The current number of people seeking refuge in Lebanon from Syria is nearly 1.2 million – almost 170 times the number of displaced who came to Lebanon only three years ago. Coupled with nearly 1.5 million vulnerable Lebanese and over 313,000 Palestinian refugees, the total number of people in need within Lebanon has reached over 3 million. As of 5 January, the government has applied new regulations for the entry of Syrians into Lebanon. In light of the increased pressure and vulnerability felt by local Lebanese resulting from the protracted crisis in Syria, the IFRC and National Societies are focusing on a more holistic community-based approach to address needs and alleviate tensions between the refugee and host communities. The need for community-based humanitarian organisations with local access like the Lebanese Red Cross (LRC) and the Palestine Red Crescent in Lebanon (PRCS/L) has never been more pressing. These National Societies must be supported so they may continue to respond to increasing demands for its services.

Coordination with Partners
UN System
The RC/RC in Lebanon coordinates closely with the UNHCR and other partners through the interagency support plans and cluster system. LRC and UNHCR have signed a data-sharing agree-ment to avoid gaps and duplication and to ensure that the work of each agency complements the other.
RC/RC Movement Partners
In addition to the IFRC, LRC and ICRC presence in Lebanon, there are 15 RC/RC National Societies who continue to work in-country in support of the LRC, and in many cases the PRCS/Lebanon. Under the leadership of the LRC, coordination among Movement members in Lebanon is systematic and guided through a Partnership coordination mechanism that mitigates duplication and ensures the work of Movement partners is stream-lined both internally and with external partners. The IFRC “Who does What, Where and When” (4Ws) map illustrates the complementarity of RC/RC National Societies work within Lebanon.
