ensure that reconstruction projects are of high quality and meets the scheduled deadline. 

5. Strict discipline of volunteers and disaster relief personnel is also important in order to safeguard operational security.

1. To strengthen supervision to ensure that reconstruction work is carried out properly.

2. Understand the implementation of the reconstruction work, coordinate and solve problems  when it arises.

3. Post‐disaster reconstruction relies on the volunteers and emergency workers as a capable unit. As such, team cohesion is vital during relief efforts.
