6. Port Administration and its Related Operation System

Port operation System:

• Ownership of port are PPAP & PAS, They manages port operation and terminal operation in Sihanoukville port and Phnom Penh Autonomus port

• Since Port EDI system has not yet developed, They have their own system for port operation such as port clearance, payment, RoRo, etc.

• PAS and PPAP follows by IMO FAL Form 1 General Declaration, Form 2 Cargo

Declaration, and Form 7 Dangerous Goods.

• PAS and PPAP plans to implement EDI system and release this EDI system on 2021 or 2022. However, this EDI system is for port clearance not port commnunity system.

• Cambodia government plans to implement NSW future, lead by Cambodia Customs not port side. Similar to Myanmmar, PAS will submit data to Cambodia Customs using customs client module

Cambodia Customs Operation:

- Cambodia Customs has operating ASYCUDA that is Customs

Clearance system and implemented with funded by World

Bank

- Cambodia Customs is working on implement new Customs

System (cargo and customs clearance) with funded by JICA,

this new system is testing stage and will be opening on

September, 2019.

However, there is no connection between port clearance system

and customs clearance system.

Work procedure for port clearance

Port operation:

• User sends data to PAS by email or SNS, then, PAS enters data by manually to their system (PAS looks like to be managed data using by Excel)

• PAS handle port operation mainly by Excel• PAS tries to reduce manual processing (eleminate paper

document usage) after EDI system implementation

Terminal operation:

• Export container, consignee or trucking company submits paper document such as invoice, booking, or other documet to PAS TOS.

• Then, terminal operator checks it at terminal gate and keys in some information to TOS

Data and information sharing or exchanging:

• Currently, information system has yet set up in PAS, Hence, PAS

can not make interlink with and between other organizations or

other country’s information system

• However, PAS is strongly encouraged to exchange information

with Cambodia Customs or other organizations.

Operational aspect:

• IT department (maintenance and implementation), Harbor master department (planning), operation department (operation) are responsible to decide ICT system investment/expansion and implement those plans.

➢ Lack of budget and materials

➢ Lack of competent human resources

➢ Absence of related waterway-maritime transport and port laws and

regulations to fully implement the obligations of GDWMP

➢ Privates port are currently growing rapidly, however, the procedure of port's

establishment is unclear and also there is no one community port information

system developed.

➢ Some ports or terminals are not followed the technical standards

➢ Lack of Port Safety and Security measures

➢ Inefficiency of Port's Administration Management System

➢ Lack of Information system that help to coordinate between all ports with

other government agencies system such as Customs Operation and

immigrations and so on.

➢ Unfair of port's competition between Public and Private Ports

• Enhance cooperation with other international and

regional organization and seeking the financial support

for the following major priorities actions:

➢ Development of port operation and management

system

➢ Interlink the system with other government

agencies systems such as Customs Operation and

immigrations and so on

➢ Development of port safety management

procedure

➢ Development of port and other waterway

infrastructure legislative documents to support the

operation and national logistic master plan24
