An Overview
Commission on Population
DOH, POPCOM and LGUs to take full charge of the implementation of the Responsible Parenthood and Family Planning (RP-FP) Program.
DOH and POPCOM to formulate and carry out an aggressive and systematic strategy to promote RP-FP.
DOH and POPCOM issued Responsible Parenting Movement guidelines for the aggressive and systematic implementation of RP and FP in the different LGUs.
Commission on Population
To empower the Filipino Families through responsible parenthood by:
making couples aware of their basic responsibilities as parents;
awakening in them a sense of responsibility and commitment towards their family, neighbors, community, society and nation as a whole; and
considering responsible parenthood as a way of life towards the attainment of sustainable development.

1. Organize and train RP-FP teams/groups;
2. Conduct and facilitate RP-FP bgy classes/sessions;
3. Act as the lead advocates and mobilize other partner agencies to support the RP-FP;
4. Generate resources for the effective and sustained conduct of the RP-FP Bgy. classes;
5. Install/maintain data bank (Couple’s profile) for RP-FP for easy data/information storage and retrieval;
6. Submit required reports; and
7. Implement and sustain RP-FP.

1. POPCOM and DOH in coordination with Provincial/City Population Officers launch RPM at the regional/ provincial level to drumbeat and promote public awareness on the significance of the movement.
2. POPCOM and CHD regional officers organize and train RPM teams.
3. POPCOM and CHD regional officers facilitate RDC/LGU endorsement and support for RPM through resolutions.
4. POPCOM and CHD regional officers monitor RPM implementation.

1. The community health workers in coordination with RPM team leader perform the following: Set the date, time and venue of the RPM class; Confirm availability of RPM group members especially those who will
lead/facilitate the RP-FP class; Invite eligible couples and confirm their attendance to the RP-FP class; Prepare logistics for the RP-FP class – IEC materials, supplies, food.
2. Participants fill up information sheet (profile) and attendance sheet.
3. RPM team members conduct/ facilitate the RP-FP class.
4. For those who want to use any FP method, they will be referred to the nearest health center (RHU) where the health personnel will evaluate the person, then provide the service.

MR GAD Project is a package of interventions designed by the Health Management and Research Group Foundation, Inc. (HMRG).
It is intended at transforming pilot communities to become more responsive to gender and RH concerns of men and boys.

The Mr. GAD project has enriched the POPCOM-led RP-FP initiatives in the following ways:
1.facilitate the mainstreaming of gender concerns in the RP-FP modules and other inputs;
2.the engagement of men advocates and champions lead to enhanced LGU and community support to the recruitment and conduct of RP-FP classes;
3.with the establishment of effective linkages at the barangay level, Mr. GAD services can be tapped as complementary services for RP-FP couples/beneficiairies.

To instill and develop the Gender, RH and RP knowledge and skills of the different Bgy. Officials/ Lupon Tagapamayapa and community service providers;
To improve the handling and processing of the victims and doers of violence by bgy. officials and/or community-based service providers.
To reach out to other significant males in the community for gender equity and non-violence.

To provide enabling skills to men and manage their gender and RH problems:
By reducing violence and risky lifestyle behavior (alcoholism, smoking, substance abuse, etc);
By adapting practice of safe sex, Responsible Parenthood and family planning.

Harness the respectability of men in key positions in the communities to advocate reforms in gender;
Reach out to male constituents in the communities to become gender and RH (RP-FP) champions; and
Influence men/husbands towards the importance of gender equality towards responsible parenting and family planning/reproductive health (RH).
