ឧទ្ធម្ភាគចក្រមួយគ្រឿងបានចុះដល់ទីតាំងកោះថ្មឃុំទន្លូងស្រុកម្រមត់ខ្រត្តត្របូងឃ្មុំ ជាទីតាំងភូមិ-សាស្ដ្រដ្រលអតតីទាហានខ្ម្ររក្រហមវ័យក្ម្រងដ៏ក្លាហានមួយរូប ព្រមទាំងយុទ្ធមិត្តរបស់លោកសម្រចចិត្តបោះ-បង់ចោលរបបយង់ឃ្នងដោយប្រកពីភរិយាដ៏កម្រសត់ហើយបោះជំហានឆ្ពោះទៅមុខ ដើម្របីកសាងកម្លាំងទ័ពប្រយុទ្ធដើម្របីសង្គ្រះជាតិ និងរំដោះប្រជាជនខ្ម្ររឲ្រយច្រញពីរបបប្រល័យពូជសាសន៍។តួឯកក្នុងរឿងពិតនោះគឺលោកហ៊ុនស្រននាយករដ្ឋមន្ដ្រីដ៏ម នអំណាចនាព្រលបច្ចុប្របន្ន។ថ្ង្រទី២០ខ្រមិថុនាឆ្នាំ១៩៧៧ដល់ថ្ង្រទី២០ខ្រមិថុនាឆ្នាំ២០១៧មនរយៈព្រល៤០ឆ្នាំគត់។លោកនាយករដ្ឋមន្ដ្រីហ៊ុនស្រនគឺជាតួអង្គដ៏សំខាន់ក្នុងករតស៊ូរំដោះ-ជាតិដោយចាប់ផ្ដើមច្រញពីទីតំាងភូមិ-សាស្ដ្រស្ថិតនៅភូមិកោះថ្មឃុំទន្លូងស្រកុម្រមត់ខ្រត្តត្របងូឃ្មុ។ំប្រវត្តលិម្អតិរបស់លោក ត្រូវបានសរស្ររយា៉ាងក្របោះក្របោយនៅក្នងុសៀវភៅ«ដំណើរស្វ្រងរកសន្តិភាពនៅកម្ពុជា» របស់សាស្រ្ដាចារ្រយប្រវត្តិសាស្រ្ដរស់ចន្ត្រ-បុត្រ។លើសពីន្រះកលពីថ្ង្រទី២១ខ្រមិថុនាកន្លងទៅលោកហ៊ុនស្រន

បានត្រឡប់ទៅទីតា ំងដដ្រលនោះដោយបានរំឭកប្រប់សាធារណជនពីខ្រត្តត្របូងឃ្មុំ ដោយផ្ទាល់មត់អំពីសាវតារទាំងឡាយដ្រលលោកបានចងចាំក្នុងគ្រដ្រលលោកនិងយុទ្ធ-មតិ្តច្រញទៅប្រទ្រសវៀតណាមដើម្របីស្វ្រងរកជំនួយយោធាវាយរំដោះប្រទ្រស ច្រញពីខ្ម្ររក្រហមប្រល័យពូជសាសន៍ប៉ុលពត។លោកហ៊នុស្រនថ្ល្រងទាងំក្តកី្តកុក្ដលួនៅខ្រត្ដត្របូងឃ្មុំកលពីថ្ង្រទី២១ខ្រមថិនុាខណៈលោកចាបផ់្ដើមរឭំកដល់កររកនឹកសរស្ររកូនសំបុត្រមួយច្របោប់លាភរិយាដ្រលកំពុងមនផ្ទ្រ-ពោះដើម្របីឆ្ពោះទៅរកជំនួយយោធាពីវៀតណាម។ លោកមនប្រសាសន៍ថា៖«គ្រន់ត្រលិខិត១សន្លកឹខ្ញុំត្រវូសរស្ររ២ម៉ាង ដោយសារអ្វី?ពាក្រយព្រចន៍ដ្រលខ្ញុំត្រវូសរស្ររនោះពិបាកបំផុតគឺពាក្រយចាប់ផ្តើម។ខ្ញុំយំម្នាក់ឯងនៅបន្ទប់ក្នងុផ្ទះ។តើករឈឺចាប់បុ៉នណា?សរស្ររនឹងក្រដាសសុីម៉ងត៍។ករលំបាកធំជាងគ្រត្រង់ថា[តើ]យើងប្រប់ប្រពន្ធយើងថាម៉្រច?ត្រចុងក្រយខ្ញុំបានរកឃើញនូវពាក្រយថា...«មកដល់រ៉ានីប្រពន្ធដ៏កម្រសត់របស់បង!នៅព្រលដ្រលអនូអានលិខតិន្រះបងកំពងុនៅស្រនឆ្ងាយឆ្ងាយរហតូដល់របូបងមិនដឹងថាខ្លួនឯងនៅទីណាផង»។

ទោះជាយា៉ាងណាអតីតយុទ្ធជនដ៏

ក្លាហានរូបន្រះបានបញ្ចប់លិខិតរបស់គាត់ដោយឃ្លាថា“លាដើម្របីជួបវិញដោយគា្មានព្រលកំណត់”ដោយបង្កប់នូវករសង្រឃឹមផងនិងអស់សង្រឃឹមផង»។ថ្ល្រងក្នងុសម្ដីមយួៗ ច្របោសៗ់ លោកនាយករដ្ឋមន្ដ្រី រំឭកថាក្នុងគ្រនោះ(១៩៧៧)ភរិយារបស់លោកមនផ្ទ្រពោះកូនទី២ (ហ៊ុនម៉ាណ្រត)។លោកបានគិតគូរដល់ភរិយាដោយបញ្ជនូអ្នកស្រីទៅកន់មន្ទីរព្រទ្រយនៅឯសំរោងជិតឃំុដាគឺជាករបញ្ជនូភរិយាទំាងទឹកភ្ន្រកទៅកន់ទីនោះក្នងុបំណងបញ្ចៀសគ្រះថា្នាក់ដោយប្រករណាមយួ។ករតស៊ូន្រះគជឺាកររៀបចំក្នងុគោលគំនតិដ៏ជាក់លាក់មយួដ្រលជាហ្រតុនាំឲ្រយលោកជ្រើសរើសយកតស៊ូប្រដាប់អាវធុដើម្របីសង្គ្រះជាតិព្រះត្រចង់ឃើញលទ្ធផលប្រទ្រសមនសុខសន្ដិភាពដូចបច្ចុប្របន្នន្រះ។យោងតាមករពន្រយល់ទៅកន់អ្នកចូលរួមមនអ្នកភូមិមន្ត្រីយោធានិងរដា្ឋាភិបាលជាន់ខ្ពស់រប់រយនាក់ថានៅខ្រឆ្នាំដដ្រលនៅម៉ាងន្រះនាព្រលនោះ(២១មិថុនា១៩៧៧)គឺលោកហ៊ុនស្រនកំពុងស្ថិតនៅក្នុងទកឹដីវៀតណាមប្រមណ២០០ម៉្រត្រ[ពីព្រំដ្រន] កំពុងអង្គុយរង់ចំាថ្ង្ររះដើម្របីកំណត់ទិសធ្វើដំណើរ។គ្រនោះម៉ាងប្រមណជតិ១០យប់មនភ្លៀងមនផ្គរផងផ្ល្រកបនោ្ទារផងលោកហ៊នុស្រនបានដកឹនាំយទុ្ធមតិ្តចលូក្នងុទកឹដីវៀតណាម។ លោកបានរំឭកថា«យើងឈានជើងផុតទល់ដ្រនក្នុងរង្វង់ម៉ាង១[យប]់ព្រះយើងត្រវូធ្វើករដោះមីន។ត្រឹមត្រចម្ងាយប៉ុនា្មានរយម៉្រត្រគឺយើងត្រូវករ២ម៉ាង។ ខ្ញុំចាកច្រញពោរព្រញទៅដោយករឈចឺាប់នងិទកឹភ្ន្រករប់លានតំណក់ហើយក៏មិនដឹងថាតើខ្ញុំនឹងជួបប្រទះអ្វីទៀត។ឈឺចាប់ណាស់បងប្អូនករប្រកប្តីប្រពន្ធក្នុងប្រទ្រសគឺជារឿងមួយហើយត្រករប្រកប្រពន្ធកំពុងមនផ្ទ្រពោះ មិនដឹងថាជោគវាសនា

របស់ខ្លួនយា៉ាងម៉្រចទៀតផង»។ឆ្នាំដ្រលលោកស្វ្រងរកជំនួយប្រដាប់អាវុធជាឆ្នាដំ្រលប្រជាជនទូទំាងប្រទ្រសកំពុងស្ថតិក្នងុជ្រះមរណៈ។ករសម្លាប់រង្គាលដោយគា្មានរើសមុខកំពុងប្រព្រតឹ្តទៅយា៉ាងសាហាវឃោរឃៅក្រមករដឹកនាំដោយប៉ុលពត។ក្នុងគ្រដ្រលលោកបានជួបភាគីវៀតណាម ជាបណ្ដើរៗលោកបានធ្វើឲ្រយភាគីវៀត-ណាមជឿជាក់ថាលោកពិតជាមនបំណងចង់ជួយសង្គ្រះជាតិនិងប្រជា-ជនកម្ពុជាពីរបបខ្ម្ររក្រហមយា៉ាងពិតប្រដក។ «ខ្ញុំបានប្រប់[វៀតណាម]ថាខ្ញុំមកដើម្របីស្វ្រងរកជំនួយដើម្របីសង្គ្រះប្រទ្រសរបស់ខ្ញុំ។ ប្រសិនបើអស់លោកមិនអាចជួយខ្ញុំបានទ្រសូមប្រគល់អាវុធមកឲ្រយខ្ញុំ មកសា្លាប់ជាមួយប្រជាជនរបស់ខ្ញុំ។ខ្ញុំមិនបានស្វះស្វ្រងដើម្របីរកស្រចក្តីសុខផ្ទាល់ខ្លនួនោះទ្រ»។លោកហ៊នុស្រនបានហៅព្រតឹ្តកិរណ៍នោះថា«គឺទិវាន្រករចងចាំ»ដោយច្រញពីចំណុចន្រះហើយដ្រលអង្គករចាត់តំាងខាងយោធាមួយត្រូវបានបង្កើតឡើង។ដំ ណើរ ឆ្ពោះ ទៅ រ ក ស ន្តិ ភាព

ចពំោះលោកហ៊នុស្រនលោកយល់ឃើញថាករបន្តសង្គ្រមនៅប្រទ្រសកម្ពុជាគា្មានអ្វីក្រពីករបំផ្លិចបំផ្លាញដុតរោលទឹកដីកម្ពុជា និងបង្ហូរឈាមខ្ម្ររឲ្រយកន់ត្រខ្រសោះជាលើកទី២ឡើយ។ដូច្ន្រះលោកបានត្រះិរិះពិចារណាវិភាគជាមួយសហករើថា្នាក់ដឹកនំាសាធារណ-រដ្ឋប្រជាមនិតកម្ពុជាស្វះស្វ្រងរកមធ្រយោបាយបញ្ចប់សង្គ្រម និងបង្កលក្ខណៈឲ្រយមនសន្តិភាពជាសា្ថាពរនៅកម្ពុជា។នៅថ្ង្រទី៨ខ្រតុលាឆ្នា១ំ៩៨៧ក្នងុនាមជាម្រដកឹនាំន្ររបបសាធារណរដ្ឋ

ប្រជាមនិតកម្ពុជាលោកហ៊ុនស្រនបានបញ្ជាក់យា៉ាងច្របោស់លាស់ថា«សាធារណរដ្ឋប្រជាមនិតកម្ពុជាត្រៀមជាស្រចដើម្របីជួបជាមួយសម្ដ្រចសីហនុ ក៏ដូចជាអ្នកដឹកនំាន្របណា្ដាក្រុមបដិបក្ខផ្រស្រងៗ ដើម្របីពិភាក្រសោពីដំណោះស្រយដោ យសន្តិវិធីចំពោះបញ្ហាកម្ពុជានិងបង្រួបបង្រួមជាតិព្រមទាំងថា្វាយសម្ដ្រចសីហនុនូវតួ-នាទីដ៏ខ្ពស់មួយក្នងុសា្ថាប័នដឹកនាំរដ្ឋ។ព្រតឹ្តកិរណ៍ជាប្រវត្តសិាស្ដ្របានកើតឡើងដូចករគិតគូរម្រននោះគឺជំនួបរវាងលោកហ៊ុនស្រននិងសម្ដ្រចសីហនុនាថ្ង្រទី២០ខ្រមករឆ្នា១ំ៩៨៨នៅតំបន់សំាងហ្រស្ររមុំងអង់ឡ្រ ស្ថិតនៅជាយទីក្រុងបា៉ារើសប្រទ្រសបារំង។ក្នុងកិច្ចប្រជុំនោះភាគីទាំងពីរបានផ្ដោតលើ៖ប្រតិទិនដកកងទ័ពវៀតណាមកម្ចាត់កម្លាំងប្រដាប់អាវុធរបស់ខ្ម្ររក្រហមបញ្ហារដា្ឋា-ភិបាលចម្រះុអនាគតរបបនយោបាយនៅប្រទ្រសកម្ពុជាករធានានិងត្រតួ-ពិនិត្រយពីសា្ថាប័នអន្តរជាតិ។ជំនួបហ៊ុនស្រន-សីហនុចប់មួយថ្ង្រក្រយដោយគា្មានកចិ្ចព្រមព្រៀងអ្វីជាថ្មីបន្ថ្រមនោះទ្រ។សា្ថានភាពនយោ-បាយដ្រលរំងស្ទះក៏ត្រូវបានទម្លះុទម្លាយដោយមនករចូលរួមពីសំណាក់ប្រ-ទ្រសវៀតណាមនងិឥណ្ឌនូ្រសុីដ្រលរៀបចំឲ្រយមនករជបួជុំក្រផ្លវូករមយួនៅទីក្រងុហ្រសោករតា(JakartaInformalMeeting)លើកទី១ “JIM I”នៅថ្ង្រទី២៥ខ្រកក្កដាឆ្នាំ១៩៨៨។ឆ្នាំ១៩៨៨ថ្ង្រ១៩កមុ្ភៈJIMIIបានចាប់ផ្ដើមករងររបស់ខ្លនួនៅទីក្រងុហ្រសោ-ករតាប្រទ្រសឥណ្ឌូន្រសុីក្រមករដឹកនាំរបស់លោកអាលីអាឡាតាស់(Ali Alatas) រដ្ឋមន្ត្រីករបរទ្រស

THE Ministry of Education, Youth and Sport on Thursday said it would request a decision from Prime Minister Hun Sen to allow a small number of schools to reopen next month.Ministry spokesman Ros Soveacha said if the request is granted, higher-standard schools will reopen next month while medium and minimum-standard ones will follow as allowed.But the schools have to carry out some required measures to pre-vent Covid-19, he said.“Educational establishments have to take responsibility for car-rying out safety measures. They have to fulfil the required condi-tions of promoting health in the context of Covid-19.“They have to prepare school environments and classrooms to health standards. They have to take temperatures daily and have students wash hands frequently and wear facemasks,” he said.He said educational establish-ments have to create a new normal – some students can learn in class-rooms and others online on a vol-untary basis if agreed to by their parents.

“They have to prepare a working group in charge of health safety to do daily checks under the guid-ance of the directors of education-al establishments. “The establishments had to test academic staff and students for Covid-19 and carry out some required measures. In 1995, it became public that criminal charges had been filed by first Prime Minister Norodom Ranariddh and Second Prime Minister Hun Sen against several newspapers, including The Phnom Penh Post. Post publisher and editor-in-chief Michael Hayes was charged with “creating political instability” and “disseminating disinformation” over an article “Security jitters while PM’s away” written by Post senior correspondent Nate Thayer. According to news reports at the time, if convicted, Hayes could have faced fines and a jail term of up to eight years. King Norodom Sihanouk, in personal correspondence with his official biographer Julio Jeldres, indicated that if the journalists in question were convicted he had the “right and responsibility” to pardon them. It is most likely that the King’s statement was responsible for the cases against the three newspapers being dropped. coNTINue oN / P.14

In any event, I will act at the opportune time so that an honourable solution can be found for the current “problem” between the RGC and the PPP.

The Royal Government of Cambodia will no doubt know to show the nation and the international community that it remains and will remain devoted to the spirit and the letter of our liberal Democracy, as it is presented in our Constitution of 1993.

Regarding the PHNOM PENH POST, it is certainly independent in the face of our regime and leadership. Indeed, it has the reputation of being intellectually honest.

The disarmament of the Khmer Rouge was an ambitious, inter-nationally driven mission. The xenophobic communist regime,

which rose to power in 1975 and imple-mented radical policies that led to the death of nearly a quarter of Cambodia’s population, was ousted by a Vietnamese-backed group of defectors in 1979.

Back in 1992, for The Phnom Penh Post’s first issue, government soldiers told journalists how they had surrendered their arms at cantonments in accordance with the peace accord. They articulated their fears that the Khmer Rouge would not follow suit and they, the government soldiers, would be left vulnerable to attack. Their fears rang true. The Khmer Rouge reneged on the deal, refused to give up their weapons and persisted as a spectre of terror in the Cambodian countryside.

From their stronghold in Cambodia’s northwest, funded by illicit smuggling and gemstone mining, the Khmer Rouge continued to exert influence and carry out sporadic attacks until the late 1990s, often against ethnic Vietnamese people.

It was not until 1999 that the group officially surrendered, and the attempt to disarm the Khmer Rouge almost a decade prior was ultimately deemed a colossal failure. So too, some observers argue, is the body designed to hold its former leaders to account, the tribunal known as the Extraordinary Chambers of the Courts in Cambodia (ECCC) – where trials are still ongoing today, and where, some 40 years after the atrocities occurred, only three people have been convicted.

A few years after the Kingdom’s UN-administered elections, the Khmer Rouge

leadership began to splinter. Ieng Sary, the Khmer Rouge’s influ-

ential foreign minister, and his wife, the regime’s Minister for Social Affairs Ieng Thirith, broke away from the guerrilla group in exchange for a government amnesty in 1996.

CAMBODIA is studying the possibility of establishing a bilateral free trade agree-ment (FTA) with India to

open a new market with the second-largest regional economy.

This comes as an FTA with China is scheduled to be signed next month while similar negotiations with South Korea have also started.

The subject of an FTA with India was made during a working lunch meeting between Minister of Com-merce Pan Sorasak and Indian am-bassador to Cambodia Manika Jain on Wednesday.

“I discussed with ambassador Jain the possibility of establishing a Cambodia-India bilateral FTA to increase trade volume and bilateral benefits between our countries.

“We also discussed the trade vol-

ume of our countries, which is con-stantly progressing,” he said.

During the meeting, Jain agreed to strengthen bilateral trade relations by establishing the Cambodia-India Joint Trade and Investment Working Group to facilitate trade and invest-ment between the two countries.

Ministry of Commerce spokesman Seang Thay told The Post on Thurs-day that the ministry’s FTA negotia-tion group will meet with the Indian

side to discuss the possibility of de-veloping an agreement.

“We have already set up a negotiat-ing team and they will discuss with In-dia the possibility of a trade agreement and whether it will be profitable.

“They will report the findings to the minister. If we see the benefits, both sides will start negotiating, but we do not know when that will happen,” he said.

Ministry requests school opening

HARVARD and MIT asked a court on Wednesday to block an order by US President Donald Trump’s administration threatening the visas of foreign students whose entire courses have moved online because of the coronavi-rus pandemic.

The universities’ lawsuit was in response to an announcement on Monday by the US Immigration and Customs Enforcement (ICE) that the affected students must leave the country or transfer to a school offering in-person tuition.

“We will pursue this case vigor-ously so that our international students, and international stu-dents at institutions across the country, can continue their studies without the threat of deportation,” Harvard president Lawrence Bacow said in a statement.

THE Ministry of Education, Youth and Sport on Thursday said it would request a decision from Prime Minister Hun Sen to allow a small number of schools to reopen next month.

Ministry spokesman Ros Soveacha said if the request is granted, higher-standard schools will reopen next month while medium and minimum-standard ones will follow as allowed.

But the schools have to carry out some required measures to pre-vent Covid-19, he said.

“Educational establishments have to take responsibility for car-rying out safety measures. They have to fulfil the required condi-tions of promoting health in the context of Covid-19.

“They have to prepare school environments and classrooms to health standards. They have to take temperatures daily and have students wash hands frequently and wear facemasks,” he said.

He said educational establish-ments have to create a new normal – some students can learn in class-rooms and others online on a vol-untary basis if agreed to by their parents.

“They have to prepare a working group in charge of health safety to do daily checks under the guid-ance of the directors of education-al establishments.

“The establishments had to test academic staff and students for Covid-19 and carry out some required measures. The ministry would inspect and assess the per-formance of the educational estab-lishments strictly,” he said.
