During the Soviet occupation he worked in high positions where cooperation with Communist party and Committee for State Security (KGB) was unavoidable.
In 1988 he said there was no way and there will be no way back to free Estonia, but some time later he prepared The Declaration of Independence.
Was he traitor or was the cooperation with ivaders unavoidable?

Edgar Savisaar (born May 31, 1950) is an Estonian politician, mayor of Estonia capital-Tallinn.
Has been married three times and is the father of four children.
After graduating from high school he continued his studies in the University of Tartu.
In 1973, he graduated from the university with
a diploma in history.

In 1990 he was the Minister of Economy. On April 3, 1990 he was appointed the Chairman
of the Council of Ministers. When Estonia declared its independence on
August 20, 1991, he became the first Prime Minister of the Republic of Estonia. His government was in office till January 29, 1992.
From 1992 to 1995 Edgar Savisaar was a Vice-Speaker of the Estonian Parliament.
April 17 - November 6, 1995 he was the Minister for Internal Affairs.
In 1996 became the Chairman of Tallinn City Council.
From 2001 to October 14, 2004, he was mayor of Tallinn.

son of the Estonian diplomat and later Shakespeare translator Georg Meri, and Estonian Swedish mother Alice-Brigitta Engmann.

The second President of Estonia from 1992 to 2001.
