadhaar like Mr, Mrs, Dr, Col. Adv etc?
No such prefixes are allowed. Any name update attempt with such requests shall be rejected.
7. What are the responsibilities of the resident during enrolment?
The resident has to fill up the information in the form legibly without corrections. It is also important to
verify and confirm the data being entered by the operator through the secondary monitor facing the
resident. Resident can also check the updated information in the EID (Enrolment ID)slip before signing it
which is given to applicant on completion of Aadhaar updation/enrolment service at the Aadhaar centre.
8. How can we obtain information about our nearby Aadhaar centers?
The details of one's nearby Aadhaar Centre can be obtained by calling toll free number 1947 or by visiting
the website https://appointments.uidai.gov.in/easearch.aspx or can also be obtained by downloading
'mAadhaar' app in their mobiles.
9. Is it mandatory to submit original documents for various types of Aadhaar services? How can a
resident update his Aadhaar card if his original documents are submitted to the college
authority/Employer at the time of his appointment?
For any kind of Aadhaar services, i.e., new enrolment/corrections/updation services, submission of
original documents is mandatory. The Aadhaar centres will scan them and return to the residents
immediately. However, if the resident is unable to submit original documents for verification, copies
attested/certified by a public notary/gazetted officer can be submitted and these will be accepted by the
Aadhaar Centres.
10.Whether mobile numbers of parents/guardians can be added to the Aadhaar card of their
children?
Yes. The mobile number of parents/guardians can be added to the Aadhaar cards of their children also.
A HANDBOOK ON AADHAAR ENROLMENT AND UPDATION
13April 2021
Later when they grow up, they can update their Aadhaar card with their own mobile number. Further, the
same mobile number can be updated to the Aadhaar cards of more than one person of family also.
11.Whether mandatory biometric updation (MBU) of a child has to be done immediately on
completion of 5 /15 years of age? What is the maximum time limit allowed by UIDAI for doing MBU
of a child after crossing 5/15 years of age?
While enrolling the child below the age of 5 years, his/her finger prints and Iris are not captured instead
only photograph of the child is taken and stored in the Aadhaar database. Hence, after completion of 5
years, when the need arises for Aadhaar based identification of a child, it is advised to do his/her
Mandatory Biometric Updation. For eg: when the child is sent alone to the Ration Shop to bring the
groceries or when the child has to register his attendance in the school through AEBAS (Aadhaar Enabled
Biometric Attendance System).
Similarly when the child attains the age of 15 years, his/her Finger Prints and Iris are deemed to be
developed fully. As such, it is advised to perform Mandatory Biometric Updation of a child immediately on
completion of 15 years. The child having attained the age of five or fifteen years has to update his
biometric information within two years of attaining such age. If not done within 2 years of attaining such
age (7, 17 years) Aadhaar number shall be deactivated. In cases where such update has not been carried
out at the expiry of one year after deactivation, the Aadhaar number shall be omitted. When Biometric
Updation is carried out at the age of 5 and 15 years, it is called as 'Mandatory Biometric Update' and it is
free of cost.
12. a). My son/daughter is of 10 years age now and he/she has not done mandatory biometric
updation when he/she has crossed 5 years of age(till now). What should I do now?
b). My son/daughter is of 20 years age now and he/she has not done mandatory biometric
updation when he/she has crossed 15 years of age(till now). What should I do now?
As per the guidelines of UIDAI, if the child has failed to get mandatory biometric updation before the age of
7, his/her Aadhaar will be deactivated. And if the child fails to get mandatory biometric updation before
the age of 8, his/her Aadhaar will be cancelled.
As per the guidelines of UIDAI, if the child has failed to get mandatory biometric updation before the age of
17, his/her Aadhaar will be deactivated. And if the child fails to get mandatory biometric updation before
the age of 18, his/her Aadhaar will be cancelled.
Hence it is advised to check the portal https://resident.uidai.gov.in/verify first and know the present
status of one's Aadhaar and then act accordingly. When checking in this portal, if one's Aadhaar has been
deactivated or cancelled, such status will be displayed. After checking this portal, if more details are
required for next step, one can call UIDAI helpline 1947.
While checking this even if Aadhaar has not been deactivated, it is advised to visit nearby Aadhaar center
and get your mandatory biometric update done so that your latest biometric is captured in Aadhaar
database and all Aadhaar based authentication whenever required in future do not fail.
If one's Aadhaar is deactivated due to failure to get mandatory biometric updation within prescribed age,
then visiting any nearby Aadhaar center and getting mandatory biometric updation done will again
activate one's Aadhaar.
If one's Aadhaar is cancelled due to failure to get mandatory biometric updation within prescribed age,
A HANDBOOK ON AADHAAR ENROLMENT AND UPDATION
14April 2021
then one has to visit any nearby Aadhaar center and carry out new enrolment of Aadhaar again.
13.Whether I can update more than one demographic details (name, address, date of birth, mobile
number, email) and update my biometric at a time in a single visit?
Yes. You can get more than one demographic entry updated, along with biometric update in Aadhaar
enrolment center at the same time in a single visit. The fee for update of single demographic entry (such as
address) and multiple entries (such as address, mobile phone number, email address etc.) is the same.
However, if the Aadhaar of the resident has become inactive due to non performing of mandatory
biometric update, then the Aadhaar operator has to do only MBU and no other demographic updation to
be done along with MBU.
14. How does Aadhaar of a child become inactive? How to check whether the said Aadhaar is active or
not?
Children who enrol before the age of 5 years should update their biometrics once after attaining the age of
5 years and then again after turning 15 years of age. There is a window of 2 years to carry out this update.
i.e., within 7 and 17 years of age and failing to do so could lead to deactivation of Aadhaar. Hence, if MBU
of a kid is to be done after 2 years of completion of 5 or 15 years of age, the Aadhaar operator/resident has
to first check whether the said Aadhaar is active or not. The method of checking the status of the Aadhaar
is as below:
On the UIDAI website homepage, under the Aadhaar services tab, there is an option saying 'Verify
Aadhaar number'. Clicking 'Verify Aadhaar number' will redirect you to a new page. Enter child's
Aadhaar number, captcha and click verify. If the green checkmark appears, it means Aadhaar is active. In
case if the Aadhaar has become inactive, the same will be shown there.
As such, if the MBU of a child is not done within two years of attaining 5 or 15 years, then before
proceeding for updation, the Aadhaar operator / resident has to check the status of such Aadhaar in
UIDAI portal under the above mentioned option. If that Aadhaar number is active, then the resident can
do multiple updations with MBU. However, if that Aadhaar number has become inactive, then only MBU
has to be done. After successful activation, all other required demographic update (single field or multiple
fields)requirements can be done at once. If multiple updates along with MBU is attempted in such
scenario, the entire request will be rejected.
15.Whether children/adult of any age can get his biometric updated in his Aadhaar card apart from mandatory biometric update done at 5 and 15years of age? Normally under which circumstances
such biometric updation can be done?
In a Aadhaar based biometric authentication system, when a person fails to authenticate his identity i.e.,
when the finger print scanner or iris scanner of the Aadhaar enabled authentication system fails to
recognize his biometrics, one of the reason for such failure can be his/her present biometrical
characteristics (fingerprints/iris)might have been changed from the one which has been captured earlier.
In such case, he can get his biometrics updated at any Aadhaar centre. For this service Rs 100 is charged
from applicant. For eg: if the biometric device of the Ration shop fails to recognize the biometrics of a
person, then, he can visit any Aadhaar centre and update his biometrics once again.
When Aadhaar card holder feels that his/her present facial image is entirely different from the photo that
is printed in his present Aadhaar card and the photo in the Aadhaar card needs update, one has to opt for
Biometric update service.
A HANDBOOK ON AADHAAR ENROLMENT AND UPDATION
15April 2021
Biometric update can be done any number of times without any limit.
16.Even though photograph of the resident is captured at the time of Name/DOB/Address updation,
the updated Aadhaar card will not have the latest/updated photograph, instead it will have the old
photograph of the resident which was initially printed in his Aadhaar card. Why? How can a
resident update his photo in his Aadhaar card?
The photograph of the resident which is captured at the time of Name/DOB/Address updation is only for
the purpose of his Identity confirmation and not for updating his photograph in the Aadhaar card. In
order to update photograph in his Aadhaar card, the resident needs to do Biometric Updation at nearby
Aadhaar centre. This Biometric Update can be done along with Name/DOB/Address updation also. For
photo updation, the resident has to tick the 'Biometric Update' option available in the column 2.1 of the
Aadhaar application.
17.Normally there is a tendency of persons losing their finger prints in their old age or due to illness
etc. Whether such persons with faded/worn out finger prints can get their Biometrics updated in
their Aadhaar card?
Normally when the quality of the finger print data captured meets the quality threshold specified in the
UIDAI system, it will accept and save the data. However, in case of a person having worn out printer
prints, his fingerprint does not get captured automatically and hence Aadhaar operator has to capture
his finger print manually by trying to capture them four times. During this process, the Aadhaar system
will try to recognize and store the best finger print data captured out of these 4 attempts. The poor quality
fingerprints which have not been stored in the UIDAI database will be shown clearly with 'X' mark in the
acknowledgment slip. Hence, while visiting the Ration Shop or any other institution having Aadhaar
enabled Identification system, these residents have to use only those fingers which have been marked 3
in Aadhaar acknowledgement slip. Further at the time of enrolment, the resident's Iris are also captured
and unlike finger print, the Iris of a person does not get worn out with his age. Hence, when Iris based
Biometric Authentication system is being implemented at all places i.e. Ration shops etc., the
authentication of such persons becomes easy.
18.Whether blind/differently-abled persons can be enrolled for Aadhaar?
Yes. Through special enrolment process, even Blind/differently-abled category of people can also be
enrolled for Aadhaar. For more information, Aadhaar Enrolment and Updation Centres may be
contacted.
19.In my original Aadhaar card, my father's name was printed. But why is my father's name missing
after updating my DOB in my Aadhaar card? Recently, I changed my address in Aadhaar, but instead
of s/o, it was updated to c/o in front of my father's name. Is it possible to change it again to s/o?
UIDAI has recently declared that Aadhaar card is only a Proof of Identity and not a Proof of Relationship.
That means only Ration Card, Birth Certificate, Passport, Marriage Certificate etc., are considered as
Proof of Relationship. Aadhaar card confers only a unique identification number to the resident but does
not establish any relationship. Hence, S/O, D/O, W/O in Aadhaar has been now standardized to C/O.
After standardisation, UIDAI has made such an arrangement in software that whatever data/name
previously captured/taken in S/o, D/o, W/o columns will not be printed when anyone generates and gets
printout of his card(e-Aadhaar/Aadhaar PVC card/Order reprint of Aadhaar card)even without doing any
updation/correction in Aadhaar. Naturally when one does any kind of Aadhaar update, say for example
A HANDBOOK ON AADHAAR ENROLMENT AND UPDATION
16April 2021
name correction or mobile correction and gets his new Aadhaar card, data column which was present
earlier in the form of S/o, D/o will not be available.
The resident if desires can get his / her father's name or husband's name in C/O field. Since C/o field is
included in address portion of Aadhaar, you need to avail address update service also along with any
other kind of Aadhaar update services if relatives name has to appear in C/o field of new Aadhaar card.
However, it is not possible to get S/O, D/O, W/O as a text in Aadhaar Cards. This is not a mandatory field.
You may choose to leave C/o field in your address blank also during updations.
20. I know that in Aadhaar card now S/o, D/o, etc will not be printed and only standardized form of
C/o will be printed, that too is not compulsory but optional based on my choice as exercised by me
when I visit Aadhaar centre for Address correction/update. I have one more question. In C/o
section do I have the option of adding mother's name also, or I should be adding only my father's
name ?
One can add mother's name also in C/o field if one wishes. If a child visits Aadhaar centre for fresh
enrolment or Address update along with father, he still can add (ask Aadhaar operator to put) his
mother's name in C/o field of his Aadhaar. Similarly if a child visits Aadhaar centre for fresh enrolment or
Address update along with mother, he still can add (ask Aadhaar operator to put) his father's name in C/o
field of his Aadhaar.
21.I want to change only name in C/o column of Aadhaar. Nothing else. Do I need to produce any
document proof for changing the name in the C/o field?
For changing name in C/o field, one needs to avail address update/ correction service since C/o part
appears in address portion of Aadhaar card. Hence, any one document acceptable for address
correction/ update(Refer annexure 4) has to be submitted for updation of C/o field. However, the
document brought as a address proof should have the correct address of the resident as desired in
Aadhaar card but need not carry the name which has to appear in C/o field.
22.My mother is 75 years of age and has document for proof of identity (eg: Voter ID) and has
document for proof of address(for eg: Voter ID) but does not have birth certificate or any other
proof for date of birth. Can she be enrolled for Aadhaar with these documents?
It is not mandatory to provide document for age proof for getting Aadhaar. In Aadhaar, if the resident
provides documentary evidence for Date of Birth, then the Date of Birth is recorded as 'verified' in
Aadhaar database. When resident declares the Date of Birth without any documentary evidence, then
date of birth is recorded as 'declared' in Aadhaar database and the declared date of birth gets printed in
his Aadhaar card. If the resident do not know his date of birth exactly, he can specify his probable age and
his date of birth in such cases will be taken as January 1 of that year calculated as per information shared
by the applicant. However, if such person wants to correct/update date of birth later, then he or she
needs to provide valid document proof for the date of birth correction.
23.My daughter is 1 year old and her birth certificate is not yet done. Can I enrol her for Aadhaar?
Yes. By obtaining certificate from Group A or B gazetted officer, MP, MLA, MLC, Municipal councillor or
head of the gram panchayat in UIDAI standard certificate format, Aadhaar card of your daughter can be
done. Group A gazetted officer can certify your daughter's date of birth and hence if standard certificate is
issued by Group 'A 'gazetted officer, your daughter's date of birth will be recorded as 'verified' in Aadhaar
database. However, if certificate is issued by any of the above mentioned officer other than the group A
A HANDBOOK ON AADHAAR ENROLMENT AND UPDATION
17April 2021
gazetted officer, then your daughter's date of birth will be recorded as 'Declared' in Aadhaar database.
24.Can I submit the certificate issued by City Corporation / Local Muncipal Authority / Local
Panchayath towards issuance of Building/door number for my new house as a valid proof of
address?
No. Since this certificate issued by City Corporation/Muncipality is not recognised by UIDAI as a valid
proof of address, it cannot be submitted by the resident for change of address. However, based on this
certificate, the resident may get address proof certificate from the Gazetted Officer/MP/MLA/MLC,
Municipal councillor or head of the Gram Panchayath on the UIDAI standard certificate format given in
annexure no. 3.
25.How many times a resident can change his name, Date of Birth, Address, Mobile No. etc. in
Aadhaar Card. What is the procedure to make corrections in Name, Date of Birth and Gender
beyond the prescribed limits?
As per the update policy of UIDAI, the following limits have been set for update of demographic
information in their Aadhaar:
• Name – Can be updated twice
• Gender – Once
• Date of Birth – Once
The process for the above updates within the permissible limits is same as described in relevant sections
above. Any other information in one's Aadhaar can be updated as and when required. There is no limit on
the number of updates for any other demographic information – address, email ID, mobile number or
biometrics – photograph, fingerprints, iris scans.
Updation of name, gender or date of birth in the Aadhaar card more than the mandated number of times
can also be done through an exception handling process defined by UIDAI.
In case name, date of birth and gender are to be updated more than the prescribed limit, then the process
is as follows:
a. The individual will be required to visit Aadhaar enrolment/ updation centre and get correction/update
in his/her name/ date of birth / gender as the case may be by following the same procedure as that is
done for corrections/updates within the prescribed limit.
b. Provide the URN (Update Request Number) available in acknowledgement slip provided to the
applicant in the Aadhaar centre to Aadhaar help centre by calling 1947 or via email to
[email protected] and request for 'exception update'. The case will be then assigned to one of the
UIDAI's Regional Offices that handles applicant's region for due diligence. Once verified, correction
request will be processed and the outcome will be communicated to the applicant. Remember,
individual is not required to visit regional office physically unless specifically asked to visit.
26.A newly married woman will not have any address proof document for updating her husband's
address in her Aadhaar card. In such cases whether marriage certificate can be considered as
address proof? Before obtaining marriage certificate how can she get her address updated with her
newly moved house?
Yes. On the basis of Marriage certificate, a newly married woman can update her husband's address in
A HANDBOOK ON AADHAAR ENROLMENT AND UPDATION
18April 2021
her Aadhaar card. In case of any possible delay in obtaining marriage certificate or if there is an urgent
need for address updation in her Aadhaar, then she can get her Aadhaar updated with new address with
the help of certificate from any one among Village Panchayath Head, Municipal Councillor, MLA, MP,
Gazetted Officer or Head of the recognized Educational Institution in the Standard Certificate
form(Annexure -3). This certificate can be downloaded from the website 'www.uidai.gov.in' or can be
obtained from Aadhaar Enrolment and Updation Centre.
27.Whether NRIs can enroll for Aadhaar?
Earlier, an NRI having resided in India for a period of 182 days or more in 12 months immediately
preceding the date of application for enrolment and having an Indian address could have applied for
Aadhaar. However now, NRIs with valid Indian Passport can apply for Aadhaar on arrival, without the 182
day waiting period. Indian Passport is mandatory as Proof of Identity (POI) for NRIs. The rest of the
process to register for an Aadhaar card for NRIs is similar to the process followed by residents. At the time
of filling the Aadhaar application form, he has to tick the NRI column and has to sign the disclosure
stating him to be a NRI.
28.I am a NRI. I was outside India for few years and now back in India. My son/daughter was born
when I was staying in foreign country. Can I get Aadhaar for my child?
As per UIDAI guidelines, if a parent has valid Aadhaar, then his/her child can do HOF (Head Of the
Family) based enrolment. Also Aadhaar number is not related to citizenship status of seeker. Regarding
Aadhaar, UIDAI has prescribed guidelines/mechanisms to issue Aadhaar to both Resident Indians and
Non Resident Indians.
29.A migrant labour who has done his Aadhaar in some other state will be having his name and
address in the language of that state. Once he returns to his hometown, can he change the name
and address in his Aadhaar card to his local language?
One can enrol for new Aadhaar or do update/corrections related to any demographic details (name,
address, date of birth, gender, mobile number or email ID),or biometric details (photograph, fingerprints,
iris scan) in his/her Aadhaar from any Aadhaar Centre located anywhere across the country. This
implies that migrant labourer can get any update related to Aadhaar in Aadhaar centre near to their
present place of stay even if initial enrolment is done in their state of origin.
In the Aadhaar card, the name and address of the resident will be stored and printed bilingually i.e.,
English (default) and regional language (as chosen by the resident) at the time of enrolment. Resident can
select from Hindi, Assamese, Bengali, Gujarati, Kannada, Malayalam, Marathi, Odia, Punjabi, Tamil,
Telugu and Urdu. Hence normally, when the Aadhaar enrolment of migrants from Karnataka is done at
other state, regional language of that state will be selected (since operator in that state is familiar and can
type only in regional language of that state) and hence their Aadhaar card will not be having in Kannada
as a regional language. Accordingly their Aadhaar card will have Malayalam, Marathi etc as regional
language along with English.
At present, in Karnataka, family members can be added to ration card only if regional language in
Aadhaar card is in Kannada. Hence migrant labourers who had done Aadhaar enrolment in other states
and residents of border areas who have moved to Karnataka after marriage (For eg: From Kasaragod) are
facing this issue of not being able to get their names added to ration card of the family they belong to. The
solution for this issue is to do name and address correction (both) in Aadhaar by following the procedure
A HANDBOOK ON AADHAAR ENROLMENT AND UPDATION
19April 2021
explained for these in this booklet. They have to visit the Aadhaar Enrolment centre with original copies of
any one of the valid proof of identity (Annexure 2) and proof of address (Annexure-4) along with duly filled
Aadhaar application form and inform the operator to update his name and address in the regional
language.
30.How do we know if the Aadhaar enrolment or update request process has been completed? How
long does it take for the card to be delivered through post after enrolment/updation?
If at the time of enrolment/updation, the email ID/mobile number has been linked to the Aadhaar, the
information pertaining to completion of enrolment or update request would be sent through an email or
SMS. The status of the request can be checked in www.uidai.gov.in website or known by contacting the
Toll free no.1947. To check Aadhaar generation status, one needs to remember EID (Enrolment ID). The
top left side of enrolment acknowledgement slip provided to applicant in the Aadhaar centre contains 14
digit enrolment number (1234/12345/12345) and 14 digit time stamp having date and time
(dd/mm/yyyy hh:mm:ss) of enrolment. These 28 digits together form the Enrolment ID (EID). Hence one
needs to preserve the copy of enrolment acknowledgement slip till his request is processed and gets his
Aadhaar card with correct details.
Normally, it would take 5 to 90 days for the request to get processed and the card to be delivered. When
the updated Aadhaar card is being despatched through post, SMS would be sent to the registered mobile
number of the resident. In case of urgency, residents can also download e-Aadhaar through
www.uidai.gov.in website after 5 days of enrolment/updation themselves or can get it downloaded and
printed at nearby cyber centres. The new Aadhaar card will be dispatched through post if the Aadhaar is
updated for change\correction in name, address, DOB, gender and biometric data. But, new Aadhaar
card will not be dispatched if the Aadhaar is updated for change\correction in mobile number and email
address. In such case(mobile/email id correction/update), if residents want new Aadhaar card with
updated email id/mobile number from UIDAI, they have to specifically place request in uidai website for
sending of Aadhaar through speed post by making payment of Rs.50. (URL : https://resident.uidai.gov.
in/order-reprint for getting Aadhaar card in Letter format. URL: https://residentpvc.uidai.gov.in/order-
pvcreprint.php for getting Aadhaar card in PVC format) The card would be printed and delivered through
Speed post. The reprinted Aadhaar /Aadhaar PVC card is sent via Speed Post service of India Post and
delivered to your registered address within 15 days of placing the request. Having Mobile number linked
to Aadhaar is not mandatory to avail this service. Applicant can use any alternative mobile number to
place the request for this service. SMS notifications are sent to your registered/ given mobile number for
SRN (Service Request Number), status of the request and AWB (Airway Bill Number) for tracking the
Speed Post.
31.What action can be taken by a resident in case of loss of Enrolment ID/EID slip?
The Enrolment/EID slip generated during the Enrolment/updation contains EID (Enrolment ID) which
enables to track the status of the Aadhaar enrolment and update request and hence residents need to
keep this EID slip safely with them until they receive new/updated Aadhaar card. If the receipt/EID slip
is lost, the EID can be obtained through www.uidai.gov.in website (Aadhaar should have been linked with
mobile for this) or by contacting the Toll free no.1947.
32.I attended Aadhaar centre for one of Aadhaar related services (New Aadhaar enrolment, name
correction, Address correction, date of birth correction, mobile number/email update
/correction). After few days, I received one SMS that my service request has been rejected or When
A HANDBOOK ON AADHAAR ENROLMENT AND UPDATION
20April 2021
I checked the status of my request in UIDAI portal it is shown that my request has been rejected?
Now what I need to do? Why my request has been rejected?
When procedure for new Aadhaar enrolment or updates (name, address, DOB, email, mobile) is not
followed properly (not as per the rules prescribed), such requests will be rejected by UIDAI. For example
submitting invalid documents, trying to enrol for new Aadhaar even though having one Aadhaar number
will result in rejection of requests. There are many such scenarios where rejections happen when
prescribed rules are not followed. To know the reason in detail for such rejection, one can call UIDAI help
line 1947 and get the exact reason for rejection and take corrective measure before he/she visits
enrolment centre to get the required service to avoid rejection again.
33.What precautionary measures can be taken by a resident/Aadhaar operator to avoid rejection of
Aadhaar enrolment and updation service requests?
The Aadhaar operator/resident should keep the below aspects in mind to avoid rejections of Aadhaar
requests.
With respect to Name field in Aadhaar:
• Should not have any salutations like Mr., Mrs., Dr., Col., Adv., etc.
• Should not contain multiple names like Devi urf Choti, Devi (Choti) etc
• First, middle and last name should exactly match as per the document submitted
• Transliteration of full name in local language should compulsory match as mentioned in English.
With respect to Address field in Aadhaar:
• The document(electricity, water, telephone and gas bill) should be on the name of the applicant. These
documents on the name of the father are not acceptable for enrolment/update of a son etc.
• Main address should exactly match with POA document submitted by the resident. Any additional
details apart from the main address can be added.
• Address shall be complete in all respects for ease of delivery
• Try to make best use of 'Landmark' field in the address.
• Translation of resident's address in local language should match as mentioned in English.
While capturing Photograph in Aadhaar:
• Face should be clearly visible in the photo captured. No cap/sun glasses are allowed
• Ensure that photo is clicked in white background.
• No reflection on face should be captured
• Only resident's front profile is accepted in the photo uploaded
Regarding Gender :
• Gender of the resident is matching with photo and physical appearance
• Change in gender is allowed only once in lifetime beyond which case needs to be referred to UIDAI RO
through 1947 toll free number for exceptional process after update
Regarding Date of Birth:
• Age of the resident is matching with photo and physical appearance
• Change in date of birth is allowed only once in lifetime beyond which case needs to be referred to UIDAI
RO through 1947 toll free number for exceptional process after update.
A HANDBOOK ON AADHAAR ENROLMENT AND UPDATION

Regarding document being submitted:
• POI/POA/POR/DOB are as per UIDAI's approved document list
• Photo of the resident is matching with POI
• Check for document validity(issued by foreign country/expired/cancelled are not allowed)
• Overwriting/corrections/forged/whitener used on documents are strictly not allowed
• All other instructions mentioned in Annexure 3a for filling up standard certificate to be referred by
residents / Aadhaar operators.
Regarding scanning of documents:
• Original documents to be scanned(POI, POA, POR, DOB)/EID slips/application forms)
• Check if name, address, date of birth, photo are clearly readable in scanned document
• No blank page/partial documents to be scanned
34.I recently came to know that my Aadhaar has been suspended/I have recently notified through a
letter that my Aadhaar has been suspended. Why such suspension happens? What is the reason?
What is the solution?
Your Aadhaar data is subject to periodic quality checks. During such quality checks by UIDAI, if any
discrepancy is found in the supporting documents or captured biometric data of a resident, his /her
Aadhaar is suspended temporarily and the Aadhaar holder is duly notified of this. If your Aadhaar gets
suspended, you would not be able to avail any service based on Aadhaar OTP/ biometric authentication.
In such cases, the Aadhaar holder needs to follow the below steps:
1. Refer to the email/ SMS/ letter by UIDAI to know the reason for 'Aadhaar Deactivation/suspension'
and the subsequent course of action. If more details are needed one can call to UIDAI helpline 1947 in
this regard.
2. If the deactivation is due to biometrics related reason, visit any Aadhaar Seva Kendra and update your
biometrics.
3. If the deactivation is due to documents related reason, visit nearby Aadhaar centre with correct
document.
35.Whether anyone other than Aadhaar card holder can get corrections /updations in Aadhaar
details on his behalf?
Only the Aadhaar holder can request for update in his/her Aadhaar. No one else can attend Aadhaar
centre on his behalf for doing updations/corrections (except for children below 5 years of age). Aadhaar
update request requires authentication by the Aadhaar holder. This authentication is done either as
biometric authentication at Aadhaar Centre or OTP authentication for online address update. For
children below 5 years of age, this authentication is done by the parent/ guardian whose Aadhaar was
linked to the child's Aadhaar at the time of enrolment.
36. My child's Aadhaar enrolment was done at the age of 3.He got his Aadhaar card at the age of three.
He is yet to cross the age of 5 and hence his own biometrics are not yet taken for Aadhaar. i.e., his
age is not yet due for Mandatory biometric update at the age of 5. Now we need to do some
corrections in his Aadhaar card, say name, address, DOB, mobile number etc. Is it possible?
Yes. It is possible. This will be done in Head of Family based update/correction mechanism. One
important aspect to be noted in this scenario is that for such correction/update before the age of 5, child
April 2021
A HANDBOOK ON AADHAAR ENROLMENT AND UPDATION
23
has to be taken to Aadhaar centre along with the same parent/guardian who had accompanied and
whose biometrics were taken during the child's enrolment. Otherwise authentication will be failed and
such update/correction request will be rejected.
37. While enrolling for my child's Aadhaar, mother accompanied the child and her biometrics were
linked to child's Aadhaar during enrolment. Now for the purpose of getting Mandatory biometric
update at the age of 5/15 whether only mother has to visit Aadhaar centre along with the child? Or
even father or anyone of grandparent can take the child to Aadhaar centre?
No. During mandatory biometric update, only child's biometrics will be taken and parent's or
accompanying grandparent's biometrics shall not be taken. Hence irrespective of member who
accompanied during child's Aadhaar enrolment, any member of family can accompany child for getting
mandatory biometric update at the age of 5 or 15.
38. What action can be taken by the resident if the Aadhaar enrolment and update request has been
rejected even after providing valid documents?
If your Aadhaar enrolment and update request has been rejected, you can contact 1947 or visit
www.uidai.gov.in website to know the reason for rejection and get re- enrolled\updated with proper
documents. If the Aadhaar card has become 'invalid' then you can call 1947 to get further guidance.
39.Can I use e-Aadhaar, Aadhaar Letter or Aadhaar PVC card in the place of my Aadhaar card? Can I
show digital copy of Aadhaar through m-Aadhaar App from my Smartphone instead of print copy of
Aadhaar? Which is more important and valid out of these many forms of Aadhaar?
There are various forms of Aadhaar viz Aadhaar Letter, e-Aadhaar, Aadhaar PVC card and UIDAI has
stated very clearly vide circular No. 11014/07/2020-Logistcis dtd 29.09.2020 that all forms of Aadhaar
are equally valid. Residents can choose to use any form of Aadhaar as per their convenience and all forms
of Aadhaar (Aadhaar Letter, e-Aadhaar, Aadhaar PVC card, mAadhaar) are acceptable as a proof of
identity without giving any preference to one form of Aadhaar over the other which implies that any
Government organisation can't insist to produce only Aadhaar Letter format or any other format only.
Since all forms of Aadhaar being legally valid, any government organisation have to accept any one of the
above mentioned forms of Aadhaar produced by resident without causing harassment to residents.
One can also carry his/her Aadhaar in digital form in his/her Smartphone via the official mobile app of
Aadhaar –mAadhaar which is also legally valid as clearly stated by UIDAI. mAadhaar is available for
download from Google Play Store and Apple App Store.
Note:
a) Aadhaar Letter : Aadhaar letter is one that is delivered by ordinary post after Aadhaar is generated
successfully (For new enrolment, Name correction, Address correction, date of birth correction, biometric
updation). Aadhaar Letter in this format will be received through speed post when one places Aadhaar
reprint order by paying Rs 50 online in web portal https://resident.uidai.gov.in/order-reprint . The
reprinted Aadhaar is sent via Speed Post service of India Post and delivered to your registered address
within 15 days of placing the request. Having Mobile number linked to Aadhaar is not mandatory to avail
this service. Applicant can use any alternative mobile number to place the request for this service. SMS
notifications are sent to your registered/ given mobile number for SRN (Service Request Number), status
of the request and AWB (Airway Bill Number) for tracking the Speed Post.

b) e-Aadhaar : Electronic copy of Aadhaar card which can be downloaded from UIDAI website anytime by
anyone who has already been issued with 12 digit Aadhaar number is called e-Aadhaar. Any person can
download the e-Aadhaar card from the UIDAI website by entering his/her 12 digit Aadhaar number free of
cost and he can get it printed in A4 paper. The downloaded Aadhaar, also known as eAadhaar, is a
password protected electronic copy of your Aadhaar. It is downloaded as a .pdf document. The password
for your eAadhaar.pdf file is a combination of the first 4 letters of name in CAPITAL and the year of birth
(YYYY). This is the easiest and quickest form available for anyone to get his Aadhaar when someone has
not carried Aadhaar card and finds immediate need to produce it to any authority .For generating e-
Aadhaar, the mobile number should have been linked to his/her Aadhaar since the request would be
validated through OTP received in the linked mobile number only. One can download e-Aadhaar
maximum 20 times in a calendar year.
c) Aadhaar PVC card : The new Aadhaar PVC(Polyvinyl Chloride Card) card comes with enhanced security
features like QR code with photograph and demographic details, hologram, micro text, ghost image, issue
and print date and an embossed Aadhaar logo. It can be carried in the wallet just like ATM or debit cards.
Residents can avail this service by visiting link https://residentpvc.uidai.gov.in/order-pvcreprint to
Order Aadhaar PVC Card online by making payment of Rs. 50. The Aadhaar PVC card is sent via Speed
Post service of India Post and delivered to your registered address within 15 days of placing the request.
Having Mobile number linked to Aadhaar is not mandatory to avail this service. Applicant can use any
alternative mobile number to place the request for this service. SMS notifications are sent to your
registered/ given mobile number for SRN (Service Request Number), status of the request and AWB
(Airway Bill Number) for tracking the Speed Post.
40.Can I book my appointment for Aadhaar Enrolment/update in advance?
Yes. The resident can use online appointment service to book appointment for themselves or a family
member or friend from 'mAadhaar App' or by visiting UIDAI website-'https://appointments.uidai.gov.in/
bookappointment.aspx'. However, this online appointment booking facility is available for selected/
identified Aadhaar Centres.
41.I am working and do not have time to visit Aadhaar enrolment centre for getting my Aadhaar
updated. Can I update my Aadhaar card online?
Yes. The resident can update his demographic details such as name, date of birth, address and gender
online through Self Service Update Portal(SSUP) of UIDAI (https://ssup.uidai.gov.in). However, only
those individuals will be able to update their details online who have registered their valid mobile number
with Aadhaar. Registration of mobile numbers with Aadhaar is mandatory as the online transactions are
authenticated through an OTP.
New Aadhaar enrolment, biometric updation, Mandatory biometric updation(of 5 and 15 years of
children), mobile number updation, email ID updation and language change cannot be done under online
portal and hence the resident has to visit his nearby Aadhaar Enrolment and Updation centre for getting
it done. UIDAI is proposing to provide language change, mobile updation and email ID updation services
soon in the SSUP online portal. This proposed online mobile update service will be available for only
changing/updating a new mobile number from already linked mobile number with Aadhaar through OTP
authentication received in already linked mobile number. For linking of mobile number for the first time
resident has to visit Aadhaar centre invariably. For example this proposed online service would be useful
in future for below scenario:
April 2021
A HANDBOOK ON AADHAAR ENROLMENT AND UPDATION
25
A child while enrolling for Aadhaar has linked his parent's mobile number. After child becomes major
wants to link his own mobile number with Aadhaar. In this scenario one would be able to change already
linked mobile number(parent's) to his own new mobile number in online self service portal based on OTP
authentication received in already linked mobile number.
42.What is the significance of Aadhaar card having Q R Code in it?
A QR code is a form of barcode label which contains machine-readable information and which can be read
by QR code reader/scanner. The QR code printed on the Aadhaar contains important information
relating to Aadhaar. The QR Code printed on the Aadhaar print letter and e-Aadhaar which were issued
earlier to 20-02-2018 contained only the demographic information such as name, date of birth, address,
gender, mobile number of the Aadhaar number holder. Now UIDAI has introduced new secure QR code
which contains demographics as well as photograph of the Aadhaar number holder.
This QR code of the Aadhaar can be used by various departments to verify the identity of the Aadhaar
holder. Presently, a few telecom companies are utilizing this QR code of the Aadhaar card to establish the
identity of their customers and there is a possibility of using this QR code facility by all government/ non-
government organizations in the forthcoming days. Since, this new secure QR code facility has been
introduced from 20-02-2018, the residents who are enrolled earlier to this period will not have
photograph captured in the QR code of their Aadhaar card. On producing such Aadhaar cards, there is a
possibility of any service provider telling them to get their biometric data updated as QR code printed
presently in their Aadhaar card does not have photograph of the resident. However, in such case, there is
no need to get their biometric data updated. Instead the residents can themselves or through cyber café,
can download e-Aadhaar or 'Order Aadhaar reprint' and get updated Aadhaar card having new secure QR
code.
43.I do not have any supporting document for changing my date of birth in Aadhaar card. I have been
told by the Aadhaar centre to get Certificate of DOB issued by Group A Gazetted officer on UIDAI
standard certificate format. Since there are Group 'A' and Group 'B' Gazetted officers, how would I
know that the Gazetted officer approached by me is a Group A or Group B officer?
For changing /updating Name, address and relationship in Aadhaar card, the resident can get Certificate
issued by Group 'A' or Group 'B' Gazetted officer on UIDAI standard certificate format(in the absence of
any other UIDAI prescribed documents) whereas for changing Date of Birth in Aadhaar card, the
standard certificate prescribed by UIDAI needs to be signed by only Group 'A' Gazetted Officer and not by
Group 'B' Gazetted officer. Hence, the resident has to confirm that the Gazetted Officer approached by
him is a Group 'A' or 'B' Gazetted officer before obtaining their signature on the certificate. At present no
comprehensive list of gazetted Group A officers of Central or State Governments is maintained and made
available in public domain and hence there is no way to cross verify for a resident or Aadhaar operator to
check whether any officer in the locality is gazetted Group A officer or Group B officer. Hence it is the
utmost responsibility of all gazetted Group B officers not to sign in standard certificate format brought to
them by residents for date of birth corrections.

45.What is Aadhaar lock/unlock provision? What is Biometrics lock/unlock provision? Is there any
provision to lock/unlock biometrics without using internet by just sending SMS?
Aadhaar lock/unlock : This is one special safety feature provided by UIDAI for those who want to have
additional level of safety. Using this feature one can lock his Aadhaar and by doing this no Aadhaar based
authentication system will succeed. Whenever he needs some authentication to be done he needs to
unlock his Aadhaar. However, authentication may be performed using VID (Virtual ID). VID is a
temporary, revocable 16-digit random number mapped with the Aadhaar number. VID can be used in
lieu of Aadhaar number whenever authentication or e-KYC services are performed. Authentication may
be performed using VID in a manner similar to using Aadhaar number. Resident shall ensure that latest
VID is with him. In order to retrieve existing VID, resident may send SMS to 1947. RVID [last 4 or 8 digits
of UID] {ex: RVID 1234}. VID is mandatory for UID LOCK/UNLOCK.
Biometric lock/Unlock : This Feature will enable Resident to temporarily lock and unlock their
biometrics. This is to protect privacy and confidentiality of Resident's Biometrics Data (includes
fingerprint and iris). Locked Biometrics ensure that Aadhaar holders will not be able to use their
Biometrics for authentications. Users of this feature are cautioned to use this facility with care to prevent
denial of Authentication services. Registered Mobile Number is essential to avail this service. This can be
done by visiting web link https://resident.uidai.gov.in/bio-lock .
Unique Identification Authority of India (UIDAI) has introduced a service called “Aadhaar Services on
SMS” which enables Aadhaar Number holders, who do not have access to internet/resident portal/m-
Aadhaar etc. to use various Aadhaar services like Virtual ID generation/retrieval, Aadhaar lock/unlock,
Biometric lock/unlock etc. through SMS. Resident can avail these Aadhaar services by sending a SMS
from Registered Mobile to 1947 in the prescribed format. Prescribed format is given in web link
https://uidai.gov.in/my-aadhaar/avail-aadhaar-services/aadhaar-services-on-sms.html
46.I am working in one government /non government organization. To provide our service, we are
demanding copy of Aadhaar from anyone approaching us. Sometime when I look at the Aadhaar
card provided by public I get suspicion that it might be a fake one. How can I quickly cross check
whether it is really genuine Aadhaar card?
Any Aadhaar number can be verified online from https://resident.uidai.gov.in/verify . You can use this
service to check the authenticity of any Aadhaar number that is presented to you. For the entered
Aadhaar number, you get the following details of the Aadhaar holder if the Aadhaar number exists
• Age band
• Gender
• State of residence
• Mobile Number (in masked form showing only last 4 digits)
Besides, a service provider can also verify the Aadhaar presented by a person using following services:
1. From mAadhaar App
2. Scan the QR Code on presented Aadhaar using the Aadhaar QR Code Scanner App or mAadhaar App

the rectification action?
The Aadhaar number of an Aadhaar holder shall be cancelled in the following circumstances:-
(a) If it is established that more than one Aadhaar numbers have been issued to the same person, then the
Aadhaar number assigned from the earlier enrolment shall be retained, and all subsequent Aadhaar
numbers shall be cancelled .One can also check which one is cancelled and which one is retained by
using link https://resident.uidai.gov.in/verify and entering both Aadhaar numbers. It will show
which of the number has been cancelled.
(b) Where the Aadhaar number has been generated in violation of the prescribed guidelines:-
(i) “Photo on Photo” case where core biometric information is not available: Where an existing
photograph is used for enrolment instead of capturing a new photograph at the enrolment centre,
and where core biometric information has not been captured during enrolment, the resident's
Aadhaar number shall be cancelled.
(ii) “False Biometric Exception” cases: Where the enrolment has been wrongly carried out as a
'biometric exception' case, the Aadhaar number shall be cancelled.
(iii)Where an adult has been enrolled as a child below five years of age to avoid capturing of biometric
information, Aadhaar number shall be cancelled.
(iv)Any other case requiring cancellation owing to the enrolment appearing fraudulent to the Authority
Rectification action: In case of omission of Aadhaar number for reasons other than multiple Aadhaar
numbers having been issued, residents shall be required to re-enrol.
49.What are the occasions in which Aadhaar shall be deactivated?

Aadhaar number may be re-activated.
(b) “False Partial Biometric Exception” cases: Where certain attributes constituting biometric
information have not been captured despite the resident being in a position to provide them, the
Aadhaar number shall be de-activated.
(c) Where it is found at a later stage that enrolment has been carried out without valid supporting
documents, the Aadhaar number shall be deactivated till it is updated by the Aadhaar number
holder after furnishing valid supporting documents.
(d) Where the information captured has been flagged as having bad data and requiring update (such as
mixed/anomalous biometrics information, abusive/expletive words and unparliamentary
language in resident demographics, multiple names in single name using 'urf' or 'Alias'), the

Aadhaar number shall be deactivated till it is updated by Aadhaar holder.
(e) Where a child having attained the age of five or fifteen years of age fails to update his biometric
information within two y ears of attaining such age, his Aadhaar number shall be deactivated. In
cases where such update has not been carried out at the expiry of one year after deactivation, the
Aadhaar number shall be omitted.
(f) Any other case requiring deactivation as deemed appropriate by the Authority.
(2) Upon deactivation, services that are provided by the Authority to the Aadhaar number holder shall be
discontinued temporarily till such time the Aadhaar number holder updates or rectifies the
information, owing to which his Aadhaar number has been deactivated by the Authority.
Rectification action: In case of deactivation, a resident shall be required to update his identity information
partly or fully as required, as per the guidelines or policies as may be specified by the Authority.
50.I have lost my Aadhaar Card. Do I have to re-enroll for Aadhaar?
No, there is no need to re-enroll for Aadhaar, in fact one should not try to re-enroll. In such a scenario if
one tries to re-enroll, such attempt will be rejected as no one can have multiple enrolment. If the resident
has lost his Aadhaar card but remembers his Aadhaar number/EID number, then he can place request
in UIDAI website for Aadhaar card (in letter format or PVC card format) to be/which will be delivered to his
address through speed post. He can also download e-Aadhaar by visiting UIDAI website. However, for
exercising these options, his/her mobile number should have been linked with his Aadhaar. If his mobile
number is not linked with Aadhaar, then he has to visit Aadhaar enrolment centre and get his mobile
number linked with Aadhaar card. On completion of mobile updation process, he can download his e-
Aadhaar or place request for Aadhaar card through speed post.
If the resident has lost his Aadhaar card and do not remember Aadhaar number/EID number, then he
can retrieve his Aadhaar by following process:
i) In case the resident's mobile number is registered in Aadhaar, he can find his enrolment number (EID)
or Aadhaar number by clicking on 'Retrieve Lost UID/EID” tab under section Aadhaar enrolment on
uidai.gov.in website or https://resident.uidai.gov.in/lost-uideid. In this web link when one enters
details of his/her name and linked mobile number, he/she will get OTP to authenticate in the portal.
Once authenticated, his Aadhaar number will be sent to his/her mobile number through SMS.
ii) If his mobile number is not linked with Aadhaar, then he has to visit Aadhaar enrolment centre and by
using his biometrics and demographic details, his Aadhaar number can be retrieved. He can also
ascertain his Aadhaar number by calling UIDAI toll free number 1947.
51.I came to hospital which is 100 km from my home for emergency admission of my close relative.
They are asking for my Aadhaar card. But I have forgotten to take my Aadhaar card with me? What
can I do now? Should I go back to my home to take my Aadhaar card or someone should bring my
Aadhaar card from my home or do I have any other alternate solution in this condition?
You have simple solution and you need not travel long to your far away home just for the purpose of
bringing your Aadhaar card. You can download the e-Aadhaar card free of cost from the UIDAI website by
entering your 12 digit Aadhaar number by visiting nearest cyber café or any facility where internet and
printer are available and can get it printed on A4 paper. This is the easiest and quickest form available for
anyone to get his Aadhaar when someone has not carried Aadhaar card and finds immediate need to
produce it for any authority including hospital. UIDAI has stated very clearly vide circular No.

11014/07/2020-Logistcis dtd 29.09.2020 that all forms of Aadhaar (Aadhaar Letter, e-Aadhaar,
Aadhaar PVC card, m-Aadhaar) are legally valid. Residents can choose to use any form of Aadhaar as per
their convenience and all forms of Aadhaar are acceptable as a proof of identity without giving any
preference to one form of Aadhaar over the other which implies that any Government Organization can't
insist to produce only Aadhaar Letter format or any other format only. Since all forms of Aadhaar being
legally valid, any government organization has to accept any one of the above mentioned forms of
Aadhaar produced by resident without causing harassment to residents.
For downloading e-Aadhaar, the mobile number should have been linked to the Aadhaar since the
request would be validated through OTP received in the linked mobile number only.
Alternatively, you can also carry Aadhaar in your smart phone via the official mobile app of Aadhaar
–mAadhaar. m-Aadhaar app is available for download from Google Play Store and Apple App Store. It
implies that any resident can just show digital copy of Aadhaar available in his/her mobile through m-
Aadhaar app to any government authority/non government authority(like hospitals) and they are legally
bound to accept one's Aadhaar proof in digital format shown from his/her mobile through m-Aaadhaar
App.
52.At present I do not have my Aadhaar card. I don't remember my Aadhaar number also. I even do
not have acknowledgement slip given during Aadhaar enrolment process. But I do remember that
long back I went for enrolling for Aadhaar in one Aadhaar centre and my biometrics were taken. Is
there any way to know my Aadhaar number and get my Aadhaar card?
Yes. You can visit any Aadhaar centre and inform the operator about this scenario. By using your
biometrics and name, gender and district details, your Aadhaar number can be retrieved.
This option is also useful for anyone or any agency to identify victims of human trafficking found in far away
place from his/her native place or to identify anyone from orphanage and to reconnect with his / her family.
53. (a) I have visited a place of worship and there I need some amount of money urgently to book
some seva/to give some offering. I have not brought my ATM/debit card. Whether Aadhaar
Enabled Payment System (AEPS) can help me in this situation?
(b) I have come to hospital and I need some amount of money urgently. I have not brought my
ATM/debit card. Whether Aadhaar Enabled Payment System (AEPS) can help me in this
situation?
Yes. One just needs to remember his Aadhaar number to withdraw amount up to Rs. 10,000 at a
time by visiting nearby post office from his own savings bank account with any bank provided that
the bank account has been linked with Aadhaar number and it had been enabled for AEPS service.
To avail this service, one need not have to produce Aadhaar card copy also. He just needs to tell his
Aadhaar number in post office and perform biometric authentication to withdraw money. Hence
anyone in such situation who does not remember his Aadhaar number, can get his Aadhaar
number telephonically and visit nearest post office to withdraw money required urgently.
54.How do I know the status of my Aadhaar seeding? How do I know to which bank or post office
savings account benefits of various schemes like PM Kisan, MGNREGA etc will be credited through
direct benefit transfer (DBT) mechanism?
Status of Aadhaar seeding and name of the bank to which one's Aadhaar has been seeded can be checked

55.I am from Karnataka. Now for a short duration I am staying at Hyderabad. Can I get my new
Aadhaar/Aadhaar updations in any Aadhaar center in Hyderabad itself or should I only get it done
during my visit to my native in Karnataka only?
You can get enrolled to Aadhaar or update demographic details (name, address, date of birth, gender,
mobile number or email ID), or biometric details (photograph, fingerprints, iris scan) in your Aadhaar
from any Aadhaar Enrolment Centre across the country. However since Aadhaar operator at Hyderabad
normally will be having knowledge of Telugu local language and not of Kannada, when doing new
enrolment in Hyderabad, second language that will appear in Aadhaar card for name and address (one
language in Aadhaar card shall always be English)shall be Telugu. Once you return to Karnataka, you
can update Name and Address portion to local language if required, by visiting nearest Aadhaar center.
Similarly already enrolled Aadhaar in Karnataka will normally have Kannada as second language in
Aadhaar card. So if name and address portion is corrected in any Aadhaar center in Hyderabad, second
language will be changed to Telugu as operator at Hyderabad Aadhaar center will normally be well versed
in Telugu and he/she will be selecting Telugu as default second language for Aadhaar enrolment and
correction work. For other kind of demographic and biometric update there will not be any issue at all to
get their Aadhaar updated at any center across the country.

Aadhaar based financial systems. How does it work? How DBT
(Direct Benefit Transfer) system work? How does AEPS work?
What is the difference between Aadhaar linking and
Aadhaar Seeding and AEPS enabling?
It is well known fact that Aadhaar is an important document at present to avail benefits of any Government
schemes through Direct Benefit Transfer (DBT), be it Central Government or State Government schemes. But
due to lack of proper understanding among public and banking/postal staff in various concepts involved in
implementation of Aadhaar based DBT system, the benefits of DBT schemes are not quickly reaching the
beneficiaries and beneficiaries are made to run from bank/post office to government department and vice versa
multiple times to avail the due amount meant for them. For smooth and successful implementation of Aadhaar
based DBT, clarity is required in below aspects among public and banking/postal staff:
a) Role played by Aadhaar in implementation of direct benefit transfer of various schemes.
b) Method of Aadhaar update to be done in banking software of different banks/post offices
c) Conceptual clarity of different words used –Aadhaar linking, seeding, AEPS (Aadhaar Enabled Payment
system) and different mechanism available in banking/post office software for each of these concepts.
This article is intended to explain and guide all the aspects involved in Aadhaar based financial system and
hence to minimise the problems faced by beneficiaries of various schemes.
During early years of last decade, when central government started direct benefit transfer scheme through
NPCI, importance of Aadhaar was not so prominent as of today.(NPCI-National Payment corporation of India is
a financial institution set up by Government of India for developing mechanism for various modes of seamless
digital payments). There were large percentage of Indians who did not have Aadhaar numbers by then. Hence if
DBT payment mechanism was built upon mandatory requirement of Aadhaar number, large number of
beneficiaries might have been left out of receiving the benefits. So Government has designed “Account based
DBT mechanism” through NPCI. In NPCI technical terminology, this is called ACH method or Account based
credit method. In this mode of DBT credit, there was no role of Aadhaar. While applying for schemes, beneficiary
just had to give details of their bank accounts and IFSC codes. Giving Aadhaar number was not compulsory. As
an optional column, Aadhaar number had to be provided by applicant for future usage by the department
offering scheme.
In this method, the department offering scheme, after sanctioning the amounts, would give list of bank/post
office accounts/IFSC codes of beneficiaries (collected from their applications for the scheme) to NPCI to deposit
sanctioned amount. In this way beneficiaries get their due amount from departments in their bank/post office
account provided by them in their application. At present various social security pensions of Karnataka
Government (old age pension, widow pension, sandhya suraksha etc) are being paid in this method. Main
drawback of this method is that, there is no way to detect if someone has applied multiple times using different
bank/post office accounts in each of his application to deceive the government. Hence in this method, there is a
scope for leakage and multiple payments for single beneficiary.
To overcome leakage possibility involved in ACH method (Account based credit method) of DBT, on the direction
of government, NPCI developed leakage proof method of DBT payment based on Aadhaar number. In NPCI
terminology this method is called APB Method or Aadhaar Payment Bridge method. To implement this method,
NPCI conceptualised “Aadhaar Seeding” mechanism. A person can have only one Aadhaar number. He can
A HANDBOOK ON AADHAAR ENROLMENT AND UPDATION
49April 2021
have savings bank account in multiple numbers of banks and post offices. In such a situation, “Aadhaar
seeding” concept means, at a given time one Aadhaar number should have option to be seeded with only one
savings bank account of any bank or post office. A unique file called “Aadhaar bank mapper” file was created
and maintained by NPCI exclusively for this purpose to store Aadhaar seeding information. This file consists of
all Aadhaar numbers issued by UIDAI and status and details of Aadhaar seeding to each Aadhaar number. As
explained, this mapper file is external to any bank/post office (maintained at NPCI), but having provision to get
updated only though requests received from account holders through bank/post office.
In Aadhaar bank mapper file at any given time only one bank or post office savings account can be “seeded”
with Aadhaar and it can be changed anytime to any other bank/post office savings account based on account
holder's request any number of times. When “Aadhaar seeding “ request given by public either in post offices or
banks and when it is properly updated in designated fields by bank/post office staff, on the same day through
electronic mode ,the seeding request gets communicated to NPCI and bank mapper file gets updated.
Various central and state government departments which implement schemes with a mechanism to disburse
amount in Aadhaar based DBT (APB method) instruct applicants of schemes to compulsorily provide their
Aadhaar number in the application. After approval of scheme benefits, these departments give only list of
Aadhaar numbers and due eligible amount information to NPCI and direct NPCI “for the given list of Aadhaar
numbers, in NPCI's Aadhaar bank mapper file, whichever bank account that has been seeded, make a credit of
scheme's benefit amount”. To reassert, in this method government department making disbursement through
Aadhaar based DBT do not specifically mention any bank account details while directing NPCI to credit benefit
amount to the beneficiary.
The important aspect to be noted here is that the beneficiary need not get DBT amount to the bank account
number specified in application. Only if the same bank account is seeded in NPCI maintained Aadhaar Bank
mapper file only, credit will take place in that account. At present beneficiaries keep checking the bank account
which they filled while applying for any scheme and feel that they have not received the DBT amount. There are
many instances where DBT amount is not being credited into the bank/post office account mentioned by them
while applying for the scheme because this account is not seeded in NPCI Aadhaar bank mapper file. But DBT
amount is credited into their bank/post office account which has been seeded in NPCI Aadhaar –bank mapper
file, but this fact is not known to the beneficiary. In this method of DBT credit, if in Aadhaar bank mapper file,
none of the savings account is seeded for particular Aadhaar number, then NPCI returns the amount to the
department directing it to make credit with the reason “We could not process the DBT credit as ,no bank/post
office account has been seeded to the Aadhaar number given”. This issue is commonly referred as “Aadhaar
seeding issue” by officials of various departments implementing Aadhaar based DBT schemes.
At present, many popular schemes like PM KISAN, student scholarships and MGNREGA payments are all being
implemented in this mechanism only. Since there is not an iota of scope for multiple payments for one
beneficiary in this method, all future schemes also will definitely have this mode of DBT credit mechanism.
Besides, some schemes in which presently account based DBT credit is being done (All social security pension
schemes of Karnataka Government : Sandhya Suraksha Pension, old age pension, widow pension etc) will also
be shifted to Aadhaar based DBT credit shortly from the day state government decides. This will only be
question of time. For early shifting to these methods, State Government is setting deadlines to furnish Aadhaar
numbers for all social security pension beneficiaries. Once this change in mode of payment is implemented,
beneficiaries will suddenly start getting DBT credits in the account which has been seeded with Aadhaar in
NPCI database, which may be different from the account in which they are receiving the benefits now through
account based credit mode.
A HANDBOOK ON AADHAAR ENROLMENT AND UPDATION
50April 2021
Best feature of Aadhaar based payment method is that, when a beneficiary wants to change the bank account
in which he wants to receive DBT credits of multiple schemes, he need not visit each department running
schemes for updating desired bank account details individually. He just needs to visit that branch of the bank
or post office where he intends to receive the benefits and submit “Change of Aadhaar seeding request”. Then on
properly updating this request in banking software by post office/banking staff, on the same day, this request
will be electronically transmitted to NPCI and Aadhaar bank mapper file will get updated. From that date
onwards, all Aadhaar based DBT payments shall be credited to the newly seeded bank/post office account
which has been updated in NPCI database.
Taking one example, let us assume a person is the beneficiary of 3 schemes- PM KISAN, Milk subsidy,
MGNREGA. At present he is receiving his DBT credits in SBI savings account, whose branch is situated far
away from the residence of the beneficiary. Now he wants to get these DBT benefits in a Post office present in his
village itself where he has savings account. For doing this he just needs to give change of Aadhaar seeding
request at his post office where he has his savings account and wants to get DBT credits. That's All!. He need not
make separate visits to Agriculture dept, Milk society, Gram Panchayath to submit any separate requests to
update change of account details for changing DBT credits of respective schemes.
We understood mechanism of DBT credits being done through NPCI. Now let us see the concepts involved in its
implementation so that various issues being faced now in successful implementation of Aadhaar based DBT
credit can be resolved with clear understanding of the concepts involved. Especially banking/post office staff
needs clear understanding of these concepts, else they make public to suffer unnecessarily and making them
hop from one office to another when actually solution is with them in properly updating Aadhaar seeding
related request of their customer in banking/post office software.
In banking /post office software, there are three concepts regarding relation between Aadhaar and one's
savings account.
1. Aadhaar linking
2. Aadhaar Seeding.
3. Enabling of AEPS (Aadhaar Enabled Payment System).AEPS is a system where Aadhaar linked savings
bank account holder of any bank can withdraw amount up to Rs. 10,000 in any other bank which has
become a member of AEPS facility designed by NPCI. Majorly this service is being utilised by customers of
various banks to withdraw money from their savings bank at post offices through counter staff and at
their doorstep through postmen visiting their house.
When all beneficiaries of DBT schemes understand that there is a difference between these 3 concepts and
when every banking/post office staff understands that there are separate provisions in banking/post office
software to configure for these 3 kinds of relationships, most of the problems being faced now related to
successful credit of benefits through Aadhaar based DBT method will be resolved.
Aadhaar linking is an internal issue to any bank and it is just adding information of Aadhaar number to bank
account .There is no relation between Aadhaar linking and payment of any schemes to that bank account
through DBT credit. At any given time, a person having savings account in more than one bank can link all of
his bank accounts linked with his Aadhaar number. Mere Aadhaar linking does not ensure any Direct Benefit
transfer to anyone's bank/post office account. To get DBT, Aadhaar seeding is essential requirement.
When bank/post office customer submits Aadhaar seeding request in the branch/post office having account,
staff should register such request properly in the designated column meant for Aadhaar seeding in respective

53
bank/post office software (For example, in post office savings bank software 'APBS Details' section in Customer
Information File (CIF) must be updated for Aadhaar seeding request of the customer. Mere mentioning of
Aadhaar number in a designated column meant for Aadhaar number is not seeding. It is only Aadhaar linking).
When this is done correctly seeding request will be sent electronically to NPCI on the same day from bank/post
office and Aadhaar bank mapper file maintained at NPCI will be updated immediately. If staff at bank/post
office wrongly assume Aadhaar seeding and linking are same (due to inadequate knowledge/lack of awareness)
and do not enter this seeding request in designated column, seeding request do not gets transmitted to NPCI
and hence nothing happens with respect to Aadhaar seeding status of the bank/post office account of the
customer in Aadhaar bank mapper file maintained by NPCI.
In Aadhaar bank mapper file, for a given Aadhaar number if any bank/post office savings bank account detail is
already available, it is treated as Aadhaar seeding has been correctly done for the resident of that Aadhaar
number. If not a single bank/post office savings account detail is available for a given Aadhaar number in
Aadhaar bank mapper file, then for that resident it is termed as “Aadhaar seeding is not done”.
It is reasserted here that in Aadhaar bank mapper file at any given time for a given Aadhaar number only one
bank account or post office account details can be 'seeded', even though resident has savings account in many
banks/post offices. This implies that, at any given time Aadhaar seeding can be done to any one savings
account for resident even though he has multiple savings account either in bank or post office. At present
option to check whether one's Aadhaar seeding has been done or not and if done to which bank /post office
account it has been seeded is available in web link https://resident.uidai.gov.in/bank-mapper only.
For receiving Aadhaar seeding related requests NPCI has designed a application format circulated among all
banks and post offices and mandated all banks/post offices to get account holder's request regarding
new/change of Aadhaar seeding in this form only. In completely digital bank like India Post Payment Bank, this
request is captured in digital mode only through biometric authentication of the account holder. The
application format circulated by NPCI regarding Aadhaar seeding has been given below. In this application part
1 is related to Aadhaar linking and part 2 is about Aadhaar seeding for receiving DBT credits.

Encl.: Copy of Aadhaar (Self attested) *NPCI Mapping: Mapping is a process of associating a Post Office/Bank with Aadhaar number which is facilitated by NPCI for Direct Benefit Transfer to respective Post offices/Bank who have linked the Aadhaar Number to a specific POSB/Bank account for receiving Direct Benefits to which customer has given the Consent.
54April 2021
In this form, such account holders, who have been informed by any Government Department that “due to non
seeding of Aadhaar number, Direct Benefit Transfer amount could not be deposited to their account” have to
select option 1 and submit to post office where they have already a saving account or submit filled form with
option 1 selected while opening a new savings bank account in post office.
Apart from above scenario, normally this option should be opted by any adult or children who open bank or post
office account for first time.
Through second option, one can change Aadhaar seeding from presently seeded bank account to any other
bank account or post office account. This option to be used by beneficiary of any DBT scheme who is
dissatisfied with service of bank account in which he is getting DBT credits and want to receive DBT credits in
any other bank or post office which is nearby to his residence/office and convenient for transaction and
thereby can get better service. When application from account holder with this option is received at any bank
branch or post office, this request should be properly updated in appropriate module in their respective
banking software. The same day, this request will be transmitted electronically to NPCI and Aadhaar bank
mapper file maintained at NPCI will be updated on the same day and from that day onwards all subsequent DBT
credits shall take place to newly updated bank /post office account.[Bank /post office staff do have dedicated
report to view status of Aadhaar seeding request sent to NPCI in their respective software modules. For example
in Finacle software used in post offices ABPS Mapper report gives this information)
Account holders, who are receiving DBT credits satisfactorily in any one bank account/post office account, are
asked to submit Aadhaar card details in any other bank/post office, they must submit this form selecting 3rd
option in this application along with Aadhaar card copy. By this option, customer would inform the bank/post
office that “I am giving you copy of my Aadhaar only for the purpose of Aadhaar linking, don't change my
Aadhaar seeding. I am satisfactorily receiving my DBT credits in my presently receiving bank/post office
account.” When such request is received, banking/post office staff must enter Aadhaar number in only
Aadhaar linking related screen in their banking software and should not update anything for Aadhaar seeding
related module. In this scenario, nothing will be communicated to NPCI regarding Aadhaar seeding and hence
Aadhaar bank mapper file remains unaffected/ unchanged.
This aspect must be noted clearly by every account holder since there is a myth among them currently that DBT
credits will be received in that bank/post office account for which they have given copy of Aadhaar card lastly.
“I am not receiving any DBT credits (PM KISAN, MGNREGA etc) in any of my bank/post office accounts at
present and in future also I will not be applying for any schemes involving DBT.” –This kind of account holders
must select 4th option and submit their application along with copy of Aadhaar when any bank/post office staff
request Aadhaar card copy with them. This category of account holders actually do not want Aadhaar seeding
at all since they belong to “Give it up” mind set. They do not want any money from any government scheme.
Hence through this option, account holders inform the bank/post office that they are providing copy of
Aadhaar only for the purpose of Aadhaar linking and not for seeding. When such request is received,
banking/post office staff must enter Aadhaar number in only Aadhaar linking related screen in their banking
software and should not update anything for Aadhaar seeding related module. In this scenario, nothing will be
communicated to NPCI regarding Aadhaar seeding and hence Aadhaar bank mapper file remains unaffected/
unchanged.
Let us now look at AEPS (Aadhaar Enabled Payment System) .AEPS enabling is a process under which, banking
staff have to enable a mechanism by which Savings Bank customer of the bank can withdraw amount up to Rs
10000 at a time from their SB account mainly through postmen or any other bank by Aadhaar authentication
A HANDBOOK ON AADHAAR ENROLMENT AND UPDATION

56
method. This is different from Aadhaar linking. When banking staff assume Aadhaar linking and AEPS
enabling are one and same and do not properly enable AEPS by visiting exclusive menu meant for it in their
respective banking software, their SB customers fail to get AEPS services through postmen at their doorstep.
AEPS is different from Aadhaar seeding for DBT also. AEPS has no relation with Aadhaar bank mapper file
maintained by NPCI which is used only for the purpose of Aadhaar based DBT payment. A person having bank
account in more than one bank can enable AEPS facility for all of his accounts and withdraw money from any of
his accounts from any bank through postman.
To summarise, clear understanding of terms, concepts by government officials of various departments,
banking /post office staff and public is very much essential for ensuring timely reach of benefits of various
schemes to the beneficiary.

Grievance Redressal System of Postal Services in Karnataka
Grievance Redress Mechanism is part and parcel of the machinery of any administration. No administration can claim to be
accountable, responsive and user-friendly unless it has established an efficient and effective grievance redress mechanism. In fact, the
grievance redress mechanism of an organization is the gauge to measure its efficiency and effectiveness as it provides important
feedback on the working of the administration.
1. Initial level of lodging grievances/complaints:
India Post takes utmost care towards customer service. The customer redressal systems are available in different levels. The Post
Office at which you have made transaction is the first point for redressal of the grievance. A Complaint and Suggestion Book is
available in every Post Office. You can just ask for it and write down your feedback or complaint. You can also register your
grievance in various platforms available sitting at your home. You can register your grievance in www.indiapost.gov.in or tag your
grievance with official twitter handle @ India Post office also. That's all. India Post will take follow up action your
complaint/feedback and will let you know the action taken on it.
2. First level to approach for unresolved grievances/complaints:
You can approach next higher authority of the Department if the complaint is not settled within a reasonable time. In postal setup
there are 5 kinds of operative offices where public make transactions, namely Branch post office, Sub post office, Mukhya Dak
Ghar (MDG), Head Post Office, General Post Office(GPO). First level of administrative office above all operative offices in district
level is Office of the Superintendent of Post Offices in smaller districts and Office of the Senior Superintendent of Post Offices in
bigger districts and major cities.
2.1 Grievance related to all kinds of postal services
First higher level authority for unresolved complaints against any services of Branch Post Office, Sub Post Office, Mukya Dak Ghar
and Head Post Office is Office of the Superintendent of Post Offices or Office of the Senior Superintendent of Post Offices as the
case may be. First higher level authority for unresolved complaints against services of GPO lies with Chief Post Master of GPO who
is a Gazetted officer.
List of contact details of Office of the Superintendent of Post Offices (Office of the SPoS), Office of the Senior Superintendent of
Post Offices (Office of the SSPoS) and Chief Post Master (Office of the CPM) of Bengaluru GPO (There is Only one GPO in state) in
Karnataka Circle along with contact details are mentioned in Table 1 & 2.

2.3 Grievances related to Intermediary offices handling the mails (Registered Post, Speed Post and Parcels):
When a letter or Parcel is booked at any post office, it has to pass through various processing hubs before it reaches destination post office for delivery to the addressee. There are various processing hubs like CRC(Computerized Registration Centre) for registered letters, NSH (National Sorting Hub) for Speed post articles and Parcel Hubs for parcel posts. Function of hubs is to receive mail bags, sort the articles and close it to concerned delivery offices. Normally these hubs work 24 hours every day and 365 days in the year. When a customer tracks any speed post/registered post or any other article in India post website( through Postinfo app, he usually sees the names of these intermediary offices. These processing hubs are administratively controlled by units called Railway Mail Service(RMS) Divisions. These are headed by Superintendent of Railway Mail Services/Senior Superintendent of Railway Mail Services. The Contact details of these intermediary processing hubs and their controlling authority is given below. For any
