[MsgID #33] The issue is very tricky. 1. People with realty that cannot be resold covering the expense and loss (negative equity) will be "frozen" in Hong Kong (physical area). That is loss of flexibility of living. They cannot take risks in their living, study and career. On the perspective of HKSAR government, it is a good job because the capable people staying in Hong kong contributing Hong Kong economic activities. 2.Some law makers proposing this bill aim at their living (the vote) on the expense of future common good. 3.Even government establishing a system of "better" quality flat for rent, this will also draw down the the market price of low and medium price flat. That is the asset of the flat owner decrease. 4.HKSAR government has two big expenses ( need to pay cash)- medical and health service and education. Once the realty price come down. Who will pay for the health insurance plan offered by the profit making insurance companies? This health-care insurance policy is also targeting at middle class taxpayer who also own flats. I view that health-care insurance policy is a matter of double taxation to taxpayers. If exemption of buying the health insurance is applied to those financial-unable people, the result is the taxpayers paying tax thrice. Where come the money if the asset price come down? 5...

There has been other statutory measures available for the banks to manage their risk profile, for instance, the mortgage insurance scheme for over 70% of mortgage relative to the flat value.

On the other hand, it is always the government's responsibility to ensure its citizens a decent and respectable livelihood, for example, the basic human needs for clothing, food, accomodation and transport. If citizens of a country/territory fail to afford a decent livelihood after exerting every effort to earn incomes, the government cannot evade the moral responsibility to assist them through measures such as subsidized housing schemes.

OR Suddently this now, & suddently that tomorrow! Some rubbish politicans like dog trainers give order this side, policy makers immediately obey & respond that side.

1. We were told that there would not be any more HOS Housing and HOS Housing has completed its history mission. Now what?

2. We were told that there would not be any more government loan for home ownership because last time too many people failed to return the loan money and taxpayers lost millions!

Around SARS time there were plenty of opportunities to buy cheap properties (many were old homes of bankrupted/negative-asset families). But now what? These people chose not to buy when priced "low" and now say it is unfair. Should taxpayers be victims again for these wrongly decisions?

Why we have to answer "who should be helped? again and again, You tell me!

wants government to rebuild new and I disgree with that totally but I think if they claim

all the time that they are really unable to afford to buy private property, government can let them to buy with like before. It is the study policy of the government which can help to

mobilize the second market.

I definitely disagree with the government to rebuild . Just in case we have no way but to accept

government to build HOS housing and sell to those people whose income is over to apply low cost public estate but claimed that they are unable to afford buying private property. Their choice will only be

because it is more flexible for government to changing the policy on selling or renting the

units in accordance with the market condition at that time and also governemnt is no need to spend too much time and money on new HOS housing development.If is just want to buy a home for

their family, it is the no matter for them to live together in the same building with tenants and I

can't see what unfair to the tenants under this policy. It also won't affect the private property

market because government is not the one of the developers to provide HOS housing to the property market.

(1).I think you may misunderstand my meaning of for . The they

bought today should have the same restriction with the pervious owner that they can sell the unit in future to the or pay the to the govenment if they want to sell or rent it out to the free

market. I agree with you that the may increase their price if the policy is confirmed to launch

out but I do believe the market force can reach a price level which is much more meaningful to the purchaser or buyer than today. You know the market of is like a dead pool and the annual sell

and purchase figures is very low in accordance with the total number of HOS housing. Someone fears that the may go down instead of going up becasue we don't know how many people are

interested to sell their . At the end, no matter the price going up or down, it eventually depends

on the overall enconomy and also the vaulation report from bank. (2). As we all know that government resource is limited, we cannot look after every aspects without effect to the others. What we can do is to balance the effect and try to find out the best resolution which can help all as far as possible. My suggestion has an effect to prolong the waiting time for public housing estate but you may know that the land resource for public housing estate and HOS housing are coming from the same source. If we build HOS housing and then we will build less public housing estate and so you can discover why the waiting time has been shorten to 3 years after the HOS housing has been stopped to build. The best thing of my suggestion is to give government flexiblity to cope with market condition change. Normally we plan to build HOS housing when the market condition is hot but after the project is finished, the market is down and no one buy the HOS housing and govenment keeps a lot of stock in hand. It is really waste of resource.

Any subsidy should not be a gift of cash to people who are in it for profit or aim to buy to rent. It should be the likes of genuine families who are securely employed but struggle with finding that first payment. Most people I know whom have managed to buy properties have rich parents or other family members who can aid them....I sadly do not have this luxury. At present I have one option....to save for the next year+ for an initial 5% down payment on a 95% mortgage from the bank. With a subsidized loan from the government I could have a further option of a 30% down payment with a 75% mortgage, whilst the government would earn more tax from the purchase of property and any interest on the incurred loan. Is this not better than the banks becoming richer????

1. Continue to build house by government In order to enable government to have more direct influence. Government needs to build house by themselves. Thus, so that different income level people can benefit as what has been done in Singapore.

3. [MsgID #519] I think the government should allow the citizen, especially the person with monthly income between $15000 and around $ 30000 to use part of their MPF as their first down payment to buy their first property!!!! In fact, these income group citizen are very difficult to save enough money as their first down payment to buy their first property!!!! They in fact are the most needed group in the society... They are not qualified to live in public house or home ownership scheme flat... The government should show its fexibility in its policy to give one more option for these income group citizen. I think the citizen should have the right to make their own decision whether to draw part of their MPF to achieve their hope to buy their first own property!!!!! MPF is their money. The government should allow them to do so. Also, no public money is requied to use for my proposal! This suggestion is mostly supported when I discussed with most of my friends!!

Vacancy of Public Rental Housing (PRH) Flats

It is the target of Housing Authority to keep the vacancy rate for PRH flats at 1.5% or below. As at end March 2010, the vacancy rate was 1.0%, with 6,917 PRH flats vacant.

Vacancy of Private Domestic Units

The vacancy rate for private domestic units was 4.3% as at end 2009, with 47,347 units being vacant. More detailed statistics on vacancy of private domestic units can be found in the Rating &Valuation Department(R&VD) s report, Hong Kong Property Review , which can be downloaded from

Private Residential Property Transactions

During the 12 months to March 2010, there were 131,877 transactions of private residential properties, 45% of them with consideration less than $2 million.
