Introduction

The Polk Transportation Planning Organization (TPO) maintains a comprehensive, cooperative, and continuing (“3C”) planning process. The TPO’s plans and programs are designed to meet the current and future transportation needs of Polk County. Pursuant to Titles 23 and 49, Code of Federal Regulations (CFR), and Chapter 339.175, Florida Statutes (F.S.), the fiscal year 2014/15 – 2015/16 Unified Planning Work Program (UPWP) is the basis for allocating federal, state and local funds for transportation planning purposes in Polk County. The UPWP documents all planning tasks and related activities for the period of July 1, 2014 through June 30, 2016 developed by the Polk TPO and other transportation planning agencies.

Developed every two years, the UPWP serves as the basis of the planning program for the TPO. Planning tasks address transportation issues that concern citizens, elected officials, and transportation professionals. The TPO’s public involvement process is used to identify and define these issues. The UPWP substantiates the level of effort for each task and the associated requirements for federal, state, and local funding.

The UPWP is developed by TPO staff in cooperation with the Florida Department of Transportation (FDOT), members of the Technical Advisory Committee (TAC), and members of the Transportation Adviser Network. The document is divided into the following sections:

In terms of public participation opportunities used in the development of the UPWP, the UPWP was presented four (4) times at meetings which are publically noticed. This includes two (2) presentations at the TPO’s Technical Advisory Committees (TAC) and twice at TPO Board meetings. Also, the TPO solicited comments from the TPO’s Adviser Network throughout the course of the year and as a result the UPWP includes several projects that were suggested. See page three (3) for a definition of the Adviser Network. In addition, the Draft UPWP was posted on the TPO’s website for public review and comment thirty days prior to the final adoption by the TPO Board in April.

In an effort to ensure the TPO planning program is compatible with other state and local planning programs, coordination with adjacent counties is maintained. The TPO is a member of the West Central Florida Metropolitan Planning Organization Chairs’

Coordinating Committee (CCC). Citrus, Hernando, Hillsborough, Manatee, Pasco, Pinellas, Polk, and Sarasota counties are included on this committee. Pursuant to Florida Statutes Section (F.S.S.) 339.175, the CCC is charged with the following:

Coordinate transportation projects deemed to be regionally significant by the committee.

Review the impact of regionally significant land use decisions on the region. Review all proposed regionally significant transportation projects in the respective

transportation improvement programs, which affect more than one of the MPOs represented on the committee.

Institute a conflict resolution process to address any conflict that may arise in the planning and programming of such regionally significant projects.

The TPO is also a member of the Central Florida MPO Alliance. The Alliance members include METROPLAN ORLANDO (Osceola, Orange and Seminole), Brevard, Volusia, Lake, Sumter, Polk and Marion counties.

The TPO operates in compliance with Title VI of the Civil Rights Act of 1964. This includes any and all applications of work by the TPO such as, the administration of business, decision making, and purchasing and consultant services.

Organization and Management

The TPO develops transportation plans and programs for Polk County as mandated by federal and state legislation. It serves a lead role in transportation planning, and it provides a forum for cooperative decision-making regarding countywide transportation issues. The TPO was established through the execution of an interlocal agreement by member governments pursuant to Section 163.01, F.S. The agency is comprised of a policy board (local elected officials), advisory committees, and staff members. The TPO Board and its advisory committees operate under bylaws approved by the TPO Board.

The TPO Board has nineteen voting members with representatives from the following local governments:

The Technical Advisory Committee (TAC) provides technical review, supervision, and assistance to the TPO on transportation planning matters for Polk County. This committee is comprised of planners, engineers, managers from the member governments, and non-voting representatives from state and federal agencies.

In 2013 the TPO began the transition from the traditional Citizens Advisory Committee (CAC) format to the new Transportation Adviser Network. The TPO’s recently adopted Public Participation Process (PPP) proposes the creation of a new Advisor Network as an alternate mechanism for citizen involvement with the objective of increasing public involvement especially by members of minority and low-income households. To be formed through community outreach efforts, the Adviser Network provides a less formal, more extensive structure for soliciting public participation and comment. Regular meetings of the Adviser Network will be scheduled to coincide with, provide an opportunity for early public comment on, the development of major work products for the TPO and Polk Transit to include the Unified Planning Work Program, Long Range Transportation Plan, priority transportation projects and the Transportation Improvement Program, Transit Development Plan and Program of Projects. Meetings are held in central, accessible locations, and members will have the option to participate either in-person or through an interactive webcast of the meeting. The meetings will be re-broadcast on Polk Government Television (PGTV) and available for on-demand viewing online through the TPO and Polk Transit websites. Comments and recommendations formulated through the Transportation Advisory Network will be compiled and reported to the TPO Technical Advisory Committee and TPO Board for their use and consideration.

The Polk TPO also serves as the official planning agency for the Polk County Transportation Disadvantaged Program and provides staff support to the Transportation Disadvantaged Coordinating Board.

The TPO is part of Polk County’s Office of Planning and Development and is the primary agency responsible for transportation planning. The FDOT is a partner in the “3C” planning process.

TPO Agreements

The TPO executes and maintains various agreements with its funding agencies and planning partners.

On January 16, 2004, the Governor approved a reapportionment plan for the TPO Board to maximize the participation of municipal governments. The plan provides two (2) alternate voting memberships for smaller municipalities that comprise an East County

Bloc and a South County Bloc. The TPO’s Interlocal Agreement creating the newly formed TPO was executed on August 11, 2004. On December 12, 2013 the TPO Board approved a TPO Membership Apportionment Plan based on the current membership structure, the 2010 Census, and federal and state requirements. The TPO is in the process of coordinating with our member local governments in order to execute an updated “Interlocal Agreement for Creation of the Polk Transportation Planning Organization”. The final execution of this agreement is expected later in 2014.

The Polk TPO’s Staff Services Agreement between the Polk TPO and Polk County Board of County Commissioners was revised and approved by the TPO Board on February 23, 2012 and by Polk County on April 17, 2012.

The current Transportation Planning Funds Joint Participation Agreement (JPA)

between the Polk TPO and FDOT was approved on December 8, 2011. This Agreement was amended for administrative reasons on April 11, 2013.

The TPO conducts transit planning under continuing Federal Transit Administration (FTA) Section 5303 and FTA Section 5305(d) JPAs. In October of 2008 the TPO and FDOT signed Exhibit 2 of the current JPA (Contract AOV76) based on changes from a one to two year UPWP cycle. This JPA expires June 30, 2014. A new multi-year JPA (Contract AQR05) was executed on November 26, 2012 between TPO and FDOT for funding years 2012/13 through 2014/15.

On August 11, 2011, the TPO Board approved a Memorandum of Understanding

(MOU) between TPO and the Polk Transit Authority (PTA), the Polk County Board of County Commissioners (BoCC) and the Lakeland Area Mass Transit District (LAMTD) for cooperation with planning and programming public transportation projects. This Agreement was fully executed by all parties on September 30, 2011.

The TPO receives technical assistance from CUTR on a periodic basis and on February

23, 2012 the TPO executed an Interlocal Agreement between the Polk TPO and the University of South Florida to provide technical assistance through the Center for Urban Transportation Research (CUTR). This agreement expires February 22, 2015.

On April 4, 2011, the Polk TPO executed a revised Interlocal Agreement for

coordinated regional transportation planning activities for the West Central Florida Chairs Coordinating Committee (CCC) which includes the Hernando, Hillsborough, Pasco, Pinellas, Polk and Sarasota/Manatee MPO/TPOs.

On February 23, 2012, the Polk TPO Amended the Interlocal Agreement with the Central Florida Metropolitan Planning Organization (MPO) Alliance in regards to administrative procedures for the Alliance.

The most recent Intergovernmental Coordination Review and Public Transportation Coordination Joint Participation Agreement (ICAR) was last executed in 2006.

Planning Progress

This section highlights some of the Polk TPO’s major planning activities and accomplishments during the previous UPWP period – FY 2012/13 through 2013/14. In some cases the planning tasks and projects contained in the new UPWP are based on some of these projects. COMPLETE STREETS PROJECT - In October 2012 the TPO held a signing ceremony in

conjunction with the TPO Board meeting to celebrate the completion of the Complete Streets Project. The Board meeting was held in Lakeland on MLK Boulevard which is considered a “complete street”. Board members, staff and members of the public were provided a tour of the road by City of Lakeland staff.

The Complete Streets Project incorporates existing policies related to the TPO’s Congestion Management Projects, the review of FDOT’s resurfacing projects and the policies contained in local government comprehensive plans. As a follow-up to this effort, the TPO’s FY Draft FY 2014/15 – 2015/16 UPWP includes a Project and Environmental (PD&E) Study to look a complete street features that can be included on select corridors in Polk County.

TRANSIT DEVELOPMENT PLAN MAJOR UPDATE – In September 2012, the TPO, in conjunction with the transit agencies completed a major update of the Transit Development Plan (TDP) which is being called “My Ride”. More than just a logo, the transit agencies wanted “My Ride” to represent the true needs of the citizens throughout Polk County and their vision of what good, quality, public transportation would be in the year 2022. In support of the Plan a transit Needs Forum was held in order to garner support and solicit public input for the preparation of the My Ride Plan. The approved Plan can be found on the TPO’s website: http://www.polktpo.com/downloads/category?id=98&page=1. IMPLEMENTING THE PUBLIC PARTICIPATION PLAN – In support of the new Public Participation Plan (PPP) that was adopted in June of 2012, the TPO now holds interactive webcasts for the Adviser Network. Polk County Government Television (PGTV) provides support to TPO staff in conducting the webcasts. As part of the webcasts, members of the public are able to ask questions via the Internet. Staff is available to monitor and forward questions to the presenters which are answered live. The webcasts are archived and are available for viewing at http://www.polk-county.net/icast.aspx.

Also in support of the recently adopted Public Participation Plan (PPP), the TPO approved amendments to the TPO Bylaws at their February 2014 meeting that allows for the transition of the Citizens’ Advisory Committee (CAC) to a Transportation Adviser Network. The Adviser Network will serve as an alternate mechanism for citizen involvement with the objective of increasing public involvement especially by members of minority and low-income households. To be formed through community outreach efforts, the Adviser Network will provide a less formal, more extensive structure for soliciting public participation and comment. The infographic depicted below summarizes some the work that has been implemented in support of the Adviser Network. 

TPO TRANSPORTATION SCHOOL – In June 2013 the TPO concluded its first ever “Transportation School” to educate citizens about the TPO’s planning process. The TPO held seven (7) classes covering a variety of topics including: transportation funding, complete streets, ITS, the long-range transportation plan, transit plans and projects, and trails. In addition to TPO staff, the school includes expert speakers that address the class on various transportation topics. The classes also offer participants the ability to participate in interactive exercises which are related to the topic of the night. Our goal is to inform people while keeping it fun. TPO staff anticipates conducting the transportation school annually as part of our public participation process.

2040 LONG RANGE TRANSPORTATION PLAN UPDATE – In FY 2013/14 the TPO began several studies (described below) that support the 2040 LRTP Update and in some cases will be studied further in FY 2014/15 and 2015/16. Additional details can be found in Task 3.1 on page 19.

2040 POPULATION AND EMPLOYMENT FORECAST – TPO staff along with the project consultant started work on the 2040 Population and Employment Forecast for Polk County. This information will used in the travel demand model to help determine needed transportation projects for the 2040 LRTP Update. This project will continue into FY 2014/15.

MAP-21 PERFORMANCE STANDARDS – TPO staff in conjunction with the

project consultant kicked off this study in October 2013. This study will develop performance standards that address the national performance goals identified in MAP-21 and the 2060 Florida Transportation Plan (FTP). These performance standards will provide the foundation for future TPO planning efforts including the 2040 Long-Range Transportation Plan, Congestion Management Plan and Annual Transportation Priority Projects.

CONNECTING NEIGHBORHOODS TO COMMUNITY SERVICES AND PLACES –

The TPO is currently working to develop strategies that improve access to jobs, education, medical care, and other community services and places for the Eaton Park neighborhood in southeast Lakeland. As part of the 2040 LRTP Update, the TPO would like to expand this effort to analyze several additional neighborhoods throughout Polk County with an emphasis on neighborhoods in traditionally underserved areas.

PASSENGER RAIL STUDY – The TPO is currently working on a passenger rail

study that addresses the opportunities and challenges for extending SunRail (commuter rail service in the Orlando Metro Area) into Polk County. This study was the topic of a recent Adviser Network Rail Forum in Haines City where we received many supportive comments along with requests for enhanced bus service that connects to the new rail service. The 2040 LRTP Update will further analyze the potential extension of SunRail into Polk County, including the potential of phasing this expansion of service. As part of this analysis, an evaluation of needed bus service connections to the proposed passenger rail service will be conducted.

Planning Tasks Planning tasks in the UPWP are organized accordingly into the following categories:

1.0 Administration

Administrative tasks relate to functions required to manage the transportation planning process on a continual basis to include program administration, development, review, and reporting. Specific tasks include:

Each work task is detailed according to proposed methodology, cost estimate, funding sources, and the agencies responsible for completing the work.

There are eight (8) planning factors under MAP-21 which must be considered in the TPO planning process. Accordingly, the TPO makes a deliberate effort to incorporate these factors, or planning emphasis areas, into its planning program. The matrix in Appendix C identifies how these factors are addressed through the UPWP planning tasks.

Polk County and all of the seventeen municipalities have adopted local government comprehensive plans pursuant to Chapter 163, Florida Statutes. The transportation projects and programs developed by the TPO are reviewed to ensure their consistency with these adopted local government comprehensive plans.

Planning Priorities for the Metropolitan Area

For the FY 2014/15 and FY 2015/16 UPWP, the Polk TPO will focus on the following planning activities. These priorities are based on MAP-21, and other planning requirements pursuant to state and federal regulations, as well as the direction of the TPO Board and member local governments. Additional details regarding these projects can be found under the respective planning task descriptions beginning on page 10.

Task 2.1 Travel Data and Strategies o Development and Implementation of Performance Standards and Measures

to guide the TPO planning process and in particular the implementation of a complete streets program and the preparation of the 2040 LRTP Update.

o Implementation of a Complete Streets Database to include data items related to complete streets, as well as roadway functional classification,

The 2040 LRTP will include a specific analysis of freight and goods needs;

The 2040 LRTP will evaluate the need to transform existing SIS corridors such as I-4, US 27 and State Road 60;

The 2040 LRTP will analyze staging strategies for the Central Polk Parkway – currently a partially funded project in the 2035 Mobility Vision Plan;

Evaluate the potential extension of SunRail into Polk County, including the potential of phasing this service and needed bus service connections; and

Develop strategies to improve access to jobs, education, medical care and other community services and places.

Task 3.2 Short Range Transportation Planning

o The TPO, in coordination with our TAC, local governments, transit agencies, FDOT and other modal partners, will develop annual multi-modal transportation priorities.

o Adoption of a multimodal Transportation Improvement Plan (TIP) annually.

o Implementation of the TPO’s Congestion Management Process.

o Annual update of the MyRide Consolidated Transit Development Plan (TDP) for the Lakeland and Winter Haven Transit Systems.

o Completion of Complete Streets and High Crash Corridors Project Development and Environmental (PD&E) Studies.

Task 3.5 Public Participation Process

o Continued implementation of the TPO’s Public Participation Process (PPP).

o Support the transition from a Citizens Advisory Committee (CAC) to an Adviser Network as an alternate mechanism for citizen involvement with the objective of increasing public involvement especially by members of minority and low-income households.

o Implement new and innovative methods for communicating the TPO’s plans and programs, e.g., Facebook, Twitter, Webcasts and short videos that describe a plan or project.

o Development of a public participation strategy for the 2040 LRTP Update.

METHODOLOGY: TPO staff will undertake administrative and managerial work in support of FY 2014/15 through 2015/16 planning tasks. This work will include grants management per required procedures, preparation for and documentation of meetings, publication of planning and administrative documents, and expenditure of direct and indirect costs in support of the planning process. Staff will ensure compliance with federal and state TPO certification requirements and Title VI of the Civil Rights Act of 1964 and Environmental Justice Orders. Staff will prepare meeting agenda and packets to be distributed in paper and electronic format. Meeting minutes will be prepared to document Board and committee actions, and staff will prepare quarterly progress reports to monitor the completion of outlined planning tasks.

2.0 Data Collection and Management Systems

Task 2.1 Travel Data and Strategies OBJECTIVE: To implement a systematic process to collect and analyze travel data including safety related items, develop strategies to preserve and increase the safety and mobility of the transportation system, and collect data that will aid in transportation decision making related to the allocation of resources. PREVIOUS WORK: Established the TPO Traffic Count Program and continued maintenance of the

Roadway Network Database (RND) for state and non-state roads; Traffic count data has been collected nearly every year since 1993; Continuous surveillance of existing and proposed land developments including active

Developments of Regional Impact (DRI) for transportation related impacts; Continued assistance to local governments in the review of traffic studies to identify

impacts to the major road network; Continued assistance to local governments in the review of Comprehensive Plan

amendments; Completed an Level of Investment Study of FDOT’s Work Program for Polk County in

2013; Publication of annual Trends and Conditions Report (2002 – 2012); In conjunction with FDOT completed a Transit Stop Inventory in 2010 which

documented the location of bus stops, passenger amenities, and the presence of sidewalks and bicycle facilities;

Completed an inventory of bicycle facilities and sidewalks on the major road network. Data used to identify Strategic Bicycle and Pedestrian Needs as part of 2035 Mobility Vision Plan (MVP); and

Staff identified “High Crash Corridors” for motor vehicle, bicycle and pedestrian crashes.

METHODOLOGY: The TPO will develop and implement performance standards and measures to guide the TPO planning process, and in particular, the implementation of a complete streets (congestion management) program and the preparation of the 2040 Long-Range Transportation Plan Update. These performance standards will reflect national performance goals and the goals and objectives of the 2060 Florida Transportation Plan. Per the TPO’s Adopted Complete Street Policy, the Roadway Network Database (RND) will be modified and updated as a “Complete Street Database” to include data items related to complete streets, e.g., bicycle and pedestrian features and access to transit services. These data items will complement existing information by Congestion Management System (CMS) Link: functional classification, traffic volume, peak-hour level-of-service, and projected five year level-of-service (LOS). Consultant services will be used to collect information (traffic counts and other forms of transportation data) needed to support the “Complete Street Database”. The TPO prepares an annual Trends and Conditions Report in support of the Congestion Management Process. This report includes a comprehensive assessment of the current state of Polk County’s transportation system and a comparison to peer and neighboring counties. The report now includes a spatial database with the location of pedestrian and bicycle crashes. This report will be updated to reflect the performance standards being developed in support of the Congestion Management Process. The TPO will prepare and

Staff will continue to monitor transportation impacts associated with land development, including DRIs. 3.0 Systems Planning Task 3.1 Long Range Transportation Planning OBJECTIVE: Implement and maintain a long-range transportation plan to meet the travel needs of Polk County. PREVIOUS WORK: On December 7, 2010, the TPO Board adopted the 2035 Mobility Vision Plan

(MVP). The 2035 MVP, a financially-constrained plan, includes road, transit, bicycle, pedestrian, multi-use trail, intelligent transportation system (ITS) and safety improvements;

Assisted Polk County local governments to ensure their Comprehensive Plans are consistent with the TPO’s adopted Long-Range Transportation Plan;

Since the 2035 MVP was adopted, the TPO has amended the Plan several times to ensure consistency with Federal transportation legislation, the TPO’s Transportation Improvement Program (TIP), FDOT’s Adopted Work Program and local government capital improvement plans (CIP);

The TPO developed a 2040 Population and Employment Forecast that is consistent with current development trends and future land use plans; and

In FY 2013/14 the TPO developed Performance Standards in support of MAP-21. METHODOLOGY: Pursuant to Federal requirements, the Polk TPO must adopt an updated 2040 Long-Range Transportation Plan (LRTP) by December 2015. The new plan will be an update to the 2035 MVP that was adopted in 2010. The development of a long-range transportation plan can take several years. Therefore, the TPO has allocated funding for consultant services in FY 2013/14 through 2015/16 to assist staff in the completion of the 2040 Plan Update. An outline of the major tasks associated with the 2040 Plan Update for Polk County is as follows:

Ensure that the 2040 LRTP Update meets all of the state and federal requirements (MAP-21);

Identification of strategic Highway, Transit, Freight, Bicycle/Pedestrian and Multi-Use Trail needs;

The 2040 LRTP Update will include a specific analysis of Freight and Goods needs in Polk County;

Transformation of Existing Strategic Intermodal System (SIS) Highways – the Plan Update will evaluate the need to transform existing corridors such as Interstate 4, US 27 and SR 60 to better serve their current function or to serve a new future function. This evaluation will build upon existing or ongoing FDOT studies and include the consideration of managed lanes on Interstate 4 and the need for grade separated interchanges on US 27 and SR 60;

Co-location of Broadband Infrastructure – Consistent with the Polk County Broadband Plan, identify opportunities to co-locate broadband infrastructure with future transportation projects and “neighborhood broadband centers” with future transit centers;

Healthy Communities Initiative – In support of the Healthy Communities Initiative, develop specific recommendations on how the 2040 Plan and transportation can support community health, e.g., provide opportunities for exercise and access to parks;

Green Infrastructure – Update the Multi-Use Trails Master Plan to support community efforts to build green infrastructure including the proposed “sapphire necklace” within the Peace Creek Watershed;

Preparation of 2040 Population and Employment Data that will be used to forecast future travel demand in the updated Plan. Started in FY 2013/14, this project will be continued into the early part of FY 2014/15, therefore the UPWP contains funding to support the completion of this component of the 2040 Plan Update; and

Additionally the TPO has allocated funding for transportation model development in support of the 2040 Plan Update. These funds will be used to prepare model networks that identify unfunded needed highway projects and cost-feasible highway projects that will be contained in the 2040 LRTP.

The TPO will continue to prepare amendments, as needed, to the 2035 MVP until completion and adoption of the 2040 LRTP. TPO staff will coordinate with the West Central Florida Chairs Coordinating Committee (CCC) and Central Florida MPO Alliance (CFMPOA) to ensure any amendments to the 2035 MVP, as well as the 2040 LRTP when it is adopted, are integrated into the regional long-range transportation plans. RESPONSIBLE AGENCY: Polk County ($20,000 is allocated in FY 2014/15 for contractual services for the completion of the 2040 Population and Employment Forecast. $45,000 is being set-aside in FY 2014/15 for consultant services for the development of Transportation Model Networks in support of the 2040 LRTP Update. $100,000 is allocated for consultant services for the project Connecting Neighborhoods to Community

Task 3.2 Short Range Transportation Planning OBJECTIVE: To address Polk County’s travel needs through short range multi-modal planning. Adopt and maintain a Transportation Improvement Program. PREVIOUS WORK: Annual development and adoption of the Consolidated Transit Development Plan for

the Lakeland Area Mass Transit District and Winter Haven Area Transit (2001 – 2013);

Continuous development of TPO priorities for road, transit, aviation, congestion management, multi-use trail, transportation regional incentive program (TRIP) and transportation enhancement/alternative projects;

Annual adoption of the Transportation Improvement Program (TIP); Adoption of amendments to the TIP; In support of the Livable Polk Initiative the TPO prepared three (3) technical

memoranda on the following topics – Aging in Place, Transit: Role in Making Housing More Affordable, and Connecting Neighborhoods to Community Services and Places;

Identification of Transit Design Features in the US 98 Corridor in 2014; Preparation and adoption of a Complete Streets Program and Policy in 2012; Development of an updated Congestion Management Process (2014); Ongoing development and implementation of the process known as Early and

Continuing Coordination on Road Projects; and TPO staff provided support in the formation of a Corridor Advocacy Group for the SR

17 Scenic Highway. SR 17 was designated as a Florida Scenic Highway in 2005. Staff participated in the development and review/adoption of the Corridor Management Plan (CMP) and the update of the CMP in 2010.

METHODOLOGY: Most of the short range planning will culminate in the adoption of the Transportation Improvement Program (TIP) as follows:

Development of TPO priorities for road, transit, aviation, congestion management, multi-use trail, transportation regional incentive program (TRIP) and transportation enhancement/alternative projects;

Evaluation of existing transit services and consideration of service improvement alternatives in response to identified needs;

Review surface access and inter-modal needs related to airport master plans and staff support to the Joint Airport Zoning Board (JAZB);

Review of proposed and programmed transportation projects in relation to mobility (transit access and bicycle and pedestrian facilities), and safety considerations such as lighting; and

Development of a TPO Priority Projects list and Transportation Improvement Program (TIP) in 2014 and 2015.

TPO staff will continue to provide support to the Polk Transit Authority (PTA).

The TPO will continue to provide staff support to local efforts in updating and implementing the Corridor Management Plan (CMP) for the Ridge Scenic Highway (SR 17). A major update of the (CMP) is due in 2015. The TPO will use existing bus stop inventory data to analyze bus stop infrastructure and transit passenger amenities in key transit corridors (those corridors with a high level of ridership or the primary transit corridor for a community). This task will include an evaluation of the need to improve bus stops and the provision of passenger amenities on a corridor basis including the need for complete street features or streetscaping to support access to transit and increased ridership. In 2013 the TPO identified a Complete Streets Study and a Study of High Crash Corridors in Polk County as candidate priority transportation projects. These projects were programmed as Project Development and Environmental (PD&E) Studies in FDOT’s Draft Tentative Work Program in FY 2014/15 with Transportation Management Area (TMA) suballocated (SU) funds. The TPO’s UPWP includes these projects as planning tasks in FY 2014/15 as the TPO will manage these consultant projects. RESPONSIBLE AGENCY: Polk County (In FY 2014/15, the TPO will use FTA Section 5305(d) funds ($50,000) for consultant services to assist staff with Corridor Evaluations of Bus Stop Infrastructure and Passenger Amenities. Task 3.3 Transportation Disadvantaged Program OBJECTIVE: Provide program and planning assistance in coordination of transportation services for the transportation disadvantaged. PREVIOUS WORK:

Created the Polk County Disadvantaged Coordinating Board and provide staff support to the board;

Annual evaluation of the Community Transportation Coordinator (CTC); Annually publish the annual report for the Coordinating Board; and Annual update of the Transportation Disadvantaged Service Plan.

METHODOLOGY: Staff will provide support to the Coordinating Board in the evaluation of the CTC and the coordinated transportation system. Other work will include publishing the annual report and developing the Transportation Disadvantaged element of the TIP. In updating the Transportation Disadvantaged Service Plan (TDSP), the TPO will coordinate with its Local Coordinating Board (LCB), and the Polk Transit Authority (PTA), as well as representatives of public, private and non-profit transportation providers to ensure that this plan meets the MAP-21 provisions for a Coordinated Human Services Transportation Plan. Task 3.5 Public Participation Process OBJECTIVE: Educate and inform the public regarding transportation projects, plans, and issues. Maintain a public involvement process to meet federal and state requirements. PREVIOUS WORK: Developed and adopted a new Public Participation Process (PPP) in 2012; Prepared InfoGraphics to more easy explain key TPO projects, plans and concepts; In 2013 the TPO conducted a “Transportation School” to help educate citizens

about the TPO planning process; In 2013, the TPO hosted a live, interactive, television broadcast to disseminate

information about the FDOT’s Draft Tentative Work Program. Short, project-specific videos were broadcast in a “countdown” format of 10 notable projects within the Work Program;

Based on the TPO’s recently adopted Public Participation Process (PPP), in 2013 the TPO began the transition from a Citizens’ Advisory Committee (CAC) to a new Advisor Network as an alternate mechanism for citizen involvement with the objective of increasing public involvement especially by members of minority and low-income households;

In 2012, the TPO began holding all CAC/Adviser Network meetings as interactive webcasts for those members that are unable to attend meetings;

In 2013 the Adviser Network hosted transportation forums on Priority Transportation Projects, Transportation and Aging in Place, and FDOT’s FY 2015 through 2019 Draft Tentative Work Program;

Provided presentations to various civic, community and neighborhood, and professional business groups;

In 2013, TPO developed a new logo; In 2014, the TPO developed a new TPO Website; In 2013 the TPO developed short informative videos highlighting important

transportation projects that were broadcast on Polk Government Television (PGTV) and made available through our website;

In 2013 the TPO set up Twitter, Facebook and Vimeo Video sites to garner public comments and share information with citizens ; and

All TPO Board, CAC/Adviser Network, Transportation Disadvantaged Coordinating Board, major workshops, transportation forums and regional meetings of the CCC and/or Central Florida MPO Alliance that are hosted by the Polk TPO are broadcast live on PGTV (the local government access channel) and via the web at www.polk-county.net. Past meetings of the TPO’s boards and committees are also available on this site for viewing.

METHODOLOGY: The Public Participation Plan (PPP) shall be reviewed at least annually by the TPO to ensure the public involvement process provides full and open access to all residents. In particular, the overall performance and effectiveness of public involvement and engagement strategies will be evaluated, including attempts to incorporate groups that are traditionally under served by the transportation system.

As a supplement to the PPP, the TPO will develop and adopt a Limited English Proficiency (LEP) Plan to ensure that individuals with limited English proficiency have meaningful access to the transportation planning process. In support of the PPP, the TPO will continue to implement the Citizens’ Advisory Committee (CAC) transition to the Adviser Network. The TPO will develop a public participation program for the 2040 Long Range Transportation Plan (LRTP) Update. As part of this public participation program, the TPO may expand our use of advertising to maximize the number of citizens that hear about the LRTP Update and so they have an opportunity to participate and guide the development of the Plan. The TPO’s Adviser Network will be used to receive citizen input at key points in the development of the 2040 LRTP Update. The TPO will participate in community organizations and events to raise awareness of the TPO’s plans and programs and build relationships with stakeholder groups. Also, the TPO will identify community groups representing traditionally underserved populations including minorities and low-income households. Staff will establish an annual target for attendance and participation in the regularly scheduled meetings for these community groups. The meetings will afford an opportunity for staff to share information on the TPO planning process and recruit members for the Adviser Network.

The TPO will continue to maintain and enhance the TPO’s website, and public use of or Facebook, Twitter and Vimeo sites. As applicable, staff will encourage public comment on draft plans or projects via the TPO website and social media. All comments received will be tabulated, summarized as necessary, and distributed to the TPO advisory committees and Board for their consideration in the development and adoption of transportation plans, programs, projects and services. The Polk County Communications Office broadcasts the TPO meetings (live and tape-delayed) previously described on PGTV and through interactive web-casts. The Communications Office provides approximately $10,000 in in-kind services for this and other related services. Task 3.6 Regional Planning and Coordination OBJECTIVE: To maintain and improve regional coordination and transportation planning in central Florida and to support the identification, prioritization and implementation of improvements to the regional transportation system including the Strategic Intermodal System (SIS). PREVIOUS WORK: The Polk TPO became a member of the West Central Florida Metropolitan Planning

Organization Chairs Coordinating Committee (CCC) in 2000 and a member of the Central Florida MPO Alliance in 2003.

The TPO participated in the development of Regional Transportation Plans for both the CCC and Central Florida MPO Alliance (CFMPOA).

The TPO coordinated with its regional partners to identify a regional multi-use trail system.

In 2005, the Polk TPO identified the “Regional Road Network” in Polk County as a source of candidate Transportation Regional Incentive Program Projects. This Regional Road Network was endorsed by both the CCC and CFMPOA and has been updated several times since. The TPO participated in the development of Regional Priority Projects for the referenced grant program.

The CCC adopted a Public Participation Plan (PPP) and continues to implement new strategies for engaging the public in accordance with the regional PPP. The CCC continues to maintain and update a website and also developed Title VI and Limited English Proficiency (LEP) processes and discrimination complaint procedures.

As part of its 2030 and 2035 Long-Range Transportation Plans (LRTP), the Polk TPO prepared a “Regional Transportation System” element. This regional element (regional system and proposed improvements in Polk County) was subsequently incorporated in the respective regional plans.

The TPO participates in quarterly CCC and Central Florida MPO Alliance Board meetings, Regional GIS meetings, Joint CAC public meetings (CCC), Regional Multi-Use Trails Committee meetings (CCC), and staff director meetings.

Annually, the Polk TPO hosts a joint coordination meeting between the CCC and MPO

Alliance (these two regional MPO committees in Central Florida consist of 11 MPOs).

METHODOLOGY: The TPO will participate in the following regional planning efforts: Continued update and maintenance of regional transportation plans; Identification of congested corridors and areas with strategies for congestion relief

as part of regional congestion management efforts; Identification of Regional Transportation System to include highway, transit and

multi-use trail network;

Preparation of Regional Transportation Priorities including candidate projects for the Transportation Regional Incentive Program;

Develop and update a regional Congestion Management Process (CMP) performance report (CCC);

Conduct regional air quality conformity modeling and analysis and produce determinations for LRTPs and TIPs in the region and update the Regional LRTP as needed (CCC);

Participation in regional highway and transit studies; and Participation in regional public involvement process and safety initiatives.

The Polk TPO will continue to participate in the Central Florida Smart Growth Alliance and regional visioning efforts including: MyRegion.org; OneBay; and Heartland 2060. The TPO will participate in the CCC and CFMPOA update to its Regional Long Range Transportation Plan to ensure that the regional components (highway, transit and multi-use trails) of the TPO’s 2040 Long-Range Transportation Plan are reflected in these regional plans. The TPO will work with the CCC and CFMPOA to develop a prioritized list of regional projects that are eligible for Transportation Regional Incentive Program (TRIP) and Regional Multi-Use Trail funding. The TPO staff will attend meetings of the Tampa Bay Regional Transportation Authority (TBARTA) and provide input to the development of TBARTA’s master planning efforts, as appropriate. The TPO will continue to participate and coordinate with FDOT District One’s Coordinated Urban Transportation Studies (CUTS) Committee which is comprised of all the MPOs in District One. Consistent with regional visioning efforts that the TPO has supported, the Polk County Board of County Commissioners (BoCC) in partnership with Polk Vision and the Polk TPO will develop and implement a coordinated land use and transportation strategy. This effort is referred to as the Livable Polk Initiative and will help link neighborhoods to transit, jobs and educational opportunities. TPO staff will assist the Polk BoCC and Polk Vision in developing this strategy. The TPO will provide financial assistance ($5,000) to METROPLAN ORLANDO for administrative and planning support for the Central Florida MPO Alliance (CFMPOA). METROPLAN ORLANDO will provide professional staff support to the Alliance in the form of a staff person who will spend a portion of their time on strategies, programs and projects of importance to the CFMPOA. These tasks will consist of meeting agenda preparation, printing, meeting minutes, mailings, making meeting location arrangements including coordinating the annual meeting of the CFMPOA and CCC.

The TPO will also provide administrative and staff support for quarterly meetings of the West Central Florida Chairs’ Coordinating Committee including the Joint CAC and the CCC Board. This support will consist of the preparation of meeting agendas and meeting packets, maintain up-to-date distribution lists, arrange meeting equipment and venues rotating among the member MPOs, prepare minutes and follow-up correspondence, and post all materials on-line. Provide staff support for biweekly, staff directors meetings. Arrange for venues and conference calls, prepare and distribute agendas and attachments, follow up on agenda items as needed/directed including coordination with partner agencies, monitor update schedule for regional documents and coordinate the drafting, review, and final distribution of updated documents (CCC). The TPO and other member MPOs of the CCC may use consultant services to help complete these tasks. One member or partner agency of the CCC may take the lead on a portion of this work and be reimbursed by other members or partner agencies of the CCC. In support of these services, $5,000 will be allocated for the CCC.

RESPONSIBLE AGENCY: Polk County. In FY 2014/15 and 2015/16, the TPO will allocate funding for administrative and staff support for the Central Florida MPO Alliance ($5,000 will be provided to METROPLAN ORLANDO) and West Central Florida Chairs’ Coordinating Committee (To support CCC administrative and organizational activities $5,000 will be allocated). APPENDIX A During the performance of this contract, the contractor, for itself, its assignees and successors in interest (hereinafter referred to as the “Contractor”) agrees as follows: (1.) Compliance with Regulations: The Contractor shall comply with the Regulations

relative to nondiscrimination in Federally-assisted programs of the U.S. Department of Transportation (hereinafter, “USDOT”) Title 49, Code of Federal Regulations, Part 21, as they may be amended from time to time, (hereinafter referred to as the Regulations), which are herein incorporated by reference and made a part of this Agreement.

(2.) Nondiscrimination: The Contractor, with regard to the work performed during the

contract, shall not discriminate on the basis of race, color, national origin, sex, age, disability, religion or family status in the selection and retention of subcontractors, including procurements of materials and leases of equipment. The Contractor shall not participate either directly or indirectly in the discrimination prohibited by section 21.5 of the Regulations, including employment practices when the contract covers a program set forth in Appendix B of the Regulations.

(3.) Solicitations for Subcontractors, including Procurements of Materials and

Equipment: In all solicitations made by the Contractor, either by competitive bidding or negotiation for work to be performed under a subcontract, including procurements of materials or leases of equipment; each potential subcontractor or supplier shall be notified by the Contractor of the Contractor’s obligations under this contract and the Regulations relative to nondiscrimination on the basis of race, color, national origin, sex, age, disability, religion or family status.

(4.) Information and Reports: The Contractor shall provide all information and reports

required by the Regulations or directives issued pursuant thereto, and shall permit access to its books, records, accounts, other sources of information, and its facilities as may be determined by the Florida Department of Transportation, the Federal Highway Administration, Federal Transit Administration, Federal Aviation Administration, and/or the Federal Motor Carrier Safety Administration to be pertinent to ascertain compliance with such Regulations, orders and instructions. Where any information required of a Contractor is in the exclusive possession of another who fails or refuses to furnish this information the Contractor shall so certify to the Florida Department of Transportation, the Federal Highway Administration, Federal Transit Administration, Federal Aviation Administration, and/or the Federal Motor Carrier Safety Administration as appropriate, and shall set forth what efforts it has made to obtain the information.

(5.) Sanctions for Noncompliance: In the event of the Contractor’s noncompliance

with the nondiscrimination provisions of this contract, the Florida Department of Transportation shall impose such contract sanctions as it or the Federal Highway Administration, Federal Transit Administration, Federal Aviation Administration, and/or

(6.) Incorporation of Provisions: The Contractor shall include the provisions of

paragraphs (1) through (6) in every subcontract, including procurements of materials and leases of equipment, unless exempt by the Regulations, or directives issued pursuant thereto. The Contractor shall take such action with respect to any subcontract or procurement as the Florida Department of Transportation, the Federal Highway Administration, Federal Transit Administration, Federal Aviation Administration, and/or the Federal Motor Carrier Safety Administration may direct as a means of enforcing such provisions including sanctions for noncompliance. In the event a Contractor becomes involved in, or is threatened with, litigation with a sub-contractor or supplier as a result of such direction, the Contractor may request the Florida Department of Transportation to enter into such litigation to protect the interests of the Florida Department of Transportation, and, in addition, the Contractor may request the United States to enter into such litigation to protect the interests of the United States.

APPENDIX F CERTIFICATION OF TPO PLANNING PROCESS Annually, the Florida Department of Transportation (FDOT) and the Polk Transportation Planning Organization (TPO) conduct a joint review of the TPO planning process. The purpose of this review is to evaluate the effectiveness of the planning process and to determine its compliance with applicable federal and state requirements. This joint review was conducted as part of the development of the FY 2014/15 – 2015/16 UPWP. The referenced parties jointly certify, pursuant to Code of Federal Regulations (CFR) Section 450.334, “Metropolitan Transportation Planning Process: Certification,” that the metropolitan transportation planning process in the Lakeland and Winter Haven Urbanized Areas is addressing the major issues facing the area and is being conducted in accordance with all applicable requirements.

The TPO was not required to take any corrective actions during the review period.

The following section includes a review of noteworthy achievements highlighted as part of the TPO Certification.

Noteworthy Achievements Public Outreach and Involvement

In June the TPO concluded its first ever “Transportation School” to educate citizens about the TPO’s planning process. The TPO held seven (7) classes covering a variety of topics including: transportation funding, complete streets, ITS, the long-range transportation plan, transit plans and projects, and trails. In addition to TPO staff, the school includes expert speakers that address the class on various transportation topics. The classes also offer participants the ability to participate in interactive exercises which are related to the topic of the night. Our goal is to inform people while keeping it fun. TPO staff anticipates conducting the transportation school annually as part of our public participation process.

In 2013 the TPO began the transition from the traditional Citizens Advisory Committee (CAC) format to the new Transportation Adviser Network. The TPO’s recently adopted Public Participation Process (PPP) proposes the creation of a new

Advisor Network as an alternate mechanism for citizen involvement with the objective of increasing public involvement especially by members of minority and low-income households. To be formed through community outreach efforts, the Adviser Network provides a less formal, more extensive structure for soliciting public participation and comment. Regular meetings of the Adviser Network will be scheduled to coincide with, and provide an

opportunity for early public comment on, the development of major work products for the TPO to include the Unified Planning Work

Program, Long Range Transportation Plan, Priority Transportation Projects and the Transportation Improvement Program, Transit Development Plan and Program of Projects. In 2013 and early 2014 the TPO has held forums on Needed Transportation Projects, Transportation and Aging in Place, FDOT’s Draft Tentative Work Program and Passenger Rail Options for Polk County.

ADVISER NETWORK LIVE TELEVISION BROADCAST - For the first time in its history the Polk TPO hosted a live, interactive, television broadcast to disseminate information about the FDOT Work Program. Short, project-specific videos were broadcast in a “countdown” format of 10 notable projects within the Work Program. The videos provided the audience a visual of where projects are located, what stage they are in, how much money has been invested in them, and ultimately the function and purpose of each. In between the videos TPO staff provided commentary on how the Work Program is organized, asked the audience questions which they could call or message in answers to in order to win prizes, and answered questions at the end of the telecast.

Countless people watched the live broadcast from the comfort of their homes, more than 30 people joined an interactive webcast on the Polk Government Television website and many more have watched the replay of the event, which is available at http://vimeo.com/81632629. Individual project videos have been released on the TPO’s Facebook and Twitter accounts since the broadcast.

TPO WEBSITE UPDATE – A major project in 2013 and early 2014 has been the update of the TPO’s website. The TPO has hired a consultant to assist staff with this effort. The new website is more user friendly for those with mobile

devices and features more multi-media. As part of the new website, the TPO has also developed a new logo. The TPO has also established Twitter and Facebook sites to assist our efforts in public outreach. 

Multi-Modal Transportation Plans

2035 MVP AMENDMENTS – Since the MVP was adopted, it was necessary to amend the 2035 MVP several times in order to accurately reflect the correct funding, timing and phasing of projects that have been advanced in the FDOT 5-year Draft Tentative Work Program and maintain consistency between the plans. Most of the amendments consist of projects and project phases that are being implemented earlier than what was anticipated in the 2035 MVP when it was first adopted in 2010.

TRANSPORTATION IMPROVEMENT PROGRAM – Similar to the 2035 MVP, the TPO has amended the Transportation Improvement Program (TIP) many times as requested by FDOT to ensure consistency with FDOT’s Work Program. The TPO maintains an Interactive TIP that depicts and describes these projects in detail. The Interactive TIP is a prominent feature on the TPO’s new website.

Congestion Management System

CONGESTION MANAGEMENT PROJECTS - In support of the TPO’s adopted Congestion Management Process (CMP) and 2035 Mobility Vision Plan (MVP), the TPO Board adopted a list of Congestion Management Projects as part of the TPO’s 2013 Priority Transportation Projects. These projects included safety, bicycle and pedestrian

projects, transit service improvements, and intersection projects that will help supplement FDOT’s resurfacing program. The TPO has defined these projects to include traffic operations and low-cost construction projects intended to ease traffic congestion, as well as projects intended to enhance safety and multi-modal travel. The aim of these projects is to maximize the safety and efficiency of the existing transportation system. Noteworthy examples of projects that have been prioritized by the TPO and funded by FDOT in recent years include the following:

o Transit Shelter Construction in Lakeland and Winter Haven on Citrus Connection and Winter Haven Area Transit routes;

o Intersection improvements in Lakeland, Winter Haven, Auburndale, Haines City and Lake Wales;

o Complete Streets Project on CR 540 (Clubhouse Rd) to include sidewalk, bicycle Lanes and turn lane improvements;

o Project Development and Environmental (PD&E) Studies for key High Crash Corridors and Complete Street Projects throughout Polk County;

o Safety Analysis and funding for improvements on US 92 (Memorial Boulevard), SR 37 (Florida Ave), and US 92 (Wabash Ave) in Lakeland;

o Chain of Lakes and Lake Alfred Trails - Trail Bridges over SR 544 in Winter Haven (see photo) and US 17/92 in Lake Alfred; and

o Sidewalk construction along SR 17 (Ridge Scenic Highway) in Frostproof, Lake Wales, Lake-of-the-Hills and Haines City in support of the Ridge Scenic Highway Bike/Ped Plan that was prepared by FDOT District One.

2014 Joint Certification Review

In February 2014, the Polk Transportation Planning Organization (TPO) and the Florida Department of Transportation (FDOT) District One conducted a certification review based upon the process outlined in the FDOT Metropolitan Planning Organization Program Management Handbook. This year’s review was the Modified Standard Joint Certification Review described in Chapter 7, Section 7.6.1 of the MPO Handbook. This review addressed all of the planning requirements mandated by law referenced in the Joint Certification Statement and the questions outlined in Section 7.11 of the MPO Handbook. The TPO has addressed all questions contained in this section. During the 2014 Certification Review, among the topics discussed were:

Discuss the 2013 Joint Certification Review: The TPO should make every effort to submit the final PL invoice in as timely a manner as possible to avoid any delay in obtaining updated allocation information for the next UPWP cycle. The TPO should endeavor to complete the PL Closeout Confirmation form by September 30th of the 2nd year of each 2 Year UPWP Cycle per the MPO Handbook. 2014 Update: While the invoice is being submitted prior to September 30th, the Closeout process has continued to require a request for extension due to the host agency’s (Polk County) fiscal process. The Polk TPO Executive Director will work with Polk County to determine a solution. FDOT staff pointed out that the TPO’s records indicate both the amounts requested for reimbursement, as well as the amounts reimbursed. This information should be sufficient to enable the TPO to sign the closeout confirmation form by September 30th of the 2nd year of the 2 Year UPWP Cycle.

Discuss Invoice Requirements A Detailed summary of activities (progress reports) should be included with the quarterly invoice. 2014 Update: the level of detail in progress reports is more than adequate. The TPO should include a table showing the approved amount of each UPWP task, as well as the drawdown and remaining balance of each UPWP task in order to better determine if any tasks are in danger of overruns. The District recognizes and appreciates the additional effort on the part of TPO staff in providing all of the documentation now required with each invoice submittal.

Discuss Updates for Agreements The TPO should soon be submitting their new Apportionment Plan for review and approval – Update: the plan has been submitted for review and approval

The TPO’s current Transportation Planning Funds Joint Participation Agreement was executed in December 2011, with an Exhibit I added as an addendum in 2013 to reflect the most recent Financial Project Number and funding. The boilerplate agreement has recently been updated. FDOT and TPO staff will develop a new agreement to be executed soon.

Upcoming changes/requirements that will occur with the Polk TPO becoming

a Transportation Management Area (TMA).

As a preparedness exercise for the impending quadrennial review, TPO staff answered questions contained in the Certification Questionnaire template provided by Central Office. Due to the length of the questionnaire, it is not included as part of the UPWP package but is available upon request.

TIP Development

The Polk TPO uses the Data Transfer Solutions (DTS) Interactive TIP software. Overall, both TPO and District staff are satisfied with the Interactive TIP. DTS is always responsive to requests from the TPO and the District with accommodating any new requirements regarding the content and format of the TIP document.

Discuss the Public Participation Plan (PPP) The evaluation of effectiveness of your Public Involvement Process Limited English Proficiency (LEP)-The TPO has published some publications in Spanish, however; efforts should be undertaken to develop an LEP procedure. 2014 Update: The ongoing efforts of TPO staff to increase the public participation outreach is innovative and has received many complimentary comments from staff in District One, as well as others who have participated/attended. They have achieved a renewed interest from private citizens with the “Polk Transportation School”, a series of informative, interactive meetings in the early part of 2013. This process will be continued in 2014. Additional information may be found in the “Noteworthy Achievements”.

Discuss the development of the Unified Planning Work Program (UPWP) for Fiscal Years 2014/2015 and 2015/2016 The TPO was provided with updated information for anticipated PL fund allocations for FY 2014/2015. Additional updates will be forthcoming as de-obligation of funding for the current UPWP is completed. The District also provided information

regarding District Planning Activities being conducted in Polk County for inclusion in the UPWP.

Discuss the implementation of the Adviser Network and TPO By-Laws The Polk TPO is moving toward transitioning from the structured Citizens Advisory Committee (CAC) to the Adviser Network. The Advisors Network allows for a broader section of the public to participate in the TPO’s planning process. The Advisors Network allows for on-line participation by interested parties to make comments and suggestions and obtain information on what’s going on in Polk County. The only concern so far in the District is whether the quarterly Advisors Network meetings or broadcasts coincide with the time frames for specified documents. TPO staff has indicated they will strengthen their public outreach efforts to better meet these time frames.

In conclusion, both the TPO and FDOT staff agree the Polk Transportation Planning Organization’s metropolitan planning process is conducted in a consistent, comprehensive, and cooperative manner and should be certified.

Included in the draft UPWP is a separate summary table in the Business Plan that depicts the anticipated FTA revenue along with projected carryover for both FTA and FHWA through FY 2016/17.
