1.0 Introduction

FORWORD BY BARROW ISLAND HARBOUR MASTER

The Port of Barrow Island is a declared State owned port under the Shipping and Pilotage Act 1967. As the Harbour Master for the Port of Barrow Island, I shall endeavour to provide as much information to all port users in order to minimise, if not eliminate, ambiguity and to provide clarity in order to ensure safe port operations at all times.

This Port Information Guide was introduced upon the recommendation of the International Harbour Masters’ Association (IHMA), after an industry-wide investigation revealed that there is significant lack of uniformly presented, complete, accurate and easily accessible nautical port information around the world.

This Port Information Guide shall be read in conjunction with my Port Operating Requirements. These two (2) separate documents shall provide guidance to all port users utilising the port facilities within the port limits, simultaneously or otherwise, to undertake their operations responsibly. The Port Information Guide and the Port Operating Requirements are in addition to any Australian and/or International legislation and conventions relevant to the safe operations of vessels.

All vessels operating within my port limits shall adhere to the Port Information Guide and Port Operating Requirements at all times. I expect all mariners to comply with any instructions / directives that I may issue, and to report to me through the Port Captain any unsafe operations and incidents.

1.1 Purpose The purpose of this document is to provide guidance to port users regarding the expectations of the WA Department of Transport and Chevron, regarding the various rules, regulations and requirements, which apply to vessels transiting or operating within the port limits of the Port of Barrow Island.

1.2 Scope The scope of this document is to provide information and advice on the various elements governing and controlling the safety of personnel, protection of the environment and the safeguarding of port infrastructure within the Port of Barrow Island, including general port information, operations requirements, security arrangements, facilities and services.

1.3 Objectives The objective of this document is to provide appropriate information and guidance to vessel Masters and all port users that will ensure that operations are undertaken safely and in compliance with all regulations, legislation and conventions applicable to the port.

1.4 Target Audience This document is intended for use by any person engaged in marine operations within the Port of Barrow Island, including but not limited to vessel Masters, Pilots, vessel managers and Gorgon Project personnel.

1.5 Definitions and Interpretations Table 1-1 provides the definitions and interpretations used in this document

Term Definitions

At Anchor Means a vessel lying to an anchor or anchors, but not moored.

Berthed Vessel Means a vessel moored or otherwise secured to a wharf, jetty, pier, approved mooring or another berthed vessel.

Bulk Liquids Any toxic or noxious liquid substances, including cargo and fuel oils (including bunkers) chemicals and sewage.

Bunkering Operation Means the transfer of a flammable product used as fuel.

BWI Marine Communications Operator

The Port of Barrow Island Marine Communications Operator operates on VHF channel 10 and manages vessel traffic within the Port of Barrow Island.

Channel Means an area of water of sufficient depth to be used by vessels for navigation, that is marked by navigation aids or areas of water that connects such channels and approaches; or (Alternative definition) Refers to a paired set of radio frequencies.

Clearance to Navigate Refers to the permission required from the Port of Barrow Island directed by the BWI Marine Communications Operator to enter Port of Barrow Island.

Construction Vessel Refers to a project related vessel involved with the construction activities of Gorgon.

Term Definitions

Department of Transport Means the Western Australian governing body responsible for the management of legislation to which the Port of Barrow Island must adhere.

DoA The Department of Agriculture and Water Resources

Emergency Situation Means any situation, which causes or threatens to cause serious injury to personnel or damage to the environment or property.

Harbour Master Includes any deputy or assistant harbour master, appointed by the Department of Transport of Western Australia, under the Shipping and Pilotage Act 1967 and any subsequent amendments, who is responsible for ensuring compliance with the Act.

Master Means any person having command or charge of a vessel.

Port of Barrow Marine Notices Means the advice provided to port users of any changes to depths, navigation marks, potential hazards, dredging and construction operations, etc. within the Port of Barrow Island issued by the Port Captain.

Material Offloading Facility (MOF) The berthing infrastructure and dredged area of the swing basin and channel enclosed by the buoys and beacons numbered MOFT1 to MOFT13.

Pilot Means a person who is licensed as a pilot in accordance with the Shipping and Pilotage Act 1967.

Pilot Boarding Ground Refers to a position identified in this document where a licensed pilot boards / disembarks a vessel for Pilotage reasons.

Pilotage Exempt Master Means a suitably qualified master who holds a valid Pilotage Exemption Certificate issued in accordance with the Shipping and Pilotage Act 1967.

Port Captain Means the individual recognised by the Western Australia Department of Transport as responsible for ensuring that the Port adheres to Commonwealth & State maritime legislation and the WA DoT Harbour master’s representative for the Port of Barrow Island.

Static Under Keel Clearance Refers to the clearance between the deepest part of a stationary vessel or composite unit in its loaded state and the sea bottom or nearest underwater obstruction and does not take into consideration the dynamics of roll, squat and pitching, caused by operating conditions such as sea state, wind, tidal currents and vessel speed.

Underway Means a vessel is not at anchor or made fast to the shore or aground.

Vessel Means any kind of vessel that is used, or capable of being used, to navigate on water, whether propelled or un-propelled, and includes: a ship, barge, lighter, accommodation vessel or other floating vessel.

3.0 Environmental and Quarantine Controls

3.1 Protection of the Environment Barrow Island is a class ‘A’ nature reserve and as such, must adhere to specific environmental protective measures in accordance with Commonwealth and State legislation.

In addition to legislative requirements, Chevron requires all GORGON related vessel to adhere to Chevron specific measures that are designed to protect the environment, its flora and fauna both on land and at sea. Some of these measures include:

• All vessels entering the Barrow Island Port Area to make best endeavours to reduce light spill and direct overboard lighting to the absolute safe minimum level at all times.

• Reduction of noise and vibration transmission to the air and underwater, and zero tolerance of air or sea pollution

• A caution zone is to be established around observed whales and dolphins in accordance with Environment Protection and Biodiversity Conservation Regulations 2000 - Reg 8.01 for the protection of cetaceans.

3.2 Quarantine All vessels and their crews visiting the Port of Barrow Island, and its surrounding waters, must comply with the quarantine requirements of the Australian Department of Agriculture (DoA), Western Australian (WA) Department of Fisheries (DoF). In addition to legislative requirements all Chevron employed vessels that are visiting the Port of Barrow Island, or the surrounding Quarantine Marine Zones, are to adhere to the requirements of the Barrow Island Terrestrial and Marine Quarantine Management System (QMS).

Under the Biosecurity Act 2015 (Commonwealth), the Port of Barrow Island is a non-proclaimed port for overseas vessels. All international vessels intending to come to Barrow Island as the first port of call must apply, usually through their shipping agent, for DoA Biosecurity permission to visit a non-proclaimed port and permission to enter Australian waters. All vessels (Australian and International) must adhere to DoA Biosecurity requirements. Refer to the DoA Biosecurity website:

4.0 Port Administrative Requirements

4.1 Notification – International Voyage Vessels engaged in an international voyage, proceeding to the Port of Barrow Island shall send the following notifications:

• Seven days prior to arrival – ETA update.

• 72 hours prior to arrival – ETA update and estimated arrival drafts.

• 48 hours prior to arrival – ETA update. Confirmation that the vessel has a compliant pilot boarding arrangement, that all bridge equipment is operational and that the vessel has the necessary charts or ENC cells onboard for the port.

• 24 hours prior to arrival – ETA update (if vessel’s ETA to the Pilot Boarding Ground changes by more than one hour, notify the Port immediately) and confirmation of arrival drafts.

• 12 hours prior to arrival – ETA update (if vessel’s ETA to the Pilot Boarding Ground changes by more than one hour, notify the Port immediately) and confirmation of arrival drafts.

4.2 Notification – Domestic Voyage Vessels engaged in a domestic voyage, proceeding to or from the Port of Barrow Island, shall provide the following information via email 12-24 hours prior to arrival or departure:

Notifications to the Port of Barrow Island are to be sent to the Marine Communications Operator and Port Captain (e-mail addresses listed in Appendix A).

The Port of Barrow Island expects all vessels entering, operating or departing the Port to have no defects or limitations that affect the vessel’s normal mode of operation as it relates to navigation and manoeuvring to avoid collision and/or allision. Therefore, any defects and/or limitations to the vessels navigation and propulsion equipment is to be declared to the Port of Barrow Island prior to arrival or departure e.g. bow thrusters not working at 100% capacity or a defective steering motor. Notifications to the Port of Barrow Island are to be sent to the Marine Communications Operator and Port Captain (e-mail addresses listed in Appendix A).

4.3 Departure Notification For the duration of a vessel’s stay within the Port of Barrow Island the vessel agent or operator shall send regular progress reports providing the ETD and sailing draft of the vessel daily.

As per section 4.2, the vessel operator on a domestic voyage is to send a Domestic Voyage Departure notification to the Port of Barrow Island, 12 – 24 hours prior to departure.

Notifications to the Port of Barrow Island are to be sent to the Marine Communications Operator and Port Captain (e-mail addresses listed in Appendix A)

4.4 Vessel Arrival and Departure Vessels engaged on an international voyage, arriving and departing the Port of Barrow Island shall have readily available upon request all documentation relevant to her arrival and departure including that referred to in Sections 4.4.1, 4.4.2 and 4.4.3 of this document.

For vessels requiring a pilot, the Chevron approved passage plan(s) are available for download through the Port of Barrow Island website. The relevant passage plan is to be transferred onto the relevant charts or ECDIS prior to the commencement of the pilotage.

4.4.1 Australian Customs and Border Protection Services Vessels are required to submit the following documentation through the vessels agent or vessel operator to satisfy Australian customs and immigration:

4.4.3 MASTREP Reporting For Australia to fulfil its international obligation to carry out search and rescue (SAR) activities vessels are required to participate in MASTREP (Modernised Australian Ship Tracking and Reporting System). Under this system:

• Positional reporting for vessels is sourced from the vessel’s AIS;

• Sailing Plans, Deviation Reports and Final Reports are not required;

• Communications with vessels continue to be available through Inmarsat, HF, satellite telephony and other means; and

• Special Reports are required to support AMSA’s role in shipping oversight and incident reporting management.

MASTREP is mandatory for the following types of vessels:

• Foreign vessels from the arrival at its first port in Australia until its departure from its final port in Australia; and

• All regulated Australian vessels whilst in the MASTREP area.

Domestic commercial vessels fitted with GMDSS and AIS technology are encouraged to participate.

MASTREP is the responsibility of AMSA as part of the services offered by the Rescue Coordination Centre (RCC Australia).

5.0 Pilotage and Local Knowledge

5.1 Pilotage Requirements The Port of Barrow Island is a compulsory pilotage area unless:

• The vessel’s Master holds a valid Pilotage Exemption Certificate (PEC) for the Port of Barrow Island issued by DoT.

• The vessel is exempt in accordance with the Western Australian Shipping and Pilotage (Ports and Harbours) Regulations 1966 and is considered:

a. A vessel of war; or

b. A vessel owned by any of Her Majesty’s States or Colonies or the government of any country that is a member of the British Commonwealth of Nations, that is engaged in a non-commercial voyage; or

c. A private pleasure vessel of less than 35 metres;

d. A training vessel on a non-commercial voyage; or

e. An Australian registered commercial or fishing vessel of less than 35 metres; or

f. A vessel on a non-commercial voyage may be exempt at the discretion of the Harbour Master.

Where a vessel Master has a valid PEC, entry to the MOF berths, swing basin and MOF channel, without a licensed pilot, will be subject to the prior approval of the Port Captain.

5.2 Pilotage Exemption In accordance with the Shipping and Pilotage (Ports and Harbours) Regulations 1966, the Master and Chief Mate of a vessel may apply for a (PEC) for the Port of Barrow Island, administered and issued by the Department of Transport.

The validity of a PEC is 12 months from the date of issue. The Holder of a PEC can apply to the Department of Transport to revalidate their certificate upon producing evidence of having completed at least one arrival transit and one departure transit in the Port within the last twelve months.

The CEO of the Department of Transport may suspend or cancel a PEC at any time.

5.3 Pilot Requests A request for a pilot is to be sent by the vessel’s agent, or on-island contact, and submitted on the Pilot Request Form GOR-COP-0157 to the BWI Marine Communications Operator. Pilot requests are to be submitted at least 24 hours in advance of arrival and/or departure. The BWI MCO will confirm pilot availability as soon as practicable, but always within a 12 hour period.

The Port of Barrow Island - Pilot Request Form, GOR-COP-0157 is available from the Marine Communications Operator.

5.4 Local Knowledge Certificate (LKC) A person in charge of the safe navigation of any vessel operating under a business arrangement with Chevron and within the Port of Barrow Island must hold a valid Local

Knowledge Certificate (LKC) issued by the Port of Barrow Island. A valid LKC recognises that the holder has successfully undertaken a Local Knowledge Exam and has operated within the Port of Barrow Island in the last 12 months. Where a holder fails to meet the above criteria, the holder is required to apply for the issue of a new certificate. The LKC is a Chevron requirement, approved by the DoT.

Persons wishing to apply for the BWI LKC must complete the LKC exam (downloadable from BWI Port website) and submit the completed exam, along with, a valid copy of their certificate of competency and seagoing medical certificate to the BWI Marine Communications Operator.

6.0 Port Information

6.1 General Introduction Barrow Island is located some 30nm from the Western Australia mainland and approximately 75nm west of the mainland port of Dampier. The Port of Barrow Island is located on the east coast of Barrow Island. Port limits include all that portion of water east of the high water mark of the Indian Ocean on the eastern shore of Barrow Island and contained within the arc of a circle having a radius of 7nm from the intersection of latitude 20°46.83’S and longitude 115°27.9’E.

Chevron Australia Pty Ltd is the company currently undertaking activities at the Port of Barrow Island under an arrangement with the State of Western Australia and is the operator of the Port.

The Port of Barrow Island operates 24 hours a day. The Marine Communications Operator is the primary point of contact for all vessels operating within the Port of Barrow Island, Marine VHF channel 10 call sign ‘Port of Barrow’

6.3 Gorgon Treatment Plant General Alarm

IMPORTANT NOTICE: When the Gorgon Treatment Plant General Alarm is sounded, vessel masters are to ensure that all personnel “shelter in place”, await further instruction and remain onboard until the all clear is given. The Port of Barrow Island will also make an “All Ships” broadcast on VHF Ch 10, requesting acknowledgement of receipt of the message from all vessels within Port Limits. The Port will also advise via VHF radio when normal operations may resume. Sounding of the “General Alarm” Alternating Siren: - The external sirens around the plant will sound for at least 2 minutes (on for 5 sec, off for 5 sec). Sounding of the “All Clear”- Constant Siren: - The external sirens around the plant will sound continuously for 2 minutes.

6.4 Port of Barrow Island Marine Notices The Port of Barrow Island communicates with port users on matters of navigational and operational safety using a Marine Notice system. Port Marine Notices that are in force are available on the Port of Barrow Island website and are also emailed to port users on issue.

Vessel masters and port users wishing to be included on the electronic mailing distribution list should contact the Marine Communications Operator for addition.

6.5 Chart Datum The reference coordinate system (World Geodetic System) used for navigation purposes is WGS84.

6.6 Baseline Datum For the purposes of MARPOL the baseline in relation to the term “nearest land” extends seaward from the western side of Barrow Island.

6.7 Load Lines & Water Density As per the International Convention on Load Lines, 1966 the Port of Barrow Island is situated within the South Indian Ocean Seasonal Tropical Zone. Vessels must comply as follows:

• Tropical Zone: 1st May – 30th November

• Summer Zone: 1st December – 30th April

The Port of Barrow Island is an open port where the density of the water is generally a consistent 1.025 kg/m3.

6.8 Time Zone The standard time zone for the Port of Barrow Island is UTC +8 hours. Western Australia does not observe daylight savings time.

6.9.2 Tidal Streams In vicinity of the Pilot Boarding Ground and CBM, tidal streams generally flood to the South West and ebb to the North East. Current streams can be up to 1.0 knot.

Closer inshore towards the MOF and the LNG jetty head [20°48.85’S 115°29.52’E], tidal streams tend to flood to the South and ebb to the North with flows up to 2.0 knots and 1 knot respectively.

Tidal streams in the vicinity of WAPET Landing [20°43.45’S 115°28.35’E] flood and ebb in the same direction as the MOF area with flow rates as much as 4.0 knots in the channel to the East of Double Island.

6.10 Weather

6.10.1 Seasonal Pattern In the northwest of Australia, there are two distinct seasons.

Summer (November – April): characterised by prevailing winds from the South West quadrant, peaking in strength through the day and into the evening. There is generally a distinct lull in wind strength early in the morning. Days are generally hot with average monthly temperatures ranging from 22oC at night to 35oC by day. At the peak of the summer season squalls accompanied by lightning are a frequent event.

Winter (May – October): characterised by prevailing winds from the East to South East peaking in strength in the morning and early afternoon then easing in the late afternoon. Strong easterly winds (>20 knots) will often blow for a number of consecutive days. Days are generally much cooler than summer months with average monthly temperatures ranging from 17oC at night to 31oC by day.

Rainfall generally occurs in heavy short bursts however with the exception of cyclonic events. Average monthly rainfall is highest during the months from January to July. The average monthly relative humidity ranges from 61 to 70 peaking around February.

6.10.2 Squalls Thunderstorms and associated squall activity occur in this region mainly during the summer months bringing high winds, rain and lightning. Interruptions to operations are generally short term, and whilst wind strengths can be significant, they are of short duration.

6.10.3 Tropical Cyclones The tropical cyclone season for the North West of Australia officially starts 1st November and ends 30th April with an annual average of three cyclone events in the area of Barrow Island. Port users should note that yearly fluctuations are expected.

6.12 Anchorages Vessels arriving to port limits are recommended to utilise the anchorages marked on Aus65. The Port of Barrow can advise which anchorages are available on arrival.

Inside port limits, vessels may only anchor within the designated anchorage to the north of Double Island (B2 and A1 detailed below), except in the case of an emergency.

6.12.1 Outer Anchorage There are five designated anchorages each is located outside port limits. Each anchorage position can be seen in the below table with a radius extending from its centred position.

6.13 Exclusion Zones and Controlled Areas Temporary exclusion zones and controlled areas are created to improve safety within the Port area and to accommodate construction and maintenance activities.

Within the Port of Barrow Island, the following controlled areas and exclusion zones are currently enforced:

6.13.1 CBM Restricted Zone A restricted zone of 500m around the vessel moored at the CBM (centred in position 20º48.75’S 115º33.43’E prohibits unauthorised vessels to enter without prior permission for the duration of the tanker operation only. However, when the CBM is not in use there are a number of mooring cans, spar buoys and subsurface equipment in this vicinity. Vessels are advised to keep well clear at all times. In the vicinity of the MOF the pipeline connecting the CBM to Barrow Island is clearly marked by a series of special marks, details of which can be seen on Aus65 and Aus66.

6.13.2 Domestic Gas Pipeline The Domestic Gas (DomGas) Pipeline, extends 3nm south of the LNG Jetty, and then alters to the south east towards the Australian mainland. Mariners are to be advised that the pipeline carries flammable gas at high pressure. The pipeline passes over seabed undulations and may protrude more than 1.5m above the seabed, reducing charted depths. Vessels shall avoid anchoring, trawling or conducting other underwater operations near the pipeline.

The pipeline is protected by the Petroleum Submerged Lands Act 1982 which includes the provision for very severe penalties, of up to 10 years imprisonment, for intentional or reckless damage to a pipeline (whether in operation or not).

To allow any work activity to occur around the DomGas pipeline, a permit system is in place.

In accordance with the Gorgon Permit to Work Procedure GOR-COP-02020 an Operations Permit to Work must be approved by the BWI Port Captain and ABU Operations Permit Authority before allowing any work activities to continue.

The exact location of the pipeline can be found by consulting the relevant navigation charts.

6.13.3 Gorgon Marine Terminal and Jetty The Gorgon Marine Terminal has a 200 meter exclusion zone extending from a central point at the manifold and extending to the further outer reaches of any vessels adjoined to the infrastructure.

The Jetty Infrastructure maintains continuous 200-meter maritime security exclusion either side of the jetty from the Gorgon Marine Terminal for the entire length of the jetty to the abutment where the jetty connects with the shoreline, as shown in figure 7.1

7.0 Port Security The Commonwealth Maritime Transport and Offshore Facilities Security Act, 2003 (MTOSFA) regulates the security arrangement at each Australian port.

The Port of Barrow Island operates to an approved Port Security Plan (PSP). As the Port of Barrow Island develops, so will the PSP and the Maritime Security Zones prescribed within the plan. Entry to the Landside Restricted Zone / MSIC controlled area is restricted to authorised personnel only (personnel holding a valid MSIC). MSIC holders are required to complete a site security induction prior to entering the security zones. Non-MSIC holders may only enter a security zone accompanied by a valid MSIC holder

Un-authorised access to declared security zones is an offence under the MTOFSA.

7.1 Port Facility Security Officer The BWI Port Captain is the designated Port Facility Security Officer (PFSO) for the Port of Barrow Island.

7.2 Security Regulated Areas The Port of Barrow Island has a single Maritime Security Regulated Boundary within the BWI Port limits. The establishment of both Waterside and Landside Restricted Zones within this boundary are seen below:

1. The WA Oil Marine Export Terminal (CBM) has an approved Offshore Security Plan. Unauthorised vessels must seek approval from the Port of Barrow Island to enter within 500m of an offtake tanker for the duration of the operation (refer to chart AUS 66, at position - 20° 48.85’ S 115° 33.25’ E).

2. The Gorgon Marine Terminal has an approved Port Security Plan describing a Landside Restricted Zone and a Waterside Restricted Zone (refer to figure 7-1 and figure 7-2 below). Each zone is managed in accordance with the Plan.

7.3 Port Service Providers When required by MTOFSA, support service providers such as a tug / towage operator within the Port of Barrow Island will also be required to have a MoU and an approved Maritime Security Plan and appoint a Port Service Provider Security Officer.

7.5 Notification of Port Maritime Security Level Port users will be notified of Maritime Security Level changes via VHF radio and the Port of Barrow Island Daily Schedule and SIMOPS (DSS).

7.6 Declaration of Security As required by MTOFSA, the Ship Security Officers requesting a Declaration of Security shall submit a request to the PFSO through the vessel agent.

7.7 Reporting of Security Breaches or Suspicious Behaviour Any personnel operating within the Port of Barrow Island shall report any breach of security, criminal activity or suspicious behaviour to the PFSO via the Port of Barrow Island.

8.0 Port Operations Requirements

8.1 Port Operations

8.1.1 Daily Schedule and SIMOPS (DSS) A daily forecast of vessel movements and activities, scheduled at the Port of Barrow Island is issued by the Port Captain or the Marine Communications Operator, to all vessel Masters and operators. The DSS is published on the Port Website between 1600 and 1900 on the day prior to the forecasted activities.

Additional information to be found in the DSS includes: the security status of the Port as per MTOFSA, the port operating status in relation to forecasted weather events including gale and cyclone warnings, tidal information links to BoM, the contact information for the Port of Barrow Island and the Port of Barrow Island marine notices in force as well a link to the Port Website.

8.2 Port Requirements

8.2.1 Incident Reporting Requirements Vessel Masters, Operators and Port Users are required to report all incidents in accordance with the Harbour Master’s ‘Port Operating Requirements’ in section 1 of this document. All vessel masters are obligated to inform and report to the Harbour Master, through the Barrow Island Port Captain, within four hours of any incident, near miss or relevant events. This does not relieve the Master from his obligation to report the same incident, near miss or relevant event as required by any other Australian / International legislation.

8.2.2 Marine VHF Radio Communications Vessels operating within and proximate to the Port of Barrow Island Port Limits shall maintain a listening watch on VHF channel 10 at all times. VHF channels 8, 9, 10 and 14 are designated working channels assigned for marine operations at the Port of Barrow Island. These channels are safety critical to the Port and operators shall not abuse these working channels. VHF channels 69 and 72 are available for inter-vessel communications. The Port of Barrow Island also maintains a constant listening watch on VHF 16

8.2.3 Communications Requirements and Protocols

Entering Port Limits

Prior to entering port limits, vessels are required to request permission from the Port on VHF 10, providing the following information:

a. Vessel name

b. Master and OOW name, Local Knowledge Certificate and Pilot Exemption Certificate number as appropriate

c. Destination, intended route and purpose

d. Deepest draft of vessel and/or tow (if applicable)

e. Report whether vessel is carrying high risk ballast

f. Any vessel defects which may affect the safe manoeuvrability of the vessel

Important Notice

SOLAS Approved Boarding Arrangement

Any vessel entering or leaving the Port of Barrow Island and requiring the services of a Marine Pilot, must have available for use a Pilot Ladder or Gangway/Pilot Ladder Combination, and other boarding arrangements/equipment, approved to SOLAS requirements for the purpose of embarkation/disembarkation.

Vessels Transiting Within the Port of Barrow Island

Vessels’ Masters shall inform the Port of their intended route through the Port and purpose of the passage prior to embarking on the passage via VHF Channel 10.

Vessels Transiting in Vicinity of Double Island

The channel to the east of Double Island is constricted during times of high traffic.

Ensure to notify the Port via VHF 10 if intending to transit this area.

The Port will pass traffic information to all vessels transiting on the eastern side of Double Island.

Vessels Proceeding to Anchor

Vessels are to inform the Port of their intention to proceed to anchor within Port Limits. Prior to letting go the anchor, the vessel’s Master is to obtain confirmation from the Port that the vessel is within the designated anchorage area.

Vessels Proceeding to a Berth

Vessels are to inform the Port through the Marine Communications Operator of their intention to proceed to a berth. The Port is to be informed upon initial arrival at the berth (first line) and again once the vessel is all fast.

Vessels entering the MOF basin and channel are to inform the Port prior to passing MOF 1/ MOF 2 lateral buoys.

Vessels Departing a Berth or Anchorage

Vessels are to inform the Marine Communications Operator of their intention to depart a berth or anchorage. The Port is to be informed prior to the letting go of last line or weighing of anchor.

Exiting Port Limits

Vessels shall provide notification of their intention to depart the Port of Barrow Island and shall report upon crossing port limits.

Other Reporting

All port users are required to report:

• Any suspicious activity landside and/or waterside

• A marine incident or near miss event

• Any activity that hampers a vessel’s ability to manoeuvre as required by The International Regulations for the Prevention of Collision at Sea 1972 (COLREGs)

• An intention to anchor especially outside an approved anchorage area

• Subject to Port approval, the commencement of any OH&S Activities (High Risk Operations) as defined by the Port Operating Requirements, including expected duration and at the completion of the activity

High Risk Operations

CAUTION

All vessels intending to undertake activities detailed in the Port Operating Requirements shall report to the Port of Barrow Island, on VHF channel 10, prior to commencement.

Examples of High Risk activities include:

• Any underwater diving operation

• Any bulk liquid transfers of fuel and cargo oils

• Any bulk liquid transfers considered toxic, noxious or a marine pollutant

• All heavy lift operations inside the MOF area

• Any working over the side including rope access (only allowed for work related to the restoration of the seaworthiness and/or safety of the vessel)

• Confined space entries

• Hot work

• Any underwater dredging, drilling or blasting operation

• Helicopter operations or exercises

• Subject to Customs / Quarantine approval, the lowering of lifeboats, life rafts or overboard rescue devices. Manned lowering of lifeboats within the port is not generally approved.

8.2.4 Automatic Identification System (AIS) All Chevron contracted vessels (including non-propelled) operating within the Port of Barrow Island shall be fitted with an operational AIS at all times.

Vessels operating without functioning AIS shall inform the Port of Barrow Island immediately and increase their reporting requirements as required, to ensure their safe transit through the Port.

8.2.5 Vessel Speed Vessels operating within the Port of Barrow Island shall navigate at a safe speed commensurate with the activities being undertaken and as defined by The International Regulations for Preventing Collisions at Sea 1972 (COLREGs). During times of significant marine fauna activity, such as turtle breeding season and whale migration, speed restrictions may apply to certain areas of the port. Such restrictions will be communicated via the Daily Schedule or via announcement on VHF Ch10 by the BWI Marine Communications Operator. This includes reduced speeds when within 500m of the MOF and at night.

During certain cargo operations within the MOF, the BWI Marine Communications Operator may issue a “no wash, no wake” announcement on VHF channel 10. Whilst a no-wash, no-wake restriction is in place, vessels will be closely monitored by the Port to ensure compliance.

8.2.6 Under Keel Clearance (UKC) All vessels operating within the Port of Barrow Island are required to maintain a minimum static UKC of 15% of the deepest draft or 1.0 metre (whichever is the greater) at all times. Barge operations in the vicinity of the causeway are permitted at reduced static UKC of 0.5 metres. Vessels and composite units engaged in operations within close proximity to WAPET Landing (west of the 5m depth contour), are permitted a reduced static UKC of 0.5 metres. Landing craft, designed for landing cargo ashore with the bow beached, are exempt from UKC requirements while positioning the bow onto or on departure from the LCT ramp. Landing craft bound for the LBW are permitted a further reduced UKC to 0.2 metres west of the drying height in the vicinity of WAPET Landing as indicated on Chart Aus 67. All vessels must ensure that sufficient moorings are connected to the shoreline before allowing the vessel to ground out within the berthing pocket. Small craft and crew transfer vessels are permitted to operate with a static UKC of 0.2 metres at the Small Craft Landing facilities only.

A vessel may formally apply to the Port for an exemption to the UKC requirements described above with the understanding:

1. The formal application includes justification for the relaxation and a risk assessment that considers local environmental conditions;

2. The exemption is temporary; and

3. Special conditions or requirements may also apply.

Prevailing sea state and weather conditions are to be taken into account when operating with reduced allowances.

8.2.7 Releases of Hydrocarbon and Noxious Hazardous Substances The release of any hydrocarbon or noxious substance to the environment is strictly prohibited.

An uncontrolled release or spill is an unplanned discharge to the environment and must be reported to the Port immediately so that the Port may coordinate response activities as appropriate. Uncontrolled releases and/or spills are to be formally reported to the appropriate authorities via Pollution Report (POLREP)

Ship to Ship Transfers of Bulk Liquids & Refuelling

The transfer of bulk liquids between vessels is subject to prior formal approval by the Port and is to be a continuously monitored operation. This includes the refuelling of barge cranes, cargo transfer of oil at the CBM, sewage transfers from accommodation type vessels, transfer of bunkers between vessels and refuelling between vessels.

Vessels shall adhere to applicable State legislation, industry best practices and all project specific environmental requirements at all times.

The use of automatic fuel nozzles used for transferring fuel to small vessels such as crew transfer vessels and work punts with bunkering manifolds less than 50mm, shall:

• Be type approved, fit for purpose and subject to annual pressure test and verification

• Serviced in accordance with manufacturer’s instructions;

Night time bunkering operations may only take place in the MOF tugpen, and is limited to those vessels approved by the Port Captain which are operating under an approved risk assessment and procedure.

8.2.8 Readiness to Manoeuvre Persons in charge shall ensure vessels are ready to manoeuvre at all times so as to depart or manoeuvre within the port at the request of the Port and with minimal delay.

A formal application to the Port of Barrow Island is required when seeking permission to conduct repairs or maintenance that inhibits a vessel’s ability to meet the above requirements. Permission may be granted once an assessment is made by the Port but will depend on the duration, prevailing and forecasted weather and simultaneous port operations.

Vessels requiring to test their main engine(s), turn their propeller(s), or operate thruster units while alongside a berth must first obtain the approval from the Port Captain via VHF 10 or email prior to commencement.

8.2.9 Hull / Propeller Cleaning The cleaning of a vessel’s hull and/or propeller(s) is strictly prohibited within the Port of Barrow Island.

8.2.10 Vessel Waste Management Garbage

Shore based reception facilities for visiting vessels are not available at the Port of Barrow Island.

Vessels within the Port of Barrow Island must retain all solid wastes and garbage on board in secure containers. Waste and garbage may only be discharged in accordance with a Chevron approved waste management plan or in accordance with the requirements of MARPOL Annex V once a vessel clears the Port.

Sewage

Shore based reception facilities are not available at the Port of Barrow Island.

In accordance with MARPOL Annex IV and the Harbour Master’s operating requirements, vessels operating within the Port of Barrow Island shall not discharge any form of sewage (as defined in MARPOL) into the sea but shall retain sewage onboard.

8.2.11 Recreational Swimming Recreational swimming is strictly prohibited within port limits for all vessels involved in Chevron related business.

8.2.12 Fishing Fishing is strictly prohibited within port limits for all vessels involved in Chevron related business.

8.2.13 Washing Down Washing down is generally prohibited within port limits however, a dispensation maybe granted with prior approval from the Port. For further details, contact the Port Captain.

8.3 Port Infrastructure Berths and Berthing Criteria With the exception of the Marine Export Terminal CBM all other berths within the port are purpose built to support the Gorgon LNG treatment plant.

8.3.1 WA Oil Export Terminal (CBM) [20° 46.60’ S 115°37.10’ E] is a Conventional Buoy Mooring (CBM) type loading facility used to export Barrow Crude oil. The terminal is operated by WA Oil with export tankers arriving at various intervals. Awaiting tankers anchor at one of the designated anchorages located east of port limits.

Berthing Criteria

• Loaded displacement <105,000 tonnes;

• Slab side area of <5,288m3;

• Wind <20 knots at the berth; and HS <0.7m

Loading Criteria

• Wind <25 knots at the berth; and

• Hs <0.7m

8.3.2 Materials Offloading Facility (MOF) [20º47.80’S 115º28.80’E] is the gateway to Barrow Island for the importation of major construction items and equipment by module carriers, roll-on roll-off ships and barges. The MOF consists of the following infrastructure:

• Roll-on Roll-off (RoRo) berth;

• Heavy Lift Facility (HLF);

• Module Carrier Berth (MCB);

• Barge Berth (BB);

• Tug pens; and

• Small Craft Landing (SCL)

The channel to the MOF is 150m wide and extends into a swing basin of 320m diameter inside the breakwater. The berth pockets inside the MOF are dredged to 8.0m below chart datum, the channel and turning basin are dredged to 6.5m below chart datum. The maximum transit/ berthing parameters for the MOF are dependent upon both speed and direction of the wind and tidal flow, but can generally be considered as follows:

MOF Channel Transit criteria

• Tidal streams up to a maximum of 1.2 knots;

• Maximum wind speed 25 knots; and the

• Maximum Hs is dictated by the safe transfer of the Pilot as well as tug operability.

With prior approval from the Port Captain vessels entering the MOF, not requiring Pilotage, can request a relaxation of the above criteria.

Vessel Survivability at Berth

• LCT’s or similar size vessels intending to remain alongside any berth within the MOF (other than the tug pen) will be required to evaluate weather forecasts when planning, and once alongside. If the forecast indicates that the following parameters are expected to be exceeded, wind 20 knots (10 minute average) from direction 320º(T) clockwise through to 140º(T); and/ or a sea state Hs >1.0m at WRB, approval from the Port Captain must be obtained for the vessel master to remain alongside.

• Observations at the berth may exceed the actual forecast, in timings and intensities, whereby a LCT or similar sized vessel may be required to depart the berth early or suspend cargo operations. This decision will be in consultation with Chevron Shore Base management and the Port Captain, however, the Master will always retain the right to suspend operations and/or to depart the berth at the earliest opportunity to safeguard the safety of his vessel and/or crew.

• All other vessels operating in the MOF are required to adopt heightened awareness to ensure the safety of the vessel’s operations during periods of forecast and actual inclement weather conditions and be required to depart the berth early or suspend operations. This decision will be in consultation with Chevron Shore Base management and the Port Captain, however, the Master will always retain the right to suspend operations and/or to depart the berth at the earliest opportunity to safeguard the safety of his vessel and/or crew.

8.3.3 WAPET Landing [20º48.9’S 115º33.2’E] is a tidally restricted area and experiences significant tidal flows. The berths located at WAPET Landing are used to receive vessels and barges supporting and supplying operations on Barrow Island.

WAPET Landing comprises of the following berths:

1. LCT Ramp South & LCT Ramp North: are used by self-propelled landing craft as a RoRo facility to offload containerised cargoes and fuel.

2. Land Back Wharf (LBW): is a permanent facility south of the LCT Ramps used to berth barges and LCT’s alongside for general break bulk cargoes and fuel transfers.

3. A Groyne Barge Berth (GBB): is a purpose built RoRo facility with a mechanical self-adjusting ramp for barges to offload containerised cargoes only.

Berthing criteria

• Tidal streams up to 2.0 knots;

• UKC > 0.5 metres except for vessels on the LCT ramps;

• Hs < 0.5m;

• Wind speed up to 20 knots (10 minute average) from a direction 270º(T) clockwise through to 180º(T); and

• Wind speed up to 25 knots (10 minute average) from a direction 180º(T) clockwise through to 270º(T)

With prior approval from the Port Captain, Landing Craft not requiring assistance from other vessels during berthing operations on the LCTR can request a relaxation of the above criteria.

8.3.4 The Gorgon Marine Terminal (GMT) The GMT is located at 20°48.85’S, 115°29.52’E and consists of a “hammer-head” arrangement with east and west berths for export of LNG and Condensate. A 260m wide approach channel extends into a swing basin and has been dredged to 13.4m below chart datum. The berths have pockets dredged to 15.0m below chart datum. Further details regarding the LNG Channel, swing basin and associated infrastructure, can be obtained by referring to the latest corrected edition of chart Aus 66.

8.4 Commercial Moorings Commercial moorings may be established within the Port of Barrow following Chevron and DoT approval. Commercial mooring applications shall be submitted directly by the proponent to DoT. An application is vessel(s) or purpose specific and must be an engineered design. Vessels not specified on the license wishing to use a mooring must attain formal approval from the licensee. Approval from the licensee shall be consistent with the license application.

Commercial mooring licensees shall comply with the terms and conditions of the mooring license at all times to ensure moorings are adequately maintained and do not present a hazard to navigation. Moorings that present a hazard to navigation risk may result in retraction of their license and removal by DoT.

9.0 Port Services The Port of Barrow Island does not provide any dedicated services, however may be able to provide assistance on a case by case basis. Enquiries are to be directed to the BWI Port Captain.

9.1 Medical Emergency For all medical emergencies, Masters are to call the Port of Barrow Island, providing full details of the medical emergency, the name of the Master and details of the agent.

9.2 Bunkering Facilities The Port of Barrow Island does not provide a service for fuel bunkering. The bunkering facilities in the tug pen support Gorgon Operations exclusively.

9.3 Provisions and Potable Water The Port of Barrow Island does not provide a service for the resupply of food provisions or potable water.

10.0 Resources, Roles and Responsibilities The Port of Barrow Island is a Western Australia Department of Transport proclaimed port, administered by the DoT Harbour Master under the Shipping and Pilotage Act 1967. The port is operated by Chevron Australia Pty Ltd. The Port Captain is responsible to the Harbour Master for ensuring that all port users operate in compliance with the governing state legislation and is responsible to Chevron for ensuring compliance with Chevron company requirements.
