World ORT - International Cooperation Tikkun Olam : « To repair the world means to repair education » - Janusz Korczak Fundraising for IC : The seven projects presented in this portfolio have been selected according to their priority in the World ORT-IC strategy of Tikkun Olam and the interest they may have for donors.

They all answer to the same criteria:

• Providing solutions to vital needs of the most deprived people. Most projects are employment oriented and demand driven.

• Educating for life, providing the skills for self sufficiency, as World ORT always did for 132 years

• Working in partnership with local checked and reliable non-for- profit NGOs, guaranteeing the sustainability of the programs.

• Constituting duplicable models. IC develops and tests approaches and methods addressing a problem identified as common to a large population and to many countries.

• IC works for the mid and long term, for reconstruction, and not for immediate relief. • Being in line with the State of Israel interests.

The Comprehensive Peace Agreement, signed by both the Government of Southern Sudan (GoSS) and the Government of Sudan, expired on 9 July 2011, and the Republic of South Sudan was recognized as an independent nation by the UN. Official diplomatic ties between Israel and the Republic of South Sudan were established on 28 July 2011. The Republic of South Sudan now faces the immense challenge of converting the hopes and aspirations of the people into sustainable post-conflict recovery and prosperity for the new nation. South Sudan must also manage the return and reintegration of internally displaced people, as well as those returning from the North and from neighboring countries such as Israel. South Sudan is considered by Israel to be a particularly important partner in the region for geostrategic reasons, being the only Christian country surrounded by Islamic radical countries. Training workers in skills for the reconstruction and development of South Sudan The Republic of South Sudan has been ranked as a country with one of the slowest rates of development in the world. There are 9.5 million people living in South Sudan and of those, 90 percent are living in poverty, 33 percent are suffering from chronic hunger, and only 65 percent have access to sanitation and basic hygiene facilities. The State of Israel (Ministry of Foreign Affairs – International cooperation) asked World ORT to partner (the sole international partner) in a joint project providing short vocational training courses for adults, oriented to employment. The project will be operated in the National University in Juba. It will be an important component of the strategic cooperation established between the government of South Sudan and the State of Israel. The plan is to provide at least 8 training courses every year, each an average of 4 weeks in length, in the most in-demand vocations, such as computing, English and small business management. The final list will be chosen in cooperation with the local authorities and based on study of the employment market. The project will constitute the first stage in the creation of a permanent Vocational Education Center, co-sponsored by Israel, World ORT, the University of Juba and the South Sudan government.

What is likely to be the last major immigration to Israel for the Falashmura community, is currently taking place, at a rate of 250 Olim per month. The challenge of employment is absolutely critical for the adult olim and is the single greatest obstacle to their successful integration. Language difficulties, cultural differences, lack of previous formal education, and lack of basic experience in an organized and demanding working environment, all serve to widen the gap between these new immigrants and the rest of the population, and in turn lower their chances of finding decent employment. World ORT, together with Israeli professional partners, will offer specific, targeted training, directly oriented to employment. The chosen projects are based on employment market opportunities that have an 80 to 90 percent chance of immediate employment for the certified trainees. The goal of the program is to assist new immigrants from Ethiopia in their integration into Israeli society. The objectives for 2012-2013 are:

- to train the new immigrants with the aim of obtaining Ministry of Industry, Trade and Labour Certification;

- to bring the new immigrants up to a standard at which they will be

fit to seek employment upon completion of their training course;

- to help the new immigrants to acquire a level of proficiency in speaking, reading and writing the Hebrew language, and to learn and understand Israeli culture and history;

- to assist new immigrants to overcome the challenges related to

integration in Israeli society. A series of vocational training programs in skills-based manufacturing industries (for example, welding, plastic molding, CNC milling, woodwork, electronics and cooking/pastry making) is planned. The courses, each of 3-4 months, will serve 18 to 25 trainees each. A program in goldsmith training and jewellery production at the Megemaria School of jewellery has been funded and is already underway.

World ORT moved to help support the people of Haiti following the earthquake of 2010. World ORT’s major project on the island is the NPH-ORT Professional School, created by World ORT in partnership with NPH, a local Catholic mission which has for many years taken care of orphans and the poorest children in Haiti. The new school opened its doors in the spring of 2012, focusing on teaching vocational skills, in particular in the areas of health, reconstruction and communications. The aims of the school are to improve drastically the employment prospects of the graduates by importing to Haiti the Dual Vocational education system, combining high level formal education with monitored apprenticeship in enterprises.

The new school opened on 1 October 2012, with 175 students, 79 of whom are assigned to the nursing department; 59 to telecommunications; 21 to electricity and 16 to plumbing. The majority of the students come from poor families and from the disadvantaged neighborhoods and suburbs of Port-au-Prince.

Although the school is now functioning, it remains short of essential equipment, as well as funds in order to provide essential services such as teacher training and grants for disadvantaged students. World ORT is therefore seeking funds for the following:

Equipment for the plumbing and electricity workshops and the audiovisual studio: the school requires workshop furniture and equipment, as well as individual plumbing and electricity tool kits. Also required is multimedia equipment in order to develop students’ ICT, science and technology, telecommunications and language skills and knowledge.

Teachers’ Pedagogical Training: the school’s teachers are experts in their vocational fields but have not received pedagogical training. A pedagogical support system will therefore be established, comprising continuing expert monitoring, as well as two annual seminars.

Grants for disadvantaged students: the school has decided to select its student intake on the basis of motivation and capacity only. This means that many of the selected students, who come from particularly poor backgrounds and some of whom are newly-weds with young children, are unable to pay the school tuition fees, despite the fact that they are relatively low. Many students must also pay for a daily commute of up to two to three hours. In addition, those students are of course unable to work for a salary whilst they are attending the school. It is therefore essential that survival grants are provided, to ensure that none of the students are forced to drop out of the school, for financial reasons.

The need for vocational education for young survivors of the Rwanda

genocide is at a critical juncture, with an estimated 30,000 young survivors

due to graduate from secondary school in the next three year period, with

limited access to funding for university.

Rwanda suffers from a serious shortage of trained workers, in particular in

the technical professions. The impact of the genocide, which resulted in the

massive loss of an educated and skilled workforce, further compounds the

problem. This is a major barrier to the economic and social development of

Rwanda, and the attainment of the poverty-reduction goals of Vision 2020,

which is to create a knowledge-based and technology-led middle income

country by the end of this decade.

The population of nearly 12 million people in Rwanda is young, with 43%

under the age of 14. It is the most densely populated country in Africa, with

land an increasingly scarce resource. However, 90% of the population, living

in rural areas, is dependent on subsistence agriculture.

There is, therefore, an urgent need to develop an Agricultural Training

Center, which is planned to be established through the partnership of

World ORT and Survivors Fund (SURF), a British NGO leading the support for

the survivors of the Rwanda genocide for 10 years.

SURF and World ORT have agreed to establish the new Agricultural Training

Center in the Southern Province of Rwanda, focusing in particular on the

young survivors of the genocide. The new training center will be located in

SURF’s newly built center in Kamonyi, as the Rwandan Government

Assistance Fund for Survivors (FARG) has already committed $30,000 for the

procurement of land adjoining the center for the experimental training

farm.

The new Agricultural Training Center in Kamonyi is a unique opportunity to

create a totally new model center and concept for one of the poorest, but

most ambitious, countries in the world, which is in desperate need of a new

approach to education and skilled manpower. It will serve the dual purpose

of providing young survivors in Rwanda – the most poor and vulnerable in

society – with the skills and the means to secure a more positive future for

themselves, as well as introducing advanced farming techniques which will

improve the socio-economic situation of young survivors in particular, as

well as benefit the food production of the country more broadly. It will also

be a reference to be duplicated around the country.

Young people in former conflict zones have often been denied even the most basic education. Many children were recruited as combatants and a large number returned with serious physical disabilities caused during combat or by landmines. These disabled people are now marginalized and urgently require support in order to integrate back into society and to make a positive contribution to their communities. World ORT International Cooperation has successfully implemented a project in Dakar for victims injured by landmines. The project provides equipment for computer laboratories and organizes courses in basic computer skills and entrepreneurship. It is planned to replicate this project in other post-conflict areas such as Senegal, Burundi, Liberia, Rwanda, Sierra-Leone and many more. Beneficiaries The beneficiaries of this project will be women and men aged between 16 and 30 years, who are living with a physical disability. Particular attention is made to ensure the even distribution of training between the sexes. Participants will be selected in cooperation with local organizations for young and disabled people. Objectives

- Rehabilitating victims of war.

- Participating in the fight against poverty.

- Improving the plight of the disadvantaged.

- Promoting the employability of disabled young people.

Computers ‘training immediate priority project: Casamance The southern Senegalese region of Casamance, which lives off pastoral farming, represents the heart of Senegal’s economy. However, the region has been suffering from an armed rebellion since 1984, which has forced populations to be displaced. In Casamance, many are victims of anti-personnel mines that still cause much damage in the area: Handicap International estimates that 5,000 people have been mutilated by the war in Casamance. The situation of children who are victims of the conflict is a major problem. This conflict deprives thousands of young people of education and professional training in general, and specifically in information technology and communication. Today, despite the efforts of state authorities, much remains to be done. In support of this aim to rebuild Casamance, CACSUP/Senegal and World ORT have initiated the “training in computer science for victims of anti-personnel mines and disabled war veterans in Casamance, Senegal” project. The target population comprises women and men aged 16 to 40 who are physically disabled. Particular attention will be given to gender balance.

Participants will be selected with help from local organizations for disabled youth and will come from the regions of Ziguinchor, Bignona and Oussouye.

World ORT has over the last 14 years carried out substantial and life-saving work in poverty-stricken areas of Senegal, setting up centers to care for mothers and young children and providing training to set those children on a path towards a successful, self-sufficient life. The centers are in urgent need of upgrade and modernization. At the request of the municipality of Dakar, in agreement with the interest expressed by local communities in the area of Hann, World ORT began the ORT-SEN project consisting of three units (health, nutrition and education). This project was later extended by the creation of four satellite units spread over the area of Yoff and Ngor. This project, originally named ‘Mother and Child Center’, was extended to the care of pre-school children (3-6 years), including initiation into pre-school, health care and nutrition. The project then extended its attention to the out-of-school youth (15-18 years), initiating them in income-generating activities and vocational training. The aims of the ORT-SEN centers are:

- To improve the health of women and children through better management of the local authorities and the beneficiary communities;

- To fight against malnutrition in pre-school children); - To develop community-level strategies for the fight against malnutrition; - To increase the enrolment of children in schools, especially in pre-

schools; - To improve vocational training and significantly improve the quality and

relevance of studies; - To promote the creation of active awareness of health in populations;

and - To improve the capacity for self-governance of the population and its

level of involvement in the management of its living environment. The current structure includes:

- Eight pre-schools currently serving approximately 800 children;

- A medical dispensary serving the population of the surrounding area. Information and awareness sessions on topics related to health, hygiene and nutrition are regularly held at the dispensary;

- A training workshop on cutting and sewing for girls in groups of 25 (24 hours of lessons per week);

- A training metalwork workshop for boys; and

- Income-generating activities (IGA) workshops for the reintegration of youth and with the long-term aim of providing a self-sustainable income for the center itself.

Planned development:

- Restoration and extension of the units to double their capacity to 1,500 children;

- Modernization and improvement medical services, focusing on mother and child care including the provision of ultrasound equipment for pregnant women, the strengthening of training for health assistants and community workers, the development of new nutritional programs such as the ‘Eat Local’ program, the prevention of diseases such as HIV/AIDS and Hepatitis, and family education;

- IGA to rehabilitate the IGA workshops: developing a structure to provide jobs for trainees and establishing a unit for the processing of local products (fruits and vegetables);

- Improving vocational training for unemployed youth (cutting and sewing, metalwork); and

- Strengthening the community by providing the necessary tools for self-governance.

This project takes a two-pronged approach to supporting disabled people in Montenegro, comprising both therapeutic activities and helping people with disabilities to secure employment. In partnership with the local non-governmental organization, ‘KORACI’, a 25-bed capacity lodge that has been specially adapted to the needs of young people with disabilities has been established in the Durmitor National Park in the north of the Balkan state. Since summer 2011, 160 disabled young people per year are able to visit the lodge to participate in therapeutic horse-riding holidays. The opportunity to touch, ride and learn to care for horses can have an extraordinary effect on the confidence levels of disabled young people, as well as having a positive effect on their emotional wellbeing and promoting a sense of independence. World Ort International Cooperation is also working with the Association of Paraplegics in Montenegro (APM) to set up a labor exchange or matchmaking service between disabled people and local businesses and employers.
